The commissioners did not reply to yesterday's question. Today's question to the commissioners:

Dear Commissioners,

Why are NGOs administering Recompete-funded programs allowed to pay their own employees below the $26/hour threshold required of private employers to qualify?

All three commissioners can be reached by emailing the Clerk of the Board at loni.gores@clallamcountywa.gov.

I’m about to start sending them my memes. It’ll give them something else to ignore. LOL.

Hey comments section, quick clarification, and a little gratitude.

Jeff gave me more credit than I deserve here, which is very on brand for him. He’s generous to a fault when it comes to sharing authorship and spotlighting others.

For accuracy’s sake only: I don’t work full-time in the employment sense. Anyone who actually knows me might roll their eyes at the idea that I’m some kind of hero. I’m just juggling a few part-time lanes and doing my best to show up prepared.

The real hero is Jeff, and the CC Watchdog platform he has built, which takes complex, uncomfortable issues and turns them into something the public can actually engage with. That’s not easy work, and it doesn’t happen by accident.

Clarifying the record here, not to nitpick, but because this community values accuracy and good-faith transparencies, especially when it comes to our own.

Clallam County Commissioners

Do you believe that requests for input from government entities for economic impact statements regarding trust land conversion deserve your attention? Do you believe this input is as important to Clallam County residents as grant writing? Will you commit to answering any government entity asking for this information? If not, why?

Yay, Eric! Thank you for your non-stop efforts to get these hospital Board members to start recording their meetings. Ms. Menshaw also saw the need and lack of transparency, but how long did she wait until after you acted?

Timothy Weller's avatar

The current state of OMC and affiliates, is almost mirror image of the Oroville Hospital in northern CA, with last known status as being court-ordered to sell, to satisfy their $193 million in debt. I wonder what OMC is spending in annual debt servicing? OMC leadership(?) are running the same plays as the State of Washington, financially, treading water with only one way out, ever-increasing taxes.

The last items I saw - awhile back - the financial condition is worsening, same ill chartered course as prior administrator.

Anyone care to write the "CCWD For Dummies" abridged version today for the regular detractors who will show up in the comments section and miss the finer points here, instead choosing to look for a misspelled word or inappropriate punctuation?

Bravo to Eric Fehrman for asking a legitimate question, and it didn't even require a private security detail.

Jeff Tozzer's avatar

You know what fascinates me? Don, Powdermonkey, Ixodes, and friends never had anything to say back when we were doing "Feel Good Fridays." No comments to share on feel-good topics... they only had time to weigh in on other days of the week.

Jennifer's avatar

And Matthew went stage left after he was exposed as a writer and working for the tribes. Their intent is obvious.

MK's avatar

He's busy working on the opposition position no doubt.

Jennifer's avatar

MK, IMO had Matthew proudly let it be know who he was and his stance, I would have given him his due merit/respect and could have asked him questions on a deeper level. An opportunity lost.

Susie Blake's avatar

He's a paid lobbyist for the Whitner group in addition to his salary from whatever tribe currently pays him. Glen Morgan wrote a letter to the state about Randazzo not meeting one of the lobbyist registration requirements

Jennifer's avatar

Susie, no wonder he wouldn't "come out". I'd love to be paid to find ways to attack the truth from the comfort of my desk. He couldn't be reasoned with.

Powdermonkey's avatar

I see what you’re trying to do there, but that’s a pretty surface-level move…more checkers than chess.

Commenting isn’t about collecting gold stars or merit badges. People tend to speak up when they disagree with the framing, not when they’re already on board. That should be pretty self-evident. I didn’t realize you were so praise addicted.

Part of why comments come and go is that the narrative itself doesn’t change much. The same tinfoil tropes get recycled, the same stock actors assigned blame, and the same sense of crisis re-introduced as if it were new. Over time, that leads people to respond selectively, not constantly. Not much of a mystery there.

When criticism get brushed off as “translation,” that’s not really an answer. Putting an argument into plainer language isn’t distortion but a way of seeing whether the implications still hold once the loaded tone and accumulation are stripped away.

