Commissioner Mike French recently stated that it is up to the public to reclaim our public spaces. But how exactly do you suggest ordinary residents do that under current conditions?
In Mitch Zenobi’s recent Facebook video documenting the area, he is yelled at for filming in a public park, falsely told that recording in public is illegal, and encounters an individual openly using drugs while wearing a large knife on his belt. Most families, seniors, and taxpayers are not going to confront situations like that themselves.
Additionally, all three of you sat through a recent Board of Health meeting where Health Officer Dr. Allison Berry suggested that images showing homelessness, drug use, and neglect may be manipulated online. None of you publicly challenged that statement.
After reviewing the photographs and conditions documented in this article from CC Watchdog, do you believe these images are manipulated, or do you acknowledge this is the real condition of many of our public spaces?
Sending loaded emails to trap local officials is just a stunt to distract from the fact that this campaign still has zero structural solutions. Whether a specific Facebook video is framed a certain way is beside the point. The real issue this blog continues to dodge is how they plan to fund their preferred approach. Let’s be clear: I am not defending the current system in Clallam County. We all know it isn't working. The debate is about the cost and effectiveness of what replaces it.
When we talk about "mass incarceration" locally, we mean using the Clallam County jail, police dispatch, and emergency rooms as our default shelters and detox centers.
Here are the numbers you asked for: housing someone in county jail costs taxpayers roughly $150 to $200 a day (over $60,000 a year), and state prison exceeds $100,000 a year. Arresting people for low-level offenses doesn't make the crisis disappear; it just moves individuals onto the most expensive, taxpayer-funded housing docket in the state.
Compare that to Houston, Texas. They implemented rigorous data-tracking, centralized housing, and onsite treatment at a cost of roughly $25,000 to $30,000 a year per person—and successfully cut their homeless population by over 60%.
We all want clean parks. But if a campaign’s only proposed solution is maximum enforcement, they need to show taxpayers the math and the budget for the jail expansion required to fund it.
I'll start off with thanking you for providing a thoughtful response. It's certainly easier to try to figure out where we might agree.
For me, the cost of incarceration is an interesting figure because what we don't know is the cost of keeping people on whatever current plan we have that just perpetuates their misery. There's also just the actual base cost to keep the operation going given minimum staffing just to keep the doors open. There's no doubt that there's a cost to incarceration, but it's also just about the only way we know how to remove someone from the mind-altering state they're in long enough to seek and legitimately attempt recovery. In my way of thinking if that has the potential for better results than we're currently getting then it certainly should be considered. I recognize that no one wants to pay more money, but if we really looked at what we might get by using forms of incarceration to motivate recovery then that may simply be a rational avenue to be considered because in the long run of monemtary incarceration it might be cheaper than what we're doing.
I did some light reading on the other information you cited. There's always something more or less that isn't discussed.

I have many family members that were in the military some who have seen combat but were lucky enough to come home but have since passed on. I have a great solution for the homeless and drug addicted folks that would be fantastic and FAR safer and more fair for everyone~! We can easily assemble a list of all of these so-called "compassionate" people like Berry, Ozias, French, and Johnson, so that they can all have an equal number of these homeless folks who are permanently sheltered in their homes and/or back yards~! I am sure that they won't mind making accommodations available for these homeless and drug addicted folks, because that would be the fair and responsible thing for them to do to truly help these folks in need. I would be more than willing to share the cost of providing free transportation vans for these now "permanently housed" homeless folks when they absolutely needed it, but perhaps it would be more efficient and safer to establish a door-to-door delivery service to make sure that the "harm reduction" supplies and "free pizza" were delivered to the homeless in their new permanent locations. Of course, the numbers of homeless now, once divided equally, would probably not be more than a couple of homeless folks in each new home, and I get the feeling that the number of homeless in Clallam County would "magically" somehow not be increasing so fast anymore. Anyway, since Berry, Ozias, and all of the rest of these "harm reduction" fanatics are SO "compassionate" that they insist upon continuing and constantly doubling down on their failed program, it is only fair and reasonable for them to have the full experience themselves~! The entire community would be vastly improved overnight, and those who have been claiming that they know how to deal with the drug addicted homeless folks can show the entire community just how good that they are at problem solving. Once or twice a week I stop at the Safeway on Lincoln to pick up some groceries. As I do, I get a glimpse of the homeless encamped at the Veteran's Park across the street. About ten days ago I saw a couple of City trucks and several workers there and they had a number of large garbage bags full of trash to haul away.
