The commissioners did not respond to Tuesday's email asking what steps are being taken to prevent Clallam County from absorbing disproportionate costs by criminals attracted from elsewhere.

Here is today's question:

Dear Commissioners,

Last August, Clallam County sent a letter to the Jamestown S’Klallam Tribe requesting a discussion regarding property taxes and lodging taxes. What, if any, plans does the Board have to follow up on that request?

Commissioner Mike French, as Chairman of the Board, has already publicly stated that he has no plans to follow up because the Jamestown Tribe isn’t in his district. Respectfully, the impacts of tribal land acquisition, tax exemptions, and expanding hospitality operations are countywide issues that affect taxpayers in every district.

When residents are repeatedly told that taxes and levies must increase to fund county services, isn’t it fair to at least follow up on a request for conversation before asking your constituents to pay even more?

When you look at the Jamestown Tribe’s continued growth, expansion, acquisitions, and financial prosperity—including additional lodging and tourism-related ventures discussed publicly and in tribal materials—it seems reasonable for the County to revisit whether there should be some form of broader participation in the tax base or revenue-sharing discussions.

If the Board no longer intends to pursue those discussions, can you explain to the public why?

Two quick points, one obvious and one not so. Ron Allen has Mark Ozias in his back pocket, but he's not the only politician for which this is so. See Emily Randall, as one obvious example ... Second, I spent many years when I lived in Alaska fighting subsistence hunting and fishing laws that give tribes and, in many cases in Alaska, rural residents preference for the harvest of fish and game over urban dwellers or non-native residents. I quickly learned that, while you may think "subsistence" means I'm hungry and I need food, that has absolutely nothing to do with it. What it really means is "screw you, everybody else." Fairness or need has absolutely nothing to do with it. It's a highly-discriminatory federal law regularly abused by those with subsistence rights who can catch at kill almost at will, with no legal requirement that the meat be properly cared for who prepared for human consumption. It's the big reasons I moved out of that state.

It is excellent to be able to read the "secret newsletter" of the Jamestown tribal governments sick & evil cabal~! The fact that these money-grubbing power mad clowns in the Jamestown tribal government make such an effort to hide their newsletter is an obvious red flag, but their underhanded plot to push the good folks of Clallam County aside and rob them of everything that they can is most alarming indeed. This is of course a TOTALLY reprehensible criminal conspiracy that "we" are the constant victims of... During WWII the German NAZI's were VERY well organized and they "legally" passed a great many "laws" that were technically "legal" as they paved their pathway to the massive thefts, slaughter of millions in their death camps, and of course the carnage of that horrific evil war of the Godless criminals of humanity. There is however a HUGE difference between "legal" and lawful~! Most of the so-called "laws" that currently exist on the books in America are absolutely grotesquely unlawful and in direct violation to The American Constitution. As such, The Supreme Court of the United States has long held that ALL such "laws, regulations, mandates, and guidelines" that were in conflict with The American Constitution are in fact "NULL & VOID" on their face the second that they were enacted~! In other words, NO "laws" that violated The American Constitution in ANY way, were, are, or will EVER be, LAWFUL, regardless of how "legally" they were created. NO EXCEPTIONS~! Lawful is THE rule of law, "legal" is meaningless in comparison~! So, yes, these local criminals who are very clearly involved in a large-scale criminal conspiracy to rob and steal the good folks of Clallam County's money, private lands, public lands, Constitutional freedom and rights, COMPLETELY without our consent and/or knowledge, in direct violation of our will, depriving us of everything that we hold dear (Life, Liberty, and our pursuit of Happiness) in their organized criminal conspiracy are in fact by THE law of this land (America) strictly UNLAWFUL~! These criminals who are involved in this local criminal conspiracy, who are depriving "US" (the good folks of Clallam County) from our money, properties, freedom, and rights, are in fact in direct violation of the federal RICO laws that were established to prevent the exact kind of criminal conspiracy and racketeering that these criminals have been engaged in for decades now~! Any brief review of the federal RICO laws will immediately reveal and support exactly what I have stated herein and therefore ALL concerned Individuals need to contact The Federal Justice Department ASAP, to make a criminal complaint that will establish our lawful position against the criminal conspiracy that has existed here in our community for many years~! Please mail your written criminal complaint via certified registered US mail, with signature required, and a returned receipt for your personal records~!!! These crimes often take a very long time to resolve, and the process is not without pain and suffering, however we must absolutely make our LAWFUL claim now, so that The Federal Government has every opportunity and motivation to bring justice in this grievous matter~! We cannot expect that anyone will come to help or save us, therefore we MUST help ourselves in every possible way that we can to impede, prevent, and if necessary "correct" the crimes that these criminal thugs conduct~!

