That guy built a fence for my parents back in 2017- did a HORRIBLE job. My dad told him it was not finished and he wanted to inspect it. Aaron became enraged and acted violent towards my mother and father, so they paid him. The fence began falling over days after it was put up and this jerk got paid- his dad, Pepper Fisher, came out to look at his son's work. When he saw it and we confronted him he too became enraged, told us he stands by his kids work and left. I don't listen to or support KONP because of that man and his son. I hope justice is served and he sits in jail for a long time.
I had Pepper as a handyman in 2016. He farmed out my fence job to two characters because at the time he had his foot in a cast. One guy was named “Warren” I think. Not sure of the 2nd guy. Did a bad job on a chain link fence and they had to return to fix it and to return the remaining materials that I purchased. Later found out this “Warren”, his father was a contractor, run out of town earlier.

This sure looks like mental illness to me and/or drug use, probably both. Washington State has significant challenges to provide services adequate for mental health treatment. Our laws for civil commitment under our Involuntary Treatment Act (ITA) is an utter and dismal failure, and involves an evaluation by a county-designated mental health professional, detention for 120 hours, followed by MAYBE a 14-day intensive treatment program. But, then they're cut loose. Usually they're given some meds, and released as "responded to treatment".
For severe mental illness (SMI) schizophrenia spectrum, bi polar, and major depression with psychotic features --- are nearly impossible to get treated if they don't want it (and most don't. They self treat with street drugs.) We have gutted our mental treatment options to save a buck,, for decades and because "oh so unfair to lock them up for mental issues". It's nearly impossible to get treatment, require treatment -- and jail isn't the answer.
We had 7,631 mental hospital beds in 1955, today we have less than 1000 in Washington State. But, since 1955 our population was 2.06 million, today it is 7.8 million.
Do the math.
I can't blame the parents, the courts, the police OR the community. We have always had mental illness...and sometimes even with lots of support and medication and avoidance of street drugs ---- they still cannot take care of themselves, and are a danger to themselves and others.
Lets not band-aid this. This isn't bad parenting. It isn't lenient courts. It isn't bad police work, it's the giant CRACK that we keep stepping over, and watching people fall through.
Blame President Kennedy. He began the process of "deinstutionalization" by closing the mental institutions -- because a whole bunch of the "liberal minded" deemed them "punishment". In 1963, the Community Mental Health Act provided funding for community-based mental health centers to treat the nutjobs outside of institutions.
And, it worked. Now they are on every street corner. They cannot manage in society, and are given one option: here take this pill daily, at set times (which they cannot do) and given their "freedom". Because we all know that is so important for those who cannot manage the simplest thing in life.
We traded saving $$$ for mental institutions, for homelessness, and then confounded it all by adding in "war on drugs".
It's nearly impossible for a sane (relatively) working person to get mental health treatment, much less someone with no address, living on the street.

Gosh no. It was a huge liberal movement... to push for "freedom". Although Mike Pence (to the NRA 4/14/2023) sort of hit the nail when he said "liberals emptied mental health hospitals in the 1960's" he wasn't entirely correct. They didn't act alone. It was part of the larger "civil rights movement".
But it was "bigly" supported by both sides (notably Ronald Regan both as governor and as president) who saw it as a way to cut a huge line item on the budget. The Pharma saw it as an opportunity to push their pills as a "solution". (Drugs drugs drugs...drug them into mental health!)
Unfortunately, the drugs are only partially useful as antipsychotics. They can reduce the symptoms, but reducing isn't a cure. (And, oddly, all the money for research into mental health ....maybe as a viral or prion causation.....ceased when the drug stuff became our savior).
All government said "yeah, lets divide up that money pie". Because that's what all the political types say.... "gimme more money for my pet projects".
My "godfather" was a psychiatrist in Skagit county and worked at Northern State Hospital before Dan Evans (R) shut it down after a pissing contest with the then Director. It was a working model institution that had success. It's a shame that we (government) has shut down these institutions. We were safer then.

I know in many jurisdictions, individuals accused of murder are often denied bail due to the severity of the crime but apparently in this case the crime was not severe enough to set bail at a higher amount? How are we to feel safe in broad daylight at a Safeway parking lot with this individual free on bail? To find this out through CCW and Facebook posts and not from our own media outlets is very disturbing.
He was arrested May 6 2nd degree assault. Washington state law requires a 72 hold to investigate & then has to be released because investigation was incomplete to further charge. He was released May 9 without bail. Can do public records request for probable cause statement & police report from Sequim PD.
If witnesses don't step forward, and the camera angles were wrong to see what happened (perhaps cars blocking the view) this may not go anywhere and simply be filed, until "next time". Do not be too angry with the police --- without eye-witnesses, this becomes a case of "maybe the guy tripped". I am wary of all "facebook judgements".

Now the "plaza" has a really GREAT pet food store, and a dog wash station. Both excellent private businesses that should not be shunned.
All of those businesses employ local people. I believe we should support all businesses. I wouldn’t want to have local people be out of a job. That’s just my personal opinion. I shop at many stores, large or small.

