Great article, Jake! It has me really thinking on a new tangent. The three current county Commissioners all have business experience. So why are they anti-business and pro-gov't services, anti-constituent and pro-tribe, anti-beautification and pro-chaos? While volunteerism is the life's blood of any community, it should never be in place of existing positions that aren't being fulfilled. The legal system is broken, there is absolutely no accountability for criminal behavior, and no means in which to impose any sentencing guidelines since 'compassion' is the name of the deliberate ignorance that continues.
Contracts for services in the community should first be offered to the community, just as most employers offer open positions to existing employees. Every time the County goes outside its 4 walls to find an out of county, state, or nation to find an 'expert' I wonder how much of that money (taken from you) winds up back in their coffers?

The County is well aware of the 'perks' they're being given by going to outside sources for deals, the problem is that those perks aren't benefitting you, they're obviously benefitting them...now to find out how.
It would have been cheaper to put a dumpster onsite and enforcing the nuisance ordinance if they don't use it. In my adult lifetime we have spent billions on homeless clipboard bureaucracies. We could have bought land. Set up running water, toilets shed shelters, and......dumpsters by now.

15 or so years ago some of us were sitting around talking about the homeless issues in Seattle and Portland starting to take a real foothold. We jokingly said "It was the fastest growing industry in Washington and Oregon". Fast forward to 2025, well guess what, it was. Like you've said billions spent and nothing to show for it. A lot of the homeless issues started popping up when states started shuttering the mental hospitals due to funding cuts. Here in Washington the Dems have been in power for over 40 years in Olympia and cut those services over a period of time and basically stopped helping these people. Then they came up with the "It's an affordable housing issue" GRIFT.
Brandi Kruse years ago did a deep dive on homelessness because her own father was homeless and had mental issues. She found that 1/3 could be helped immediately i.e. single moms kicked out of an apartment, aloss of job etc. 1/3 put into treatment for addiction issues. Finally the last 1/3 who would rather be in the woods or streets for one reason or another because that's the way they want to live and are unhelpable.
Well the great minds decided to group everyone together and call it a housing issue. The GRIFT of all grifts. Raise our taxes. Give it to their friends NGOs and say it the billionaires fault and businesses fault and they have to pay their fair share. Well 10-15 years later and last estimates were $10B - $15B spent on this issue and absolutely nothing to show for it. Except the heads of those NGOs are sure making some $$$$.
The mayor of LA just recently proclaimed they were able to get 500-1000 homeless off the streets around the freeways. A deep dive showed this cost $500M and was only a temporary solution. $500M, really?

It is clear to me that Malcolm White is a native Port Angelian. Our ancesters were/are well-versed, as are we, in local politics, cliques, and closed door dealings that have negatively affected the entire Olympic Peninsula. The Port Angeles bypass along Lauridsen Blvd with a bridge spanning the entire Morse Creek Valley back in the '60s is a great example, prior to Peninsula College and the $million homes at Viewcrest, of local politicians/business people protecting their personal interests to the detriment of public safety. But then, we see what bypasses have done for Sequim, Blyn, and Silverdale.

What they don't know is that Portugal still frowned upon open drug use etc. and if caught you had no choice but go to court and get into treatment. Yes they decriminalized it but there were consequences if you didn't follow the law. Hence the 75% reduction in heroin use over a 20 year period. They treated the problem not put a bandaid on it like we tend to do on this country.

