Federally recognized sovereign nations are not comparable to United States, Washington state, county, city, and other jurisdictions, to be clear. Government to government relationships need to honor a common understanding regardless of their individual cultural heritage/identity. Is there an international agreement of how governments are to engage with each other?

The United Nations was established for such protocols, as was the EU, both having been sidetracked by typical power and control priorities. I once carried a Geneva Convention Card, while in the armed forces, that stated I could not be tortured if captured, like I believed that was going to happen.

After reading this my coffee doesn’t taste as good. I am totally dismayed at the councils lack of backbone as they watch our city go to POT. It angers me so as we elect them and they have pissed all over us. Now they are so ingrained in the system we can’t even vote them out. Sad days ahead unless we act quickly.

I don't know if you have ever attended or watched a recording of their meetings, but I highly recommend that everyone take a few hours out of their day just once to do so, especially last night's. You'll get an understanding of just how bad it is if you can actually stand it for the duration of the meeting to listen to them. For me it's worse than fingernails on chalkboard. I can't take them.

THE JST LAND ACQUISITION (but now called Land Back) IS RIGHT ON COURSE AND HAS BEEN THE PLAN SINCE 2004. Below is their plan AND A MAP OF THE LAND BACK ACQUISITION AREA. The take over of the Wild Life Refuges is just the beginning:

According th JST their goal is, “ The Tribe’s Land Consolidation Area (Land Back) spans approximately 32 miles east-to-west, 36 miles north-to-south, and covers 363 square miles of land...The most important principle is to keep the destination in the forefront and get there in an efficient and OPPORTUNISTIC MANNER” (Apparently, the Sequim City Council and Clallam County Commissioners are giving the Tribe an opportunistic open door)

...“This area was approved by the United States Department of the Interior as the place in which the Tribe will CONCENTRATE LAND ACQUISITION and economic development efforts, and within which lands may be designated as Tribal trust land. The land area was based on Tribal population proximity, environmental and conservation concerns, historical sites and the Tribe’s usual and accustomed fishing, hunting and gathering areas”

The Tribal constitution was drafted and adopted in 1975. Tribal governmental programs receive OVERALL DIRECTION from the Tribal Council THROUGH THE CHIEF EXECUTIVE OFFICER - RON ALLEN (Apparently, the Sequim City Council and Clallam County Commissioners also get overall directions from Ron Allen)

jedj, I found something on another site by a reader. I thought it was interesting because he asked questions that haven't been asked. Below is part of his reply:

There's some details i don't fully understand though, and I would love help clarifying.

How would indigenous control interface with the folks currently living on traditional lands (descendants of settlers I mean)? Cause the goal isn't neccessarily displacement or kicking people off those lands right? And because of that there will still be some element of control over those lands those people hold no matter what right? Cause if you live on land you tend to have a say in how it is used. So what does indigenous control over those lands actually look like? Like would we see Governing bodies where half the members are elected by whichever nation has claim to the land and the other half by the folks currently there? Or perhaps a certain number of seats are fixed as indigenous representation? Or would usage rules be entirely set by the relevant indigenous nation? On a functional level how do you interface between indigenous control and the control of the folks who are currently on those stolen lands? What does indigenous control actually look like on a practical/functional level? I tried looking online but I couldn't find detailed explanations it was always like "returning indigenous control" or "promoting indigenous sovereignty" without really going into what that looks like on the ground. I fully support the goal, I'd just like to learn about how it works you know?

I am a firm believer that the Tribes did not make the land originally and are not the original title holder. I believe that God created this property and he lets us use it. The Tribes did not have a right to this land any more more than the cavemen. They stole it from someone else so give it back to the rule of possession to the one that possesses it today. The Tribes should be careful of enough is enough that is close to being the feeling that could end this land grab. There is a limit to one’s ideas that ends up with a greater fight than just words.

Yes, I am aware how SHE is personally affected by ALL the feel good "Where as's"..... and her childhood experience(s).

With that experience should come the NEED to change your environment...

NOT be controlled by a negligent "parent".

I am all for "Parental change" that's for sure...

however, we need a MAYOR with a desire to be the peoples voice, not an empty void that takes direction with fluffy feelings and farts rainbows.

Many have suffered traumatic childhoods.. for me, it strengthened my skin to be better a human, a better mother.

