Thank you for your question. It raises an important issue about transparency, process, and public trust, and I appreciate the opportunity to address it directly.

Discussions about potentially transferring or delegating management of a significant public asset, such as the Dungeness Recreation Area, should have been placed on a public agenda before county staff began substantive work or external coordination. While limited preliminary research by staff can be appropriate for routine operational matters, governance best practices—and Washington law—set a higher expectation when an issue is high-impact, publicly owned, and likely to generate significant community interest.

Under Washington’s Open Public Meetings Act (OPMA), “action” by a governing body is defined broadly to include deliberation, discussion, and consideration, not only final votes (RCW 42.30.020). Because early discussions can shape policy direction, criteria, and expectations, best practice is to make those discussions visible through agenda placement before meaningful staff effort or partner engagement begins. This aligns with the Public Records Act’s declaration that the public must “remain informed so that they may maintain control over the instruments that they have created” (RCW 42.56.030).

Clallam County’s Home Rule Charter reinforces this framework by assigning policy direction and oversight to the elected Board and by anticipating that significant decisions involving county property, contracts, or management authority will proceed through transparent, documented processes. When ideas are explored informally first and disclosed later, even if no technical violation occurs, it undermines the intent of both the Charter and open-government statutes.

Equally important, perception matters in governance. Academic research and professional guidance consistently show that public confidence is affected not only by whether rules are followed, but by whether decision-making appears fair and inclusive (Ostrom, 2010; Spicer, 2024). When early discussions involve well-resourced or politically connected entities, the absence of public notice can reasonably create an appearance of preferential access. State ethics law and the County Code of Ethics emphasize that public officials must avoid not only conflicts of interest, but also actions that erode public confidence in impartial decision-making (RCW 42.23; Clallam County Code § 3.01.030).

There is also relevant best-practice guidance for intergovernmental and inter-organizational engagement, including with sovereign Tribal nations and Tribal enterprises. Organizations such as the Native Governance Center emphasize that effective and respectful partnerships depend on formal, transparent, and protocol-based processes, with clear authority, documentation, and public accountability—rather than informal or pre-decisional outreach (Native Governance Center, 2024). These principles apply broadly to any partnership involving public assets and overlapping jurisdictions.

As an individual commissioner, I would support addressing this concern by:

Placing the matter on a publicly noticed work-session agenda with a clear and descriptive title;

Requiring a written staff memo in the public packet outlining legal authority, financial implications, and alternatives; and

Ensuring meaningful public input before any further direction, negotiation, or commitment is made.

In short, discussions about potential changes to the management of the Dungeness Recreation Area should have been publicly agendized earlier. Addressing the issue openly now—clearly, carefully, and with public participation—is necessary to uphold transparency, accountability, and public trust.

Yes, I am aware of John Worthington's efforts and God bless him for his sacrifices~! If there is anything that we can do to help John Worthington please do not hesitate to let me know (on the downlow), so we do not embarrass him or complicate his life in any way in any way. We may not be able to do much Individually all by ourselves, however together we can do a LOT more. Force multiplier tactics ;-)) As far as the "ticking time bomb" that the shady criminals in our government are sitting on, that they apparently humorously have absolutely no clue is in "countdown mode", it will only be a matter of time before they soil themselves when they suddenly realize that they pushed the wrong folks and have been caught red handed~! I don't want to go into too much detail here at this time, because I am well aware that the criminals and their "snitches" are regularly closely monitoring our discussions here on The Watchdog". This knowledge has been used against the criminals and their underhanded efforts for longer than most knows, but information is VERY powerful, and it cuts both ways... The second that the "usual suspects" in the local governments were detected and confirmed for their use of evil draconian tactics against the good folks of Clallam County, especially when they were found to be conducting public business behind closed doors and regularly deceiving folks here to achieve their hidden agendas, they started to be traced and tracked ever since~! Yes, "we" need to keep up the pressure on these Individuals who treat their oaths and responsibilities as if they are "optional" and it is VERY important to do our best to get the good folks of Clallam County to be more awake and engaged in greater numbers, but the criminal investigations are much further advanced than the recent news from Minnesota would lead folks to believe~! I do not have any time frames that I could disclose, even if I knew them, but as long as "we" keep up the great work on our grass roots level, sooner or later we will see the results that we must now have as a community regardless of how long it may take~! The local clown show is not even close to being capable of defeating 'us" and that is why "certain people" keep running to their evil "associations" within Washington State and beyond for advice and help, but every time they do that they are "tagged and bagged" further into the trap that was set for them long ago~! Let them get their so-called "legal advice" because in due time those lawyers and attorneys will also be going down with them, and the better cleaner Clallam County will emerge so that good folks have a chance again~! So shall it be done~!!!