There's an amazing amount of local talent on the Olympic Peninsula. I purposely go out of my way to use local businesses when I need something for my business. However, due to the geographic realities I do sometimes need to get help from off the peninsula. But at least keep it in WA. Our Clallam County leaders seem to think shipping our tax money out of state and to some of the deepest blue states is somehow helpful. Well the results are saying not helpful.
Every household knows the money that goes out has to equal the money that comes in .People who are trusted with the Peoples Money should know that too.OMC that been a black hole for years 4-5 million on Zoom Doctors to treat people ? Some not just out of state ,but out of country ? Doctors that are temps that get paid double what a doctor that lives here would be paid .Then there is the 6 life flights average a day at 50 k a flight because no testing equipment at hospital ? .Then all the lawsuits because of the screw ups in care. How about the cost just to mail out all these voter pamphlets that we seem to get every 6 mons now instead of combining them all ? Well at 2 bucks or more a pop that's over 100k each time .The waste goes on and on huge buses with no one on them or 1 person when small buses like Greyhound uses to go to airport because they are profit company .
There used to be no homeless thirty years ago here there was 3 people with mental conditions walking around P.A if you are old enough to remember .so what happened ? When every time property taxes go up then rents have to go up too. People have less money to go to restaurants which used to employ lots of people ,businesses can't afford added costs so they close so no jobs .People then turn to drugs for self esteem and it's a downward spiral so we are at where we are today .Small business created the greatest economy in the world the middle class .Mega corporations that become monopolies that are only driven by profits for a few top shareholders at all costs so there is outsourcing to overseas China have destroyed the American Economy .Political parties now too are mega corporations where. no one is held accountable it's just spend ,spend create more debt .Our Local government is just getting their marching orders from Olympia and doing the same because we aren't holding them accountable .

With two of the three commissioners have limited local experience, other than moving here. Over half the City of PA council same, not local. I have a hard time thinking they really know what's best.
Another issue with hiring a consultant from OREGON, was that she never fulfilled the original RFP (request for proposal) where it said all applicants MUST have a corporate presence in Washington. (Hence pay corporate taxes in WA.) ONLY the selected (and paid) applicant had an Oregon corporate entity, but was not registered as a "foreign corporation" in WA state. So, not even vetted property.
I ask how this was missed? Because the city selection process is lax and unaware?
she did obtain a WA UBI, but that's not a corporate registration. The UBI can be searched on secure.dor.wa.gov Her ubi is 604-492-324 It had a Port Angeles General Business endorsement on July 24, 2025. Registered it's trade name in 2019.
HOWEVER, this is an Oregon Corporation doing business in WA state. She clearly didn't follow our state rules.
You can look up the glaring lack of conformity on our WA secty of state site (scroll down, you don't have to register as it appears) https://ccfs.sos.wa.gov/#/ Lookup both Lulish and Dezire Inc. If it were registered as a foreign Oregon corporation, it would be shown. You could look up her complete foreign registration statement. It's not there.

Seems to me that for a $120k to 140k value, the recipient shouldn't be accepted if not legally able to operate in WA state. "Washington law requires foreign corporations to obtain a Certificate of Authority from the Secretary of State before transacting business in the state." "Operating without the proper registration can lead to fines and penalties." It costs $180-200 (in person v.s. online) to register a foreign LLC.
Not a big ask, if you ask me.

We used to shop the local farmers markets in PA and Sequim until we figured out that the produce prices were much higher than what we paid in the supermarket. To heck with that. I’d rather see someone work a deal with wholesalers in Seattle and bring in loads of fruit and produce from California or Chile or wherever to help struggling North Olympic Peninsula shoppers with lower prices.
And I won’t give a dime to 4PA if he’s going to encourage the Homeless By Choice with mini homes in downtown PA.
4PA doesn’t “encourage homelessness by choice.” They are offering transitional housing to help individuals move toward self-sufficiency over 6-12 months. Since they are privately funded, they can be selective. And, unlike PBH’s apartments, alcohol and substance abuse are prohibited on the 4PA campus.
I have not read all the details 4PA has in place for the transitional housing, but from what you have provided Jake, it sure looks like a better plan than what Peninsula Behavior Health is providing on the 2nd ave. Taj Mahal. I agree wholeheartedly with using local resources to solve our problems and have been preaching to commissioners to utilize our community since first getting involved in learning how this county governance operates. Open dialog with citizens is the way to utilize the great human resources here. I hope that our elected officials start listening and engaging and that the forty five minutes once a month grows into a true dialog where ideas are shared and ideologies are influenced.

