The commissioners did not reply to yesterday's email asking if they believe, as Dr. Allison Berry exists, that photos are being manipulated to show conditions worse than they actually are. Here is today's question sent to the commissioners:
Dear Commissioners,
When county commissioners won’t answer questions, and the NGOs receiving public money also refuse to answer questions, what exactly are taxpayers supposed to do when they want to know how their money is being spent?
If public dollars are being routed through outside organizations, shouldn’t public accountability follow those dollars?
Many residents are starting to feel like basic oversight disappears the moment money leaves county government and enters an NGO.
Your assertion is 100%, correct, Erin, and should become the cornerstone for mandatory treatment, with no more "free stuff", period. Many of the homeless, if not mostly, are mentally fried, existing only for the next hit of whatever they are handed. The current tack is slowly guiding them to their death, not "harm reduction." Harm to whom, and at what cost, not only in monetarty terms? Our once peaceful Olympic Peninsula has become a cess pool; "Only those who risk going too far will ever know how far one can go", works in the negative, and the positive; most prefer the latter. Anyone who has had a home previously, will work to regain that safe place, been there, done that, without handouts that my self-esteem would not allow.
The really scary part of this subject that no one wants to talk about is that despite there being actually “homeless” people amongst the unhoused horde, most of them are not willing to go into provided shelter.

My younger brother stayed at the Serenity House Shelter in PA for a short time in 2013.
He had battled addiction in the past but was sober upon entering their men’s shelter.
He’s a big dude. 6’0 and around 180lbs. He can handle himself in a street fight type situation.
He was afraid staying in that place. His belongings were stolen many times and the living conditions border third world conditions. He told stories you would not believe.
He was even put to work by the Serenity House sorting for the thrift store. He said he was manipulated by the other employees (also homeless) who had established dominance. They would mess with him anyway that they could apparently.
My brother is the kind of guy who minds his own business, keeps his mouth shut and does what is asked of him. For him to tell me these things. I believe him.
There also used to be many ridiculous rules for being admitted into a shelter, like requiring yearly flu shots and vaccinations.
My brother once had to get three vaccines all at once just so he could have a roof over his head!!!
Many homeless will refuse to live in filth, disease and mold that many shelters are infested with and choose the outdoors instead.
My brother lasted a month in that shelter. He could not handle it and moved on to Spokane.
When we were kids we had to stay at a family shelter down in Vancouver. The building we stayed in was absolutely infested with German cockroaches. When you slept at night they would come out and crawl all over you while you slept. My poor mother lasted there for three days. She chose cramming five people into our small station wagon to live and sleep over the filth of the offered roof.
These stories are old and come from a world that no longer exists.
Imagine what the shelters are like now.
Full of Fentanyl addicts and the mentally unstable in all its forms. Being given drug tools and encouraged into housing where they can actively live and use. They are being encouraged and instructed on how to use.
I can relate to shelters; I stayed one evening but the stench and noise was more than I wanted to endure, so I found a furniture delivery truck that became my sleeping quarters, from dark to about 0530 hrs, before the delivery guys showed up. Those moving blankets made a cozy, dry bed when it rained. I got back on my feet by volunteering at a Vietnam Veteran Center, and was able to secure a job that paid all of my living costs, except for a phone (before cell phones) including rountrip air fare back to my point of hire. The rest, as they say, is history, it can be done, but requires true commitment to that end.
Evrita, I agree! My point is that there is a difference between the homeless people and the drug addicts. We need to stop lumping them all together and see the real problem for what it is.
I think the addict problem far out-paces the homeless problem and it perpetuates the problem by not identifying the root of this massive issue.
The stats show that 90% of homeless use drugs on a regular basis. We need to help the 10% that aren’t. The druggies have to WANT help to become normal citizens again.