I park strategically when I can, choosing a line-of-sight spot which means I usually have to go a little further to the store but less obstructions for anyone to hide behind or approach from.

A quick look up finds the reasons a case might be dismissed:
Insufficient evidence, Procedural or legal errors', Witnesses unavailable or unwilling, Violation of constitutional rights (e.g., illegal search), Diversion programs or plea agreements, Prosecutor discretion
Suspect insufficient evidence hence why family is asking for witnesses. City has most likely spoken with family to lay out what is needed to prosecute a case against this person.
because you can only HOLD for a few days, without filing charges. The police cannot file charges unless there is a case -- meaning video evidence, and eye-witnesses, or other evidence of a crime. Even getting DNA evidence off a person (or from under fingernails) takes a long time --- not like tv shows, it's not "insta evidence". So, the courts must release, until proper charges can be filed -- and backed up.
Our court system has a guarantee of a speedy trial, which when charges are filed, you waive. But the court cannot just hang onto anyone, hoping that evidence materializes.
By dismissing they can refile once they have evidence.

Someone I know of personally in our area assaulted a guy with a machete and a pipe and nearly killed him over a $500 pickup truck deal gone bad.
No jail.

This is an absolute guess, but I would imagine if the suspect has significant mental health issues that possibly he was released in order to be transported to Western State for evaluation to determine whether laws allow him to be charged.
The kind of dismissal matters. It doesn't mean that they can't be re-filed if they were dismissed properly. The state requires that once incarcerated that charges have to be brought within 72 hours, which is typically a monumental challenge for LE thus the release pending the work up.
Bail laws says he's a danger to the public and LE knew by Friday (or tuesday) victim wasn't going to survive. He should have been remanded to custody. Sure, they can issue a new felony warrant but how long will it take?

Unless the Prosecutors office feels there is enough of a case to convict, the dude is cut loose. The Police have a high hurdle to climb... especially IF people don't speak up (which is harder and harder with this "I don't want to get involved" world we are in).

This sure looks like mental illness to me and/or drug use, probably both. Washington State has significant challenges to provide services adequate for mental health treatment. Our laws for civil commitment under our Involuntary Treatment Act (ITA) is an utter and dismal failure, and involves an evaluation by a county-designated mental health professional, detention for 120 hours, followed by MAYBE a 14-day intensive treatment program. But, then they're cut loose. Usually they're given some meds, and released as "responded to treatment".
For severe mental illness (SMI) schizophrenia spectrum, bi polar, and major depression with psychotic features --- are nearly impossible to get treated if they don't want it (and most don't. They self treat with street drugs.) We have gutted our mental treatment options to save a buck,, for decades and because "oh so unfair to lock them up for mental issues". It's nearly impossible to get treatment, require treatment -- and jail isn't the answer.
We had 7,631 mental hospital beds in 1955, today we have less than 1000 in Washington State. But, since 1955 our population was 2.06 million, today it is 7.8 million.
Do the math.
I can't blame the parents, the courts, the police OR the community. We have always had mental illness...and sometimes even with lots of support and medication and avoidance of street drugs ---- they still cannot take care of themselves, and are a danger to themselves and others.
Lets not band-aid this. This isn't bad parenting. It isn't lenient courts. It isn't bad police work, it's the giant CRACK that we keep stepping over, and watching people fall through.
Another casualty of the cold and drug war that has yet to get itself back to McNeil Island status..
Blame President Kennedy. He began the process of "deinstutionalization" by closing the mental institutions -- because a whole bunch of the "liberal minded" deemed them "punishment". In 1963, the Community Mental Health Act provided funding for community-based mental health centers to treat the nutjobs outside of institutions.
And, it worked. Now they are on every street corner. They cannot manage in society, and are given one option: here take this pill daily, at set times (which they cannot do) and given their "freedom". Because we all know that is so important for those who cannot manage the simplest thing in life.
We traded saving $$$ for mental institutions, for homelessness, and then confounded it all by adding in "war on drugs".
It's nearly impossible for a sane (relatively) working person to get mental health treatment, much less someone with no address, living on the street.

Gosh no. It was a huge liberal movement... to push for "freedom". Although Mike Pence (to the NRA 4/14/2023) sort of hit the nail when he said "liberals emptied mental health hospitals in the 1960's" he wasn't entirely correct. They didn't act alone. It was part of the larger "civil rights movement".
But it was "bigly" supported by both sides (notably Ronald Regan both as governor and as president) who saw it as a way to cut a huge line item on the budget. The Pharma saw it as an opportunity to push their pills as a "solution". (Drugs drugs drugs...drug them into mental health!)
Unfortunately, the drugs are only partially useful as antipsychotics. They can reduce the symptoms, but reducing isn't a cure. (And, oddly, all the money for research into mental health ....maybe as a viral or prion causation.....ceased when the drug stuff became our savior).
All government said "yeah, lets divide up that money pie". Because that's what all the political types say.... "gimme more money for my pet projects".
My "godfather" was a psychiatrist in Skagit county and worked at Northern State Hospital before Dan Evans (R) shut it down after a pissing contest with the then Director. It was a working model institution that had success. It's a shame that we (government) has shut down these institutions. We were safer then.