My wife is in the local garden club and last Tuesday a group of volunteers went to clean up the memorial. The vast majority of members are female with a median ago of 70+. Knowing the unsavory types that hang out there, I did not want her going there on her own, so I joined them. One other husband joined the small group. We parked in the Safeway lot, gathered up our gardening implements, walked passed the usual panhandler stationed at the one exit from Safeway without incident, and crossed Lincoln to the park. Surprisingly it was empty of the homeless. While we were there a City worker in his truck pulled up to pick up the garbage of which there wasn't a lot. He said to us that he had told the regulars the day before that a group was coming to clean the memorial and that they should stay away. Apparently they took his advice. He seemed clearly frustrated that he had to come back repeatedly to clean up after these people.
There wasn't a lot for us to do. There were a few weeds to pull, rose bushes to be pruned and the group had brought some geraniums to plant. When I went to the Safeway a day or two later, there they were again. And there was the trash, sleeping bags and who knows what. One wonders what is the point?
Public service is mentally and emotionally draining at times. Even if the person is of strong moral fiber and character, after a while one begins to question one's motivation. I cleaned bathrooms, campgrounds, campsites, trails and roadways everyday during my working career at Olympic National Park for 22+ years. I would estimate that most people respected the land and facilities, but the 10 to 15% who did not overshadowed those with self-estem. I began to refer to them as "stupid people tricks", finding myself singing a song by Jimmy Buffett early in my career,"It's my Job", which lightened my heart, giving me hope for humanity, because I love this land that has been my home for over 73 years. Do your best, and keep on doing it, because eventually the drug addicts, mentally ill as a result, and people who zero self-esteem will dwindle, and our load becomes less. Giving up signals a "win" for the liberal self-asserted elites, and their mental illness as followers, not leaders; we can vote them out, but everyone, and I mean everyone needs to vote in person, if available, and strike down mail-in voting. Change will not occur at the past level of involvement, we saw this in the late 1960s with the hippy movement, a/k/a Communism; "Turn on, tune in, drop out" still doesn't work, see downtown PA and PBH for examples.

I'd like to see what numbers you compare this "mass incarceration" to as a reasonable argument that what's in place is better.
I'll even give you the room to not cite every source but just assemble a thoughtful response.
Let’s be clear: I am not defending the current system in Clallam County. We all know it isn't working. The debate is about the cost and effectiveness of what replaces it.
When we talk about "mass incarceration" locally, we mean using the Clallam County jail, police dispatch, and emergency rooms as our default shelters and detox centers.
Here are the numbers you asked for: housing someone in county jail costs taxpayers roughly $150 to $200 a day (over $60,000 a year), and state prison exceeds $100,000 a year. Arresting people for low-level offenses doesn't make the crisis disappear; it just moves individuals onto the most expensive, taxpayer-funded housing docket in the state.
Compare that to Houston, Texas. They implemented rigorous data-tracking, centralized housing, and onsite treatment at a cost of roughly $25,000 to $30,000 a year per person—and successfully cut their homeless population by over 60%.
We all want clean parks. But if a campaign’s only proposed solution is maximum enforcement, they need to show taxpayers the math and the budget for the jail expansion required to fund it.
I'll start off with thanking you for providing a thoughtful response. It's certainly easier to try to figure out where we might agree.
For me, the cost of incarceration is an interesting figure because what we don't know is the cost of keeping people on whatever current plan we have that just perpetuates their misery. There's also just the actual base cost to keep the operation going given minimum staffing just to keep the doors open. There's no doubt that there's a cost to incarceration, but it's also just about the only way we know how to remove someone from the mind-altering state they're in long enough to seek and legitimately attempt recovery. In my way of thinking if that has the potential for better results than we're currently getting then it certainly should be considered. I recognize that no one wants to pay more money, but if we really looked at what we might get by using forms of incarceration to motivate recovery then that may simply be a rational avenue to be considered because in the long run of monemtary incarceration it might be cheaper than what we're doing.