These investigations will not be limited to County governance, exclusively. Once this can of maggots is opened, as it has been in Minnesota, and now in California, the extent and fallout will blow most people out of their graves; they may even rescind their votes from the past few election cycles. It is interesting noting the number of politicians who will not be seeking re-election, by choice or otherwise, "stand-by for footage at 11."

Something tells me that you have been paying attention and learning the ways of our adversaries for longer than since last Tuesday~! ;-) Yes, sometimes I feel as if the "turnip truck" that I fell out of had Flintstone "stone wheels" and a dinosaur pulling it~! Ha~! By the time the general public had recently learned about Minnesota's rampant fraud, even though they only know a VERY small % of it so far, the same investigations were already in process in ALL of the US states & territories (and even well beyond that). I could explain more, but you probably already have a clue, and I like it when the criminals get "surprises" don't you~? Ah, what good sport~! Oh yes, when the good folks of Washington State finally realize how severely they have been played for fools and especially how long, and what the evil agenda really was, there will be many very serious changes that will take place~! I really like your statement; "It is interesting noting the number of politicians who will not be seeking reelection, by choice or otherwise"~! Very wise my friend~! One of my strengths as an old analyst is that I am well trained to search for evidence that few would even be aware exists. There is ALWAYS evidence that exists that proves the truth... For over 10 years I have been tracking an absolutely enormous number of high-level Individuals in government, politics, and the corporate communities "suddenly" supposedly "retiring" and in some cases obviously "being retired" (and you can take that in every conceivable way, including "being imprisoned, killed, and/or executed ;-) THREE Rothchild chiefs have supposedly "died" within the past three or so years, and that does not "just happen"~! War is Hell, and this one is CLEARLY the largest scale war ever... Of course, as an accomplished analyst I know to back up my research in most inventive, yet often obvious, ways, so I have been monitoring the MASSIVE number of VERY high-end real estate properties, ranches, farms, and land for sale that started to be evident about 10 years ago... Yachts, luxury cars, jewelry, art, also started to flood the market about 10 years ago... Adjusted for the aging "baby boomers" reaching retirement age, these numbers did not and could not make any sense, especially because a great many "retiring" executives were still in their 30's, 40's, and 50's~! HAZA~! I just happen to know these high-end executive types VERY well, and they would NEVER willingly "retire to spend more time with their families" in such extraordinary numbers, unless there was something else afoot~! Ha! Nice deductive work my friend, because not many are capable of that level of discernment. Of course, as you probably understand, this entire process of "The Great Awakening" ("Enlightenment" ;-) is all about waking folks up and getting them to see past the criminals of humanity "fake news" media, so over time society will learn not to fall for the "gas lighting" BS~!

I can't take all of the credit for the appearance of "kindness" however, because I have been a keen professional "assessor" of Individuals ever since my mother, an excellent old-school personnel executive, taught me how to quickly "profile" folks ;-) So, you can fairly take my comments as the gospel truth (an intentional pun because my real "employer" is The Big Guy ;-)) Anyway, I understand from the great Jeff Tozzer's article today, that the tribal dictator oppressor "local native carpetbagger and bottom feeder king" Ron Allen, that I am just a "whiner and complainer"~! I feel that I have now been "demoted" because I used to be called a "conspiracy theory nut" for over 50 years~! HA! How rude :-() And I have worked SO hard to maintain my "conspiracy theory nut" status... Drat, failed again! HA~! Perhaps if the various criminal peckerheads like Ron Allen quit giving good folks reason to "whine and complain" there would be less of it~? Anyway, yes, this "little" experience that we call "life" is, but one Grand Test and we constantly evaluate ourselves, as well it should be. Those of us here who really care about our world and working on our own personal improvement do of course constantly evaluate ourselves as a key part of that process. If folks take a close look at the Individuals who are causing the most trouble, weather they realize it or not, they have the common trait of being completely unconcerned about their own self-improvement, which is blatantly apparent when you try to "assess" where they are really coming from. The Port Angeles City Council is about to take a DEI and tribal retribution plunge with Navarra Carr being elected as mayor.

The lady that doesn't want me to be able to recall her from Sequim, while she determines my treaty rights in Port Angeles by calling me a guest of the tribes while I live in Sequim.... Its bought and paid for by Ron Allen who at this point is about as inebriated as you can get with power.

