I find it odd that the commissioners reached out to Allen for input while crafting a LETTER “requesting engagement” and discussion on this topic. When else does the BOCC consult the recipient of a commissioners’ letter to help decide what the letter should say?

I looked up the agendas: the letter itself was not discussed until the 8/18/25 Work Session. It appears the item was delayed by a week.

I know that the good folks here appreciate good humor, and God only knows how much we dearly need it, but there really is an unknown threat that these clowns in government always pose. The threats that we see are one thing, but I am always looking for the serious threats that "we" have not yet identified because they could be devastating and even murderous, especially given the absolutely dictatorially oppressive atrocious unconstitutional responses of many of these same treasonous lunatics during the COVID atrocities. Far from me to be pushing any of the "fake news fear porn" mongers crappola that attempts to rule by fear, I am FAR more concerned about the bigger picture and what else these highly dubious characters have been plotting behind our backs~! Keep your head on a swivel my friend, and together we shall make sure that the future generations have a good chance to live free and prosperous lives ;-)

While we have indeed dedicated our lives to be capable of understanding what is really going on, and we are confident that we have successfully discovered quite a bit, I am sure that you can also appreciate the potential risks that "we" (all together) are possibly unaware of... A little bit of proper reasonable "paranoia" is a good safety measure, especially given everything that is at risk... HA~! That would keep us up at night, but we are usually WAY too exhausted for that and our trust in God is WAY too powerful. That said, let us all keep working diligently, because you and those close to you are also VERY capable~! We just can't afford to get "too cocky" and in no way can we EVER "give up" our fight for freedom, regardless of the perceived and/or real outcomes... It illustrates how this situation could have been handled at the time, and how it should be handled going forward, consistent with Washington law, public-records requirements, and contemporary best practices for public and intergovernmental governance.

This model is offered to clarify standards—not to assign motive or intent—and to reinforce expectations that protect the integrity of county government, tribal government, and public trust alike.

Dear Residents,

Thank you for this question. Concerns about tax policy, land use, and the concentration of economic power are legitimate public issues. Residents must be able to raise them without being dismissed or labeled, and doing so is not “complaining”—it is civic participation.

Residents should raise concerns through clear, on-the-record public processes, including:

1. Public comment at regular Board of County Commissioners meetings

2. Written correspondence submitted to the Clerk of the Board

3. Testimony at properly noticed public hearings and work sessions

Research shows that when residents experience respect and procedural fairness, trust in government improves even when there is disagreement over outcomes (Abdi & Hashi, 2025; Uster, 2025).

This situation also requires clarity about my responsibility as an elected official.

Any communication I receive regarding public policy—regardless of the sender, the relationship, or the email account used—is subject to Washington’s Public Records Act (RCW 42.56). That means it should always be approached as if it may become public.

In hindsight, the correct response when receiving informal correspondence that characterizes or evaluates constituent concerns would have been to immediately re-center the legitimacy of public input and redirect the issue into an on-the-record public process. That is the standard I am committed to applying consistently going forward.

Governance research is clear that record visibility changes behavior and preserves legitimacy, while informal or back-channel discourse about public stakeholders erodes public confidence (Grimmelikhuijsen, 2014; OECD, 2025).

Going forward, I will apply and communicate the following expectations consistently:

1. Communications about tax policy, land use, or public impacts must be conducted with the understanding that they are part of the public record

2. Constituent concerns will not be characterized or evaluated privately but addressed through noticed public processes

3. Disagreement over policy will never be used to diminish the legitimacy of public participation

These expectations protect everyone involved—residents, elected officials, and partner governments—by ensuring transparency, accountability, and role clarity.

It is also important to maintain clear distinctions in governance roles:

1. Individual residents, including tribal citizens, participate in county processes as members of the public

2. Tribal governments engage counties through formal, respectful government-to-government processes

3. Tribal enterprises operate as significant economic actors within distinct legal frameworks

4. County commissioners are accountable to the electorate through open meetings and public records

Maintaining these distinctions is essential not only for county governance, but also for protecting the integrity of tribal sovereignty, which is grounded in principles of formality, respect, and transparent intergovernmental engagement (Emerson et al., 2012; Native Governance Center, 2024; OECD, 2025; Washington State Department of Health, 2024).

To ensure these conversations occur publicly rather than through informal channels, I support:

1. Clearly noticed work sessions on tax impacts, land use, and economic development before decisions are made

2. Adequate public comment time for issues with broad or disproportionate impact

3. Structured public forums or workshops when topics are complex or contentious

Deliberative, transparent engagement improves policy outcomes and democratic legitimacy (Nguyen, 2024; OECD, 2025).

