I want to point out the concentration of concerns highlighted in this week's social media roundup. Almost every one of those happened within central Port Angeles in an area roughly 2 miles wide by 1 mile deep. From Ennis st on the east to Tumwater creek on the west , and from the waterfront to near Lauridsen to the south lies a concentration of crime and despair in Clallam county. In addition to containing the courthouse where suspects are briefly gathered then released to our streets with little consequence or guidance, this small area also contains FIVE facilities offering MAT (BAART, PBH, NOHN, OPHS and OPCC), Specialty Services detox facility, DSHS, OMC, TAFY, Salvation Army, the main transit center, plus the "camps" of most of the 7 to 10 transient sex offenders listed in the county at any given time.
This area is also full of wonderful small locally owned businesses and amazing neghbors. This area is also a primary tourism gateway for the ONP, though it seems racist Ron and family want to claim that status while letting this small area of central PA carry the vast majority of social service burden for the entire county. I empathize with Sequim residents who are seeing patterns in their neighborhood, but please realize central PA is burried in this cycle of crime and despair and what Sequim is seeing is just a small taste of where things are headed.
The posts highlighted this week are just a regular week for those of us living in central PA. Many similar occurences go unreported because it has all become so common, traumatizing and densensitizing that many just shut out reality to cope. Just in the past few days walking through town I've had to show my pepper spray at the strung out young guy with the whip to get him to stop cracking it towards my feet as I walked past, and had to jog to get away from a crazy old man walking too close and fast behind me muttering obscenities, and these are not things I bothered to call in because I knew there would be no response. Most LE agencies maintain statistics to identify hot spots, areas using a disproportionate amount of resources and taking those resources away from everyone else. These problem areas affect response times, and crime deterrance activities elsewhere.
From these statistics most LE agencies develop plans to address the hotspots, other agencies they're working with to support the plan, and then track to see if they're working, or need to pivot.
generaly, when PAPD presents crime data to public it relates to prosecuted crimes. I'd like to see data on calls vs bookings, and bookings that are released by prosecutor or judge vs those that are actually charged. PAPD is doing the best they can in a difficult situation. lately it seems every narcotics booking is immediately released by prosecutor.

Thank you for the thoughtful response. I appreciate the emphasis on institutional responsibility, civic cohesion, and evaluating outcomes rather than intent.
To better understand how this standard is applied in practice, I have a few follow-up questions focused on the governance process rather than ideology:
1. Process and authority:
What formal process does the Board use to determine whether an annual proclamation should continue, and who is responsible for reviewing and approving the language before adoption? Are there written criteria or guidelines that inform this review, consistent with best practices for local government actions such as proclamations (Municipal Research and Services Center [MRSC], 2024)?
2. Evaluation and feedback:
When a proclamation generates significant public controversy or is perceived by some residents as exacerbating tension, does the Board have a mechanism to evaluate whether the action is meeting its stated public purpose? If so, what indicators—such as public trust, community response, or alignment with County values—are considered, consistent with performance-management principles used in public governance (U.S. Government Accountability Office [GAO], n.d.)?
3. Consistency and fairness:
Is the same evaluative standard applied to all proclamations issued by the County, or are identity-based proclamations treated differently from others? How does the Board ensure consistency so that symbolic actions do not inadvertently create unequal treatment or perceived endorsement of particular viewpoints?
4. Decision thresholds:
Finally, is there a point at which the Board would decide not to issue or renew a proclamation if evidence suggests it is undermining civic cohesion rather than advancing shared understanding?
I ask these questions to better understand how the County balances recognition, inclusion, and its obligation to serve the entire community while maintaining public trust.

Thank you for your follow-up questions. They highlight a real governance gap: while proclamations are symbolic, the County does not currently apply a consistent, documented framework for how they are introduced, reviewed, or renewed.
To address that gap, I intend to introduce a Proclamation Review Checklist for discussion at an upcoming Board meeting. The goal is not to limit speech, but to add clarity, consistency, and accountability to a type of Board action that carries institutional weight.
At a minimum, the checklist would require that each proclamation clearly identify:
1. its public purpose and scope (one-time or recurring),
2. whether the language has been reviewed for clarity and neutrality,
3. whether the same evaluative standards are being applied as with other proclamations, and
4. for recurring proclamations, whether there has been a pause to reflect on community impact before renewal.
This approach is consistent with Clallam County’s obligation to conduct its business transparently and in a way that serves the entire community, and it aligns with recognized best practices for symbolic actions by local governments.
How constituents can help: Constructive engagement matters. Residents who support this effort can:
1. submit written public comment supporting the use of a proclamation checklist,
2. attend the meeting where the proposal is discussed and speak to the importance of consistency and civic cohesion, and
3. focus feedback on process improvements rather than personalities or ideology.
Thoughtful governance improves when community members help strengthen the process itself. I appreciate your engagement and welcome continued input as this proposal moves forward.

