The commissioners did not respond to yesterday's email asking why they are using fees to backfill the general fund after voters overwhelmingly voted not to raise taxes. Here is an email sent to Commissioner Mike French yesterday:

Dear Commissioner French,

At Thursday’s Public Safety Town Hall, you stated that you are “required” to serve on the board of Olympic Community Action Programs.

I’ve looked into this and understand that OlyCAP, as a Community Action Agency, may be subject to federal “tripartite board” requirements that include elected officials. However, I have not been able to locate any statute, county ordinance, resolution, or formal policy indicating that the Clallam County Commissioner for District 3 is specifically required to hold that seat.

To better understand your statement, could you please clarify:

Whether the “requirement” you referenced is based on federal Community Action Agency governance rules (i.e., the tripartite board structure), or

A Clallam County policy, resolution, interlocal agreement, or other formal designation

Additionally, could you provide:

The specific document, if any, that designates the District 3 Commissioner to serve on the OlyCAP board, or:

Clarification that this role is an internal board assignment or appointment rather than a legal mandate.

This request is part of an upcoming article. If I do not receive a response, I will note that follow-up questions were sent and not answered.

Thank you for your time and clarification.

COMMISSIONERS HIDE BEHIND ARBITRARY AND CAPRICIOUS STATEMENTS

There are many examples of arbitrary and capricious statements (I call them lies) made to the public by one or more of CC Board of Commissioners. Today’s letter from Jeff to French is another example.

Dear Commissioner French, “At Thursday’s Public Safety Town Hall, you stated that you are “required” to serve on the board of Olympic Community Action Programs”….

There is something in law called an Arbitrary and Capricious Standard. In the realm of administrative law, the phrase “arbitrary and capricious” holds significant weight. This legal standard is used to evaluate the actions and decisions of government agencies.

The “Arbitrary and Capricious” standard is fundamental in ensuring that administrative decisions are made fairly and reasonably. It acts as a safeguard against the misuse of power by administrative agencies, promoting transparency and accountability.

Public statements made by the Commissioners, even if they are false and misleading. are not usually held as legally binding, so it is easy for any one of the Commissioners, when confronted with a difficult question to hide behind deceptive tactics such as arbitrary and capricious statements. Basically, what that means is the Commissioners are not held to a legal standard in these meetings...and unfortunately not held to a moral standard either.

A great night for the community, and one that needs repeating. Thank you to those who made it happen, both by organizing and attending! The picture left was clear - commissioner French believes in increasing a growing and onerous tax burden on hard-working and/or retired property owners, along with increasing a bigger big government, which has obviously failed. Building a fence around property instead of forcing individuals causing the problems to face consequences for their actions is the opposite of what needs to happen. Telling people they need to reclaim public spaces from the homeless and drug addicts now cluttering the sidewalks? Exactly how would the public do that without physically removing people and their crap, the result of which would be legal action against them. Isn't that why we fund law enforcement? That's blue-state, leftwing socialist policy in a nutshell. Voters now have a clearer picture of why defeating candidates at both the county and city levels that believe in this path is crucial to the future of our county. Next up: Let's have a frank discussion about JKT, who and what they are, and their future impact on the county.

The watchdoggers vs. the property buy back forces of evil.

Mike French sees through the property buy back lens for a reason. The wealth must be distributed evenly. To do that he is willing to bring the property owners to their knees. Bruce Emery is, Mark Osias is, Randy Johnson is, Cheryl Bauman is. Hansi Hals is, the League of Women voters are. Craig Smith , the JKT, LEKT, and Tony Coranado.

They are the people who wished they could have played quarterback on the sand lot. Let me quarter,,its my turn.. Then as soon as you hike them the ball they panic when people start running at them and they throw the ball up and the other team gets a touchdown. That is the communist socialist result most of the time. Its in their DNA. Helping us lose. Going after property owners is losing. Fighting civil projects that make perfect sense is losing. We elected losers. People that can't play quarterback or be leaders of men and women, they are their because its their turn and now their going to get even for society rewarding winners.