To ensure residents—especially small business owners and people on fixed incomes—are treated with respect and taken seriously, I support:

1. Earlier and clearer notice of discussions affecting taxes or land use

2. Clear feedback loops showing how public input is considered (Romero, 2025)

3. Consistent expectations for respectful tone in all public-policy communications

4. Accessible participation options, including written and remote engagement (Sadat, 2025)

Listening does not require agreement. But respect, transparency, and accountability through public process are non-negotiable. These standards apply equally to all participants in public policy discussions and are essential to maintaining trust in local and intergovernmental governance (OECD, 2025; Tyler, 2006).

Oh my, the pressure…….it is so pityful & obvious Allen has put Ozias’ …..in the bear trap. The FEW weasely sentences must have been torturous to pen. If taxpayers don’t continue to rise up to this occasion then we all deserve what we get. Ozias would have never written ANY letter on his own (which should be his MAIN job, since WE pay him +$118,000 not including benefits a year) had it not been for the continued advocation by many county taxpayers. Infact, French & Johnson should have signed the letter in response to Allen to show it’s not always about the Ozias/Allen show.

Why is it always TAXPAYER transparency, but when it comes to other very important tax issues they are conducted behind closed doors? TAXPAYERS WANT TRANSPARENCY, WE WANT A SEAT AT THE DAMN TABLE! Taxpayers want at least the same weight as Ron Allen, BECAUSE WE ARE PAYING THE COMMISSIONERS YEARLY SALARIES PLUS BENEFITS, Ron Allen isn’t! Ron Allen doesn’t pay property taxes on property his corporation owns & shifts that burden to Clallam County workers, retired, infrastructure systems….Christmas lights don’t pay the bills or put food on tax payer tables. Casino, pot shop & MAT clinic, all money makers for Allens corporation puts no food on tax payer tables! It’s about time Mr. Allen quits whining about how tough he has it.

Eric, I never say this to anyone, but "Well dah" no offense intended. FUNDING FUNDING AND MORE FUNDING (MEDICAID) pays for the drugs and visits. Occasionally MEDICARE pays, but most MEDICARE recipients don't need drug addiction help, they have JOBS and don't qualify for low income Medicaid help.

No funding needed for the roundabout, it's already funded by us and our taxpayer money (The Tribe has NO personal investment other than grants) Thankyouverymuch. For a reservation of whose population is MAYBE around 50 or so. (I think a lot less) it is rape to us taxpayers.

History.

It is accurate that Jamestown S’Klallam families did not relocate to the Skokomish Reservation after the 1855 Point No Point Treaty and instead purchased land near Dungeness in 1874, an extraordinary act of self-determination at a time when Indigenous people were legally restricted from owning land (HistoryLink, 2006). However, it is incomplete to say Jamestown “never was provided a reservation.” The Tribe received federal recognition in 1981, and the federal government has since proclaimed reservation land and accepted additional lands into federal trust, including land at Blyn on Sequim Bay (U.S. Department of the Interior, 2017; Bureau of Indian Affairs, n.d.).

“Better than market value.”

This claim has not been demonstrated with publicly available evidence. Public records show some purchases exceed county assessed values, but assessed value is a taxation tool and is not equivalent to fair market value at the time of sale (Clallam County Assessor, n.d.; Washington State Department of Revenue, n.d.). Substantiating the claim would require disclosed appraisals or comparable sales analyses; without them, the assertion remains unverified.

More importantly, focusing on purchase price alone misses a key fiscal reality: assessed value is dynamic. When land remains taxable, it is periodically reassessed and typically contributes increasing revenue over time. When land moves into federal trust, reassessment stops and the public permanently loses not only current revenue but future value appreciation as well (Washington State Department of Revenue, n.d.).

Jurisdiction.

When land is acquired and placed into federal trust, authority shifts. County taxation, zoning, permitting, and land-use regulation may no longer apply, and responsibility becomes divided among federal, tribal, state, and local governments (Congressional Research Service, 2025; U.S. Government Accountability Office, 2023). This is not symbolic: it affects long-term fiscal capacity, regulatory accountability, and coordinated planning—especially in regions like the Olympic Peninsula with already layered jurisdictions.

Taken together, the quote compresses history, valuation, and jurisdiction into a single moral claim, but each carries different factual and governance implications. Accuracy on all three is essential if land-use and trust decisions are to reduce harm rather than redistribute it.

Accuracy isn’t anti-tribal. It is pro-transparency, pro-accountability, and pro-community.

Only an idiot would believe that the tribal corporation should be disregarded. And then there are those who are entirely opposite and do everything that they can to give the tribal Corporation everything they want.

