The Commissioners did not answer yesterday's question. Here is today's email:

Dear Commissioners,

The County has increased funding for the Sequim safe-parking program at Trinity United Methodist Church to $118,000 for three spaces, yet it has served zero participants due to insurance and vehicle-documentation requirements. Given those constraints, would the Commissioners consider approaching the Jamestown S’Klallam Tribe—whom Commissioner Ozias has described as the County’s most important partner in local governance—about hosting a safe-parking program on tribal property, where secure parking already exists and these barriers may not apply?

The Sequim safe-parking pilot emerged through publicly documented County processes, including homelessness planning discussions and task-force work, before funding was approved through the public budget. The identified problem—individuals living in vehicles without safe, legal parking options—was well documented in County planning materials (Clallam County Health & Human Services, 2024).

The County’s role in this pilot was as a funder and policy approver, not as a day-to-day operator. Administration was delegated to a non-County host and service partners. However, because public funds were used, the program was subject to County-required compliance conditions regarding insurance, vehicle documentation, eligibility screening, and reporting. These requirements were not incidental; they functioned as system controls attached to the funding mechanism (Clallam County, 2025).

The current outcome—approved funding totaling approximately $118,000 with zero participants to date—is a serious concern, particularly given the County’s constrained fiscal environment and competing public needs. It is appropriate for the public to expect that limited funds be used effectively and that underperforming programs be examined openly.

From a systems-theory perspective, this result is informative rather than anomalous. Systems reliably produce the outcomes they are designed to produce (Meadows, 2008). In this case, the compliance and risk-management framework attached to public funding prioritized legal and fiscal accountability over participant accessibility. That tradeoff reflects a design signal that warrants reassessment, not a failure of intent or effort by any single party.

Acknowledging this does not diminish accountability; it strengthens it. Responsible governance requires recognizing when public resources are not producing the intended results and using that information to evaluate whether the system should be modified, paused, or redesigned before committing additional funds.

Your question raises an important jurisdictional comparison. The Jamestown S’Klallam Tribe is a sovereign government operating under its own legal and regulatory authority. Those differences are real and not subject to County discretion.

However, relocating a County-funded program to tribal land does not remove constraints; it changes jurisdiction. If the County remains the funder, accountability, liability, and audit requirements still apply and must be resolved through formal, tribe-initiated intergovernmental agreements. Treating sovereignty as a workaround for compliance risks misunderstanding both tribal governance and public accountability (Cornell & Kalt, 2007).

This retrospective analysis highlights three evidence-based paths forward:

1. Reassess funding conditions. Examine how County compliance and risk-management requirements shape partner-administered programs and whether adjustments are possible without shifting risk onto participants or the public.

2. Clarify the County’s role as funder and regulator. Recognize that even when services are administered by non-County entities, public funding conditions materially determine accessibility and outcomes.

3. Pursue partnerships intentionally. Any collaboration—including with tribal governments—must be based on mutual interest and co-design, not as a response to friction within an existing system.

Complex social challenges do not have final destinations. They require iterative design, transparent evaluation, and accountability for both intentions and outcomes. The Board’s responsibility is to learn from what the system produced and adapt in public view.

The party of props, stunts, frauds and swindles has taken over our County.

In my adult lifetime they have wasted billions on bureaucracy.. perpetual government roster spots...

We could have built a homeless compound in every county by now.

Instead what we get are RV and grocery cart props to justify another property tax.

ha! it took me a long time to catch on to the grocery cart props. I remember one time when in 2020 observing the Safeway loitering crowd as an unexpected heavy rain came up, at least a half dozen carts were grabbed from the lot, piled full of crap and scurried off behind the veteran bell or down to the waterfront. I called the store to tell someone and their response was basically "meh...happens all the time... don't want them back when contaminated"

Thank you Jeff for working hard everyday to expose to me & others what is going on in my county that justifies taxes every year to all property owners except the tax exempt. Have thought of moving, however I don’t believe there would be a jewel like Jeff in a new location doing the work of keeping everyone informed of how our hard earned tax dollars are being spent, used & wasted.

Today’s article explains & provides examples of how urban guettos are created and why they are created. It’s clear what the purpose & goal of our government is, create guettos, maintain guettos and send as many people into guettos as possible with no hope of being able to escape them.

We are a nation founded OF the people, FOR the people, BY the people and we have allowed infiltration from within to change our nation to OF the government, FOR the government and BY the government. The government no longer serves us the People, we the people serve the government. Our political parties are controlled by the government not the people. This is not how our Constitution intended for our United States of America to be.