This piece, for instance, invites pushback because it relies heavily on accumulation: a grant program, a cleanup in another county, juvenile fireworks, a repeat offender, a charter dispute, zoning language… all treated as evidence of the same underlying failure with scant effort to show how they’re actually connected.

If the argument is that Clallam County is broken top to bottom, that case needs more than proximity and alarmist tone to hold together. What’s being passed off as analysis is really just propaganda: repetition dressed up as revelation, implication standing in for evidence. Rinse and Repeat.

But because you apparently need it...Great Job!

I've liked some of your posts, that were thoughtful and on topic. The rest is chaff. Your presence tends to be to delegitimize the messenger more than it's to deal with the topic. That's the point, yet you don't seem interested in the point.

Susan C Bonallo's avatar

PS Powerade:

All the things you listed in the article, were you counting.? CCWatchdog isn’t singling out one failure to call attention to, but a list of ever growing problems and no serious signs of solving them. Kind of just like you. So easy to judge from the sidelines, but please if you want to be a problem solver, jump in and write to BOCCC. Otherwise you are clinging to well established missteps in the county and swing from branch to branch. No one wants to be an ape.

Susan C Bonallo's avatar

Powdermonkey: maybe you missed civics classes. When a group is not acknowledged by the elected officials, you get bigger in number, increase your turn out and repeat the problem. Getting official attention from our elected group of rug rats would be amazing. Because they choose not to answer questions

( ever ) doesn’t call for retreat. It says “ Speak up, get more on your team, and never back down on issues”. Like water torture. Repeat, reword, reiterate, that’s what it will take to get Sleepy, Grumpy, and Dopey to acknowledge their need to turn failure around. PM we don’t change the narrative so you can have a new read everyday, it needs to be hammered home one issue at a time. Very long nails. Possibly over and over again like training dogs or monkeys.

Don Eisenbeisz's avatar

I’m sorry but this is the silliest thing I’ve read in a while. Preemptive deflection. As if to suggest that critical comments have less merit because we didn’t praise you when we could have. Question for Jennifer: since it’s so clear, what is my intent? And why does intent matter, as long as what we say is true? CCWD holds others accountable, so it is appropriate to hold CCWD accountable as well. This should be easy for us to agree on.

Jennifer's avatar

Don, at this point I consider you a heckler. Please remove me from your list, I don't want to play anymore ; )

A heckler is a person who harasses and tries to disconcert others with questions, challenges, or gibes.

Jeff Tozzer's avatar

If Don is truly a champion of accountability and accuracy, perhaps he could elaborate on how he has contacted Commissioner Mark Ozias about the articles (and errors) he publishes in the Sequim Gazette. Something tells me Don identifies targets, rather than issues. Further proof that Don is just a heckler and an ideologue.

Jennifer's avatar

I have read his comments on Next Door. Only seems to feel the need make comments about CCWD. Humm? At this point his pattern of negativity is so predictable, I could write his comments for him and nobody would know the difference. I'm sure he'll buzz around until he can't find anything to land on.....

Jeff Tozzer's avatar

Don on ND: "JT was banned because he lacked enough self control to follow the Nextdoor guidelines. He is responsible for his ban, no one else."

Regarding someone who reads CCWD: "Ugh. I threw up in my mouth a little."

Don doesn't like the same targets every day: "It’s sad really, because for all the time he spends he could really do some good, but it’s the same targets every day. The same personal grievances over and over again."

Don really doesn't like spending time on CCWD: "As it relates to CCWD the bathwater is toxic. There might be a baby in there every now and then, but I don’t like to wade around in it to find out. See that’s why it’s sad. The toxicity doesn’t have to be there, but it is."

Don Eisenbeisz's avatar

Jeff, I haven’t read Mark Ozias articles, so I haven’t commented on them. Generally speaking, I don’t engage with CCWD unless one of the Tozzer People posts your content on Nextdoor. Then I have an occasion to read and comment. Call me a heckler if it makes you feel better, but don’t whine if I apply a label to you as well.

Jennifer's avatar

Don, why is it you only comment about CCWD? I guess the rest of Next Door doesn't interest you. You are a man on a mission.