Well, I do believe that there are a few who are truly homeless but I do agree with your statement. The drug addiction is out of control and they know they get free everything and that’s why they come here from all over.
The so-called homeless are directed to Port Angeles, with some even met when they arrive, physically taking them to be signed up for benefits and inventoried for grant money and other subsidies funneled through NGOs and non-profit laundries. This is big business for non-profits, anchoring the CEOs 6 figues+ incomes, and paying positions that recruit "volunteers" who are also paid via vouchers, etc. The money trail is very convoluted for a reason, the same as we are witnessing in Minnesota, et al. I suspect that recent developments from within the FBI and Justice Departments will spur quiet resignations within a number of NGOs and non-profits, possibly even within our State officials that have enabled the "transfer of wealth" via the Dept. of Revenue and other departments. The weaponization of federal agencies, especially, has been cracked open and hopefully, the culprits responsible will be taken to task, and held responsible/accountable for the attempted/treasonous acts they have perpetrated against American Citizens Taxpayers over the past two decades. The levying of heavy fines and public service, not a free ride in prison; force them to return the stolen money and assets to those who who have been coerced into paying inflated taxes to support the families and lifestyles of these parasites. Yeah, I’m very familiar with the twists and turns in the system. I grew up inside it. I clawed my way out a long time ago and I can definitely see who is the true adversary.
I was born into poverty and I watched addiction destroy many lives. At a very young age I decided that I wanted nothing to do with drugs. I struggled briefly with drinking until I had a child and when presented with the choice of my daughter or drinking……I chose her and never looked back!
I believe that there are far more people who have clawed their way out of the swamp, than those who hold their hands out-stretched, waiting for more and have become functionally dysfunctional. Some homeless are drug addicts and some are not, but I would safely say that the majority of our local homeless population are addicted. I don't think that there has been an official poll on that. I'd be interested to know.
It's a shame that so many resources are being wasted on this issue. Just put these people into treatment. Have the police arrest them for tresspassing, being intoxicated in public, or otherwise. If they are too high to make an informed decision for any reason, use the ITA and put them in treatment. Don't let them loose until they pass the coherency criteria, get cleared by the doc and then get them more help from there. The resources are already there. It's just a matter of shifting the MAT clinic grant money to these treatment programs. Or to Operation Shielding Hope. They're doing a great job. We know because they're stats are measured.
That's a good point. It's not just the cost of real estate, it's the fact that people want to move OUT of WA for SO MANY reasons! Even people who were BORN here! How can you fill a new neighborhood when people don't want to live here?
The big question on the church parking is how did they pick Trinity? Was it a bid situation or who is a member at the church. Conflict of interest I bet. Where did the $ amount come from. How come so much money for 3 parking spots? Another waste of taxpayer money. No common sense seems to be the norm for these buffoons.
I think that when the safe parking program first went out, no agencies (or churches) responded. Then the Methodist Church was the only one to apply on the 2nd time. I find it highly suspicious that it's the same church where Mark Ozias' friend, Jim Stoffer, is the Safety Chair. There's just too much money wrapped up in those three parking spots... things aren't adding up.

Sometimes its just to make sure that nothing interferes with the too male to pale and too European Colonizer doctrine. The retribution must go on. That means all factions have to be down with that struggle. The healing and compensation mechanism logs must be rolled the right way.
Jeff, the conflict of interest argument on this issue goes nowhere under Washington State law. The bigger issues as I see them are 1) would renting homes for these people be more cost effective, 2) is this an illegal state support of a religious organization, 3) does this program constitute a denial of equal protection by favoring gay people over straight people, 4) does this program constitute sex discrimination by excluding males, 5) is this project favoring one religious organization over another, 6) where did bidding procedures go - if the county thinks it is a good idea to fund something like this why not put it out for bids?
All good points of issue, Ron. Jeff has written about some of them in past articles. Many commenters have also asked some of these same questions here, and some people have directly asked the Commissioners at BoCC meetings with no concrete answers from them. But we are persistent and will keep asking for direct answers.

I'd point out that the CRC had the opportunity to get the ethics/conflict of interest matter to the voters but failed to do so. A massive failure to reign in the problem we're seeing here.
The WA state laws around ethics are largely for criminal matters and frequently confuse the issue. Not all ethics/conflict of interest matters are criminal.

This little parking program is causing a really big stink. Too many questions with no real answers or justifications. At last week's meeting, Karin C. spoke on behalf of the young mother's dilemma and pointed out the commissioners lack of outreach. More notably was the avoidance by the OlyCAP representatives. Their actions show what they really are about - money and power! Thank you for keeping us up to date on these issues, Jeff. We need you!
First, it is important to acknowledge that safe parking programs across the greater Seattle region have already been tried, announced with optimism, and ultimately abandoned after failing to attract participants. These outcomes were well documented. Any organization proposing a similar model in Clallam County should have been aware of this history. Instead, we are repeating the same mistakes with predictable results.
Despite OlyCAP’s public statements suggesting they are “not involved,” the grant records show that approximately 65% of the funding is being used for salaries and administrative staff, even though the church site has few clients. Another significant portion of the grant is allocated to security. These expenditures raise serious questions about whether public dollars are being used to deliver services or simply to sustain administrative overhead. Keep in mind besides salaries, the payroll also includes benfits including insurance, vision, etc.
Public Records Requests also show that OlyCAP has not submitted the required progress reports outlined in the grant guidelines. The explanation provided—that this is a “pilot program”—does not excuse non compliance. A pilot program is still bound by its contract. In most grant systems, failure to meet reporting requirements would halt payments. Yet because this funding flows through the county from state mandated recording fees, payments continue despite the absence of measurable outcomes.
Adding to the concern, the program has recently been renamed the Safe Parking Pilot Program. A name change does not change performance, but it does conveniently reset expectations and obscure the fact that the program has not met its original commitments.
Finally, I want to highlight a specific financial question that remains unanswered. In December 2025, during a Friday walk, OlyCAP representatives were present soliciting donations for this program and accepted a $1,500 check. Where were those funds deposited, and how were they used? Donations must be tracked and reported separately from grant funds. The public deserves a clear accounting.
These are not minor administrative oversights. They reflect a broader pattern: high administrative costs, low service delivery, missing reports, shifting narratives, and a lack of meaningful oversight. When public dollars are involved—especially dollars intended to support vulnerable people—transparency is not optional.
I am asking the County to require full compliance with reporting requirements, to provide a public accounting of all expenditures to date, including donations, and to evaluate whether continued funding is justified given the program’s lack of measurable outcomes. We will continue to ask questions.

look at the markup on staff wages. I remember looking at the costs for staff at the covid social distancing shelter mostly empty money pit, comparing it to the wages listed and thinking there was a excess padding beyond employer portion of taxes.