However, it is what it is and thank you Jeff for doing the heavy lift everyday and keeping us up on how far off the track we have gone. I don’t have the answers, similar like Jake Seegers said, but I’m learning, know I want to make a difference and get back to what our nation was intended to be, a nation OF the People, For the People, By the People no matter what it takes to get that back I will work and support our Constitution and not our government.

The church should be paid by the visitors that stay there. Dole out the money per

vehicle parked there. Kind of like a hotel and we would save $118k a year. What a novel idea!

notably the hotel Ron wants gone for fish passage was highly utilized during covid shutdown years as rapid rehousing for persons who would't/couldn't go to the shelter via funds from "outreach " agents who got $ from the county. Some of the persons placed there had sex offender or violent crime convictions. When that money went away I imagine their occupancy rate dropped.

After listening, again, to um, LaTrisha Suggs, I am, um, amazed, um, at, um, her historically inaccurate reference to events, um, that shape, um the, um, direction of the, um, future of the, um, during the, um, transition of Port Angeles. HUH? Is this what we elected as a wise, skillful, and respected political leader?

My assessment of that presentation was she clearly did not memorize her lines and was having issues with the flow of her script. Note she was followed by Carr's hometown tragedy. Any chance to dramatically play the victims and deflect to national events while enabling local collapse, those two are quite a team.

In a normal business failure you close down. The parking lot is an issue that has failed.

Why do we call on the Tribe to fix it. It is a failure andCC just puts more money into this

project instead of cutting our losses. The Tribe is not the answer WE are. Would you invest

in this failed solution? None of us would you can not look to the Tribe to do it. WE need to

cut our losses and Close It. Is this income that keeps the church open? I am in support of

churches that can fund themselves with Gods wisdom not our CC tax $.

The United Methodist Church has secured funding for safe parking, that has not been useful to date, and at the same time displaced Tim's Place, a productive caregiver support group.

That's what happens when NGO's and non-profits, have the ear of Clallam County Commissioners who value groups WITH STANDING over ENGAGED PUBLIC.

Eric, I agree, why the church? There is something not right about this. The church popped up out of nowhere while Tim's Place was overlooked. If only there was justifications for decisions I would understand, but there isn't.

I really like the "ladder and the pit" analogy, to point out the difference between foolishly enabling homelessness & drug addiction issues VS actually helping the folks who do not want to be homeless & addicted to drugs~! Simple, yet most accurate. That said, I do wonder if anyone in government who is in any position of authority will have the Intelligence and strength to understand what Jeff Tozzer and SO many others have been trying to get through to them~? Do they really care? Also, in a recent Clallam County Watchdog Jeff Tozzer did a great job shedding light about the attack on a public bus driver last year, when a young man named Austin heroically came to the rescue and stopped the attack. I find it to be clearly revealing and disturbing that The Port Angeles Chamber of Commerce has COMPLETELY ignored the heroic act of Austin that likely saved the bus driver from being seriously injured or killed, because he should have been considered for the "Citizen of the year" category~! As an old real estate analyst (Classical Economist) for many decades now I have seen the many VERY serious corruptions of "The Chamber of Commerce" monster actively and very Intentionally destroying the communities that they haunt, especially and more obviously by constantly forcing the promotion of tourism dollars over the best interests of the majority of great folks in local businesses who depend upon year round economic health~! I remember many decades ago wondering why The Chamber of Commerce ONLY focused on tourism building as if it was the only way to promote a healthy local economy, and then I realized just how evil and destructive that really is. This sneaky underhanded constant over-focus on tourist dollars, that all but ignores the majority of local businesses and health of the year-round economy, creates a serious imbalance of businesses within the cities, towns, and communities that need a healthy year-round customer base to survive and hopefully thrive. Additionally, it became obvious that all of the communities that were afflicted with The Chamber of Commerce "assault" were ALWAYS having the best days of every year literally destroyed for the local residents that pay BIGGLEY to be in each community all year long, by hordes of tourists who only visited on those best days. I have had the privilege of living in many locations in the US that tourists work all year to visit for the few premium days, and the locals always shop for their necessities right before the "peak days" to avoid their cities and towns entirely because of the hordes of tourists about to descend OR they travel elsewhere to get away from the madness that they know is coming and therefore they rarely if ever get to enjoy their own best days to be in their own cities & towns~! This is a VERY serious, destructive, and dysfunctional matrix that is always driven by the local Chamber of Commerce that most locals understand at some level, but few see the connection to The Chamber of Commerce & local government/s as the underhanded force they truly are... MOST local businesses, especially most small businesses, need year-round support, but The Chamber of Commerce completely ignores that in favor of over-focusing on the tourist dollars that never reach the majority of small businesses in any given community~! The cities and towns LOVE their boost in sales "tax revenue" and gladly sell their own local population out every opportunity they can get~! Big Oppressive Government "creeping socialism" is no joking matter, and it is FAR deeper into the fabric of our American society than most folks could possibly imagine~! America and all Americans are being destructively controlled FAR beyond what they can easily see, so "we" need to take control of these "entities" and governments, to turn their evil into Goodness ASAP~! So, thanks Jeff Tozzer for pointing out the tip of the dangerous and destructive iceberg that The Chamber of Commerce REALLY is, especially when they show their true colors by "promoting" a (foreign) sovereign Indian Tribe over the folks in OUR sovereign country who deserve the recognition~! It would also serve us well to take a VERY close look at the other entities, businesses, and Individuals that The Port Angeles Chamber of Commerce has promoted for their merits VS others that were ignored~! Politics??? Personally, I find it DEEPLY disturbing and alarming, that the majority of Americans have been Ignorantly sitting around as "we" have been under this constant assault in numerous ways by The Chamber of Commerce for decades! ESPECIALLY when these subversive Chamber of Commerce" thugs started to inflict their "sister city" BS upon all of us~! Good GOD~! How obvious these criminal socialists and Communists really have been all along~! Why on earth would "we" even tolerate having a "sister city" when our own communities are "swirling down the terlet"~? Look WAY over there to another city in a foreign land, instead of paying attention to what is happening right here under our noses~! HA~! If anyone attempted to write these realities of our country, and world, as the deadly serious and destructive true stories that they actually are, no publisher would classify them in any category but "comedy"~! Let us discuss these things ASAP right now, or "we" will be discussing them later as something that we should have seen coming but it will be too late~! We folks of Clallam County should have our own yearly "awards and recognitions" of the worthy Individuals and businesses that WE decide are to be acknowledged and promoted~! I strongly suggest that we do exactly that, because if we don't we surrender more & more of our freedoms and rights to the criminals within our midst and we will have only ourselves to blame~!