The county commissioners did not respond to yesterday's email asking why it is appropriate for county commissioners to serve on NGO boards that directly benefit from a relationship with the county.

Here is today's email sent to the William Shore Memorial Pool Board:

Dear Commissioners French and Johnson, Councilmembers Suggs and Hodgson, and Mr. Shield,

It is my understanding that the William Shore Memorial Pool Board was not initially aware of the shower voucher program for transients.

At what point did each of you become aware that this program existed?

If that awareness occurred prior to the public becoming informed, what steps—if any—did you take to ensure transparency and notify the public about the program’s existence and operation?

Given the ongoing concerns about distribution, oversight, and use of a public family facility, clarity on this timeline is important.

Thank you for your time and attention to this matter.

Yes, the weather machine seems to favor good weather today, but interestingly I am monitoring some awesome reports that the "Chem Trail" scumbags are absent in the skies over numerous other jurisdictions in the US over the past few days. This is something that, after MANY years, I have been looking for because when the Chem Trail atrocity of the criminals of humanity finally ends, that will definitely be an in our face signal that "we" are FINALLY breaking free from the evil ones~!

It is very tempting to use curse words in describing the absurdity of this entire "land transfer," land back" ideology. The JST already owns this land equal to all other USA citizens. Can anyone explain the benefit, gain or even practical justification in transferring this area to a private trust ? Who lived here before the JST and should we give the land to them ? If this we were here first logic dictates land ownership, homo habilis owns the entire planet. The feel good altruism that many might entertain is for dead people. The roughly 200 JST members do not live the lives of their ancestors. In fact the JST members lives would be unrecognizable to their ancestors the same as my life would not be recognizable to my ancestors. The image of the proud indigenous brave with head feather and spear is not compatible with his hands free driving. There was then and there is now. How is it that only 200 of us can both live in the past and the present ? You can be sovereign or you can be a USA citizen. Living in a democratic country should not allow both/and. Let the Sequim City council members give their homes to the JST and leave public land public..

Watching the Pool Board meeting yesterday via Zoom, I could not believe what I was hearing from Suggs. She stated that those using the vouchers at the facility could be "lifted up" by others there, and perhaps they could even find a job by talking with people. So now this will become a community hygiene center (not my words) and while showering together let's find a job. Obvious she does not live in the real world. SMDH.

We appreciate The Watchdog's update of the Sequim City Council's treasonous violation of their oaths, duty, and the public trust that they have unanimously displayed by their sick disgusting "approval" to steal OUR public lands to transfer them to such a highly questionable foreign corporation that has no legal or lawful right or claim to OUR rightful community's public treasure~! There is absolutely no valid reason on Earth to explain such a gross violation of OUR public property rights, as these lands are already in the best of hands by being entitled & entrusted to the public! It is ESPECIALLY alarming to have OUR property being threatened by a proposed unlawful transfer to an outside organization that has time and time again proven to have acted against the will and best interests of the vast majority of folks in Clallam County. These mini-dictator scumbags in the local governments are complete treasonous disgraces to our community and America itself~! Unfortunately, "we" have missed our best chance to have these same criminals in government criminally prosecuted for their mass murder COVID crime spree for years now, because that would have been the right thing to do and it would have obviously stopped these monsters from forwarding their evil agenda. Now, due to the community's inaction to properly address the largest scale democide in world history, we can only expect that these criminals will be further emboldened to conduct God only knows how many more crimes... When the government has intentionally conspired to murder the population, there is obviously nothing that they won't do in the future~!!! I would COMPLETELY support a 25% to 50% reduction of pay of the management level in the Port Angeles government to pay for a new public toilet and bath house, and "we" all know that these so-called "compassionate & inclusive" Individuals would be more than happy to take the pay cuts to help the poor that they have already spend SO much of OUR money to "help"~! In fact, there is a small city park property across the street from the old city jail that could be ideal & easily used as a new public toilet and bath house location! Ha! That would be a "wonderful" spectacle for the tourists who go through town and those who come off of the ferry to behold~! "Welcome to Port Angeles"~! Shower and dump your load here~!!!

Wow, I still have PTSD from Mike French's graduate course of Mark Ozias word Salad 201... I was thoroughly disgusted with Mike and his low T approach to handling the tribe. The Tribe treats them like they own them and all the rest of us as trespassers. We need a sembient relationship that is fair to all taxpayers in this county.