For years I ran an informal food-cooperative (myself and 10 others) to buy in bulk and divvy it up between us --- saved a ton of $$.
Many years ago, there was a fruit/produce stand to the east of Swain's called the Big Chief. Most of the produce and fruits were grown in eastern Washington and trucked to Port Angeles. While volunteerism is the life's blood of any community, it should never be in place of existing positions that aren't being fulfilled. 15 or so years ago some of us were sitting around talking about the homeless issues in Seattle and Portland starting to take a real foothold. We jokingly said "It was the fastest growing industry in Washington and Oregon". Fast forward to 2025, well guess what, it was. Like you've said billions spent and nothing to show for it. A lot of the homeless issues started popping up when states started shuttering the mental hospitals due to funding cuts. Here in Washington the Dems have been in power for over 40 years in Olympia and cut those services over a period of time and basically stopped helping these people. Then they came up with the "It's an affordable housing issue" GRIFT.
Brandi Kruse years ago did a deep dive on homelessness because her own father was homeless and had mental issues. She found that 1/3 could be helped immediately i.e. single moms kicked out of an apartment, aloss of job etc. 1/3 put into treatment for addiction issues. Finally the last 1/3 who would rather be in the woods or streets for one reason or another because that's the way they want to live and are unhelpable.
Well the great minds decided to group everyone together and call it a housing issue. The GRIFT of all grifts. Raise our taxes. Give it to their friends NGOs and say it the billionaires fault and businesses fault and they have to pay their fair share. Well 10-15 years later and last estimates were $10B - $15B spent on this issue and absolutely nothing to show for it. Except the heads of those NGOs are sure making some $$$$.

There's an amazing amount of local talent on the Olympic Peninsula. I purposely go out of my way to use local businesses when I need something for my business. However, due to the geographic realities I do sometimes need to get help from off the peninsula. But at least keep it in WA. Our Clallam County leaders seem to think shipping our tax money out of state and to some of the deepest blue states is somehow helpful. Well the results are saying not helpful.

Survey’s should be done more frequently so that we can read the pulse of approaches that are or are not working. Surveys should be fair and not interpreted nor swayed for special interest groups.

I heard 4PA does not take any local, state or federal money because of all the strings attached. Is this true? If so it's completely understandable.

With two of the three commissioners have limited local experience, other than moving here. Over half the City of PA council same, not local. I have a hard time thinking they really know what's best.
And Sequims council same thing over half have no local roots here.
That's how we became "guests." of the tribes without treaty rights..

Another issue with hiring a consultant from OREGON, was that she never fulfilled the original RFP (request for proposal) where it said all applicants MUST have a corporate presence in Washington. (Hence pay corporate taxes in WA.) ONLY the selected (and paid) applicant had an Oregon corporate entity, but was not registered as a "foreign corporation" in WA state. So, not even vetted property.
I ask how this was missed? Because the city selection process is lax and unaware?
she did obtain a WA UBI, but that's not a corporate registration. The UBI can be searched on secure.dor.wa.gov Her ubi is 604-492-324 It had a Port Angeles General Business endorsement on July 24, 2025. Registered it's trade name in 2019.
HOWEVER, this is an Oregon Corporation doing business in WA state. She clearly didn't follow our state rules.
You can look up the glaring lack of conformity on our WA secty of state site (scroll down, you don't have to register as it appears) https://ccfs.sos.wa.gov/#/ Lookup both Lulish and Dezire Inc. If it were registered as a foreign Oregon corporation, it would be shown. You could look up her complete foreign registration statement. It's not there.