Being released the next day? I know in many jurisdictions, individuals accused of murder are often denied bail due to the severity of the crime but apparently in this case the crime was not severe enough to set bail at a higher amount? How are we to feel safe in broad daylight at a Safeway parking lot with this individual free on bail? To find this out through CCW and Facebook posts and not from our own media outlets is very disturbing.

He was arrested May 6 2nd degree assault. Washington state law requires a 72 hold to investigate & then has to be released because investigation was incomplete to further charge. He was released May 9 without bail. Can do public records request for probable cause statement & police report from Sequim PD.
If witnesses don't step forward, and the camera angles were wrong to see what happened (perhaps cars blocking the view) this may not go anywhere and simply be filed, until "next time". Do not be too angry with the police --- without eye-witnesses, this becomes a case of "maybe the guy tripped". I am wary of all "facebook judgements".
I understand that another person was with the assailant. That person would be a witness.
They won't release that yet because it'll be labeled an active investigation.

Unbelievable he is back out on the streets. My wife works in the Safeway shopping center. It's very unnerving to see the people with obvious mental issues that hang out in that parking lot!

QFC is a subsidiary of Kroger, the largest supermarket chain in the United States, and department stores, blah blah. They aren't as bad, but all they carry are processed foods (which I don't/can't eat).
Now the "plaza" has a really GREAT pet food store, and a dog wash station. Both excellent private businesses that should not be shunned.
Support local and small businesses.
All of those businesses employ local people. I believe we should support all businesses. I wouldn’t want to have local people be out of a job. That’s just my personal opinion. I shop at many stores, large or small.
The worse thing about the Safeway shopping center is the state of their parking lot! I don’t understand why the owners of the shopping center are not fixing it 🤷♀️. I certainly hope the tenants are complaining daily to owners of the complex.
I'm thinking - when you park your car in a lot to go in and shop in which lots do you feel the safest to park in, to exit your vehicle, return to your vehicle and not feel "stranger danger"? Is there a particular time of day when you do shop? Is there a particular time of day or night when you won't shop? Bet there was a time in Sequim just like Prosser WA where you could not only leave your car unlocked but the keys in the visor! I'm old.

Military and Police are trained for condition (Yellow) as a background awareness, which is relaxed/alert, so being aware and 'heads up' is the best defensive attitude without being paranoid.

I like to shop around supper time when I can...a lot less going on then.
I park strategically when I can, choosing a line-of-sight spot which means I usually have to go a little further to the store but less obstructions for anyone to hide behind or approach from.
I started doing these things years ago when I lived in Seattle and Spokane areas.
I just try to stay conscious and aware as much as possible and hope for the best.

A quick look up finds the reasons a case might be dismissed:
Insufficient evidence, Procedural or legal errors', Witnesses unavailable or unwilling, Violation of constitutional rights (e.g., illegal search), Diversion programs or plea agreements, Prosecutor discretion
So which is it?

Suspect insufficient evidence hence why family is asking for witnesses. City has most likely spoken with family to lay out what is needed to prosecute a case against this person.
because you can only HOLD for a few days, without filing charges. The police cannot file charges unless there is a case -- meaning video evidence, and eye-witnesses, or other evidence of a crime. Even getting DNA evidence off a person (or from under fingernails) takes a long time --- not like tv shows, it's not "insta evidence". So, the courts must release, until proper charges can be filed -- and backed up.
Our court system has a guarantee of a speedy trial, which when charges are filed, you waive. But the court cannot just hang onto anyone, hoping that evidence materializes.
By dismissing they can refile once they have evidence.

Someone I know of personally in our area assaulted a guy with a machete and a pipe and nearly killed him over a $500 pickup truck deal gone bad.
No jail.
He also nearly killed some people in P.A. in a drunken-drug driving incident. No jail.
Serious federal crime background. No consequences.
There's a lot of 'not good' going on all around us all the time but direct assaults on innocent bystanders is still rare but I'm not optimistic about the near future.

Concerned the suspect is out free walking around, and charges dismissed. Killing someone is kind of a big thing. So, we have to tip toe when we go shopping in case we upset someone and they kill us? I'm sure there's more to the story but until the details come out...
This is an absolute guess, but I would imagine if the suspect has significant mental health issues that possibly he was released in order to be transported to Western State for evaluation to determine whether laws allow him to be charged.

The kind of dismissal matters. It doesn't mean that they can't be re-filed if they were dismissed properly. The state requires that once incarcerated that charges have to be brought within 72 hours, which is typically a monumental challenge for LE thus the release pending the work up.
Bail laws says he's a danger to the public and LE knew by Friday (or tuesday) victim wasn't going to survive. He should have been remanded to custody. Sure, they can issue a new felony warrant but how long will it take?
They're all great questions only the PD or prosecutors office can answer.
Anyone with a drivers license can go to the court and pull the file to see what happened.