I did some light reading on the other information you cited. There's always something more or less that isn't discussed.

Oh my I forgot to comment on this business of cleaning up the memorial park. I have many family members that were in the military some who have seen combat but were lucky enough to come home but have since passed on. What they did here makes me sick to my stomach, cleaning it up for one day and now it’s business as usual with the drugs, trash and vagrancy. They’re a bunch of hypocrites! 🤬
And who cleaned it up? The very peace officers that the ceremony was meant to honor.

I have a great solution for the homeless and drug addicted folks that would be fantastic and FAR safer and more fair for everyone~! We can easily assemble a list of all of these so-called "compassionate" people like Berry, Ozias, French, and Johnson, so that they can all have an equal number of these homeless folks who are permanently sheltered in their homes and/or back yards~! I am sure that they won't mind making accommodations available for these homeless and drug addicted folks, because that would be the fair and responsible thing for them to do to truly help these folks in need. I would be more than willing to share the cost of providing free transportation vans for these now "permanently housed" homeless folks when they absolutely needed it, but perhaps it would be more efficient and safer to establish a door-to-door delivery service to make sure that the "harm reduction" supplies and "free pizza" were delivered to the homeless in their new permanent locations. Of course, the numbers of homeless now, once divided equally, would probably not be more than a couple of homeless folks in each new home, and I get the feeling that the number of homeless in Clallam County would "magically" somehow not be increasing so fast anymore. Anyway, since Berry, Ozias, and all of the rest of these "harm reduction" fanatics are SO "compassionate" that they insist upon continuing and constantly doubling down on their failed program, it is only fair and reasonable for them to have the full experience themselves~! The entire community would be vastly improved overnight, and those who have been claiming that they know how to deal with the drug addicted homeless folks can show the entire community just how good that they are at problem solving. These so-called "government leaders" are paid obscene amounts of money and they are FAR more capable of hosting these homeless folks, especially with their super superior "expertise" and all, so I am sure that they won't mind proving exactly how "compassionate" they really are~! Then all of the rest of us can learn from their "wonderful" examples ;-) Happy Memorial Day and please do take some time to observe and respect ALL of the Americans in the military and the general public who have sacrificed their lives for over 250 years, so that we can have the opportunity to be free~! I laughed at your Harvard remark, because that was one of the key clues that led me to be the research analyst that I am today~! You see, all my early life, back in The Stone Age, literally everyone and their pet monkeys were constantly being told by the government that major changes were going to be instituted because a recent so-called "study" had been done that supposedly proved the proposed changes were important and necessary. That was ALL total hogwash~!!! It was the late 60's & early 70's and the criminals of humanity were literally starting to shove the old known toxic industrial waste biohazard "fluoride" down everyone's throats in the community water systems and toothpaste, etc... HA! Well, back in that day almost ALL of these "fake science studies" were credited and attributed to "Study by Harvard"~! I was only about 9 or 10 years old, but it was VERY clear to me that these so-called "studies" were obviously criminally rigged, before I was even old enough to actually put it all together and articulate it very well. Ironically, I asked my PhD Emeritus father about all of these "studies" that Harvard was supposedly doing honorably, but he was COMPLETELY Brainwashed and defended them as if they were legit. Not too many years later I learned that my father, who was from New York, had attended the Jr. College "Syracuse" which I found out was the back door school for students to get into Harvard, but who could not attend Harvard through the normal process of enrollment for some reason... After all, Harvard has VERY strict standards, but Syracuse not so much ;-) The Illuminati always has "back doors" for themselves, that they hide from all others~! HA! That sure was a great response and perhaps even more accurate than you know! The reason that life these days can feel "overwhelming" with all of the crappola, is because it is very intentional. Folks are just seeing & feeling the truth. At a very young age I started learning everything that I could about military strategies from thousands of years ago to more recent times. Most people would never be able to put it together, but the truth is that "we" (ALL Americans and folks all over the world now) are being very Intentionally subjected to the