Neither is balance, a requirement for any society to function.

It is clear that Ron Allen believes that he can buy anything he wants through Commissioner Ozias. He continually cites one justification after another.

A police officer cannot accept a cup of coffee technically because of what it can lead to. It's the slippery slope theory. It starts with conditioning, and that conditioning then escalates. This conditioning results in an expectation of favoritism, which includes implicit bias resulting in unequal protection. Next is the loss of public perception of trust where it becomes clear there is a pay to play situation and entitlement. This professional standard extends to doctors, judges, and other professions.

Back here in Clallam County it is clear that Ron Allen has bought the county and expects a return on his investment.

I believe Ron Allen needs to be schooled by commissioner Ozias for a change about how a government that represents everyone equally operates.

I can only imagine if Ron Allen was charged with a crime that his defense would be that he has done so much for the county that his actions should be dismissed. There are many dictators who would be proud of that position.

I'm appalled, at a minimum.

I like cheese and crackers with my whine. Can I get a government grant to cover the cost? Maybe if they are those little fish shaped crackers or even those oyster crackers they could swing a grant from the fish and game. If they don't think we see the big picture they are wrong. I suppose kudos to them supplying jobs for a few and a place for pensioners to go blow their wad. But all the other business's have taxpaying employees too. Only they do it without government subsidies. The only transparency with their landgrab comes from Jeff and CC WATCHDOG. By the way, is there some place I can sign up for those voluntary contributions vs paying my taxes?

Excuse me for being a "whinner" but...the tribe could care less about the people at 3 Crabs when flooding occurs thanks to their involvement in removing an armored dike. Yet when a fishery lab they're involved with floods, they're upset because they might not get the $3.9 million they asked for to fix the problem. Really shows where their priorities are.

Calling people who simply ask for transparency and open discussion "whiners" is a bit insulting, don't you think? As CCWD reported back on May 21, 2025,

"This month, the Jamestown S’Klallam Tribe sent a letter to the Clallam County Board of Commissioners summarizing its 2024 community contributions. “We are proud and honored to be able to go above and beyond any minimum State/Tribal compact commitments,” wrote Jerry Allen, CEO of 7 Cedars Casino. “Year after year, we give more than what is required. Last year, we contributed more than $658,272.00, the majority of that to community causes.”

CCWD: "That’s a generous-sounding number—until you start asking basic questions. For example: what is the required minimum contribution under the Tribe’s gaming compact? The letter doesn’t say. Is $658,272 significantly more than what’s required—is it $200,000 more? $10,000 more? One dollar more? It’s impossible to assess the Tribe’s generosity without that context. And when a for-profit corporation asks to be publicly recognized for its benevolence, that missing context matters.

CCWD: "The Jamestown S’Klallam Tribe, operating through what is effectively a corporate holding structure, does very well for itself. In 2024, the Tribe reportedly generated $85.9 million in revenue. Their self-reported community giving, while appreciated by the recipients, represents less than 0.77% of that revenue."

No mention here either of the 75% state gas tax refunded to JKT from sales at the Blyn gas station.

So, thank you to JKT for any and all contributions you've made, and continue to make. But please stop with the "Woe is me" stuff when county residents ask their elected representatives to seriously examine and question any and all business dealings with you, and ask a simple question: "How does this benefit the residents of Clallam County that are not JKT tribal members?"

I have no problem with the local Tribe acquiring local property. They do a great job in managing it and contribute much to the quality of life on this end of the Peninsula. I have every problem with them doing this tax-free and shifting the tax burden to non-tribal people. How about walking side by side in partnership rather than in parallel? The Christmas lights, etc are nice but a non-shared tax burden is a huge problem, both financially and conceptually.

To the main point of this article, the arrogance and elitism of our elected representatives are appalling. These people are public servants of “we the people,” who are supposed to represent our interests. Anyone who calls concerned constituents “whiners” and “complainers” needs to go. He is not fit for public service.

William, you might have a problem when they acquire your property. Is your home near any streams, lakes or rivers. Or maybe on the shores? Do you have a well? Have any drainage problems? You might in the future. I think you don't understand, they want ALL the LAND BACK. That includes yours. You are a "guest" at this point and unwanted.

When the Tribe is in charge of water, electric (it's in the works for grants for electrical power system) and sewer, the monopoly becomes complete. It's in their Comprehensive Plan. Scroll down to page 14, see all that purple area? That's what they wanted back in 1985, now they want more.

Lately when I go to comments posted after article, the left 1/4 of the words are missing. It takes great skill to hold the text in center of page to glean the info. This is just a rather new annoyance. But people like me, you know who you are, wonder is this random and on no other site?