Good morning Patriots, It’s all about graft and who can get the most money spent on NGO’s. Like George Carlin said there’s no money in fixing the homeless problem. That’s because all the money would stop coming in. This whole thing just makes me sick, when I first heard about the parking lot situation. I was like how is this gonna ever help anybody, there’s too much criteria and if I remember correctly from other articles here, they also have to have insurance on their vehicle in order to stay there. Now I am not against trying to help people, and there should be some kind of criteria like a limit on how long someone can stay in a homeless shelter, which would motivate them to seek work. Then with the drug addiction, the same thing abolish this free hand out of drug paraphernalia. It just keeps people addicted. Go Jake Seegers!

And one more comment, when Viola stated she could not speak where the funds go for the parking program, I would ask her, why then is her name on the approval of payroll for two staff. Additionally, when the program received another 18K in the program, why was the manager payroll increased by $3,200 but the FTE still stayed at .25? Did the manager receive a raise?
If a conflict of interest exists it would be a politician voting to give money to an NGO they are a part of. Our laws, as well as morality, provide for one to recuse themselves when faced with such a conflict.

Jeffery Schreck's letter is spot on. The primary human motivators should be put into play - avoidance of discomfort, hunger, thirst, shame are known to psychologists like those working at PBH. Use those motivators as tools to change behavior. Instead we are asking folks "are you comfy?"
It’s almost impressive how Clallam County officials can sit through emotional public testimony from a desperate young mother fearing homelessness for her children, nod sympathetically, then do absolutely nothing meaningful while continuing to funnel six-figure sums of taxpayer money into nonprofits they personally help run.
Commissioner Mike French, you sit on the Board of Directors of OlyCAP — the very organization deeply intertwined with the controversial “Safe Parking” program at Trinity United Methodist Church. You seconded the motion for additional taxpayer funding tied to that program on December 16th. No recusal. No apparent disclosure in the minutes. And now, weeks after basic questions were asked, the public still has no clear answers on where over $118,000 is actually going for what amounts to three parking spaces.
How exactly is that money being spent, Commissioner French? How many people have actually exited homelessness through this program into permanent housing? How many are just cycling through it indefinitely while OlyCAP staff clock hours for evening coordinators, morning coordinators, on-call support, and “free” services that somehow require substantial public reimbursement? Taxpayers deserve those metrics, not deflection to yet another Homelessness Task Force meeting.
This isn’t just poor oversight. It’s the appearance of a cozy, self-dealing arrangement where elected officials vote to fund organizations they govern, then hide behind procedural silence when citizens ask for basic accountability. MRSC guidance is clear: even with a “remote interest,” officials should disclose and abstain to avoid any appearance of impropriety. Seconding the motion doesn’t exactly scream ethical distance.
And this isn’t isolated to one program. OlyCAP receives heavy streams of federal, state, and local taxpayer dollars for housing, homelessness, Head Start, energy assistance, and more. Meanwhile, the county celebrates their 60th anniversary with proclamations while a working mother pleads for help and gets crickets from the very people nodding in the front row. A concerned citizen in the audience had to tell her about OlyCAP services. That’s not leadership — that’s failure.
The same Commissioner French who couldn’t manage basic financial controls on the William Shore Memorial Pool Board (resulting in a damning state auditor’s report on $67k in questionable spending) now expects the public to trust him with hundreds of thousands more flowing into another board he sits on? The pattern is concerning.
Clallam County: Your continued non-responses to straightforward public records requests and citizen inquiries are unacceptable. Taxpayers are not an ATM for an ever-expanding homelessness industrial complex that manages the problem rather than solving it. Demand real transparency: detailed spending breakdowns, participant outcomes, length of stay data, and clear conflict-of-interest policies that actually mean something.
Commissioner French and the Board — stop treating public money like it’s your personal patronage fund for favored NGOs. Recuse when appropriate. Answer the damn questions. Or prepare for more residents to conclude that “public service” in Clallam County too often means serving the nonprofits first, and the struggling families you claim to care about a distant second.
Just to give some perspective on what $118,000 currently represents in housing costs... There is currently a selection of nice one-bedroom long term rental apartments in the Sequim real estate market that are available for less than $1,500 per month. That means that instead of three "short term parking spaces" for homeless folks, three homeless folks (and at least one other Individual) could be housed in THREE very nice clean apartments for more than TWO YEARS EACH~!!! Of course, that leaves enough money to cover all three of the apartments electric bills every year AND, HAZA!, at least one included long term parking space~! My question is if this $118,000 is a one time "one and done" amount that has been paid to this so-called "church" OR is this an annual amount that is to be paid every year (plus Inflation adjustments of course)? If it is a one-time payment, then just how much more money will be "funneled" to this so-called "church" in the future to continue to support these short-term homeless parking spaces? What is mentally wrong with people who can't see that this is just another money laundering scam between the government and their various criminal coconspirators in Clallam County? I am NOT suggesting that taxpayers should EVER be robbed of their hard-earned money to pay for homeless housing, especially for those who can work but refuse to work, however the absurdity of the criminals in our government stealing $118,000 from "us" to hand it over to any church is very clearly a criminal act. Legitimate churches NEVER pay the taxes that "we" as Individuals and all other legitimate "businesses" do, understanding that the so-called "tribal businesses" are definitely NOT what could be called Constitutionally "legitimate businesses", so where is the end to this insane extortion racket??? This BS is completely unsustainable long term, and then what will these leaches and parasites do after years and decades of this blood sucking behavior~? Houston is a very different city. It's the largest city in the US without traditional city-wide zoning ordinances, instead development is regulated with a muni codes and privately enforced deed restrictions. It leads the nation in housing inventory and new home construction driven by this lack of city-wide ordinances governed by a planning commission/EDC government bureaucracy.
