Dear Representative Randall,

Thank you for your response. I appreciate your recognition of the ecological importance of the Dungeness National Wildlife Refuge and the long-standing role of the Jamestown S’Klallam Tribe in stewardship and co-management efforts.

That said, your reply did not fully address my central concern. My question is not whether the Tribe has a historic relationship to the land or whether tribal stewardship should be respected. My concern is whether federal refuge land currently held in the public trust should remain in federal ownership within the National Wildlife Refuge System, rather than be transferred into trust status.

I also think it is important to distinguish among different timelines. The Tribe’s ancestral connection to the Dungeness area is longstanding. Its modern watershed stewardship role through the Dungeness River Management Team dates back decades, with that collaborative structure operating since 1988. But formal co-management of the refuge itself is much more recent, beginning in 2024. Those are not the same forms of stewardship, and I believe that distinction matters when evaluating whether co-management requires a transfer of title or jurisdiction.

Your response appears open to a transfer so long as certain protections are discussed. I am therefore asking for a direct answer: do you support keeping the refuge in federal public ownership while continuing or expanding co-management, or do you support transfer of refuge land into trust ownership?

I am also asking for a direct response on jurisdiction. If refuge land were transferred into trust, what governing authority would change? Would the land continue to operate under the National Wildlife Refuge System framework and its public-use, compatibility, and accountability requirements, or would primary authority shift to a tribal and federal trust-land structure with reduced state and county jurisdiction? Specifically, what authority would remain with Clallam County and Washington State regarding public access, law enforcement, land-use regulation, and long-term public accountability?

In addition, I ask that you address the cost and governance implications for your constituents as a whole. Washington’s 6th Congressional District includes roughly 800,000 residents. By contrast, the publicly reported enrollment of the Jamestown S’Klallam Tribe is much smaller. I raise that comparison not to diminish the Tribe’s importance, but to emphasize that any change in title or jurisdiction for a federal public asset would affect a much broader body of constituents than those directly involved in the transfer request. A change in title or jurisdiction is not symbolic. It may carry practical consequences for public access, regulatory authority, management standards, tax treatment, and the responsibilities of surrounding governments and residents.

Before supporting any such transfer, what public-cost and public-impact analysis would you require, and how would you determine whether continued co-management could achieve stewardship goals without changing ownership or jurisdiction?

These are governance questions. They are fundamental questions about public ownership, legal authority, accountability, and the long-term obligations attached to public land. Because of that, I respectfully ask for a clear and direct reply to each of these issues rather than a general statement of support for stewardship, conservation, and sovereignty.

Nailed it perfectly…..Randall says she supports Israel because it is one place she can live gay peacefully & not be executed, that was her words not mine. Israel is about so much more than being gay & her lack of knowledge & reason is glaringly hugh. Clearly Randall has major issues, so sad we are at the bottom of the barrel with the glass less than half full.

Yes, yesterday the Communist losing it & then apologizing for his outburst. Wheeler was told his time was up but was allowed by French to continue on, while French cut off other speakers. This man was voted honorary pioneer by the Irrigation festival….seriously! There had to have been others more worthy of such an honor than Tim Wheeler, the communist! No one? Listening to him rant yesterday at the County meeting is who he really is. Telling the council how to do their job while condemning the tax paying speakers was so laughable. That is who he is, The registered Communist.

Yes, the very least that fool Wheeler must face is justice for his property crimes! HOWEVER, Wheeler and the rest of his coconspirators involved in the property crimes that you have mentioned, along with those in the government and the so-called "criminal judicial system" who have been covering those crimes up, ALL need to be investigated for Treason against The American Republic AND crimes against humanity as well~! If Wheeler or any of the other clowns have committed Treason and/or crimes against humanity, especially at this time of war, then the penalty will be somewhere between life in Prison and Death by Execution~! This may sound harsh or extreme to the sleeping American sheep, however it is the law and fully lawfully Constitutional so that is what American Constitutionalists are here to see carried out~! Frankly, generally speaking, both parties have allowed themselves to be controlled by the fringe. Lost Is the art of compromise. Everyone of us uses that concept in our daily lives with those we interact with, and our politicians used to understand what was the way forward. It's now an all-or-nothing game I believe that most of us want no part of.

Randall’s letter says it all. When she says the tribe has lived in the land “since time immemorial,” she is either patently lying or displaying total ignorance, as this is historically not true. And when she writes that after the transfer the federal government would “hold title to the land for the benefit of the tribe,” does that not say it all? What about the rest of us? From her perspective, the fix is in.