They will continue the programs it's all about $$$$ and let's keep paying, just look at the amount of salaries, benefits and indirect costs for OLYCAP, as an example. And let's not forget about all their travel OLYCAP does for conferences around the country. They've found the pot of gold and not going to relinquish it, no matter what we say!

From the French fur traders the tribes picked up the French word Revanche. That's where we are now. The French used that word after WWI to skewer Germany. Having worked with Indigenous Nations in the US and Canada for 10 years (and Australia for 8 years prior), I know firsthand that tribal governance in smaller nations is incredibly dependent on individual personalities. Priorities can—and do—shift overnight with a new election. I’ve seen well-established initiatives scrapped simply because a new chairperson took office.

Placing the Spit into tribal trust without strict regulations prohibiting access limits is a massive risk. It’s a "when," not an "if": access will eventually be restricted for ceremonial or environmental reasons. I am a big advocate for sovereignty and linguistic and cultural preservation, but those goals can be met under the current management agreement. The only reason to push for this transfer is to change the rules of engagement, and the community is right to say no to that.

Thank you CCWD great article. My thought or question is when are the Council Members and the Kommisar's transferring their properties to the Tribe? They seem to be fine with giving away the "PEOPLES PROPERTY" even though there is opposition to their actions. There should be a sign up sheet for this also. I have dealt with Tribes in a former life and they were pretty gracious to the Local Government entities. We had a great relationship and paid our Fire District what the assessed value was in taxes and gave us resources or "Grant Dollars" for equipment for our service and response and at the same time they did a lot for our community/county.

On the lodging tax issue that French talks about, here is what my Google search shows:

Yes, cities in Washington state can choose not to impose a local lodging tax. While state law allows municipalities to levy hotel/motel taxes (up to 2% or sometimes higher depending on local factors), this is a choice, not a mandate. They can decide against it, though many do implement it to fund tourism-related activities.

Choice, Not Mandatory: The authority to levy the tax is granted to cities, towns, and counties, meaning it is not a requirement.

What it Covers: The tax applies to hotels, motels, and short-term rentals (like Airbnb) for stays of less than 30 days.

Alternative Taxes: Even if a city chooses not to impose a specialized local lodging tax, state-level retail sales tax (which includes a portion for lodging) and potentially other tourism-related charges may still apply.

Current Developments: Some legislative discussions have proposed allowing higher taxes specifically to address affordable housing, but currently, it is a local decision.

So, the state law allows for cities to create the tax and cities can choose not to impose it, based on this information; the same goes for the county, they can choose to impose any tax that the laws allow; allow does not mean required. Not saying nothing good can come from the taxes, but it is a choice at the local level.

So when officials enforce non-required taxation without a vote of the people, they have a choice not to do it, and yet they choose to do it — it is their choice, not the people’s choice and not a state mandate. So, French is right in that a city could choose not to impose the lodging tax. But as a county commissioner, whenever he chooses to impose a tax on the people that isn’t required by law, he’s making that choice and that’s on him, not the state; and I see that as a choice against the people.

I have noted since I began reading and responding to CC Watchdog posts, an increased interest in the language of our various local, State, and Federal Constitutions, and what is actually stated, as opposed to what we have been told from our lifelong indoctrinations. That is one of the most positive aspects of community awareness, courtesy of Jeff Tozzer and CC Watchdog, and I commend those who have hit the intelligence button instead of posting another "selfie" on whatever social platform du jour. Thank you, all, for believing in the strengths and effectiveness of a democratic republic when actuated as our founders perceived and intended, as written, not as interpreted. My number one question regarding the proposed transfer of the Dungeness National Wildlife Reserve to JST, exclusively, is what benefit would such a transfer satisfy to/for the City of Sequim? Additionally, how would such a transfer reduce O&M costs, or add revenue to/for the City of Sequim, and what is the basis or reasoning for the personal endorsements (which remain publicly unstated, other than emotionally based); hence, "City" endorsement, of such an action. These reasonable questions aren't being publicly addressed, in what would constitute prudent decision and policy making, as opposed to emotional pleas for "equity", as presented out-of-context. I would also mention a key word in the name, Dungeness National Wildlife Reserve, being 'National', not City. The City of Sequim alludes to the arrogance of Seattle as being the authority, and majority of the Olympic Peninsula, as Seattle has for the entire Puget Sound region, however erroneous.