most brutal military style mental assault in world history. You have actually well described this assault as "overwhelming" because that is exactly what it is intended to be. You see, it is a very old battlefield/war tactic to create as much distraction and confusion in "the enemy" as possible, because confused and distracted people are FAR easier to defeat. In the case of these vicious criminals in our governmental systems right here just in Clallam County, they are very well organized and hitting us from SO many directions all at once, that most folks have no clue what is really happening or that they even need to defend themselves! That is not good. The water police, the library system that lies to get funding and immediately after they succeed in tricking folks into funding they only then make it clear that they are REALLY pushing the criminal socialist/communist agenda, the enticement of homeless drug addicted people to further distract and destabilize our community, the constant push for higher taxes and threats of punishment if "we" do not comply, the never ending blame and shame game of perfectly good folks who dare to point out what is going on and who reject it, the intentional failure of the government to enforce laws against the worst types and the quick harsh enforcement of laws against the good folks, the STILL ongoing COVID genocide but now with several other bioweapons to scare people about, it really is a classic military strategy that goes back thousands of years because it usually works very well. Yes, of course, these criminals in our local government would balk at the idea of THEM having to deal with what they dish out, but I was not suggesting that they have any say in the matter at all. If they insist on continuing this harm reduction BS, then they MUST accept it and embrace it first in their homes as a test for a couple of years, BEFORE shoving it down anyone else's throats~! If they don't want to do that then they need to be removed from office or resign if that is their choice. I know that it is a delightfully amusing concept, because SO many have suffered by these atrocious policies, but I am deadly serious because some things American Constitutionalists take VERY seriously and that is protecting America and all Americans. Once or twice a week I stop at the Safeway on Lincoln to pick up some groceries. As I do, I get a glimpse of the homeless encamped at the Veteran's Park across the street. About ten days ago I saw a couple of City trucks and several workers there and they had a number of large garbage bags full of trash to haul away.
My wife is in the local garden club and last Tuesday a group of volunteers went to clean up the memorial. The vast majority of members are female with a median ago of 70+. Knowing the unsavory types that hang out there, I did not want her going there on her own, so I joined them. One other husband joined the small group. We parked in the Safeway lot, gathered up our gardening implements, walked passed the usual panhandler stationed at the one exit from Safeway without incident, and crossed Lincoln to the park. Surprisingly it was empty of the homeless. While we were there a City worker in his truck pulled up to pick up the garbage of which there wasn't a lot. He said to us that he had told the regulars the day before that a group was coming to clean the memorial and that they should stay away. Apparently they took his advice. He seemed clearly frustrated that he had to come back repeatedly to clean up after these people.
There wasn't a lot for us to do. There were a few weeds to pull, rose bushes to be pruned and the group had brought some geraniums to plant. When I went to the Safeway a day or two later, there they were again. And there was the trash, sleeping bags and who knows what. One wonders what is the point?
Public service is mentally and emotionally draining at times. Even if the person is of strong moral fiber and character, after a while one begins to question one's motivation. I cleaned bathrooms, campgrounds, campsites, trails and roadways everyday during my working career at Olympic National Park for 22+ years. I would estimate that most people respected the land and facilities, but the 10 to 15% who did not overshadowed those with self-estem. I began to refer to them as "stupid people tricks", finding myself singing a song by Jimmy Buffett early in my career,"It's my Job", which lightened my heart, giving me hope for humanity, because I love this land that has been my home for over 73 years. Do your best, and keep on doing it, because eventually the drug addicts, mentally ill as a result, and people who zero self-esteem will dwindle, and our load becomes less. Giving up signals a "win" for the liberal self-asserted elites, and their mental illness as followers, not leaders; we can vote them out, but everyone, and I mean everyone needs to vote in person, if available, and strike down mail-in voting. Change will not occur at the past level of involvement, we saw this in the late 1960s with the hippy movement, a/k/a Communism; "Turn on, tune in, drop out" still doesn't work, see downtown PA and PBH for examples.