One only needs to look at ANY "free" or highly subsidized public housing development that has existed in the US over the past 50+ years, and it is very obvious that the residents eventually trash the entire complex inside and out~! As an old real estate analyst, I am a professional authority on this subject and believe it or not I have actually personally "gone undercover" to infiltrate these public housing developments and the people there to learn exactly what their mindset was and what they were REALLY doing. Horrors! No one takes care of property that they do not own, better than those who actually own a property, because that is just human nature and the total lack of responsibility that most in our society have been Brainwashed into~! Furthermore, anyone who owns a property anywhere near a public housing development quickly finds that THEIR Investment is trashed and FAR less marketable if they ever want to rent or sell it~! The government knows all of this very well, so anyone who claims otherwise is an intentional premeditated liar~! No, there won't be any commonsense interviews for new residents of these public housing disasters, because the criminals in government behind them are very intentionally destroying our community~! What happened to churches being benevolent and unconditional supporters of their community? Doing Gods work and asking nothing in return? When I first read about the parking program, I could hardly believe the church was benefiting from homelessness and addicts. Since no one uses it, what a sweet little slice of SCAM PIE for a church. As an old student of history, I am not sure that "churches" were, as an Institutional group, ever really legitimate in the way some seem to believe, but that sure was the image that they have very carefully promulgated for centuries~! Churches, organized religion, was of course the FIRST "government" in our current historic record of civilization, so it would be reasonable and wise to carefully consider that fact of reality~! How is most of the "government" working out for folks today??? We here have been Ordained Ministers for many years now, so we have absolutely no problems with Americans freedom of religion rights, but ALL Americans should be very careful to consider how supportive their "church" really is. The greatest clue about "churches" that Americans ever witnessed & experienced, was during the COVID mass murder genocide, when good folks needed their church the most in their entire lives~! Were the churches open and welcoming to folks then? Never mind the fear porn, because churches are supposed to be led by fearless men and women of God~! Many churches were actually "paid off" by the government to comply with the COVID mass murder mandates and to push the dangerous and deadly COVID vaccines, but sadly few Americans know that fact... I find it sad that anyone would believe that God requires them to go to any church to communicate with Him, but to each their own... I will say that God is there for everyone, when they need Him, 24/7 without exceptions, church or no church, so being in a big fancy building with "interpreters" may not really be as necessary as many are led to believe... We didn't become Ordained Ministers to interpret Gods words or will for others, we did it to declare our duty in unmistakable terms because we knew what was coming long ago~! Furthermore, we understand that somewhere around 777 books of the ancient Bible have been captured from some of the most evil Individuals on earth and they are being read and analyzed VERY carefully, so perhaps many old questions will soon be answered... The only thing that we know for sure is that God is VERY real, but other than that give it your best shot and try to help others as much as possible!

We quit attending church when the pastor requested everyone stay seated and listen to a presentation from a wealth management group. Mixing God and investments crossed a line that was unforgivable. The pastor did not comprehend his error in judgement. We left, never went back.
Their loss. I was very active in the fund raising community that paid for a huge addition. Other ways to donate time and energy and if a group has motives that make you uncomfortable, move on. We need to be proud of our volunteer work. Like the dirt bag that called Jake’s 4PA a photo op. Wonder what they are doing to make a positive difference.
Yes, many of the clergy in the churches have over the years failed to do their primary duty and strayed "off course"~! Our “leaders” are full of ideas when it comes to addressing community problems. One concept that is always left out is the promotion of personal responsibility.
It's too bad that King Co. doesn't have reporting like this. They also lack transparency and there are MILLIONS of dollars in funds that just get unaccounted for. I think that you're doing a great job, Jeff. I think it scares the commissioners that they can't hide like they do in KC. They should think again. It's a small community. Your assertion is 100%, correct, Erin, and should become the cornerstone for mandatory treatment, with no more "free stuff", period. Many of the homeless, if not mostly, are mentally fried, existing only for the next hit of whatever they are handed. The current tack is slowly guiding them to their death, not "harm reduction." Harm to whom, and at what cost, not only in monetarty terms? Our once peaceful Olympic Peninsula has become a cess pool; "Only those who risk going too far will ever know how far one can go", works in the negative, and the positive; most prefer the latter. Anyone who has had a home previously, will work to regain that safe place, been there, done that, without handouts that my self-esteem would not allow.