The facts are, if we had started building the Jimmycomelately projects Peninsula wide when the issue was first raised there would have been jobs, there would have been sales taxes... all of a sudden an investor wants to build an apartment...all of a sudden a property owner can pay rent.

Craig Smith and the tribes got tired of waiting. They were all getting old and had ideas of their own. They pulled the trigger on the attempted flooding on the Dungeness by breaching the levee, they attempted to wipe out a swath of property owners.

The facts are we have too many property buy back vultures in local government right now... Mike French is one, Bruce Emery is one, Mark Osias is one, Randy Johnson is one, Cheryl Bauman is one. Hansi Hals is one, the League of Women voters are a dozen strong in the Communist lady bug picnic.. Craig Smith , the JKT, LEKT, and Tony Coranado, all in positions of power to make it all work for the property buy back vultures.

The County plans to install fencing around its office’s. Who’s going to get this contract? Potentially an open ended lucrative business partner of a county official? Good ole boys network. Or will the Tribe come forth with a lowball bid to erect fencing? Keep an eye on this expensive “Band-aid”. Does this funding come out of operations and maintenance budget or figured in “new construction” moneys that I’m sure Joe and Jill taxpayer will be asked to pay up in the future. Is this anyway to run a County? Cage in the employees.

It was pretty crowded I had to sit further back. Was that Drew Carey's little brother up there saying we'd like to do our jobs but the law and Olympia won't let us, and wasn't most the crowd ready to give them more money so they could hire more cops that wouldn't be able to do their jobs too.

People are right to want to dismantle harm reduction, but to fill the blue pages with cops that could go to jail doing what really needs to be done earning 2 grand a week to bust a beak...only to be relegated to mean mugging, and showing up next to Drew Carey's little brother at the next town hall.

The establishment wants so desperately to stay a government based economy. One that rearranges the wealth and make -up of a town. Sure they want housing but in their pursuit to rearrange the town and county they can't have jobs to undo the willing seller willing buyer conditions. That means more taxes from property owners.

I found out early what my Halloween costume is going to be for 2026. A property buy back vulture.

There you have it sports fans:

By fighting to create civic project of epic proportions that would give them their jobs they appear to want while drinking coffee with Colleen, I was able to see the players more clearly. The property back bunch.

All the same people, going to the same NGO's, Committee's and Boards..to set up the property buy back vultures. Craig Smith and Tony Coronado.

Amazing show of what our constitutional republic was meant to be. Truly a Norman Rockwell Townhall moment. I wrote this as a reflection of Thursday’s Public Safety Town Hall from my experience and recent study. It's dense, but it helps us to understand the competing forces of our time. I know that Progressive Liberalism is unsustainable, but is our Constitutional Republic? https://davidzelenka.substack.com/p/socio-political-attractors

It all depends on what you have and if I can take it from you..

Clarifying, is how I'd describe that evening.

I appreciated that Mike, Brian, Mark, and Brian attended and explained their positions. The contrast was that as a commissioner Mike's answers were different than a Sheriff, Police Chief, and the county Prosecutor for obvious reasons, but it gave a broader picture of what's a giant motza ball when it comes to drugs, homelessness, and crime.

What buoyed me was that Brian, Mark, and Brian drew strong associations with our criminal problems to how our State legislature...legislates. Trying to stay away from politics, unfortunately it was unavoidable that the ills of our county and state are squarely a result of the progressive policies that flow out of the capitol. They remain engaged and speak for us when bills are being considered. They encouraged the audience to get involved with your local 24th LD representatives. From my perspective, the whackadoodle problems in Olympia are the same mindsets we are seeing locally making society worse, and not better.

The crowd especially appreciated it when not one, not two, but at least three speakers that I recall talked about how they recovered from addiction. Not a one did it with a boofing kit, a social media air hug, or any of the other baloney going on with harm induction.

It’s the same old crap they’ve been spewing since they got in office. The only way to get changed is to vote these commissioners out! French talks about he feels safe of course he’s gonna say that he doesn’t have to be right down in there. He’s got a nice house somewhere with a gated community. I’d love to see a couple of that unfortunate drug addict addicted people go on camp on his front lawn then I’ll bet you we would see some change.
