The Conservation District did not respond to yesterday's email regarding the League of Women Voters' offer to help process ballots. Here is today's email to the City of Port Angeles City Council members at council@cityofpa.us:

Dear Members of the Port Angeles City Council,

I’m writing to respectfully request clarification regarding the city’s residency requirements for councilmembers. Specifically, what are the minimum residency standards for candidates at the time of filing, and how is “residency” defined and verified under city code? In light of recent public discussion, can the council clarify when Councilmember Mark Hodgson established residency within city limits relative to his candidacy and election? More broadly, does the council believe additional transparency or documentation around candidate residency would help strengthen public confidence and avoid similar questions in future elections? I believe clear answers would go a long way toward reinforcing trust in local representation.

Here's a copy of my email response back from this morning. I also CC'd City Manager West, City Attorney Bloor, and the County's Election email address to ensure I'm not mistaken any of my information.

Hi Jeff,

Thanks for your email and for raising the question. I’ll respond based on my understanding of the applicable law and process. For formal legal interpretation, I’d defer to the appropriate election officials or the City Attorney.

For non charter code cities, residency requirements are governed primarily by state law. To my knowledge, the City of Port Angeles doesn't have a separate residency definition in our municipal code beyond what state law requires.

The relevant statutes include:

RCW 35A.12.030, which requires that a council member be a registered voter of the city and a resident of the city for at least one year preceding election.

RCW 29A.24.075, which requires that a candidate be a registered voter and reside in the jurisdiction at the time of filing.

RCW 29A.04.151, which defines residency for voting purposes as a person’s permanent address where they physically reside and intend to remain. However, no person loses their residence by reason or absence while employed in the civil or military service of the state or of the United States.

In practice, candidate eligibility is determined through the filing process administered by the Clallam County Auditor’s Office. Candidates attest under oath that they meet the legal qualifications for office. Voter registration records and filing documents are maintained by the Auditor as the local elections authority. The City does not independently verify residency, nor does it maintain those official records.

With respect to any specific council member, the relevant filing dates and voter registration records are public and maintained by the Auditor’s Office. To my knowledge, there has been no formal determination by the elections authority that any current council member failed to meet the statutory requirements at the time of filing or election. If questions arise, the proper venue for review is through the established election law process administered by the County.

On your broader question, I do agree that transparency strengthens public trust. While the City doesn't control the verification process, we can do a better job explaining how it works. That could include publishing a clear summary of state eligibility requirements, linking directly to the Auditor’s Office for official records, and ensuring prospective candidates understand the legal standards before filing. Right now, the City's webpage titled, "Serving on City Council," simply states that "an elective officer of the City of Port Angeles must be a registered voter of the City and must have been a resident of the City for at least one (1) year" without further details. At the very bottom of the page there is a single line stating, "All matters related to filing for office should be directed to the Clallam County Auditor’s Office." The City could do a better job explaining and linking to applicable sources. Doing that wouldn’t change the law, but could make the process clearer and reduce confusion.

If you have additional questions, I’ll do my best to point you to the appropriate source.

I can't get over what the core of DEI does to people and that Hodgson has fallen for it. I have zero respect for his whimpering under one breath and then the next minute his derisive behavior in the next on the CRC. He trades his perceived abuse at the hands of others as a weapon to abuse others who aren't like him. It's disgusting behavior I'm sure his parents didn't teach him.

Absolutely everyone has at least one grievance about how they have been treated no matter their race or gender, the difference is how you deal with it. The emotional creatures in our government have figured out how to leverage just the DEI axis' into the equation for control. The result, more harm, not less. This belly bitching isn't good strictly from the perspective of building strong and resilient people who have the self-control and maturity to deal with their lives and not thrust it on others. We need more people who understand that they are the masters of their own destiny and that life doesn't just happen to them and are helpless.

In the end Hodgson only abuses himself because he has a dim view of himself.

What DEI teaches society is to not elevate oneself, rather it is the push others down to your level so that you don't have to feel bad for lacking the ability to elevate yourself by your own work.

Mimi, in highschool, I moved from Mission Viejo Calif to Stonewall Jackson High School in the heart of Manassas Virginia. Home of Stonewall Jackson "there he stands like a stone wall"! Anyways, I dated a black guy (once) never knew of southern prejudice until then. Got beat up by black girls, the principal visited my house and explained to my parents how "things work here"....that was my first encounter with prejudice, never felt it before. Didn't again until I became a "hippie" during the Vietnam war.

All of this excellent work Jeff has put into this article will be for not unfortunately unless more happens with it. Anyone with a scintilla of thought gets it, Hodgson has fleeced PA, Olympia, or the WSP.

Likely the quickest way handle this is to file a complaint with the WSP that his running for the PA city council position where he had to attest to being a resident violated the conditions of his agreement under WSP rules that he had to reside closer to that job. If the WSP investigation clears him then you have evidence of his not being a PA resident and that can be used to figure out how to oust him from his council position, but also potentially criminally charge him for falsifying his residency for the PA position.

The local paper will pick this up as soon as someone files the appropriate complaints with the WSP, and eventually the Clallam County Sheriff's Office if there's any indication that he falsified a public document related to the election.

I appreciate the way you framed that.

Hanlon’s Razor isn’t a full governance theory for me. It’s simply a shorthand for how I approach intent. I try not to assume bad faith when a mistake or capacity issue is the more probable explanation.

That said, I fully agree that good governance doesn’t stop there. You put it succinctly: Good governance begins with good faith — but it is sustained through measurable, transparent correction.

Presuming good intent doesn’t remove the expectation of documented process or improvement. It just keeps motive speculation out of the equation.

