The commissioners did not respond to the last email regarding taxation and spending priorities. Here is today's email:
Dear Commissioners,
When decisions are being shaped by advisory boards, regional entities, or Olympia-based organizations, at what point do you step in and say, ‘This needs to go back to the voters first’?
Below is a modeled individual commissioner response grounded in the Washington Constitution, the Clallam County Home Rule Charter, and open-meeting law.
Dear Constituent,
Thank you for raising this question. In Clallam County, authority begins with the voters and is structured by the Washington Constitution and our Home Rule Charter.
Article I, Section 1 of the Washington Constitution affirms that political power is inherent in the people. Article XI grants counties their structural authority. Under the Clallam County Home Rule Charter, legislative authority rests with the elected Board of County Commissioners. Advisory boards, regional entities, and Olympia-based organizations may recommend policy — but they cannot adopt county law, allocate county funds, or amend county code. Only the Board may do so, and only in open public session.
Clallam County voters also retain initiative and referendum powers under the Charter. When state law requires voter approval (e.g., certain levies or charter amendments), matters must go to the ballot. In other cases, the Board may refer an issue to voters if the fiscal or structural impact warrants direct authorization.
In practice:
1. Behavioral Health Tax allocations are approved by commissioner vote in public session (Clallam County, 2021).
2. Homeless housing program awards are approved by commissioner action in open meetings (Clallam County, 2025a).
3. Environmental Health authority operates locally under Board of Health oversight that includes commissioners (Clallam County, 2025b; RCW 70.05).
All legislative action must comply with Washington’s Open Public Meetings Act, requiring deliberation and action in public (RCW 42.30; MRSC, 2024).
If I believe a proposal has moved beyond delegated authority or ahead of meaningful public awareness, I would support slowing it down and bringing it back into full open deliberation.
Advisory input informs policy. Voters authorize structure. Elected officials remain accountable for final decisions.
Municipal Research and Services Center. (2024). The Open Public Meetings Act: How it applies to Washington cities, counties, and special purpose districts.
Thank you for your detailed and constitutionally grounded response. I appreciate the clarity regarding legislative authority resting with the Board and the role of advisory bodies.
My follow-up question is more practical than structural:
While it is clear that advisory boards cannot adopt policy, they can significantly shape recommendations before matters reach the Board. In your view, what specific criteria would trigger a decision to refer an issue directly to voters rather than relying solely on commissioner vote?
For example:
1. Is there a fiscal threshold (e.g., long-term tax commitment, bonded indebtedness, or multi-year program expansion)?
2. Is there a structural threshold (e.g., creation of a new taxing authority, expansion of regulatory authority, or permanent administrative infrastructure)?
3. Is there a community impact threshold (e.g., policy shifts that substantially alter land use, public safety practice, or long-term service obligations)?
You noted that you would support “slowing it down” if a proposal moves beyond delegated authority or ahead of meaningful public awareness. I appreciate that commitment. From a governance perspective, advance clarity around those thresholds may help reduce public distrust before it builds.
I am not questioning the Board’s authority. Rather, I am asking how you determine when direct voter authorization strengthens legitimacy — even when not legally required.
Thank you for the follow-up. In Clallam County, the Board holds legislative authority under the Home Rule Charter, but that authority ultimately flows from the voters.
While state law requires voter approval for certain actions (such as specific levies or charter amendments), I generally look at three local triggers when considering whether something should go back to the ballot:
1. Long-Term Tax Commitment – If a proposal creates new taxes, bonded debt, or multi-year obligations that materially affect the County’s fiscal structure, voter authorization strengthens legitimacy.
2. Structural Change – If the action creates a new authority, significantly expands regulatory power, or builds permanent infrastructure that reshapes county government, direct voter input may be appropriate.
3. Broad Community Impact – If a policy substantially alters land use patterns, public safety practices, or long-standing service frameworks across the county, I would consider whether a ballot measure or enhanced public process is warranted.
Not every debated issue belongs on the ballot — commissioners are elected to deliberate and decide. But when decisions materially alter fiscal structure or long-term community character, referral can provide clarity and strengthen public trust.
When concerns arise, my first step is procedural: slow the process, increase notice, and ensure full public deliberation in open session.
Jeff, you held their feet to the fire yesterday when you asked them how many deaths will happen before they are held responsible for them? You were referring to harm reduction deaths. They sat in silence and did not address the question after the meeting. I inferred their silence as complicity.