The really scary part of this subject that no one wants to talk about is that despite there being actually “homeless” people amongst the unhoused horde, most of them are not willing to go into provided shelter.

My younger brother stayed at the Serenity House Shelter in PA for a short time in 2013.
He had battled addiction in the past but was sober upon entering their men’s shelter.
He’s a big dude. 6’0 and around 180lbs. He can handle himself in a street fight type situation.
He was afraid staying in that place. His belongings were stolen many times and the living conditions border third world conditions. He told stories you would not believe.
He was even put to work by the Serenity House sorting for the thrift store. He said he was manipulated by the other employees (also homeless) who had established dominance. They would mess with him anyway that they could apparently.
My brother is the kind of guy who minds his own business, keeps his mouth shut and does what is asked of him. For him to tell me these things. I believe him.
There also used to be many ridiculous rules for being admitted into a shelter, like requiring yearly flu shots and vaccinations.
My brother once had to get three vaccines all at once just so he could have a roof over his head!!!
Many homeless will refuse to live in filth, disease and mold that many shelters are infested with and choose the outdoors instead.
My brother lasted a month in that shelter. He could not handle it and moved on to Spokane.
When we were kids we had to stay at a family shelter down in Vancouver. The building we stayed in was absolutely infested with German cockroaches. When you slept at night they would come out and crawl all over you while you slept. My poor mother lasted there for three days. She chose cramming five people into our small station wagon to live and sleep over the filth of the offered roof.
These stories are old and come from a world that no longer exists.
Imagine what the shelters are like now.
Full of Fentanyl addicts and the mentally unstable in all its forms. Being given drug tools and encouraged into housing where they can actively live and use. They are being encouraged and instructed on how to use.
Let that sink in.
I can relate to shelters; I stayed one evening but the stench and noise was more than I wanted to endure, so I found a furniture delivery truck that became my sleeping quarters, from dark to about 0530 hrs, before the delivery guys showed up. Those moving blankets made a cozy, dry bed when it rained. I got back on my feet by volunteering at a Vietnam Veteran Center, and was able to secure a job that paid all of my living costs, except for a phone (before cell phones) including rountrip air fare back to my point of hire. The rest, as they say, is history, it can be done, but requires true commitment to that end.

Evrita, I agree! My point is that there is a difference between the homeless people and the drug addicts. We need to stop lumping them all together and see the real problem for what it is.
I think the addict problem far out-paces the homeless problem and it perpetuates the problem by not identifying the root of this massive issue.
The stats show that 90% of homeless use drugs on a regular basis. We need to help the 10% that aren’t. The druggies have to WANT help to become normal citizens again.

Well, I do believe that there are a few who are truly homeless but I do agree with your statement. The drug addiction is out of control and they know they get free everything and that’s why they come here from all over.
And there are "neighbors" that need help.

The so-called homeless are directed to Port Angeles, with some even met when they arrive, physically taking them to be signed up for benefits and inventoried for grant money and other subsidies funneled through NGOs and non-profit laundries. This is big business for non-profits, anchoring the CEOs 6 figues+ incomes, and paying positions that recruit "volunteers" who are also paid via vouchers, etc. The money trail is very convoluted for a reason, the same as we are witnessing in Minnesota, et al. I suspect that recent developments from within the FBI and Justice Departments will spur quiet resignations within a number of NGOs and non-profits, possibly even within our State officials that have enabled the "transfer of wealth" via the Dept. of Revenue and other departments. The weaponization of federal agencies, especially, has been cracked open and hopefully, the culprits responsible will be taken to task, and held responsible/accountable for the attempted/treasonous acts they have perpetrated against American Citizens Taxpayers over the past two decades. The levying of heavy fines and public service, not a free ride in prison; force them to return the stolen money and assets to those who who have been coerced into paying inflated taxes to support the families and lifestyles of these parasites. We need to keep digging, exposing, and pushing these cancerous people out of our government at every level. In Italian, there's a word; Andiamo!

I was born into poverty and I watched addiction destroy many lives. At a very young age I decided that I wanted nothing to do with drugs. I struggled briefly with drinking until I had a child and when presented with the choice of my daughter or drinking……I chose her and never looked back!

Some homeless are drug addicts and some are not, but I would safely say that the majority of our local homeless population are addicted. I don't think that there has been an official poll on that. I'd be interested to know.
It's a shame that so many resources are being wasted on this issue. Just put these people into treatment. Have the police arrest them for tresspassing, being intoxicated in public, or otherwise. If they are too high to make an informed decision for any reason, use the ITA and put them in treatment. Don't let them loose until they pass the coherency criteria, get cleared by the doc and then get them more help from there. The resources are already there. It's just a matter of shifting the MAT clinic grant money to these treatment programs. Or to Operation Shielding Hope. They're doing a great job. We know because they're stats are measured.