Mimi Smith-Dvorak's avatar

I agree -- it is refreshing to see other-points-of-view.

The great Caesar, wherever he went, to counter the cheering and accolades from his adoring fans had a slave follow him. His only job was to stand behind him, whisper in Caesar's ear "remember that you are only human".

Caesar realized the danger of falling into only listening to all positive voices. No matter how popular anyone is, they are only people. The contrarians make you stronger, by reminding you to be humble.

These voices from the wilderness are reminders that there are other points of view, and to only have people championing does not give you a vaccine against megalomania (or insanity). The people who gripe, bitch, complain, and are contrarians provide a valuable service: they remind you that you, too, are only human.

For the fans: this tendency to "protect" against what you believe to be 'opposing' voices is doing a huge disservice to the collective whole. Everyone should be welcomed, even if you (personally) do not agree, and certainly if the wider group is only giving praise. The "thorns in our sides" should not be driven out. It's the irritating people that help keep us all sane and balanced. It is a gift to be reminded that we are all human, not perfect, and that all thoughts and pronouncements may be flawed. Convictions may not be solid -- but build on quicksand.

I find it sad that so many are so quick to dismiss other viewpoints. You would be wise to thank them, as they remind you "Respice post te! Hominem te esse memento!"

Memento mori.

Don Eisenbeisz's avatar

Thank you Ms Smith-Dvorak. The most reasonable thing I have read in a while.

Mimi Smith-Dvorak's avatar

Well, I've dealt with public forums and 'the public' for a great many years. It's a two-edged sword. The more I listen, the more learn.

I think that the worst thing that has happened to the country, the education system, and civilization is surrounding yourself with echo-chambers and only hearing points of view that mimic yours.

We are stronger, as a country if we all learn tolerance, and keeping an open mind. This two-party team "rah rah" and anger that surrounds it is the worst thing we can do. I blame main-stream media influences, and the yellow journalism that is rampant.

Which means, that I absolutely adore CCWD because it is a completely different voice from all the pablum being forced down our throats regularly by the apologists, gaslighters, and PR reps that masquerades as "news". I am weary of fluff, and weary of carpetbagging liars. (but who isn't?)

Hyper-local, independent journalism is the cure for many ills.

Don Eisenbeisz's avatar

MSD, I agree with much of what you’re saying. Echo chambers are indeed the worst thing that has happened to our society. There is a niche for everyone and that helps to foster extremism and radicalization. It would be unwise to underestimate the risk of such in any online community.

Where our views might differ is that I’m not as convinced as you are that hyper local journalism that lacks journalistic integrity is entirely helpful. Chasing ambulances and breaking stories in the most sensational fashion can do more harm than good when it gets communities riled up over what turns out to be little more than nothing. I’m sure you’ve sat in juries listening to prosecutors laying out their case in the minutest detail, where even the slightest technicality can get a case thrown out in court. “Journalists” and the court of public opinion are unfortunately at odds with due process.

I don’t read CCWD very often unless someone directs my attention to it, because when I do, there’s often something that doesn’t add up, so I have to go looking for the truth. I always find it, but it kind of defeats the purpose of an info source.

In my interactions with Watchdoggers over the last few days, you’ve been the lone voice of reason. I appreciate your input.

MK's avatar

I applaud thoughtful points of view, if they're on topic instead of feigning otherwise.

Jennifer's avatar

MiMi, you are correct to a point. I don't have the patience of a saint nor the wisdom to put up with fools gladly.

MK's avatar

Great, let's have this discussion.

Give us an idea how you hold others accountable on any of the topics Jeff has written about?

Don Eisenbeisz's avatar

I don’t. Next question.

MK's avatar

Great comment Patriot MK~!