Parker is No Longer Employed at Clallam County Superior Court
The tenure of Clallam County Superior Court Commissioner Brian Parker has come to an abrupt end. On February 10, 2026, the court administration confirmed that Parker is “no longer employed” by the county, effective immediately.
His departure marks the conclusion of a turbulent year for the Clallam County court system—a period defined by allegations of perjury, stalking, public aggression, and A HIRING PROCESS THAT BYPASSED STANDARD SAFEGUARDS.

Hmmm... I have so many thoughts on today's column. I could write all morning. But I won't. I'll just leave a shout out to Diamond Construction and Excavation. I have hired them twice for projects. The communication was excellent. Some parts of the job got a bit tricky with the county and they were able to modify what the county asked for and save me some unexpected expense. But lets voice opposition against this business because his political views are different than yours and he, just like you, is vocal in his political views.
I patronized Diamond Construction a few years back for private drive gravel and was completely satisfied. I will not, knowingly, patronize tribal business until we return to "one nation", "with liberty and justice for all".

What do you want for your representation? A voice of reason or a continuing voice of favoritism for those who promote contradicting, self- promoting, actions. Currently we are seeing our Clallam County Counsel move toward favoritism for Non-Governmental Organizations, interests of a Sovereign Nation, and pandering to individuals who actually do not live in our county. This is not representation for our county constituents.
The list of mistakes is long. Harm Reduction is expensive and does NOT aid an addicted individual. All that money and no positive outcome. The same applies to the MAT clinic that offers no information about successful treatment for addiction. Add the presence of encampments of lawless elements dealing in drugs, encroaching on the rights of landowners and businesses, and impacting the lives of law abiding citizens.
Homelessness is a multifaceted problem. Providing expensive, but unregulated, housing will fail. Other communities have proven this outcome. What is needed is individual mental health treatment, programs for overcoming addictions, and attention to people instead of wasteful operations.
Law abiding citizens deserve protection. We want to choose our Sheriff. Growing lawlessness is a force that will drive out businesses, harm tourism, and only add to growing expenses for the taxpayer. We citizens deserve attention to improving prosperity, finding ways to assist private business, protect existing holdings, represent those who elected our officials, not some appointed committee. Those who obey our laws should have priority. Where are our representatives? I am asking for governance, not posturing.
The Democratic controlled state already has a trifecta lock on three pillars of government, maybe more, but this is one more way to tow the no intelligence, emotional laden progressive policies.

The current path of harm reduction policy in Clallam County is causing harm to all of us by allowing illegal encampments and squatters and vagrants that block our sidewalks, pollute our streams, threaten our safety, and use resources that could be used to benefit all. While a one sided approach may be profitable for some NGO's and non-profits, it does not seem to promote economic prosperity for the community at large. I certainly hope the Clallam County Commissioners and any real leaders in our community begin to research alternative, or complimentary plans to address the drug and vagrancy blight that is consuming our county and destroying our life, liberty, and property. You ARE getting 'governance'...to govern is to control...we do have controllers.
What we also have are communistic/socialistic sociopaths who are literally sacrificing the health and safety of the community in a satanic, ritualistic way. (Even if they are not conscious of it.) Unconscious radicals are a grave danger to societies all over the world.
None of this is happenstance...Kruschev said they (communists), would take America without firing a shot...nobody believed it...but it has and is happening, because communism is an ideology and you can't kill an ideology, it has an indefinite timetable and will never quit or stop on its own.
Neo-Con Warlord Capitalism is using communism as a tool to break down and destroy the society and culture we have known, so 'they' can 'build back better'.
This is GLOBAL WAR, so prepare accordingly, whatever that means to you!🎭
Soon enough, many of us may be political refugees, or worse...the 'left' is openly agitating for violence...good thing they are 'tolerant', eh?

Everyone needs rules. “Governance" is the system of rules, processes, and structures used to direct and control an organization, country, or group, focusing on decision-making, accountability, and resource management to achieve objectives, balancing authority with public trust, transparency, and stakeholder interests.”
A lot of words, but the definition is worthy of attention when our elected, and appointed, officials are not governing for the benefit of the community. I highlight the last of the definition; balancing authority with public trust, transparency, and stakeholder interests.
We citizens have selected (voted for) individuals to govern. They are our representatives, our voices, for leadership and management. A key word in the definition is “accountability”. This goes both ways. We voters must choose our representatives wisely. Once chosen these representatives have responsibilities.
