Dear Port Angeles City Council,
I am a resident of Forks who works in Port Angeles and has many friends and family members in PA. I am writing to you today regarding the current draft Shoreline Master Program (SMP) ordinance. I recognize that this is still a draft and not finished law, which is why I am voicing my concerns now.
I strongly urge the council to prioritize a working waterfront. We need enforceable creek rules, but they must apply to everyone equally. Furthermore, I am completely opposed to any "net ecological gain" standard that effectively turns much-needed housing and payroll into a variance.
To say it plainly: map the critical areas if you must, but do not overlay the mill, the port, downtown, and the bluffs into a no-build zone while encampments are allowed to proliferate along our creeks.

Hi Sarah,
The most recent working draft of the Critical Areas Ordinance is with the Planning Commission. Council had a work session on the update where staff presented the issue and we gave feedback, but the Planning Commission hasn’t made its recommendation to Council yet. The current process you’re referring to is the Critical Areas Ordinance update, not a Shoreline Master Program ordinance, although some of the areas affected can overlap.
My current position on net ecological gain is that I don’t support making it a binding City regulatory standard. No net loss should remain the baseline. If it’s still producing a net loss, I want to understand why the current standard is failing before deciding the answer is a stronger one.
I don’t want us adding cost or uncertainty to housing or development without being able to explain what the additional regulation accomplishes. Port Angeles also needs a working waterfront. The Port is a separate government from the City, but City land-use rules can still affect property within City jurisdiction.
I don’t object to mapping critical areas. Maps help identify where additional rules may apply. What I care about is what happens once a property is mapped. I wouldn’t assume that a critical-area designation makes a property unusable, but I’ll want to know what the practical effect of the proposed rules is when the recommendation comes to Council.
I think your concern about environmental protection being applied consistently is valid. The rules governing construction and illegal encampments are different, but if the goal is protecting environmentally sensitive areas, environmental impacts should be taken seriously regardless of their source.
When the Planning Commission sends its recommendation to Council, I’ll look at what it actually does to housing and property use and whether the environmental benefit justifies any additional burden. Based on what I understand today, I don’t support turning net ecological gain into a mandatory City development standard.
There are very strict laws regarding water ways rivers-creeks-streams ect ect ect but WDFW is not enforcing the laws against culprits making the toxic encampments why?Savvy people know why because top brass hypocrites have sent orders to stand down.
@JeffTozzer, it's ironic you bring up eelgrass. The latest available science actually supports the Jamestown S’Klallam Tribe’s commercial oyster production. The county just reviewed its shoreline permits (SHR2017-00011) on September 3rd for the 34-acre operation in Inner Dungeness Bay. You can check the recording and the science for yourself here: [https://clallamcowa.portal.civicclerk.com/event/4900/files/agenda/7333 Hearing Examiner].
Stewardship was lost when they dangled the "Olympic Oyster" and then left the type of oyster off the application and was left out of the ruling. So they talk a mean Olympia oyster game dating back to time immemorial., but you can bet your sweat bippy they're planting Pacific oysters. Your not signing any kind of lease to sit there and wait for an Olympia oyster population to produce.
Farmer is correct, the tribes are in it for the money.
Restoration generally is something where you stop what is not allowing natural "restoration." If they gave a shit about restoration they would have eliminated the methane and stagnant water from the duck hunting paradise on the entire Dungeness Delta in a rain shadow. Then they would have forced the evaporation of stormwater in irrigation ditches or force the county city state to treat it before releasing all that runoff into the =very critical area they have just signed a lease for.
JST seen big $ in oysters many years ago so the tribe bought out 'dungeness oyster'which was in operation for many years, then shortly after the oysters got toxic and operations got shutdown. Then there were some write up about warm water and sewage leakage from residents and then county drew up a big red area on it's map that covers many square miles that involves septic owners.Savvy people can probably guess where this is going $$$. But how come there has not been any write ups about the seal population inside the inner dungeness bay that has been growing over years that sheltered right next to the oyster beds and spread feces all over why not mention this important 'FACT'.You know it is very hard to get lucille's to pay fines and besides state like lucille's because they decimate salmon so state can apply for endangered species act $$$.
Its not bad if they had Jimmycomelatetly science to create deeper water for salmon. But to create more food sources for birds to congregate around a low level Dungeness river just kills the chances of young salmon.
Good morning, Sir Worthington! Did you watch the hearing? What do you think about their preference for "no bag" vs "bags" in their oyster cultivating process?