All without lifting a rifle, flying a helicopter or driving a tank. All you need is a Casino and you can take over an American community.

Shoona Riggs was asked for the local voting rolls like the Secretary of State was by Virginia. She wont turn them over. They cant have it both ways. Claim the elections results are fair and then deny a check of the voter rolls trying to prove it. They are rigging elections. Anyway, Navarra did say we are only guests on Indian land. In fact she said it to me during a Democrats meeting where I had made a short presentation to the Dems about the CRC. I replied to Navarra, who I consider a friend, that I thought the law did not support her position.

Holy Mother of Mary! This is wrong on so many levels. The county has "financial challenges", so "commissioners must think creatively about reducing costs" -- and the answer is giving away The Spit? How about this, Mr. Ozias - stop spending money on harm reduction programs that do more harm than good, quit financing luxury housing for losers, reduce the size of your government employee base that eats up 70% of the budget, and on and on and on. But DO NOT even think about giving away The Spit. Sidebar: If Emily Randall, a committed leftist who is also beholden to tribal governments (she received $9900 campaign donation from JKT for the 2023-24 election cycle, according to Open Secrets), is involved, you know where this is headed.

To be honest I am completely confused about the legal status of The Jamestown S'Klallam Tribe. Were they ever recognized by our Federal Government as a treaty tribe ? Is there a treaty document that exists between the JST and Government or have they simply found the right lawyers with expertise in hiding wealth and avoiding taxation ? Where do these exclusive fish and wildlife harvesting and gaming rights come from ? If the JST is legally sovereign, why would we simply gift taxpayer owned land, developed or not, to a sovereign nation ? Venezuela may be seeing challenging times ahead; let's give the land to them because they to are sovereign. I find our author / Jeff very adept in sleuthing such information. I am hoping and requesting that the exact legal status of our local JST sovereignty become known and transparent to all. I am completely flummoxed over this preoccupation to keep giving grants, advantages, special rights and land to dead people.

I could not agree more.IMO a large part of the decline in local business , can be traced to the opening of the local casinos. Cash was diverted. I am guilty also. Cash by the way which is untraceable after it crosses the green felt. I will agree Ron Allen is focused and has done and is doing a fine job for an extremely small segment of the population. Not just tribal members. But, let’s look at that. When the financial decisions you make are backstopped by the federal and state governments (taxpayers) it is easier to be bold in your decision making and actions.

Garry, you aren't the only one confused. Many of your questions have been fought in courts for years and years (to this day) mainly over the interpretations of the treaty obligations. There are both federal and state treatise. The Tribes don't have to hide their wealth as they are sovereign and their books aren't open to us for auditing.

Your statement is valid:

It would be easier to force our Commissioners/NGO's to be transparent, which we can't do, than to make the Tribes transparent.

Wow in the meeting yesterday!

I have give kudis to the gallery for maintaining a semblance of control in the face of such outright corruption!

Mark is bought by Ron Allen and acts like his lapdog with way too much power to destroy our county. We have get the letters out in big numbers that can't be denied. A Mark DOGE is in order!

Remember, the beautiful Christmas lights displays are only on tribal properties. The blank dark spaces are glaringly non-tribal. All of Ozias decision in 2026 will be based not on what is good for our county, but what is good for his political career. He will not be running for his Commissioner position again, he will be running to Olympia with all his paper merits in hand. He has duped his other two fellow Commissioners and will leave them (us) with his baggage.

Ozias gets a twofer if he can swing placing the refuge in the Tribes hands BEFORE the Tribe works with Representative Emily Randall, then he will be a golden boy…….

“At the same time, Jamestown is working with Representative Emily Randall on legislation that would transfer the refuge outright—not merely management, but ownership”

His frequent trips (on our dime) out of town is telling. He’s driving Uncle Jed’s Clampett truck all over for his benefit (ZOWEE! I get to go to Washington DC) A big jump for a small town Clallam County Jethro Bodine.

We just wrote a strong yet civil & polite letter to the Clallam County Commissioners for them to cease ALL actions involving the sale and/or transfer of OUR public property to anyone~! We ask that all of the great folks here on "The Watchdog" and in Clallam County do the same ASAP, because we can't afford to allow the sale or transfer of ANY of our public properties, or it will create a precedent that can later be claimed to enable the sale or transfer more & more of OUR publicly owned properties~! Small actions today, could save HUGE time and money burning necessities later~!