Jeff, so many good shorts today. The one most concerning is the Sheriff's bill. Good for Sheriff King for fighting for accountability through the vote of the people. This position must remain as neutral as possible so LE can do its job. French too liberal for the Steering Committee position. His political ideologies will prevent him from persuing unbiased policies, just as we've seen here. It doesn't take much for him to be persuaded to go in one direction and keep going that way. He needs a compass.
Its not accidental its an international contract that is implemented by the NODC since 2004. Over a Billion dollars has been spent to "develop" our local economy. The facts are that a local economy was built. It was built for the tribes, a huge one. An International economy was also built. The globalists took control in 2004 and our county has had its limbs cut off one by one like the snake oil salesman from little big man. Now they are holding our nose tighter than Dr. Turner over the timber sales. Wanting to buy and swap so it can all burn up for beneficial microbes.
I don't think many know the Dr. Turner story...it was a long time ago...I wasn't there, of course, but my understanding was he stopped the breath of a newborn whose brain was partially on the outside of its skull, or something like that, and it ended his career. Sometimes compassion is hard to tell from other things and sometimes there is a big price to pay for doing the right thing. C'est la vie😎
And now, in honor of putting off building their downtown Port Angeles hotel for more than FIVE YEARS and leaving a big blank space, the PA Chamber of Commerce gives its Organization of the Year Award to the LEKT! I have the answer for Mr Frenchie. Let this Matt Toney out of jail and have him go to Frenchies house and burn it down and see what he thinks about property damage then.
Only problem is that the commissioners would build him a new house with OUR tax dollars
with a view and dishwasher and solar and a doggie bath. Maybe he should just move to another county.
Politicians are infamous for flip-flopping on issues.
I grew up around the conservative mind-set and Young Republicans and John Birch Society...they were correct in their assessment of the dangers we face by globalists and their self-ascribed 'right to rule' based on their bloodlines...however the globalists play both parties against each other and the 'Republicans' have been and are not currently governing from a Constitutional perspective, either.
G. Washington despised party politics but he didn't seem to offer a good alternative, so we're kind of stuck with an unbalanced human/demonic governance system.
I know that John Adams knew what he was talking about in the following statement:

There are numerous important thought-provoking issues here...
As a great proponent of the American entrepreneurial Spirit, over the decades I have learned that "quality" is a FAR superior goal to "quantity"~! This process of "weeding out" those who disagree with us or those who we disagree with, by "unfriending" people or refusing to do business with folks because of their political and/or social inclinations is a GREAT example. As an American Constitutionalist I am dedicated to the process of ALL Americans refusing to be divided against each other, however too many today weaponize their choices out of Ignorance and often emotionally hysterical uninformed mindsets. So, many are actually "unfriending themselves" in the process and therefore "cutting their own noses off despite their faces". As an American who has owned and operated many small businesses, I have well learned that it is of extreme value to have the less desirable customers "bug off", to use a more polite term, so that I can help the most desirable and deserving folks~! One nasty customer can easily be FAR more trouble than they are worth, they can easily take more time and money (overhead) to complete the same transaction than the more desirable customer, and the occasional "rotten apple" customer always taints the entire business by stinking it up like a dog leaving a turd after eating a HUGE bowl of spicy chili~! So, it is actually a Godsend to have family, friends, and customers who refuse to be civil and decent folks, refuse to be in our circles in any and all ways~! Over the next several years much will continue to be revealed, absolutely proving that many Americans have made the worst possible decisions of their Ignorant miserable mean-spirited lives, assuming that they live long enough, so I strongly encourage all of the good levelheaded common sense American Patriots & decent folks to exercise EXTREME caution when considering allowing back ANY of these pitiful & dangerous people into their circles~! Remember, Individuals who have a demonstrated history of little but bad decision making, ESPECIALLY if they continue to refuse to apologize AND improve themselves, will without doubt continue on their disastrous path and very likely drag YOU and those you care about down with them~! Forgive, but NEVER forget, and always choose wisely~!
I sure wish that I had always taken that advice myself ;-))
I just want to thank everyone yesterday for their heartfelt comments against harm reduction...hits too close to home here. I was in tears after your last comment. It's unbelievable the commissioners just say there with not even a stunned look on their faces. I so appreciate you all and it was great to shake hands with Jake. Jeff you were my favorite comment but so many good ones!
Thank you and all Doggers who won't turn backs to our constitution!