Caitlin Sullivan, wealthy Seattlite, owns an STR in my neighborhood, pretty sure she worked for LSW reporting her STR competition during that fiasco, LSW handpicked her for the PA lodging tax committee and she was appointed in spite of many objections from residents. She is still on it and term ends this month. need to get her off there. I imagine she is still in cahoots with Carr and LSW. I hope LOCAL lodging tax payers will vocalize oposition if she tries to get reappointed. She owns several STRs in Seattle.

Perhaps Mr. Hodgson is a man of great integrity -- but at first blush it seems just as likely he's another wannabe politician working the system and playing the games ("as a person of color I have lived experiences," he says) so he can check the boxes on his way to higher office in a blue state peppered with DEI and NGO razzle dazzle. A very well thought out article, Jeff. I could only view his behavior from the sidelines, whereas you dealt with him personally and can attest to hisctrue character. But just taking his current record into account raises typical questions about all of his positions and jobs: How can he be in two places at once? Does he have a twin to accomplish all of his commitments? Many movies have been made using this premise. It makes everyone wonder why no one else has asked these basic questions.

Beneficial to all?

Once again we see an example of a person using politically emphasized words to gain a position of leadership. Anyone who has followed the prejudice involved with D.E.I. (Diversity, Equity, Inclusion) must realize this is not about fairness. Our courts have ruled that these D.E.I. programs are unconstitutional. This is bias to appeal to a select grouping of people and invade our county management.

What is a “lived experience? Most of us have had confrontations and “lived experience”. Does a label of being “a person of color” contribute to improved skills and knowledge for an elected office? If we voters want our elected officials to be leaders we should look for people who avoid political labels and express qualities of leadership, and representation.

Address the fact that this application is from a person who was not a resident of Clallam County. I question the motives of such a person.

His Olympia application contains extensive language regarding diversity, equity, inclusion, and “lived experience” as a “person of color.” Are these descriptions beneficial in the performance of leadership duties? This appears more prejudicial than representative.

He describes:

• Membership on the WSP Diversity, Equity & Inclusion Council

• Attendance at the Governor’s DEI conference

• Participation in The People’s Gathering

• Applying a DEI “lens” to policy

• Interviewing through “counter-bias investigative techniques”

He states:

“We need to start by including social justice and equity impacts into every decision we make.”

My question is whether this includes definable acts to represent a majority or focus on a select group of politically biased individuals? Don’t we all want social justice and equity?

Do we voters believe a person, non-resident, and prejudiced (“person of color”) will be representative of the majority of his constituents. I would rather see emphasis on leadership and managerial skill. I see ulterior motives to become an elected representative.

Unfortunately "Common Sense" is not common. Lawlessness is acceptable for illegal migrants, addicts, and even those arrested for crimes committed. The mantra now is to lie, cheat, and steal, and complain if you are arrested. Until we, as a voting population, demand accountability we will lose these battles.

MH wants to make sure he defines himself (person of color=minority) as such so all the other people of color will sympathize and vote for him and in exchange he fights for them. It is the card he is playing. He is playing the game like so many others do, especially women of color. Once upon a time it was the card of opportunity but has now become the joker for division. They use it for everything. He knows he is protected under federal law in employment and he is obviously taking his protection all the way beyond his employment & right into the political arena. Yeah, we’ve got to keep the race card going & keep the minorities suppressed while dangling the trinkets….so the cycle continues & the people remain slaves. The democrats didn’t ever want slavery to end yet history shows they are the best at creating it & keeping it going without end.

This is the delight of transparency. Lights, action, camera, and you are on stage. Your history is published, your faults exposed, and your words are used to expose you. Now comes the hard part. Do voters want this person in any elected position? Even dog catcher would be a risk. Time will tell if we voters are intelligent, or not.

The only thing this Trooper is protecting is his backside. A complete and total box checker. Other wise known as a James Comey in the making. We'll all hear about it before long on KONP when Miss Bacon starts cackling about be kicked to the curb by this so called hero. These type of Law Enforcement frauds always burn out and crash. Its the wrong venue or profession to leap frog into politics from. Democrats despise Law Enforcement in all forms, regardless. He knows this and believes he'll be the one to successfully dance the line, not the thin blue line, the corrupt line in Olympia. Nope, Heck, not even Dave Reichert could make that work!!!

Certain CRC Commissioner made sure to hold up any meaningful progress by a process of redundancy and repetition. It took a year, a lot of empty words, filibuster tactics, chaos and confusion to even start. To make it transparent, and understandable, this is how it worked: I think?

The Commissioners for Charter Review wanted a reduction of redundancy and anti-proliferation of repetition so they decided not to meet until they had their first meeting and thus would not be meeting until the first time.

Their pre-meeting wanted to make this clear before they had their first meeting, so that it would not be confusing. So their first meeting was actually their first meeting and they would not have a meeting before the first meeting. This avoided having people show up for their first meeting before it was held, since to do so would be confusing to those who did so and this is what they wanted to avoid by reducing the confusion and lessening the repetition.

THAT'S THE WAY I UNDERSTOOD IT ; )

he graduated from PA High, didn't he? About 1996? There were some punk rednecks, back in the mid 90's, but... don't remember any real race issues (had a son and foster son back then, both in school). Certainly not compared from where we moved from.

I have lived experience of reverse-discrimination as a white-boy...first in the military, then in the Forest Service and then while living in Hawaii for several months...'White-Male-Syndrome' has been around for decades...I always persevered and always found work but discrimination for any reason is still discrimination!😱. But THEY'RE SPECIAL!🤣
