The commissioners did not respond to yesterday's email asking why they are using fees to backfill the general fund after voters overwhelmingly voted not to raise taxes. Here is an email sent to Commissioner Mike French yesterday:
Dear Commissioner French,
At Thursday’s Public Safety Town Hall, you stated that you are “required” to serve on the board of Olympic Community Action Programs.
I’ve looked into this and understand that OlyCAP, as a Community Action Agency, may be subject to federal “tripartite board” requirements that include elected officials. However, I have not been able to locate any statute, county ordinance, resolution, or formal policy indicating that the Clallam County Commissioner for District 3 is specifically required to hold that seat.
To better understand your statement, could you please clarify:
Whether the “requirement” you referenced is based on federal Community Action Agency governance rules (i.e., the tripartite board structure), or
A Clallam County policy, resolution, interlocal agreement, or other formal designation
Additionally, could you provide:
The specific document, if any, that designates the District 3 Commissioner to serve on the OlyCAP board, or:
Clarification that this role is an internal board assignment or appointment rather than a legal mandate.
This request is part of an upcoming article. If I do not receive a response, I will note that follow-up questions were sent and not answered.
Item 1e is a resolution that designates Commissioner involvement on advisory boards. Previous to me, Commissioner Ozias served on this board. I don't believe that Clallam County is forced to designate a Commissioner to the OlyCAP board by some outside mandate. I personally am required to serve because the Board of Commissioners has directed me to do so.

There are many examples of arbitrary and capricious statements (I call them lies) made to the public by one or more of CC Board of Commissioners. Today’s letter from Jeff to French is another example.

Public statements made by the Commissioners, even if they are false and misleading. are not usually held as legally binding, so it is easy for any one of the Commissioners, when confronted with a difficult question to hide behind deceptive tactics such as arbitrary and capricious statements. Basically, what that means is the Commissioners are not held to a legal standard in these meetings...and unfortunately not held to a moral standard either.
A great night for the community, and one that needs repeating. Thank you to those who made it happen, both by organizing and attending! The picture left was clear - commissioner French believes in increasing a growing and onerous tax burden on hard-working and/or retired property owners, along with increasing a bigger big government, which has obviously failed. Building a fence around property instead of forcing individuals causing the problems to face consequences for their actions is the opposite of what needs to happen. Telling people they need to reclaim public spaces from the homeless and drug addicts now cluttering the sidewalks? Exactly how would the public do that without physically removing people and their crap, the result of which would be legal action against them. Isn't that why we fund law enforcement? That's blue-state, leftwing socialist policy in a nutshell. Voters now have a clearer picture of why defeating candidates at both the county and city levels that believe in this path is crucial to the future of our county. Next up: Let's have a frank discussion about JKT, who and what they are, and their future impact on the county.
You nailed it…exactly how Karen and I saw it as well. All representation is partisan ideology and doesn't belong here in Clallam County. Real problems that they created but don't want to make disappear. Endless money pit of bad governance! We ask you represent us the voters.
I appreciated that Mike, Brian, Mark, and Brian attended and explained their positions. The contrast was that as a commissioner Mike's answers were different than a Sheriff, Police Chief, and the county Prosecutor for obvious reasons, but it gave a broader picture of what's a giant motza ball when it comes to drugs, homelessness, and crime.
What buoyed me was that Brian, Mark, and Brian drew strong associations with our criminal problems to how our State legislature...legislates. Trying to stay away from politics, unfortunately it was unavoidable that the ills of our county and state are squarely a result of the progressive policies that flow out of the capitol. They remain engaged and speak for us when bills are being considered. They encouraged the audience to get involved with your local 24th LD representatives. From my perspective, the whackadoodle problems in Olympia are the same mindsets we are seeing locally making society worse, and not better.
The crowd especially appreciated it when not one, not two, but at least three speakers that I recall talked about how they recovered from addiction. Not a one did it with a boofing kit, a social media air hug, or any of the other baloney going on with harm induction.
The more you give the homeless, whether it is pizza, boofing kits, or luxury apartments, the more outsider homeless people will show up, GROWING the problem. Anyone with the brain of a slug can see that, yet they keep on with this "harm reduction" bullshit. If you want to reduce harm, you outlaw camping on public property, you outlaw drug use, you lock people up for crimes and keep them there long enough to sober up, and you make local conditions so harsh that the "homeless" will seek greener pastures in other counties and states.
The influx of newcomers is more visually apparent each weekend as world cup approaches. Seems like each Saturday while visiting the farmers market there are new faces with missing body parts and various disabilities languishing at the transit center.
I don't really wish these actual criminals on "other counties and states", but, for these people to hit their "rock bottom" and want to crawl out of it. Then use the "harm reduction" funds for actual recovery care. Maybe some can get out of their situation and be a working, responsible part of society. Or, maybe, if they are hopeless, we do need to ship them "back from whence the came", if the can't "shape up".
The names of the no-shows need to be duly noted come election time. If there is any take home lesson from this event, it’s that the time has come to sweep our political house clean. Our government servants have completely lost touch with “we the people” whom they serve.