Seems to me that for a $120k to 140k value, the recipient shouldn't be accepted if not legally able to operate in WA state. "Washington law requires foreign corporations to obtain a Certificate of Authority from the Secretary of State before transacting business in the state." "Operating without the proper registration can lead to fines and penalties." It costs $180-200 (in person v.s. online) to register a foreign LLC.
Not a big ask, if you ask me.
The city has always been lax when it comes to these details... which is concerning, to me.

The explanations are numerous why it was accepted, not that any are necessarily appropriate.

We used to shop the local farmers markets in PA and Sequim until we figured out that the produce prices were much higher than what we paid in the supermarket. To heck with that. I’d rather see someone work a deal with wholesalers in Seattle and bring in loads of fruit and produce from California or Chile or wherever to help struggling North Olympic Peninsula shoppers with lower prices.
And I won’t give a dime to 4PA if he’s going to encourage the Homeless By Choice with mini homes in downtown PA.
4PA doesn’t “encourage homelessness by choice.” They are offering transitional housing to help individuals move toward self-sufficiency over 6-12 months. Since they are privately funded, they can be selective. And, unlike PBH’s apartments, alcohol and substance abuse are prohibited on the 4PA campus.
I have not read all the details 4PA has in place for the transitional housing, but from what you have provided Jake, it sure looks like a better plan than what Peninsula Behavior Health is providing on the 2nd ave. Taj Mahal. I agree wholeheartedly with using local resources to solve our problems and have been preaching to commissioners to utilize our community since first getting involved in learning how this county governance operates. Open dialog with citizens is the way to utilize the great human resources here. I hope that our elected officials start listening and engaging and that the forty five minutes once a month grows into a true dialog where ideas are shared and ideologies are influenced.
Jacob, monitored housing doesn't only help people realized there are standards of conduct expected and enforced, but also monitors any destruction of property.
The cost to repair destroyed apartments in PBH is going to be horrendous. Not only by the residents, but by the pets they are allowed to keep unmonitored!
So I guess I can add another question to Tuesday's commissioner meeting.
Why can't the commissioners look into 4PA system of monitoring and apply the same policies? They don't need to spend money on a study.
It's not too late for that and will certainly save us tax payers a large amount of money that will (without a doubt) have to go into repairs of the apartments.

Why can't we dump the free Pizza's at $10,000, or cut other useless funding to support a system that will save us a vast amount of money that I know is coming. PBH apartments are going to become a money pit of police calls, crime and endless repairs. (Don't think the copper wiring won't be torn out of walls)
It's being built, lets mitigate the cost to keep it running. It doesn't have to be at the cost of a county employee...there are other areas to take from.

That must be why they put their new little mini home village so close to the downtown instead of out near Serenity House. It’s closer to the drug supply, closer to places where they can panhandle and closer to free transportation.

The problem for me is that the local produce isn't even just a little more expensive than what I can get from Sunny's, let alone a grocery store, it's that it's double and sometimes triple the price. I'd love to support local farmers, but the economic realities are that they can't compete. I know one person who's pockets are deep and things nothing of supporting the local farmers, but I don't have that kind of money so Sunny.
how many heads of lettuce are you going to EAT? It's cheaper than packaged, urbanized, junk food -- and healthier. I do not find the prices of our local farms to be ridiculously high.
I ONLY shop at honor farms, directly from the producers -- I can splurge on food, because I like to eat local and in season -- because it makes sense to me. And because I HATE supermarket chains and their horrid corporate owners.
I also buy "locker meat" from the farmer, usually splitting with a few other people.
For years I ran an informal food-cooperative (myself and 10 others) to buy in bulk and divvy it up between us --- saved a ton of $$.
Many years ago, there was a fruit/produce stand to the east of Swain's called the Big Chief. Most of the produce and fruits were grown in eastern Washington and trucked to Port Angeles. Warren Konopaski also brought fresh fruits and vegetables to Port Angeles. Such a venture would be a booming business for the NOP, if undertaken. WA is local.