SB 5974 is another power grab attempt by demented gov that wants power over all state citizens by controlling all law enforcement agencies.Perverted school agendas would be applied without law enforcement engagement-mandatory vaccines- residents targeted for negative governor remarks ect ect ect.Enforcement officials would have to comply to all perverted governor's orders or be fired. No sheriff or law enforcement official would support this bill unless they were corrupt.
Words. It is amazing how many ways we humans can express themselves. Equally amazing is how we read and believe words that belie intelligence and credibility. Can we really believe these blatant displays of ignorance?
First. We have voters that, apparently, never investigate those running for office. Who are these people? These office seekers promise impossible actions, disregard finding sources of financing for these promised actions, and assume invisibility when challenged. And then, a majority votes these folks into office.
Next. We have a large proportion of citizens who believe these office seekers. Really? Education is a cure for ignorance, but there is NO cure for stupid.
Basic rules prevail: There is no such thing as a secret. The First Liar doesn’t stand a chance. And, there will always be someone smarter than you.
Shouldn’t we vote the best, most intelligent, most learned people as our representatives? We should be able to demand commitment to their constituents. I guess not. Money talks.
On too many occasions we find our elected representatives have made multiple, often conflicting, commitments instead of working for their constituents. Fool me once, shame on you. Fool me twice, shame on me.
So, what am I to do? A majority have elected representatives that do not represent them. Therefore we elect representatives who do not represent, individuals who are taking a salary under false pretenses, and we voters have the gall to complain. Instead of just complaining step up and make a change.
A Sword, a Struggle, and a Swift Release: My response? "Put down your weapon or I will shoot! You are tresspassing!" If he doesn't comply and continues to be a threat, shoot him. Problem solved. If the law enforcement can't do anything, a homeowner protecting his property can. If the property owner goes to jail, this can just simply move up the chain to the Supreme Court. It will get thrown out. Or, they won't go to jail because, well, it IS a catch-and-release system!

Those passions are the same in all men, under all forms of simple government, and when unchecked, produce the same effects of fraud, violence, and cruelty." President John Adams 1797-1801.
That's why they intended to set up a Constitutional Republic, with the brightest and best amongst us to act as representatives at the various governance levels, with severely limited and restricted government...they knew the dangers... and now, we are living in the dangers!😎
Activate and protect your families, while you still can!😊
!n response to Robert James, I repeat get us out of the UN!!!! Dems are trying to do away with the first and second amendment, it helps there socialist cause.
The bottom line is governance.
Thank you for turning into a public records requesting machine, Denise!
All you have to do is use a little socialist magnet and you can steer his sad little compass any direction, except toward common sense and justice!😱
Shorts? 🦵
If there were something that ever made me want to spew a string of expletives, it’s how LEKT is fawned over in PA, no matter what they do. To hell with land acknowledgments.
Tar and feathers? It was a thing and could be again!😆
Bravo Denise Lapio for a level-headed alternative to honor Judge Owens.
Former Commissioner Ron Richards posting on Divisive Sequim to boycott a business? He's a hard one to figure out and posts here occasionally? Odd.
Commissioner French seems to keep making odd choices, to the music in his head?
MK, I was confused and surprised by Ron Richard's boycott post. Maybe there's more than one RR in CC?
That's what I was thinking.
Excellent ????'s!
@RaymondFinkle
(States should have county electoral college.)
"Democracy has never been and never can be so durable as aristocracy or monarchy; but while it lasts, it is more bloody than either. … Remember, democracy never lasts long. It soon wastes, exhausts, and murders itself. There never was a democracy yet that did not commit suicide. It is in vain to say that democracy is less vain, less proud, less selfish, less ambitious, or less avaricious than aristocracy or monarchy. It is not true, in fact, and nowhere appears in history. Those passions are the same in all men, under all forms of simple government, and when unchecked, produce the same effects of fraud, violence, and cruelty." President John Adams 1797-1801.
All governments have turned on the people, eventually and we are seeing it in real time.🎭
Very good "Watchdog" Patriot Jeff Tozzer~!
Sincerely,
Mike
good evening Jeff,
Amazing article today!
Quite a ragtag group of whiners and complainers we've become. We are lucky to have you among our ranks.
Jeff, where did you get a photo of our rental truck?
I thought yours had "Idaho or Bust" written on the back!
Someone washed it off!
And which ones would not be corrupt, if only by the power?🤓
Intelligence and Credibility. February 11, 2026