This Hodgson dude needs to do some soul searching, like many who seek higher office, calling or political gains. It’s POWER. Google, what is it that makes people desire power? Insecurities and powerlessness. This candidate is just not getting it from his 9-5, home and social life. There’s a desire in him that the job, home and church isn’t satisfying. Mark, please become a volunteer in your community. Donate some time and energy, put smiles on people’s faces, become part of the solution. Personally, I find it rewarding without that power, without the accolades and with many thank yous.

None of us living today, including those claiming dsome derivation of indigenous ancestry, lived in time immemorial. Members of the JST are fortunate enough to have been taught the old ways in the form of operating casinos, cell phones, computers, transportation systems and vehicles, sanitation and more. Okay let me make sure I am understanding the corporation.

1) They are claiming their "ancestral" land but they actually took it from someone else via murder and slavery.

2) CEO claims to be one thing but is actually 3/4 more of something else.

3) Corp wants to bring in a non native species to grow and harvest here (which does not take an environmentalist to know that will be a huge issue) as "stewards" of said land.

4) Then harvest that non native species to sell under the guise of being sold by Corp. pretending to be one thing while being much more of another (lying)

So just another big Corp. trying to take from folks to make money for themselves by lying and creating hardship for the folks they ignore that also courses through their veins?

What the Corp is claiming is exactly why I never have done a DNA test on myself. I very well may have "native" in me but for me ALL my blood makes me who I am. I really am bothered by anyone who only chooses part of their bloodline and ignores the rest. Or in this case goes out of their way to hurt the rest financially along with anyone else who has that kind of bloodline.

Get rid of the homeless. Make our towns less desirable for them to live so they will move on to somewhere else. Quit with catering, quit with the red carpet. If they want to live here then they live with what is available, by the rules & laws, with what is provided or leave & move elsewhere.

Hodgson...Ugh.....A High School Drop out, yes, someone needs to do some fact checking with PA High School. Joined the military after getting his girlfriend pregnant, but has been raising his family in PA for 20 years. How do you raise your family when you are working in Olympia?

Hodgson has two children by two different women, who he never married either. The woman raised the children, not Hodgson. This guy is a power hungry attention seeker. He has no kids living in his home, just his Brother and Mother.

His political platform for is affordable housing, but yet he wants the "BATHROOMS" open 24/7 costing the city over $500,000.00 per year. Who pays for this? The homeowners.

He states in his announcment "His son recently returned to Port Angeles after serving seven years in the Air Force and faces the same lack of family wage job and housing opportunities confronting young families across the district."

If his son obtained a job during the years he lived with Hodgson, prior to moving out, he could have saved some money to purchase a home. Maybe if his son's girlfriend didnt birth 2 children while living in Hodgson's home, he would have money saved for a home.

Many young men and women are buying homes and dont play the victim. Hodgson states that he lives in his childhood home since the early 1990's. Did he even purchase it or was it given to him by his parents?

This is not somone we need representing us in the State House of Representatives. I assume he is planning on bailing on our city, if he is voted into the House. House sessions for next year are 105 days long. Where will he reside then?

Get out and vote!

Well well well, ain’t he a fine upstanding hell of a guy……probably much more we don’t know about, yet! DEI’s are well protected from many things in the work place & given many opportunities other nonDei’s don’t get. Watching to see if our local working & retired law enforcement support this man who impregnates women without marrying them commonly referred to in modern terms as a "baby daddy" (which frankly is too good of a name). Other terms, depending on context, include a "sperm donor" or simply a "sexual partner," with some perspectives describing the action as "irresponsible" or "misogynistic," often focusing on the lack of commitment. So this is a real winner!

To be a member of the PA city council, the requirements below must be met. If Hodgsen does not live in PA, was not registered to vote in PA, and did not reside in PA for at least a year before running, that does not meet these requirements. He should clearly prove that he met these requirements.

Ability to understand and analyze complex data and information;

Represent the City always, and demonstrate adherence to high ethical standards;

Commit to the betterment of the City of Port Angeles.

I did read somewhere that troopers can maintain residency in a county of choice for certain roles—kind of like military folks. But this was never asserted in hogson’s case.

I emailed Mark today about where he lives. His reply is below. I will take him at his word that he has been a PA resident since 2015.

There were some comments about how he could work in Olympica and live in PA. That's easy - you have a long commute. I used to work at a company in Bothell and had to be on-site several days twice a month, so I stayed in a hotel there about 10 nights a month. Not ideal, but definitely doable.