That sounds like an awesome idea ,can we do it in a form letter or group letter. We need to cover all the concerns maybe need a group session or meeting of those of us who are concerned. and maybe get the cities and county on board.

Good morning, Patriot TLL~!

Yes, you are correct, formal criminal complaints to the federal department of Justice is our best shot at addressing the massive corruption in government here in our otherwise awesome community! I have not been avoiding responding to your great comment here but simply working on just how "we" may proceed most effectively and with the highest possible level of potential success. Legal strategy is something that I have many decades of experience working to improve, much like military/battlefield strategy, and you have made some excellent points that need to be carefully considered. I know that the governmental system in Washington State has already proven to be useless at best, and more than likely just as corrupt as the Clallam County governmental system. So, the next best opportunity is the federal government. The timing to contact the federal department of justice on this matter is better than it ever has been and probably as good as it ever will be, so I am confident that is our first best chance to have our criminal complaint heard and hopefully acted upon because we have been ignored at the city, county, and state level for years now. After giving it some careful consideration I believe that "we" should Individually make our own criminal complaints, and if that movement proves that enough folks here in Clallam County are interested and willing to also sign a "group" (class) petition along the same lines, we can definitely make that happen as well~! I would be willing to construct a simple criminal complaint of our basic concerns and charges relating to the clearly organized effort of our government managers to violate their oaths, their duties, and the public trust if that sounds good. Of course, I am completely open to suggestions and making changes but keeping it simple and to the point is a better way to go for our first effort. There are an endless number of government forms that "we" could spend countless hours navigating through, but I believe that the simple straightforward approach would be better for our first effort. If we do that correctly It automatically becomes a matter of the permanent record and any corrupt bureaucrats in the system can't manipulate, destroy, and/or easily deny our petitions. This type of process is often one of building complaints until the government can no longer ignore the problems~! Rather than holding meetings and giving ourselves a lot of extra work, I can ask Clallamity Jen if she would be willing to post my petition for folks to look at and decide if that will also work for them. Then maybe Jeff Tozzer would be willing to "bird dog" that posting for folks here on The Watchdog, but of course that is totally his call... Anyway, please let me know what you think and we can work on it to come up with a good outline and plan of action. We need to be ready and well prepared for a long process at best, and being ignored at worst, however there is another even larger scale option available to us that I don't want to disclose at this time for strategic reasons. So, hang in there and keep up the good work~! While "we" are doing this locally, along with other Patriots all over the country and world, President Trump and the white hats are in fact working on this same process from the top down, so never give up~!

Here’s how effective the system is. So I wrote to Mr Worsham head of Public Health in Olympia. Asking why I had heard nothing back from his office concerning an illy prepared Public Health Official in Clallam County. After I sent that email, a page pops up that directs me to my county Public Health Official for comments, complaints and concerns. What the actual ______?

That’s like complains about commissioners.

Please see your county commissioner for comments, complaints and concerns. But……I want to complain about them, call me crazy, I just don’t think it would go well or anywhere.

I have found in these days of electronic communication, that a well written letter goes further. Written as in hand written. Nice paper, good envelope and staying on topic not to overwhelm the reader. This has been a successful communication even though extra time is taken. You also can register the mail, then there is “we never saw that”, excuses.

Well, second time in all these years, I wrote to the head of Public Health in Olympia. My concern, an untrained Public Health official in charge, and the continued use of Harm Reduction Kits that have proved ineffective and tax payers provide them then clean up afterwards. Who needs that kind of proven flawed program, Dr Berry?

I have not heard back from public health. So I will send him a copy of my original letter. I can continue to do that and call often. Some finally can’t take the irritation of my style and at least send me a confirmation that they are or are not working on it. Remember , government is in place to serve the population. Never be afraid to reach out. Put the phone number on speed dial, so first thing every AM that’s what you do. My CEO husband taught me that. He was a very good leader. I think form letters are okay but don’t express the sentiment as well. But any communication shows we are paying attention and not willing to roll over and act shot by an arrow.