Your "CCWD For Dummies" idea would be VERY good, but these grotesquely simple minded "detractors" are really just trying to distract from the good messages on "The Watchdog" any way that they can and therefore very intentionally & willfully ignoring the truth. In fact, they very likely know the truth, and they are triggered by it enough to want to distract folks from openly discussing these important subjects that go against their sick political narrative (brainwashing). It is because of these ignorant social/political insane people who are fighting against the drug cartel shipments being destroyed, while many of their own fanatics get killed by their own children and others who are addicted to these very same drug cartel shipments! Rob Reiner and his wife were yesterday killed in their own home, allegedly by their own drug addicted son~! These "Dummies" are beyond receiving any help my friend~! Our experts in law enforcement assessed the bombs and found that they posed no danger to the public further determining no need to even inform the public of those threats in an which may have help gather information from the public about the bomb incidents? However, those same experts found a few citizen's commits posed a real threat to a mealy -mouth commissioner so this commissioner has received the bulk of our law enforcement intel gathering, security, attention, with plenty of verbal discussion to us the public about taking back to mentioned mealy- mouth commissioner... So called public discourse.

Denise Lapio's avatar

Russell, it is non-stop irony!

Jennifer's avatar

Russell, I agree with you and I do not think it was handled properly. Any patient coming into an ER with signs or symptoms of a suspected heart attack, is treated seriously and a protocol is initiated. The protocol is stopped when the heart attack is ruled out.

I'm not sure how expert on bomb identification the law enforcement officers were, but regardless, there are emergency plans in place with the proper protocols for any device deemed capable of harm and all should be treated "as serious as a heart attack"

The bomb protocol should have been initiated immediately. Had it been done, and ruled out, we would have had the opportunity to known and review how well the system we have in place works. It has not been tested. Maybe in the least, a coordinated test drill should be done. Clallam County is not immune to terrorism.

Great round of updates, Jeff. I can't believe that Mark Nichols views the vandalism of DNR property as too politically charged for his tastes. Well, we know who he works for, and it ain't us nobodies. The citizens of Clallam County want equal justice, and Mark Nichols can't determine what that is, so he passes the buck. I guess he views the unlawful incident as a harmless prank. Hmm, just like the three bombs by public access locations were also just pranks. Unacceptable behavior by unacceptable bureaucrats.

Transparency is essential for effective communication. Why would any government or non-government organization shun being transparent? Why would anyone want to hide facts in a cloud of darkness? Why use legalese to disguise simple intent? Don't pay any attention to the man behind the curtain. We know why, and were looking behind the curtain. 👀

I have lived a better part of my life with a musician and tend to have a song in my head for most scenarios. The one you quoted pops in often regarding current local and state events.

When I watch the CC weekly meetings public comments session I keep hearing Vampire Weekend's "Harmony Hall" in my head:

Anger wants a voice

Voices wanna sing

Singers harmonize

'Til they can't hear anything

I thought that I was free

From all that questionin'

But every time a problem ends

Another one begins

And the stone walls of Harmony Hall bear witness

Anybody with a worried mind can never forgive the sight

Of wicked snakes inside a place you thought was dignified

I don't wanna live like this

But I don't wanna die

I will let you guess who the 3 snakes are 😉

PBH mental health first aid classes have been promoted as free to the general public for at least a few years. I looked into the class once because their office traffic leaks out into the neighborhood quite often, but decided not to take it because personally I think the organization reinforces victimhood mentallity too much in it's clients. https://peninsulabehavioral.org/services/mental-health-first-aid/

They literally just repackaged an existing program to grab some Recompete dollars.

I find retail and service industry employees in downtown PA to already be quite adept at dealing with mental health events, since due to the city approach to bad behavior they have plenty of boots on the ground experience dealing with issues. I remember last time I got takeout at Tasty Indian on Front st, telling the past retirement age disabled due to spinal injury woman working the counter she needed to call in the man smoking meth right outside her front door (later I realized it was Heller) and the drug dealer parked on her lot conducting customer pick up. without hesitation she said "I can handle those idiots the boss said so" , she marched back to the kitchen to tell the boss she needed to " go clear out the parking lot", walked right up to the offenders and said something and they scattered quickly. If anything those dollars would be better used to give bonuses to front line non governement employees who have to deal with the crap like that every day. That is just one of many examples I see around PA.

Jeff Tozzer's avatar

Wow, it's identical! Good eyes, Susie.