That's a good point. It's not just the cost of real estate, it's the fact that people want to move OUT of WA for SO MANY reasons! Even people who were BORN here! How can you fill a new neighborhood when people don't want to live here?
The big question on the church parking is how did they pick Trinity? Was it a bid situation or who is a member at the church. Conflict of interest I bet. Where did the $ amount come from. How come so much money for 3 parking spots? Another waste of taxpayer money. No common sense seems to be the norm for these buffoons.

I think that when the safe parking program first went out, no agencies (or churches) responded. Then the Methodist Church was the only one to apply on the 2nd time. I find it highly suspicious that it's the same church where Mark Ozias' friend, Jim Stoffer, is the Safety Chair. There's just too much money wrapped up in those three parking spots... things aren't adding up.

Sometimes its just to make sure that nothing interferes with the too male to pale and too European Colonizer doctrine. The retribution must go on. That means all factions have to be down with that struggle. The healing and compensation mechanism logs must be rolled the right way.
Jeff, the conflict of interest argument on this issue goes nowhere under Washington State law. The bigger issues as I see them are 1) would renting homes for these people be more cost effective, 2) is this an illegal state support of a religious organization, 3) does this program constitute a denial of equal protection by favoring gay people over straight people, 4) does this program constitute sex discrimination by excluding males, 5) is this project favoring one religious organization over another, 6) where did bidding procedures go - if the county thinks it is a good idea to fund something like this why not put it out for bids?
All good points of issue, Ron. Jeff has written about some of them in past articles. Many commenters have also asked some of these same questions here, and some people have directly asked the Commissioners at BoCC meetings with no concrete answers from them. But we are persistent and will keep asking for direct answers.

The WA state laws around ethics are largely for criminal matters and frequently confuse the issue. Not all ethics/conflict of interest matters are criminal.

This little parking program is causing a really big stink. Too many questions with no real answers or justifications. At last week's meeting, Karin C. spoke on behalf of the young mother's dilemma and pointed out the commissioners lack of outreach. More notably was the avoidance by the OlyCAP representatives. Their actions show what they really are about - money and power! Thank you for keeping us up to date on these issues, Jeff. We need you!
First, it is important to acknowledge that safe parking programs across the greater Seattle region have already been tried, announced with optimism, and ultimately abandoned after failing to attract participants. These outcomes were well documented. Any organization proposing a similar model in Clallam County should have been aware of this history. Instead, we are repeating the same mistakes with predictable results.
Despite OlyCAP’s public statements suggesting they are “not involved,” the grant records show that approximately 65% of the funding is being used for salaries and administrative staff, even though the church site has few clients. Another significant portion of the grant is allocated to security. These expenditures raise serious questions about whether public dollars are being used to deliver services or simply to sustain administrative overhead. Keep in mind besides salaries, the payroll also includes benfits including insurance, vision, etc.
Public Records Requests also show that OlyCAP has not submitted the required progress reports outlined in the grant guidelines. The explanation provided—that this is a “pilot program”—does not excuse non compliance. A pilot program is still bound by its contract. In most grant systems, failure to meet reporting requirements would halt payments. Yet because this funding flows through the county from state mandated recording fees, payments continue despite the absence of measurable outcomes.
Adding to the concern, the program has recently been renamed the Safe Parking Pilot Program. A name change does not change performance, but it does conveniently reset expectations and obscure the fact that the program has not met its original commitments.
Finally, I want to highlight a specific financial question that remains unanswered. In December 2025, during a Friday walk, OlyCAP representatives were present soliciting donations for this program and accepted a $1,500 check. Where were those funds deposited, and how were they used? Donations must be tracked and reported separately from grant funds. The public deserves a clear accounting.
These are not minor administrative oversights. They reflect a broader pattern: high administrative costs, low service delivery, missing reports, shifting narratives, and a lack of meaningful oversight. When public dollars are involved—especially dollars intended to support vulnerable people—transparency is not optional.
I am asking the County to require full compliance with reporting requirements, to provide a public accounting of all expenditures to date, including donations, and to evaluate whether continued funding is justified given the program’s lack of measurable outcomes. We will continue to ask questions.

Good morning Patriots, It’s all about graft and who can get the most money spent on NGO’s. Like George Carlin said there’s no money in fixing the homeless problem. That’s because all the money would stop coming in. This whole thing just makes me sick, when I first heard about the parking lot situation. I was like how is this gonna ever help anybody, there’s too much criteria and if I remember correctly from other articles here, they also have to have insurance on their vehicle in order to stay there. Now I am not against trying to help people, and there should be some kind of criteria like a limit on how long someone can stay in a homeless shelter, which would motivate them to seek work. Then with the drug addiction, the same thing abolish this free hand out of drug paraphernalia. It just keeps people addicted. Go Jake Seegers!

And one more comment, when Viola stated she could not speak where the funds go for the parking program, I would ask her, why then is her name on the approval of payroll for two staff. Additionally, when the program received another 18K in the program, why was the manager payroll increased by $3,200 but the FTE still stayed at .25? Did the manager receive a raise?