If we are to provide housing for those who cannot attain their own, it should not be free. Street, sidewalk and public facility cleaning and maintenance could be done by those who are given free housing, but are otherwise unemployed. Public vehicle fleets need to be cleaned. If you feed Pigeons, you get more Pigeons. Free anything with no attachment will only breed a larger population needing same.

There are multiple PBH owned PSH homes in my neighborhood, decent single family homes used for PSH clients who get ABD/SSI and pay subsidized very low rent, and it's not unusual to see residents of those homes out on the streets looking houseless and using drugs or flying a sign on a corner.

This state is going down the path that California did. The laws are becoming and more lax, and I do agree Blake vs State of Washington was a game changer for drug laws in this state. As we know everything that comes out of Olympia filters down locally. We need basic changes in the laws to improve the laws, tougher and better sentencing laws. California hit rock bottom in 2024 and the residents there voted in to change some laws, and the pendulum is slightly swinging back to more justice. Not much, but doing a wee bit better. We are still circling the drain, and I do believe we still haven't hit rock bottom. Voting is incredibly important, but the progressive thinking and the equality they believe even criminals must have has stiffled criminal justice and the passing of laws has descimated sane thinking and safety in this state. The safety of the citizens is governments first responsibility. Law enforcement gets frustrated as well, arrest and release, it comes to a point, why do we arrest? What do we do? Attempt to change the laws, bring some common sense, but with control of the progressives nearly impossible, but we have to start somewhere and it takes a village, let's get started.
Mike French truly believes in what he says and will die on that hill. You can't change his mind, period. The only way is to vote him out.
He will continue to say homelessness is caused by housing. Not drugs or mental illness just affordable housing. The progressive ideas to just tax the crap out of us to support their social progas is ALL they care about.

The commissioners did not respond to yesterday's email asking why they are using fees to backfill the general fund after voters overwhelmingly voted not to raise taxes. Here is an email sent to Commissioner Mike French yesterday:

I’ve looked into this and understand that OlyCAP, as a Community Action Agency, may be subject to federal “tripartite board” requirements that include elected officials. Item 1e is a resolution that designates Commissioner involvement on advisory boards. Previous to me, Commissioner Ozias served on this board. I don't believe that Clallam County is forced to designate a Commissioner to the OlyCAP board by some outside mandate. I personally am required to serve because the Board of Commissioners has directed me to do so.

A great night for the community, and one that needs repeating. Thank you to those who made it happen, both by organizing and attending! The picture left was clear - commissioner French believes in increasing a growing and onerous tax burden on hard-working and/or retired property owners, along with increasing a bigger big government, which has obviously failed. Building a fence around property instead of forcing individuals causing the problems to face consequences for their actions is the opposite of what needs to happen. Telling people they need to reclaim public spaces from the homeless and drug addicts now cluttering the sidewalks? Exactly how would the public do that without physically removing people and their crap, the result of which would be legal action against them. Isn't that why we fund law enforcement? That's blue-state, leftwing socialist policy in a nutshell. Voters now have a clearer picture of why defeating candidates at both the county and city levels that believe in this path is crucial to the future of our county. Next up: Let's have a frank discussion about JKT, who and what they are, and their future impact on the county.

Clarifying, is how I'd describe that evening.
I appreciated that Mike, Brian, Mark, and Brian attended and explained their positions. The contrast was that as a commissioner Mike's answers were different than a Sheriff, Police Chief, and the county Prosecutor for obvious reasons, but it gave a broader picture of what's a giant motza ball when it comes to drugs, homelessness, and crime.
What buoyed me was that Brian, Mark, and Brian drew strong associations with our criminal problems to how our State legislature...legislates. Trying to stay away from politics, unfortunately it was unavoidable that the ills of our county and state are squarely a result of the progressive policies that flow out of the capitol. They remain engaged and speak for us when bills are being considered. They encouraged the audience to get involved with your local 24th LD representatives. From my perspective, the whackadoodle problems in Olympia are the same mindsets we are seeing locally making society worse, and not better.
The crowd especially appreciated it when not one, not two, but at least three speakers that I recall talked about how they recovered from addiction. Not a one did it with a boofing kit, a social media air hug, or any of the other baloney going on with harm induction.
The more you give the homeless, whether it is pizza, boofing kits, or luxury apartments, the more outsider homeless people will show up, GROWING the problem. Anyone with the brain of a slug can see that, yet they keep on with this "harm reduction" bullshit. If you want to reduce harm, you outlaw camping on public property, you outlaw drug use, you lock people up for crimes and keep them there long enough to sober up, and you make local conditions so harsh that the "homeless" will seek greener pastures in other counties and states.
The influx of newcomers is more visually apparent each weekend as world cup approaches. Seems like each Saturday while visiting the farmers market there are new faces with missing body parts and various disabilities languishing at the transit center.