These ideas to transfer control and/or ownership of the Dungeness Recreation Area and the Dungeness Wildlife Refuge to the Jamestown Tribe are preposterous. I can't overemphasize how strongly they need to be opposed, especially since Ron Allen is on record that he is only trying to regain the Tribe's homeland - which includes most of Clallam and Jefferson Counties.

Congresspeople are supposed to advocate for our nation. That does not include giving away prized parts of our nation to Indian Tribes. Emily Randall is already proposing giving 1000 acres of Elwha River property to the Lower Elwha Tribe and now is in discussions to give the Dungeness Wildlife Refuge to the Jamestown Tribe. That's far, far beyond the pale. Where will it stop?

The same applies to County Commissioners. They are supposed to run the county for the benefit of the citizens. That does not include giving control and/or ownership of large portions and prized parts of the county to Indian Tribes.

It's interesting to note that Mark Ozias is again playing the poor man card to justify a deal with the tribes. This just after being caught hiding an approximate $3,000,000 projected annual gain in income or decrease in expenses from the Charter Review Commission while claiming poverty to oppose at least two proposed charter amendments, and from the public when asking them to raise the Current Expense Fund levy. Don't fall for this again.

And don't miss the connection between transferring the Dungeness Wildlife Refuge and the oyster farm. This would certainly allow that environmental disaster, and probably more, to proceed.

Ron, what is the end game? All this seems to head us toward becoming locked between trust land islands (checker-boarded). I need help formulating a letter to the BIA or maybe IRS? or who? I don't know of anyone in Olympia to trust. Can we form an NGO to get legal standing? I don't have the legal knowledge that you and John Worthington have.

Plus this tribes “ homeland” was never a reservation. They “OWNED” their own property, homes, acres…paid taxes, etc. bought, sold, managed like any other citizen here. That they may have hiked and roamed like other citizens, that doesn’t translate to “ we own thousands of acres. Native Individuals owned land here at one time, most sold it and moved on over the decades. Or stayed and farmed.

Kathleen, the Jamestown S'Kallam tribe BOUGHT their reservation. "Trash Land" that they converted to "Prime Land" by diversion of waterways. How? Because they aren't under county codes or taxation.

The truth is quite shocking, once converted to a reservation, the only rules are their rules.

They have a reservation already, it's in the 1855 treaty. But I guess they didn't want to go. Does that mean the treaty was null in viod to them? They became recognized as tribe in 1984, But they are part of the Sklallam tribe in Port Gamble, already so why did they have to be recognized? If they are sklallam then do what the treat says and move to the reservation, do not take up slaves, treat citizens wells and no trading on Vancouver island or outside the US. They have fishing rights with what is common to man… I don't think that includes the rights to the commercial fishing boats that feed the world. It's insane the amount of corruption going on right in front of our faces.

Susan, I was a rule-follower until high school, when I first realized that the rule-makers often don’t protect the people they lead.

That understanding has only deepened — especially living in Washington State and Clallam County.

Now our community is doing something about it...so citizens can spend more days enjoying life… and hanging out on the beach(;

You are a breath of fresh air, in a system full of smog and discharge. I would like to offer up some available time for any office/mailing, phone calling, etc as your campaign moves along. Getting the word out is important. Jeff sent me CcWatchdog cards, and that’s a good platform. Talked to neighbors down here at Diamond Point. Many believe Sequim politics don’t affect our little community. So I am hopefully changing a few attitudes. Some people are so discouraged with the Ozias +2 that they have given up in participating. When you are ready to meet and greet at DP I could set that up for you. We have an open air shelter/ beach club that makes a good venue for casual information sharing. Thanks Jake, looking forward to not coming up with creative names saved for commissioners. You see, I respect you, the three blind mice, not so much!

Ron, I can comment and verify that plans are in place for Jefferson County. The Port Gamble S'Kallam Tribe is quite active in the area in the past year. The, so called, shoreline studies were mailed out asking very specific questions about the properties owned that are adjacent to the water. Recently there have been many "free" seminars on the history of the tribes, along with the Land Acknowledgment. It's like brainwash, which goes back to the Tribe claiming "we can manage the land because we care more about it than anyone else"

We are under attack. The assets of our county are being sold without our voter approval to a foreign nation. Too many favorite projects. i.e. a Poet Laureate, A homeless castle without rules, and secret deals, are giving away county assets. Little personal accountability is being mentioned. We, voters, elect representatives to DEFEND our possessions. These are income sources that are irreplaceable. If you are short of money, stop the spending. Mainly, stop selling county assets to enrich a foreign nation.