I completely agree that the personal touch by writing an actual letter, certified return receipt, is the best way to go especially for critically important legal communications~! A little "snark" can be useful as well, but in this case, I will do my best to avoid my usual personal flare. That will be more difficult than folks think ;-) HA! My "true warrior" self actually wants to unload a TOTAL Hellstrom on the local criminal syndicate and ALL if their obvious coconspirators to entirely wipe the floor with them for their underhanded abuses and illegal & unlawful manipulations of THEIR oaths, however I shall remain the sunny Joy Joy Individual that I usually am! Ha~! A petition needs to be all business and well outlined, so even a short petition can take quite a bit of time to work out. My compliments to your husband for teaching you to be well organized, prepared, and to follow a reasonable plan of action. Folks who are prepared are best capable of dealing with a changing battlefield because life is a process of being adaptable to change ;-) Yes, absolutely, the entire point of our collective refusal to surrender our Individual freedom and/or rights is in NEVER "rolling over" and caving into the BS of those who would rob us of anything that they could~!

Actually, my long-suffering wife will also sign & send in a petition, so we are at least 4 and off to a good start~! I am pretty sure that several others here on the Watchdog will also want to send in their own petitions as well. I have already been working on a general rough draft concept. I would enjoy hearing any ideas or suggestions, so hopefully we can have a solid draft of the petition in a couple of weeks. We don't have to send in the exact same petition if we are going to have a bigger impact Individually, which would be best, and of course we can follow the initial petitions up with one BIG one that we can offer folks in the general public to sign. For the time being we should all be writing down any ideas and suggestions so we can best present our case in the shortest number of words possible. HA! Sometimes that is hard for me to do, but we need to make it VERY easy for the fed to read and understand without any fluff. I would suggest that we send our petitions to Cash Patel and President Trump both, to increase our chances of triggering an investigation... We all have to keep in mind that they are already working on these issues to a substantial degree, and I know that they are well aware of the depths of the criminal corruption in Washington State~! Thanks for your suggestions and support TLL~!

I respect the cultural heritage of the JST and societal contributions they have made from their ancestry to projects of today; like the Dungeness interpretive center and the annual Holiday lights display. Further, I welcome all JST members as friends and neighbors. What troubles me is a blindness in seeing the inequitable advantages that JST members enjoy. Where in their cultural or ancestral history was the operation of casinos learned and passed on ? That same question applies to their use of our transportation, sanitation technological systems. The unfairness, inequity, injustice and irrationality of the proud brave with a cell phone is obvious. You can be all things sovereign, "native", indigenous, etc.. You can also be an equal USA citizen. It is the both/and that is clearly inequitable and intolerable. Ancestral or not the JST is in the gaming, alcohol, tobacco and cannabis business. They have tax advantages, grants, preferential treatments as a "minority" business enterprise, exclusive resource harvesting rights and most egregious of all they enjoy a nebulous altruistic fondness for surviving some imagined abuse of their ancestors. As Jeff points out, their ancestors murdered other humans. The JST thrives largely by cashing the social security and retirement checks of non-"native" people with a gambling weakness. I struggle to reconcile the pristine stewards of the land with their financial abuse of the weak. Why have so many chosen to reward JST ancestry at the expense of any and all other ancestry ? Do non-JST lives matter ?

The ability to hire PR consultants has helped the tribe message the rest of us on how to think about their history and identity and “help” us not think about the fact that western culture is estimated to have 5000 years of progress ahead of tribal cultures around the world. This was a giant difference from native cultures.

The first commenter demonstrates exactly why these debates go off the rails: he has no idea what law enforcement actually does, day and night, while the rest of the community sleeps, works, and lives their lives safely because someone else is carrying the burden.

As a former law enforcement officer, I can tell you that you cannot take one tragic case and pretend it represents the entire profession. Yes, an 11 year old was shot — and that is heartbreaking. But do you know how many lives are saved across this country every single day because officers step into danger that everyone else runs away from?