Ok so with the Farmer theory being applied, there is no way the tribe is going to pay to flip them by hand....$$$$$.. While I am sure the tribe is motivated to all things time immemorial.....$$$$$$$...
There is a "water quality" element to the application. They have complained about water quality from low flows since May. Their own DRMT report disqualifies the application. Thanks for the links.
Strip away the rhetoric and you have this: Navarra Carr and LaTrisha Suggs are uber-leftwingers that have zero clues about how to not only run a city like Port Angeles, but who also want to spread their misguided philosophy and belief systems to the rest of the region. It is a vision shared by Mike French. Drive out the producers and job creators, watch the very best of your young people leave the area for better opportunities elsewhere, and fund your pie-in-the-sky programs by milking property owners, supporting additional taxation thru levy lifts, and hope you can get "free" money from Uncle Sugar via grants taken from a federal government already drowning in debt. Once again, this illustrates how elections have far-reaching consequences, and why, with a total voter turnout of under 30% for the election that Suggs won in over James Taylor, and less than 50% for the 2025 Clallam County general election, it is imperative that those seeking change strongly encourage friends and family to vote this time around. It will be difficult with powerful forces like JKT opposing change. Voter turnout will decide the future direction of the county and the cities therein.
Denise Lapio, that is a bold statement. I grew up in the Tri Cities and have an important question; "Can she do wheelies and donuts?" If yes she has my vote.
If you haven't met Marcia you're missing something. Her website has her priorities, and her chops. She has breadth and depth experience with local government, and private business.

Thank you MK, I will go to her website, but read something locally. With voting coming up in short order there is so much research and so little time. I like to firm up my choices ASAP
What is sad about Carr is she is wrong on just about anything she proposes. This left wing nut job is going to make PA a ghost town. The only people left to survive this onslaught against development would be the homeless druggies that pay no taxes. When the Tribe supports your campaign beware of that because you will owe them their agenda. CC has elected Carr and we have to change direction quickly. JAKE help!
If socialists knew how economics worked, they wouldn’t be socialists. That’s how you know Navarra Carr is a socialist. LOL. Yeah, stop business from happening, turn everything into public property, and lose the taxes that pay for all the problems. Is Muffy’s in a critical area? It should be. LOL.
Thanks Clallamity Jen for your post and I love your blog. These enemies of progress have all read Adam Smith's book about markets and the proper allocation of resources. SELF RELIANCE OR RELIANT? The meaning of SELF-RELIANCE is reliance on one's own efforts and abilities. The meaning of RELIANT is having reliance on something or someone : dependent. This is what is advertised...
"The Jamestown Tribe has a very strong self-reliance agenda,” added Allen. First Fed has been a long-time partner of the Jamestown S’Klallam Tribe, supporting them with banking services, project financing, and community events. “We are honored to work with them on funding some of their capital projects.”
This is what has been achieved...government over funding, overburdening community taxes, bullying business practices, business monopolies and inner community turmoil.
There are tribes across the United States that work WITH their communities for the good of all and have harmony. The Jamestown S’Klallam Tribe is not one of them.
LOL Kristin, the various tribes hated each other. They aligned with both French and English governments in order to defeat other tribes. How many murders on reservation land are designated "missing persons" because the corpse is not located? If I were an indigenous female I would not worry about the White man.
The Kurt Grinnell Aquaculture Scholarship Foundation (KGASF) provides scholarships to Indigenous students pursuing degrees in aquaculture and related fields. It was formed to honor and continue the legacy of the late Kurt Grinnell, a beloved member of the Jamestown S’Klallam Tribe and driving force for local aquaculture industry.
In support of this mission, First Fed has donated $10,000 to KGASF in 2023. In addition to this year's gift, First Fed has pledged $25,000 over the next five years in even amounts.
First Fed CEO Matt Deines also recently announced that he is joining the board of KGASF.
The 4th commissioner addressing the poopy diaper issue "we have female employees ...who want to support female mothers"
So male county employees don't support diaper proclamation? So fathers can't change diapers? Are there any other kind of mothers besides female? (Hint for Todd- no) What kind of sexist nonsense was that?
When my first child was born, we couldn’t afford diapers, so we used cloth diapers. Definitely needed a washer to keep the laundry going daily, but they were great and affordable.
I used cloth on both of my kids. Remember the big stink about disposable and how the Earth was going to be swallowed by dirty disposable diapers?! Now they're being used by everyone. Even tree hugger use Huggies.