If a conflict of interest exists it would be a politician voting to give money to an NGO they are a part of. Our laws, as well as morality, provide for one to recuse themselves when faced with such a conflict.
Unfortunately our criminal laws don't apply here, and our illustrious CRC protected this structure because of their own conflicts of interest. Very pathetic.

It’s almost impressive how Clallam County officials can sit through emotional public testimony from a desperate young mother fearing homelessness for her children, nod sympathetically, then do absolutely nothing meaningful while continuing to funnel six-figure sums of taxpayer money into nonprofits they personally help run.
Commissioner Mike French, you sit on the Board of Directors of OlyCAP — the very organization deeply intertwined with the controversial “Safe Parking” program at Trinity United Methodist Church. You seconded the motion for additional taxpayer funding tied to that program on December 16th. No recusal. No apparent disclosure in the minutes. And now, weeks after basic questions were asked, the public still has no clear answers on where over $118,000 is actually going for what amounts to three parking spaces.
How exactly is that money being spent, Commissioner French? How many people have actually exited homelessness through this program into permanent housing? How many are just cycling through it indefinitely while OlyCAP staff clock hours for evening coordinators, morning coordinators, on-call support, and “free” services that somehow require substantial public reimbursement? Taxpayers deserve those metrics, not deflection to yet another Homelessness Task Force meeting.
This isn’t just poor oversight. It’s the appearance of a cozy, self-dealing arrangement where elected officials vote to fund organizations they govern, then hide behind procedural silence when citizens ask for basic accountability. MRSC guidance is clear: even with a “remote interest,” officials should disclose and abstain to avoid any appearance of impropriety. Seconding the motion doesn’t exactly scream ethical distance.
And this isn’t isolated to one program. OlyCAP receives heavy streams of federal, state, and local taxpayer dollars for housing, homelessness, Head Start, energy assistance, and more. The pattern is concerning.
Clallam County: Your continued non-responses to straightforward public records requests and citizen inquiries are unacceptable. Taxpayers are not an ATM for an ever-expanding homelessness industrial complex that manages the problem rather than solving it. Demand real transparency: detailed spending breakdowns, participant outcomes, length of stay data, and clear conflict-of-interest policies that actually mean something.
Commissioner French and the Board — stop treating public money like it’s your personal patronage fund for favored NGOs. Recuse when appropriate. Answer the damn questions. Or prepare for more residents to conclude that “public service” in Clallam County too often means serving the nonprofits first, and the struggling families you claim to care about a distant second.

Just to give some perspective on what $118,000 currently represents in housing costs... There is currently a selection of nice one-bedroom long term rental apartments in the Sequim real estate market that are available for less than $1,500 per month. That means that instead of three "short term parking spaces" for homeless folks, three homeless folks (and at least one other Individual) could be housed in THREE very nice clean apartments for more than TWO YEARS EACH~!!! Of course, that leaves enough money to cover all three of the apartments electric bills every year AND, HAZA!, at least one included long term parking space~! My question is if this $118,000 is a one time "one and done" amount that has been paid to this so-called "church" OR is this an annual amount that is to be paid every year (plus Inflation adjustments of course)? If it is a one-time payment, then just how much more money will be "funneled" to this so-called "church" in the future to continue to support these short-term homeless parking spaces? What is mentally wrong with people who can't see that this is just another money laundering scam between the government and their various criminal coconspirators in Clallam County? I am NOT suggesting that taxpayers should EVER be robbed of their hard-earned money to pay for homeless housing, especially for those who can work but refuse to work, however the absurdity of the criminals in our government stealing $118,000 from "us" to hand it over to any church is very clearly a criminal act. Legitimate churches NEVER pay the taxes that "we" as Individuals and all other legitimate "businesses" do, understanding that the so-called "tribal businesses" are definitely NOT what could be called Constitutionally "legitimate businesses", so where is the end to this insane extortion racket??? This BS is completely unsustainable long term, and then what will these leaches and parasites do after years and decades of this blood sucking behavior~? Good hard-working folks are being destroyed every day, because these criminals in our local government are very Intentionally robbing them, and creating chaos and destruction while lining their pockets with OUR money and giving themselves "virtu signaling awards" for their fake and phony "compassion"~! Two things that made it happen.
1) All NGO'S had to compile/house their data in one system. We need that here.
2) They leveraged rentals to house people. That's harder to attain but is a smart use of money.
Houston is a very different city. It's the largest city in the US without traditional city-wide zoning ordinances, instead development is regulated with a muni codes and privately enforced deed restrictions. It leads the nation in housing inventory and new home construction driven by this lack of city-wide ordinances governed by a planning commission/EDC government bureaucracy.
How will the county decides who gets one of the new housing units? Lottery ?
Interviews, resumes? It has to be a system that makes a future tenant show- up and put their best foot forward.