I nearly lost my own life responding to a violent domestic violence call. I was shot at. The mother was murdered. The offender killed himself. I was able to rescue the two little girls. That is one call — one shift — in one county. This happens every day across America. I have lost friends and colleagues who were shot and killed in the line of duty. These are not abstractions to me.

People who criticize police rarely understand what officers actually do:

• Step into strangers’ lives for minutes at a time and are expected to fix everything.

• De escalate violent offenders with almost no information.

• Intervene in marriages, mental health crises, drug overdoses, and armed conflicts.

• Patrol neighborhoods looking for the things that “don’t look right” before they become tragedies.

• Make split second decisions with the sole mission of keeping the public safe.

And yes — license plate readers are an essential investigative tool. They solve crimes every single day. People who oppose them usually don’t understand how they work or how many victims finally get justice because of them.

As for the idea of sending unarmed “responders” to violent calls: that is not compassion — it is reckless. I was a hostage negotiator. I’ve been on countless calls where the wrong move could get someone killed. Recently, in another state, an unarmed “communicator” was sent to talk to a violent offender. The offender attacked him. The officer who stepped in to save him was stabbed repeatedly in the head and barely survived. If that unarmed person had not been there, the officer likely would not have been injured at all.

People who criticize police training openly admit they don’t know what officers are trained on — and that is exactly the problem. They speak from emotion, not knowledge.

And here is the irony: The same people who condemn law enforcement will be the first to dial 911 and expect an officer to risk their life for them.

There were 2 hours of presentation and discussion on police at the recent special meeting, plus a thorough PAPD annual report including training info in the Tuesday meeting packet that the commentor chose to ignore. Chief Smith is responsive to direct questions as well.

CAS…..Encourage these critics of law enforcers to view body cam videos from officers on duty. These videos can be easily accessed on YouTube. Many radical anti-police people have no clue what police officers have to put up with. Drugs, theft, agressive behaviors, domestic violence, sex abusers are only part of the pathetic behaviors the police must deal with. Driving while drunk or on drugs is another disagreeable behavior duty officers must handle….one never knows how drivers will respond. Some are dangerous and aggressive, on drugs, oppositional, some are armed with guns. The expectation that officers must be clairvoyant before they defend themselves is ludicrous. Officers can never be certain what that object the perp has in his hand. Without people willing to put up with the ignorant disrespect and dangerous behaviors, there would be chaos and mayhem. Thankfully, many capable individuals are willing to be on our police forces to keep the majority of us safe from dangerous others.

I'd like an answer from Ellen Menshew's comment, as far as, Where is>>> "ALL the Vitriol against the unhoused/drug addicts? Where is the Echo Chamber of the Vitriol?"  

What I hear from the Port Angeles community is frustration against what is being allowed to happen in Port Angeles.  They are tired of the destruction/damage to the environment/to private properties, etc.  Of course these people I talk with are Taxpayers, who work jobs, like me, and are tired of our tax dollars being used for really stupid things.  Things that 'they say' will 'fix' the problem.  When reality is, it is 'Enabling' the further destruction of our town/county, not to mention the drug user/homeless person.  

I want to KNOW from Ellen, What about my rights as a property owner in the City of PA? What about the destruction of my property?  The damages done over time to MY Property from these 'homeless/drug addicts?'  

How about All the EXTRA MONEY I've had to spend for repairs/clean up, etc., BECAUSE of the ALLOWED Homeless/Drug Addicts!  What about MY Concerns?  

Why do I have to "FUND" the destruction of the City of PA/Clallam County?

I do not go around destroying people's property!  I do not steal things from people!  I actually do not KNOW ANYONE who does this, except the drug addicts/homeless. 

So, as I see it, I have to keep my mouth shut! I have to continue to clean up literal Shit off my property, the garbage, replace broken parts on my property from the HOMELESS/Drug Addicts damaging it! 

Lastly, as I understand what you are saying, Ellen, is I am to smile at the homeless/drug addicts, so THEY can further their OWN DEMISE!

In my many meetings with the Middle school principal she informed me that she works very closely with the tribe.

She seemed very excited that the tribe is apparently opening two brand new youth centers in Sequim, one of which sounds like it will be right near the YMCA and the Boys and Girls Club. I wonder where the other one will be?