My hometown needs adjusting but someone being fed "biosphere reserve" formula's is not the one to do it. The Port is in need of infrastructure just as much as their carbon cleaning apparatus they invested in. I am down with Valley street and Tumwater street being critical area's but for silvers and kings not for Freewheelin Franklin and his Hommies. Its the only 3-4 percent grade in play.
The Port needs a seawall and at least two new bridges to replace the many culverts in town. Its a little late to clear everything out after they built the event center. That whole area is going to liquify in an M-9 event. What isn't fill is years of gravels being washed down there. That being said you have to have a working port and Coast Guard defense investment period.
The problem, is unless its to line the pockets of the Jamestown Tribe, (Farmer is correct. The only thing Jamestown does is for money....not environment...not fish..not for even ducks..) investments for non -tribal infrastructure has been a 40 year no -go...despite millions og EDA dollars.
A 10-20 percent grade is not as critical of an area and should be the areas where parks are created. Its a stormwater gutter. Anything trying to spawn at that grade has its eggs scoured out into the strait.
There needs to be diversion projects to divert water from the 10-20 grades to the 3-4 grades.
Just building all that stuff is 100 jobs the next 10 years. If the park does its job of forest management and allows the piled up undergrowth to be turned into wood product, that is another 200 jobs. Now you have people with the means to pay for their own housing.
Carr's vison which is borne from the "biosphere" vacuum, and is another China or little Odessa. All they are building is a ghetto of Freewheeling Franklin's with no where to work and property owners lining up in formation.
In short, its not her town. She know not which roster spots make sense. Get rid of mills and clear cutting yes. Except the mills to make products out of managed forest resources.
(Where would Jake's campaign be if he just read high times and said Freewheeling Franklin...Its a funny way of saying "skunks" once they figure it out.)
Thank you CCWD for the article today. In my opinion all the idiots that have these stupid ideas that were voted in by those that believe the BS that these CLOWNS spout! We need to vote the CLOWNS/COMMUNISTS out of office and give them an uninhabited Island with all those that support them. Let them run the island to their standards. I believe the poor island would be un-inhabital and there would be no one left living on it in a few short years. Look what they have done here and it will only get worse!
I just love knowing that there are so many intelligent people such as yourself who will share these truths to help negate the emotional idiocy we see on full display in elected leadership.
Glen Parker, I agree with your vision but the process you describe would involve expensive transportation costs. IMO the more profitable option would involve forced labor camps similar to the ones designed by Mao and Stalin. Since so many of the left wing ideologues love communism they could experience its pure essence. LOL
If people are concerned what a second term for french would probably look like it would be more of the same.Supporting drug addicts & criminals that come from outside clallam county to get freebies like 'free housing & expenses-free drugs-paraphilia-free swimming pool showers with minors-free bus rides-free to roam around county making toxic waste encampments for others to clean up.Ignore public comments about wasteful actions, ignore public infrastructure like derelict roads-alleys,support higher taxes for more libtard employees, support as many NGO's as possible, support negligent actions against election opponents, trying to pass laws that violate others 1st amendment rights, raising property tax role rates to waste more tax $$$,supporting tribes that want to take public lands away for tribal benefits, ect ect ect what could go wrong with more of the same.
Eel grass only grows in shallow water and bul kelp in no more than about 30 feet. I don't think there are too many ships or boats that are going to want to anchor there. Too much air blowing from one ear through the other when sailing!

Thank you CCWD have a wonderful and blessed day
How misguided can you be.
eel grass grows in 30 feet of water or less.
boats and tankers anchor in 100 to 180 feet. I wonder if she knows the bathemerty of PA harbor?
Bluffs slide because of big and heavy trees. keep bluffs with light weight ground cover.
As far as mooring buoys who ever puts them in is required to get permits from DNR and corp of engineers.
You are also responsible for annual maintenence and should one break and cause loss of life or property you are responsible period. Dumb idea.
I just love knowing that there are so many intelligent people such as yourself who will share these truths to help negate the emotional idiocy we see on full display in elected leadership.

Good morning Jeff and Doggers,
Time to purge our whole state of the left wing activists. Send them all to Canada or better China on a slow boat.
I'm in total agreement with Dr. Sarah...
Thank you all and please have a great day!
Iran has some great bargains for all tourists right now.
Oh my God that's a great idea🤣
People do not belong on CC land. Correction certain people do not belong. Carr and French will sort them out. Pack your boxes.