I love your pit analogy, Jeff-- spot on.

But, remember-- the goal is not to end homelessness and drug abuse; it is to justify Federal and NGO funds that they can subsequently launder, for themselves or for other purposes. The more homeless/addicts we have, the more money they get. So, they don't want to solve the problem; they want to keep increasing it, with free pizza, drug paraphernalia, luxury apartments and more, which will attract other miscreants from all corners of the world.

So LEKT will get the Organization of the Year Award for giving Port Angeles the finger yet again? It’s been six years since they convinced PA to go along with plans for a big hotel in the downtown, now a big empty lot across the street from the ferry landing where prospective shoppers come to town and just a block away from Field Hall, our landmark performance center. An award for the LEKT? Never! Port Angeles needs to sue the LEKT — not give them an award!

The pit is where we are at in PA. The current systems in control are designed to manage addiction and homelessness, not to solve anything. Someone who requires services or MAT indefinitely is a perpetual revenue stream. The chronically homeless are job creators for the homeless industrial complex. The pit is the dominant business model and all other business are crushed by it eventually.

Susie, indefinite money flow with repeat daily customers in any business is a dream come true. In the medical field it is a pure bonanza. Patients usually come, are helped or cured and then go. NOT AT A MAT CLINIC. Shortest "cure and curb" time is 2 years. That rarely happens. The ones that break free are the ones that have the will and pure desire to be off of chemical dependency not the program that sets their "cure date".

My question is, where is the money going? Is this money being used by one of the Commissioners as a means to sway votes? Who on the various board(s) are members? Who is actually profiting off this venture? Obviously not the homeless.

Mostly, nobody thought of these issues beforehand? Did they really think people living out of their vehicles would carry car insurance? Maybe they should be sheltered IN THE CHURCH at night, that would justify some of the cost that could be used ie camping cots, blankets, clean up etc. A church opens it's door to everyone, right?

I like your idea, Jennifer. Eric brought up an important point. The TUMC favored unverified accusations toward Eric and Jeff. They definitely play favorites at that church, because some people just don't belong.

Denise, I still wonder who is in the congregation? Who chose that church as opposed to other churches who need the money? I'm sure the church is getting some benefits. Were other churches contacted or notified? Shouldn't the money being paid to a church be under church books as "donations". It just puzzles me and sounds weird.