We used to go to the Audubon Center/Railroad bridge all the time but not so much since the tribe reimagined the whole area.

The grant for patrol officer funding for Port Angeles mentioned in the podcast today was discussed at length in a special meeting work session a week before the regular council meeting. I had not planned to comment Tuesday, but felt compelled after hearing the wildly off base comments directed at our local police. I have had no hesitation in expressing concerns and complaints to PAPD but they absolutely do not deserve the misguided rhetoric being casually tossed their direction. In the work session, Carr seems less supportive of more officers and suggests funding be used for more "upstream" interventions,alluding that the funds could be used for homeless related service. Notably PA was eligble for this grant because we have a well established co-response program (as well as many well funded "upstream" outreach resources already funded via various non profits)

Curiousity over what is driving such public comments as Calloway's led me to realizing a few points: The "North Olympic Democratic Socialists of America" are very active in Port Angeles. The N.O. DSA meets at the PA library and had 2 meetings there in the month leading up to the levy vote. The "Tree Park" collective has managed to create their own non profit and is agitating for PA allowing public camping while remaining clueless of the violent criminals and sexual offenders at their events. PA has it's own "Indivisble" group but you have to sign up for their list to see event listings. Last but not least, there seems to be a lot of overlap between N.O. DSA, PA Indivisble, and the Tree Park collective with a core group who mostly do not live in central PA advocating for a socialist type "free camping for all" situation in central PA. Please don't dismiss the situation in PA as just a few random comments. They are organized and have their sights set on PA.

this is in part why all the private parcel owners have seen such significant and unseemly property tax hikes / increases in recent years .As when valuable large ( or any) properties are GIVEN ,transferred whatever to the Tribe.. those taxes lost are absorbed by the regular people. etc. If Clallam County thinks their taxpayers want to pay higher higher highest property tax fees for a Gambling casinoe which has ruined lives, families, marriages, and caused many to LOSE their properties homes etc due to gambling addiction.. they better think again Close these devil casinos or make the tribes pay taxes on their lands,their income earned by ill gotten gains.

Jeff, your article today misses a couple of important points regarding Tribal treaty rights. First, the Jamestown Tribe not only has rights to the Dungeness Spit and Protection Island by virtue of their status as US citizens, but far more importantly they have rights to those areas by virtue of the Treaty of Point No Point. That treaty gives the Tribe the right to fish, hunt, and gather ‘as they always had’ within their “usual and accustomed” areas.” These are real ownership rights that give the Tribe the right to do everything it says they will do if they gain full ownership of the spit and the island. Second, the Tribe's rights under the Bolt decision to fish are not limited to subsistence fishing. The Tribe is entitled to commercial fishing and well as sports or subsistence fishing in so long as they do not exceed their share as established by the Bolt decision.

You missed a couple facts regarding the treaty that they were no part of. No trading outside the US or on Vancouver Island, no drinking alcohol, release the slaves they stole during massacres, The right of taking fish at usual and accustom grounds in common with all citizens…on open and unclaimed land. They seem to leave out the whole paragraph describing fishing rights for some reason. Those are not land rights. I think you need to read the treaty. Protection island, the Spit, and railroad park are not open and unclaimed land. They ceded the RIGHT to land, for $60,000 plus more for many years after. (That would be worth 5 million today)

The tax payers paid them to cede land and today the tax payers are paying them again to buy land. Makes sense.

Fun fact: Jamestown S’Klallam Never existed. Ron Allen changed the tribes name legally. They were called the clallam tribe. They did receive benefits and were recognized in 1910. So Ron applying for them to be recognized in 1984 isn’t correct. Ron blames the white man for the towns backlash when his gggrandfather was a white man from New York and his wife was from British Columbia from the Makah tribe. The S’klallam tribe in the treaty are a completely different tribe, not related to Sequim.

A tribe of 200 does not need 1.6 million pounds in oysters a year.. it’s being sold to China. Their profits are over 200 million a year and they don’t spend a dime of their own money to take land from Sequim. All done with tax payers paid grants. They are making Sequim their reservation and that’s not okay. It’s all about money

Got to say. Ron as a CEO has done a great job for his Corp. especially considering how much self hate he has for 3/4's of himself.

Don't agree with it though at all. Since he is doing it to punish not to build.