DNA tests do not render people 1/2 and 1/2…..nope they render an individual by their actual genes. The questions on the application were mostly about my race, not my qualifications. I wound up getting a position with NOHN instead. I want to point out the concentration of concerns highlighted in this week's social media roundup. Almost every one of those happened within central Port Angeles in an area roughly 2 miles wide by 1 mile deep. From Ennis st on the east to Tumwater creek on the west , and from the waterfront to near Lauridsen to the south lies a concentration of crime and despair in Clallam county. In addition to containing the courthouse where suspects are briefly gathered then released to our streets with little consequence or guidance, this small area also contains FIVE facilities offering MAT (BAART, PBH, NOHN, OPHS and OPCC), Specialty Services detox facility, DSHS, OMC, TAFY, Salvation Army, the main transit center, plus the "camps" of most of the 7 to 10 transient sex offenders listed in the county at any given time.
This area is also full of wonderful small locally owned businesses and amazing neghbors. This area is also a primary tourism gateway for the ONP, though it seems racist Ron and family want to claim that status while letting this small area of central PA carry the vast majority of social service burden for the entire county. I empathize with Sequim residents who are seeing patterns in their neighborhood, but please realize central PA is burried in this cycle of crime and despair and what Sequim is seeing is just a small taste of where things are headed.
The posts highlighted this week are just a regular week for those of us living in central PA. Many similar occurences go unreported because it has all become so common, traumatizing and densensitizing that many just shut out reality to cope. Just in the past few days walking through town I've had to show my pepper spray at the strung out young guy with the whip to get him to stop cracking it towards my feet as I walked past, and had to jog to get away from a crazy old man walking too close and fast behind me muttering obscenities, and these are not things I bothered to call in because I knew there would be no response. PENCOM crew if you are reading, know I only call in a very small fraction of what I would consider reportable.
This is our "walkable city" and it's also where I made my home, legally purchased by US and WA law where I will continue to be the host, not guest, until I pass it to my children as my small piece of the American dream.
If you listened to the last council meeting and heard the stress in my voice during my impromptu public comment, perhaps you understand why I sound that way? If you live, work or own a business in this area- we need to join forces. I have been pondering starting my own NGO, an unsanctioned neighborhood association of residents, and perhaps calling it the Port Angeles Livability Society. Right now it's not feeling so livable here.

Most LE agencies maintain statistics to identify hot spots, areas using a disproportionate amount of resources and taking those resources away from everyone else. These problem areas affect response times, and crime deterrance activities elsewhere.
From these statistics most LE agencies develop plans to address the hotspots, other agencies they're working with to support the plan, and then track to see if they're working, or need to pivot.
are you familiar with our LE numbers and how few are on duty at any given time?
I have no idea, but there are also staffing models LE uses to make decisions based on calls for service, admin activities, and time off.
generaly, when PAPD presents crime data to public it relates to prosecuted crimes. I'd like to see data on calls vs bookings, and bookings that are released by prosecutor or judge vs those that are actually charged. PAPD is doing the best they can in a difficult situation. lately it seems every narcotics booking is immediately released by prosecutor.
Those are interesting pieces of the overall puzzle likely siloed by each responsible group.
Internally LE management can't manage without metrics and are likely open to the public for the asking for what they use/discuss in staff meetings.
Likewise the Prosecuting attorney has got to have metrics on the questions you pose, as well as contributing factors to why they release people.

I think that part of the cognitive dissonance might be jealousy. Before the Colonizers invaded the soil there was no advanced architecture or Age of Enlightenment. There existed mostly stick huts, primitive weapons and a blood lust. OTOH the various tribes were uniquely different probably because of climate and topography. Lewis and Clark noticed vast differences among the stone age people. I think Clark enjoyed the company of the Nez Pierce and Walla Walla, was frightened of the Sioux and believed the coastal tribe to be composed of petty thieves who loitered around the camp and shop-lifted shiny objects.