Susie Blake's avatar

The common thread in Clallam "helping" programs is the centering of offenders and marginalization of victims.

Free classes to learn how to be nicer when someone else's behavior is dangerous. SMH. How about free therapy, free concealed carry permits and free self defense classes for downtown public facing employees?

In Portland of all places I witnessed a county deputy promptly marching a customer out of the Goodwill store and later booking in parking lot for smoking fetty in the dressing room. The manager took over and sent all potentially exposed workers home for a paid day off and health check if they wished. In PA you have to scan the Hoodwill parking lot for drug deal disputes and hold your breath walking by the squatters with their foil but if you complain the city will tell you we owe them free housing.

I can get all the free needles I want but if I need a protective order because the neighborhood whackjob started including me in the people he harasses regulalry it will cost me $85 and legal support to fill out an 8 page form just to REQUEST a PO that IF I get, PAPD will probably tell me is unenforcable.

I only realized in hindsight that the previous PO I did get against a repeat criminal who was caught on camera robbing a local businesss twice got me seen as a big meanie by some of those working in the system because I (a 5 ft arthritic woman literally walking home from physical therapy when threat incident occurred) dared to press charges on a homeless tribal member. Nevermind his heavy narcotic use.Nevermind all his other crimes either, dropped by courts even though on video. I got passive agressive "that order is not enforcable" from PAPD. And I know these are just relativel small events in a landscape of many that welcomes crime and blames victims.

Rita Lilita's avatar

Prosecutor Nichol's handoff to Kitsap prosecutors of a staightforward case of vandalism to prevent the appearance of political bias is simply an attempt to silence CCWD as the source of community bias.

Time will tell if there's a pattern. Will other uncharged cases that have the CCWD spotlight shown on them get handed off?

Jennifer's avatar

I’m not sure of the order or dates of these 3 Bomb Threats (yes, they were Bomb Threats!) Which should have been activated (especially at a school site) and the protocols followed for public safety (we do not have a local bomb expert) until otherwise determined it was NOT a bomb threat...

A Bomb threat involves any communication that indicates the PRESENCE OF, OR INTENT TO DETONATE AN EXPLOSIVE DEVICE

What I do know is that Chief King’s letter was to downplay 3 bomb threats that were handled incorrectly. A search engine would have pulled out these glaring words if looking for Bomb Threats from his letter.

GAS CAN FIREWORKS IGNITED PROPANE CYLINDER LIT GAS CAN FIRE IMPROVISED FIREWORK

There are protocols for bomb threats in Clallam County, SEE PAGE 11 (3.5-3.9)

CLALLAM COUNTY COMPREHENSIVE EMERGENCY PLAN (CEMP)

https://www.clallamcountywa.gov/DocumentCenter/View/9105/2022-Clallam-County-Comprehensive-Emergency-Management-Plan-CEMP?bidId=

The CEMP acknowledges, “While Clallam County has not been the target of known terrorist activity, it has been used as an infiltration route by terrorist organizations”

We are all seeing the same pattern of “downplaying” what isn’t working and/or threatening the safety of its citizens ie Crime isn’t bad, assaults are “few”, criminal behavior is decreasing, drug addiction is being managed.

Put it altogether and the message from the leaders in the community is glaring

WE ARE NOT HERE TO PROTECT YOU, WE ARE HERE TO DOWNPLAY OUR MISTAKES AND PROMOTE OUR AGENDAS

My perception Jennifer is that a resident of this county might view the invasion of criminals as form of biological terrorism. "May I have your attention? This is your captain speaking. A common theme in local goverence: money if funneled from the County to NGOs who have a specific purpose for the money. However, there is no accoubtability for where that money goes after it gets to the NGOs and there is no measuring of the sucess or failure of the program administered by that NGO. And, those who head those NGOs are often paid with County money for salaries, expenses, of both. And is is pretty obvious that a number of NGOs in the County do not solve the problems they are given to solve. It's time to stop the NGO pipeline of County money and make the County solve it's own problems. And how come our commissioners are often running the NGOs? That really stinks!