One more disappointment, I tried for two days to get an application for a volunteer position Jeff had so graciously listed. After much frustration, I reached out to Loni and she gave me two emails to try. Neither provided an actual application, but I read a lot about the prior meetings

So then I used the name listed as the person in charge. Again put me back to her dept with no way to leave a message. So I went to next person down under her, yes that’s right. So if the county doesn’t have professional volunteers to fill positions, it is a sad missed opportunity. I had written protocol through Seattle/King County to service this population and would have been an awesome choice.

Clallam County never fails to fail. Husband said I needed a lap top. But Obama used a pen and phone to run a country.

Seems like donating time would be user friendly, but again I’d be wrong two days in a row.🤷‍♀️

The applications needed to be submitted to Human Resources. I couldn't sign mine electronically, so I personally dropped off a printed and signed copy at the Courthouse HR Dept. The gentleman who took my app was very nice and had no problem accepting it. I've had some issues with the CC website when other people have had smooth sailing. Not fun.

Ron Allen makes a point. Many people see his push to obtain more Clallam County properties and businesses as confiscation. We non-tribal should complain. Being a “whiner” and “complainer” is justified. This is not a temporary business deal. There is no expiration of this change of ownership.

So, when the Thief in the Night comes and steals your shoes you should complain. When your elected officials fail to find justice and defend your property ownership by selling assets to a Foreign Nation we should whine and complain. No matter how generous the tribe has been it is voluntary choice. The rest of us now have an involuntary choice by paying more taxes, and losing income. We are no longer joint stewards of Clallam County, we have become whiners, complainers, and beggars.

Business dealings should result in mutual benefits. When it doesn’t it is not a good deal. When our elected officials favor diluting our economic base we should be a “whiner” and “complainer”. We are becoming a poor relative. I want my shoes back. Maybe more of us voters should ask for a refund.

My next complaint, since I have become a “complainer”, is to ask for more personal accountability from our elected officials. I am not seeing responsible actions to defend our public property from being sold. I don’t see the non-tribal interests being considered in many of these suspicious deals. In addition, we are spending more money than we take in. This is not sustainable and as history has told us we end up with higher taxes, fewer services, and on the road to bankruptcy.

Sitting in the gallery on Tuesday and getting a front row seat to hear Karen Parker read the letter aloud for public comment made my week. Thank you, Karen! As we have seen for the last two years, Comm. Ozias' only constituent is Ron Allen. Ozias has sat in his Commissioner's chair knowing that he doesn't have to care about all the citizens of Clallam County, because only one matters the most. We have "whined" about being over taxed and offered the solution of everyone pays their fair share of taxes, only to be scorned for our audacity. We have "complained" that Harm Reduction does not work, only to be chastised as heartless. I am woman who can think for herself, and if I see a need to thank or criticize my gov't, I will do so freely. As did the brave and civic-minded, Karen Parker!

Thanks, Denise! It's called accountability. My BS'ometer is pretty good and when these commissioners act like spoiled children, it's pretty easy to read the room. The Mom Force is still pretty strong in this one...and I will follow up on that up. Just ask my kids....It doesn't take much digging to get the info...we need more butts in seats at these council meetings to make our "whining and complaining" heard face to face. Not to mention the silent joy I get watching each commissioner squirm in their seats.

I keep hearing from people in official and nonofficial status that the Tribe donates so much to the Community. I am really wanting to know what the Tribes DONATE that is not from federal grant money, BIA money, and other US Taxpayer money? What is DONATED from the Corporate profits of the Tribe? Freely and to the benefits of all County citizens for the good of all, from the EARNED PROFITS of the riches of the subsidized Sovereiign Corporation owned by the Peninsula tribes?

Also, if the Sovereign Nation of, say, Japan came here to run a business and received County Services such as Fire Protection, schools, police would they be required to pay for those services through a system of Billings and assessmets to the corporations conducting business in America?

These seem like questions that need answering. And soon.

Yes. Here's a great article, albeit written in 2004, about how a local township can crumble under the weight of a Sovereign Nation in their midst. It's the same damn thing we're seeing here real time with JSKT. Let's hope the beast has been awakened. “The technical term for Indian reservations is ‘domestic dependent nations,'” explains one legislative analyst. “They are not foreign governments. They have no foreign policy powers. They are not allowed to sell their land to anyone outside the U.S. and they are not allowed to maintain relations with any foreign nation. To regard them as being like foreign nations inside our nation is very problematic. How can Congress create a government within a state, with powers that Congress itself could never possess?”