One only needs to look at ANY "free" or highly subsidized public housing development that has existed in the US over the past 50+ years, and it is very obvious that the residents eventually trash the entire complex inside and out~! As an old real estate analyst, I am a professional authority on this subject and believe it or not I have actually personally "gone undercover" to infiltrate these public housing developments and the people there to learn exactly what their mindset was and what they were REALLY doing. Horrors! No one takes care of property that they do not own, better than those who actually own a property, because that is just human nature and the total lack of responsibility that most in our society have been Brainwashed into~! Furthermore, anyone who owns a property anywhere near a public housing development quickly finds that THEIR Investment is trashed and FAR less marketable if they ever want to rent or sell it~! The government knows all of this very well, so anyone who claims otherwise is an intentional premeditated liar~! No, there won't be any commonsense interviews for new residents of these public housing disasters, because the criminals in government behind them are very intentionally destroying our community~! Unfortunately, the publics failure to remove these criminals in government LONG ago was their greatest mistake, and before they realize it, it will be too late~! These local criminals in government know exactly what they are doing, which is why they will never stop, because they hate this once fine community and are very methodically intentionally destroying it and everyone that they can who lives here... I believe that there is ample precedent that has long been established, that IF anyone or any organization accepts taxpayer dollars, that they MUST have open and transparent accounting records, public meetings, etc... My best guess is that is exactly where "we" (America) is heading via the common law system that is currently being reinstituted~! The old corrupt corporate system of "hide and seek" skullduggery is very clearly being revealed & dying! Of course, there will spring many other positive solutions from this current gusher of criminal activity that is being uncovered and revealed to Americans, but that will take some time to work out.... Funny thing, but criminals always resist positive changes that stop their criminal activity! HA! Go figure! What happened to churches being benevolent and unconditional supporters of their community? Doing Gods work and asking nothing in return? When I first read about the parking program, I could hardly believe the church was benefiting from homelessness and addicts. Since no one uses it, what a sweet little slice of SCAM PIE for a church. I hope Gods accountants are keeping track of these egregious deeds.

As an old student of history, I am not sure that "churches" were, as an Institutional group, ever really legitimate in the way some seem to believe, but that sure was the image that they have very carefully promulgated for centuries~! Churches, organized religion, was of course the FIRST "government" in our current historic record of civilization, so it would be reasonable and wise to carefully consider that fact of reality~! How is most of the "government" working out for folks today??? We here have been Ordained Ministers for many years now, so we have absolutely no problems with Americans freedom of religion rights, but ALL Americans should be very careful to consider how supportive their "church" really is. The greatest clue about "churches" that Americans ever witnessed & experienced, was during the COVID mass murder genocide, when good folks needed their church the most in their entire lives~! Were the churches open and welcoming to folks then? Never mind the fear porn, because churches are supposed to be led by fearless men and women of God~! Many churches were actually "paid off" by the government to comply with the COVID mass murder mandates and to push the dangerous and deadly COVID vaccines, but sadly few Americans know that fact... I find it sad that anyone would believe that God requires them to go to any church to communicate with Him, but to each their own... I will say that God is there for everyone, when they need Him, 24/7 without exceptions, church or no church, so being in a big fancy building with "interpreters" may not really be as necessary as many are led to believe... We didn't become Ordained Ministers to interpret Gods words or will for others, we did it to declare our duty in unmistakable terms because we knew what was coming long ago~! Furthermore, we understand that somewhere around 777 books of the ancient Bible have been captured from some of the most evil Individuals on earth and they are being read and analyzed VERY carefully, so perhaps many old questions will soon be answered... The only thing that we know for sure is that God is VERY real, but other than that give it your best shot and try to help others as much as possible!

We quit attending church when the pastor requested everyone stay seated and listen to a presentation from a wealth management group. Mixing God and investments crossed a line that was unforgivable. The pastor did not comprehend his error in judgement. We left, never went back.
Their loss. I was very active in the fund raising community that paid for a huge addition. Other ways to donate time and energy and if a group has motives that make you uncomfortable, move on. We need to be proud of our volunteer work. Like the dirt bag that called Jake’s 4PA a photo op. Wonder what they are doing to make a positive difference.

Yes, many of the clergy in the churches have over the years failed to do their primary duty and strayed "off course"~! The US has become a BIG "marketing scheme" of the ever greedy and sinfully foolish, so I completely agree with your dropping your previous church when you were being treated like sheep to be sheered! HA! That is an amusing story however, and I can almost see the crazy marketing jerk that approached your pastor to sucker him into participating in his marketing scam! Funny! Yes, it was the church's loss because the best and brightest folks are always offended when they are pushed and prodded into anything that they did not willingly agree to up front. HA~! Well, it could have been worse! Thankfully it was not a timeshare sales pitch! "Heavenly Acres, just like Heaven but no restrictions on sins"~!!! Ha Ha Ha Ha!!!! Our “leaders” are full of ideas when it comes to addressing community problems. One concept that is always left out is the promotion of personal responsibility.
It's too bad that King Co. doesn't have reporting like this. They also lack transparency and there are MILLIONS of dollars in funds that just get unaccounted for. I think that you're doing a great job, Jeff. I think it scares the commissioners that they can't hide like they do in KC. They should think again. It's a small community. You can't stay private in a small community, we all know that. Everyone knows everyone else's business. They aren't exempt.
