The public deserves to know whether the county prosecutor, who serves as legal counsel to the commissioners, has ever formally addressed potential conflicts of interest arising from commissioners serving on boards that receive county funds. Residents frequently hear “there is a conflict of interest” by the prosecutor when asking questions or case review, yet no such conflict seems to be acknowledged when commissioners vote on matters involving organizations they help oversee. This inconsistency undermines confidence in the system.
The county eroded the definition of COI/Ethics violations some years ago relying on hard and fast state RCW definitions that are easily skated around as we see.

I find the term non-profit to be meaningless. Any potential profit can be made an expense, via expansion, increased employee pay or bonuses, more equipment, more advertising, etc.. Ditto NGOs. Non-Government organizations that receive Government funding and are run by Government employees ? That is not my definition of "non"-Government. I liken both more to figures do not lie, but liars figure. Not saying non-profits or NGOs do not accomplish good. I am saying their track records and expenditures need to be vetted before funding them.
Not all organizations are audited. Usually smaller organizations, less than a million are not done. Audits are not done to detect fraud, but to see if the organization adheres to GAAP, generally accepted accounting principles and reliable and comparable financial information to investors, lenders, regulators etc. Audits of organizations if they are done can be found on Pro Publica. If there is an exception, (an error) found in an audit, it is brought forth and the organization is given time to respond and a time to remedy the cause of it. Most fraud detected is reported by employees or whistleblowers. And some organizations do not meet the monetary threshold to require an audit.
I think you need a deep look into not for profit agencies. You will see what the actual fund raised dollars went to the named charity and how much went to advertising, office space, mailing, staff expenses, conferences, entertainment of people they suck up to bc they know who holds the strings. If it takes more than 15 percent of collected donations to send out mailers, they need to show us the books!

The Clinton Foundation has an 87% administration cost, meaning that only 13% of the monies they collected actually goes to the Haitians they claim to serve. (Chelsea Clinton reportedly received a salary of about $600,000 from the foundation.)
We all know (er, it is ‘alleged’;) that the Bidens received ‘extra’ money (‘Thank-you fees’?).
As a senator and VP, Biden couldn’t accept funds directly from China, but coincidentally, they set up the Penn-Biden Center at Penn State; China donated to Penn State and Penn State gave Biden a salary. Hunter Biden also received a salary of $600,000 for when he was on the board of the Ukrainian Gas holding company, Burisma. Everyone knew, no one dared to initiate serious investigations.
Maybe we should take a closer look at our local agencies? The problem may be bigger than we know!
I’m more than willing to talk about my experience. I also spent most of my career working for another public entity, doing accounting work. Definitely an eye opener. Again, I couldn’t wait to retire. And now, unfortunately, I can’t wait to sell and leave PA.
All they have to do is apply the restorative justice filter and they are in the money, so they can hide the civil rights violations that are created when they apply said filter...because they are a non-profit.
Ive always questioned the intelligence of allowing elected officials ( our employees-in-charge) of being Board members of NPOS/NGOs, and especially Board Chairs, who have fingers in all the pies being cooked. A lot of groveling, up-sucking, grifting, and rejection can occur. Like the fox guarding the hens, and babysitting the eggs as well. How to stop it? Do we need to? Do voters care? Do they also get paid for NPO work? Will I be taxed out of my house, and have to live in my RV? My property taxes are already half of my mortgage principle. Should I just give up and move away? Maybe....
