Thank you for your questions. I want to address them together to provide clarity.

Board work sessions are generally structured for commissioner discussion, staff briefings, and information exchange rather than public testimony. Neither the Clallam County Code nor the County’s Administrative Policies establishes a standing policy authorizing or governing public comment during work sessions (Clallam County, n.d.-a; Clallam County, n.d.-b).

In the instance you referenced, limited comment was permitted at the Chair's discretion due to heightened public interest. Washington’s Open Public Meetings Act (OPMA) allows governing bodies to accept public comment but does not require public comment at any particular type of meeting, including work sessions (Washington State Legislature, 2024). This allowance did not constitute a policy change and should be understood as an exception rather than a standard practice.

At present, there are no adopted criteria or advance-notice requirements governing when such discretion may be exercised. As a result, residents should not assume that work sessions will routinely include opportunities for public comment.

Comments offered during a work session are reflected in the meeting minutes as part of the discussion record, but they do not carry the same procedural weight as testimony provided during a noticed public comment period or public hearing. Work-session remarks are considered informational and reviewed alongside staff briefings and commissioner discussions, rather than as formal testimony requiring findings or responses (Washington State Legislature, 2024).

The Board has not adopted a policy governing public participation during work sessions. Governance best practices caution that reliance on ad hoc discretion—while lawful—can create inconsistency and public uncertainty when not supported by adopted standards and clear documentation (MRSC, 2024; OECD, 2017; GAO, 2014).

Until such guidance is adopted, the most reliable ways for residents to ensure their input is consistently considered are to provide comment during regular meetings or public hearings noticed for that purpose, or to submit written correspondence for inclusion in the public record.

For the record, I oppose naming our court house after a person. Clallam County Courthouse represents all citizens and should NOT be named after a person.

It exists for ALL the residents of our county.

Three temporary commissioners should not decide to change the name.

Maybe a PLAQUE on the courtroom door. or a PROCLAMATION?

Renaming a public courthouse after a politically appointed or elected individual is beyond unacceptable. Clallam County Courthouse has existed for over 100 years and all of a sudden it needs to be renamed. Who says so? A couple of Commissioners and a few Indian groups. Here we go……divide divide divide. Division is not who we should be, division is what has been ushered in by the masters of division in order to control. The Civil War was fought because of division. That war was won and enslaved people were set free, not because of the dividers but because of people who believed in freedom & equality. Don’t forget slavery & control comes in many forms.

Regarding the Slip Point discussion and comments, can someone clarify.... county parks with lighthouses are a valuable public asset that should be preserved, protected and funded by the county, unless Ron wants it, in which case said park is a burden to the budget and should be given away. Do I have that correct?

We American Constitutionalists can be most irritating & bothersome sort that absolutely insist upon Americans freedoms and rights ALL OF THE TIME, with NO exceptions~! This greatly annnoys those who spend countless hours scheming against our freedoms and rights, desperate to find any weaknesses where they can "worm" their way into inserting "exceptions" to our freedoms and rights~! I couldn't keep Karen away yesterday. The boofing kit and all it is , was just too much to bear. Those deaf ears will go away...we the people must be heard and they refuse to listen! As you said it can only end badly on this course. We can all do this together. It would be nice if we could have done so with existing power in the seats. They aren't leaders , they're shameful and shameless.

As you so accurately wrote today, Jeff, courthouses are for everyone in the county. No one specific name needs to replace what has been long standing for over 100 years. I can't help but think that the new Heritage Advisory Board may be involved. Too many timed coincidences. Maybe even French's re-election favors?Your article brings a clear assessment of another impending debacle. It doesn't surprise me though - CC knows to only expect disappointment from our leaders.

They were elected to lead our County. That I use "leaders" signals that those we elected are the heads of a body of government. The majority of voters elected them to fulfill a duty on behalf of the citizens of Clallam County. Whether we like it or not, they are in a leadership position.

They do lead those further down the pecking order in county government - I don't believe that they are meant to shape our lives or futures or bundle of rights. If I am wrong please let me know - and tell me what I am getting wrong. BTW the canvasers work was cast aside after a great deal of effort and investigation of the 2020 election. Why would that be ?

Sorry, I mean that it seemed to me that those who wanted the memorial (Karen Unger, Rod Fleck, tribal leaders) had been talking to the commissioners before the meeting. I don't know that two of the commissioners talked about it beforehand.

Everyone has some bias. Some lean liberal, some conservative. Clallam County Court House indicates everyone should get a fair shot, whether true or not .Let us leave the name as it is. Just one more thing to muddy the waters and obscure much more important issues facing the citizens. No other Washington State county has ever been named after a judge of any level.

The courthouse belongs to we the people. Naming it after a person, no matter how “justified” it may be, is as inappropriate as naming the White House the Donald J. Trump White House. Buildings of branches of government should be as blind to persons as Lady Justice.

This issue of renaming the Clallam County Courthouse, and any of the other myriad issues raised by our County Commissioners and government, creating problems where none previously existed, fall into the same category. If one wants to be heard, first, one must be recognozed by "The Chair" and have the attention of the audience; but who's audience, your's, or the opposition's? If one reflects on how our Republic was established, one will find that substantial physical effort, coupled with detailed, organized plans, and sustained action were essential by the Founders. As we witness daily, actions speak louder than words, being the ultimate commitment.