It is alarming that French stands firm with harm reduction, the "taking back" of our public (and private) spaces, and validates the outrageously expensive housing for "homeless' drug addicts. If we are to provide housing for those who cannot attain their own, it should not be free. Street, sidewalk and public facility cleaning and maintenance could be done by those who are given free housing, but are otherwise unemployed. Public vehicle fleets need to be cleaned. If you feed Pigeons, you get more Pigeons. Free anything with no attachment will only breed a larger population needing same.

French's comment about taking back public space shows he has no clue about the on the ground realities. Fact is traffickers have become very entitled and territorial of their turf. Has Mike ever walked by tree park or the transit center when dope deals are happening and had the repeated whip cracking your direction by the lookout guy? Ever tried to walk down the drug camp sidewalk by Safeway after PAPD tells you they can't do anything because the sidewalk is not fully blocked and had to hold your breath to avoid the acrid narcotic smoke coming out of a tent? Ever gone with a senior volunteer to pick up trash on local streets and had a dealer tell you you can't park there and see they have vehicles grouped to hide their transactions? Ever had to call 911 when picking up litter on side of road because an addict is heading towards your elderly friend with an open knife? Ever walked by a camp in a park and had a dealer try to sell you drugs, or had someone offer you pills on the way into the grocery store? Ever had to walk around the convicted rapist with all his crap sprawled out on the sidewalk to tell the young addict girls smoking dope on the public stairwell to not get too high because there is a rapist 20 ft from them? HA~! You have asked THE most important question for the vast majority of Americans and folks all over the world to very carefully consider~! I LOVE it~! Why, What, and exactly How, do "we" get SO many criminals in our government~??? Many decades ago, I worked extremely hard to discover the real answer to that most important question, so I know the answer beyond any and all doubt. Most Americans "can't handle the truth"~! However, that is changing because most Americans are starting to feel the pain because of their failure to handle the truth and do their duty, which is terribly sad to witness for "empath's" who care about them, but it is unfortunately necessary because "we" (humanity) is out of time now... In fact, I believe that many otherwise good folks also know or suspect the answer to that most deadly serious question, but they live in fear of confirming it, so that always makes problems grow bigger & bigger. The truth is that while truly good folks would not seek positions of power to abuse that power, there are always those who gleefully willingly and VERY intentionally do exactly that~! So, the answer to that question is actually VERY easy to understand, right in all of our faces, and very obvious, as are the vast majority of answers to countless other questions - problems. Consider the reality that bank robbers always target banks to steal money, because that is where GOBZ of money is. So, most people who not only want to steal money but to also possess great power know that the best place to gain those two things is by becoming a politician and getting into a government management position. Beware those who lust for and seek power~! Like a powerful magnet, these high paying government management positions that are LOADED with power attract these criminals in great numbers. The se criminals simply approach the various potential criminal political allies and opportunities in the given community or jurisdiction to arrange a "cozy deal" of support (basically bribes & favors) so when they get into office, they have previous underhanded commitments to honor, that violates their very oaths and duty. Like the criminal Ozias and the corrupt Jamestown S'Klallam tribe for instance. Our entire system here in the entire corporate US is nothing but FILLED with these kinds of criminally corrupt "arraignments" that are simply disclosed (thinly disguised) as "normal" or "traditional" but they grotesquely violate The American Constitution and endlessly corrupt our country~! That is our national American "swamp" that President Trump and the white hats are destroying ;-) If a good Individual with the best of honorable intentions just happens to get into office, the criminal element IMMEDIATELY makes it VERY clear that the Individual MUST do what they are told "or else"~! There are multiple PBH owned PSH homes in my neighborhood, decent single family homes used for PSH clients who get ABD/SSI and pay subsidized very low rent, and it's not unusual to see residents of those homes out on the streets looking houseless and using drugs or flying a sign on a corner.

This state is going down the path that California did. The laws are becoming and more lax, and I do agree Blake vs State of Washington was a game changer for drug laws in this state. As we know everything that comes out of Olympia filters down locally. We need basic changes in the laws to improve the laws, tougher and better sentencing laws. California hit rock bottom in 2024 and the residents there voted in to change some laws, and the pendulum is slightly swinging back to more justice. Not much, but doing a wee bit better. We are still circling the drain, and I do believe we still haven't hit rock bottom. Voting is incredibly important, but the progressive thinking and the equality they believe even criminals must have has stiffled criminal justice and the passing of laws has descimated sane thinking and safety in this state. The safety of the citizens is governments first responsibility. Law enforcement gets frustrated as well, arrest and release, it comes to a point, why do we arrest? What do we do? Attempt to change the laws, bring some common sense, but with control of the progressives nearly impossible, but we have to start somewhere and it takes a village, let's get started.
