Here is an angle on short-term rentals (like Airbnb) that rarely gets discussed: they are a privately funded engine for solving our housing shortage.
We’ve been conditioned to believe that government subsidies and complex programs are the only way to build "affordable housing." But government-built housing is slow, expensive, and comes wrapped in bureaucratic red tape, strict income caps, and specialized program requirements that leave many working-class families out in the cold.
If we simply get out of the way and adopt a performance-based framework—letting property owners build as long as they meet core public safety, fire, and environmental standards—private capital will step up to build housing stock.
Initially, some of these units operate as vacation rentals. But as the market naturally saturates, competition drives nightly rates down. When short-term returns level off, those same privately built units naturally transition into predictable, long-term rentals for local residents.
Private enterprise can solve the housing crisis if we let the market build, compete, and saturate—rather than waiting years for government-subsidized projects that never keep pace with demand.

This is outstanding! A friend of mine is a manager at James and Associates manages over 900 properties and has more than a handful of stories regarding the liabilities the state has put homeowners in. One homeowner lost $30,000 after squatters stayed and ruined their interior. The sheriff could not do anything as the laws inhibited them from protecting homeowner rights! My friend believes if the state is going to have these laws in place then they need to have some kind of insurance plan for homeowners rights and protect homeowners while allowing renters and squatters to do whatever they want!
Dr Sarah you hit the nail on the head! Private enterprise is the answer to more jobs and development. We sure CANT do it with government run platforms. The current leaders stand in our way because they will lose their power to control our ideas and progress. Look forward to your exposure of the CC rule makers and breakers.
As a person who has been building housing on the west end as affordably as possible I can promise the county building department doesn’t have your best interest. If you can get a permit from them the engineering will be so over done you will be wasting large amounts of money on BS. Clallam County does not care about affordable housing simple as that.
It’s getting bad the county employees shrug it off and blame it on the state. When affordability is an issue it’s a problem. I’m all for new and innovative building practices but not at the expense of affordable housing.
MK, what use to take maybe a year to clear codes and inspections and get a home built is now 3 years. I dare anyone to get an inspection cleared in their predicted time frame.
MK, my question is, if a building permit is good for two years, and the time to pass inspections is backed up due to overloaded county inspectors, why would a house that should be predicted to be built in one year, then take 3 years? I can't know about the 2 year thing. Maybe they give an extension? Anyways, have you ever heard of a building completed on time?
One could look at this and recognize that Clallam County is at a crossroads with NGOs vs organic business/tax base as an economic engine.
The current mindset of elected officials, like Mike French or Mark Ozias, is how to get more of our money for their pet NGO projects, which requires us to involuntarily pay more taxes. This requirement yields no direct benefit to the citizens who pay the taxes.
Organic business growth provides the tax base that supports the essential services society needs.
Why do we not see people like French or Ozias more involved in this aspect?

At the Sequim Farmers Market, yesterday, while chatting with a hardworking couple at their booth, I spotted Jim Stoffer nearby and pointed him out as someone who thought it was necessary to equate Jake Seegers, CCWatchdog, and The Callico Cat Club, with the KKK.
The business owner knew enough to see through that false accusation, and Jim, seeing me: knew that I knew, that he knew, that I knew, that he knew what was covered in both CCWatchdog and Clallamity Jen's podcasts that morning.
Later, while chatting with another vendor who likely agreed with Jim, politically, he walked by me close enough that I thought to ask just how he formed his equation, but then decided to continued instead with my pleasant conversation, rather than pressing him for an answer that he could not justify to anyone who knows history.
Jim, if you're reading this: I chose to suffer fools gladly, rather than enticing you to tell us both why you thought that THAT was a good idea!
I heard tell of a time when John Wesley, (founder of what became known as the Methodist Church), came upon a one lane walking bridge that crossed a stream, when there on the other side was a clergyman who strenuously disagreed with him.
The man angrily declared to John that he never suffered fools gladly; to which Wesley graciously replied, “I always do”, and bid him to go first.
The phrase comes from 2 Corinthians 11:19 - For ye suffer fools gladly, seeing ye yourselves are wise.

The Development Gap: Because local communities cannot use their own geography to build a modern, high-yield economy, they remain economically dependent on foreign aid or low-wage tourism. Meanwhile, the developed world keeps its industrial and technological advantage.

I have always thought carbon credits was B.S. If something is harmful one should find a way to stop doing it or reduce the harm. Financial scheme. The pressure is on the Department of Natural Resources now and will be increasingly pushed going forward. Same with Federal forests. Some private sales if not already will be pursued for carbon credits. All of this cost appears in the products you purchase, the costs are passed on to consumers.
So this biosphere be the cause of why our cancer rate is top 3 of Washington State Counties? ( believe the actual number is not actually let known) And if it is a biosphere for emissions when are EMF emissions going to be checked? Not one but two cell towers in Shane Park…sure would like to know where all the water comes from as well since we are in such a drought. Or on Hill St. Go to Port Angeles Visitors Center downtown and you can pick up a pamphlet letting visitors know how the city and county is preparing for the rise of cancer. Sure the towers that always flash red lights night and day have nothing to do with the cancer rate. Officials should explain to the public why Franklin Elementary has a higher EMF reading than the power station parking lot 1/2 mile away. Then explain what all these grounding stations built in the last few years are doing…cause whenever you dig a hole down a few feet any wood pieces are easily spotted as they are now charcoal. Can watch slugs and bugs at certain times get onto anything that is not natural soil or organically connected to the Earth. It’s all Smoke n Mirrors here. Who decided to hand over Peabody Reservoir to Department of Ecology? Who paid for the CalClean Company who specializes in cleaning of petroleum sites to run hoses down under 8th n Lincoln for 2 months straight? Just happens to be over 35 monitoring well holes in that area. Others throughout town as well. Yet when looking up about natural gas when it was allowed here before the explosion in the early 70’s, that the natural gas was brought in from elsewhere. None of these will be looked into because that would take away from the real problem here…those home less people and how dangerous they are to the community…they cause more deaths then cancer in Clallam County? Is the garbage in camps causing more pollution and harming the wildlife an our children then EMF? One more question that won’t be answered…Why would the Department of Ecology have to shut down city hall and the street last summer for a week?
If a restaurant at the bottom of a high rise does not have a hood over their grill and deep fryers..the whole high rise smells like smoke. They assumed moving everything to do all the cooking in China and India..Asia..They would never need a hood....But the jet stream is a tail pipe...and we are on the other end of that tail pipe...They don't have to mitigate it because the 5 dollar ROI would be shot. We've had more asthma issues in Port Angeles then we did living beside a highway outside of Austin with cedar fever and the prevailing winds bringing Houston ship channel pollution and African dust every year
There is a discernment quality that I believe all "inspectors" should have and actually be included in their training. The letter of the law can be different from the intent. Good intentions do not always result in good results. A primary reason private enterprise is always more efficient that Government is Government must strictly comply with all codes and standards, regardless of circumstances. In the case of that cool treehouse a simple owner signed liability waiver absolving Governance of any liability for allowing the structure to remain would git-r-done. There also should be an appeal process available where circumstances and practicality can be considered. Sanitation and population density are different matters from structural integrity that likely could not and should not be waived.
WE NEED TO RESET CLALLAM COUNTY’S ECONOMIC VISION FROM DEPENDENCY TO INDEPENDENCY.
Housing is important, but what is the best path? Permanent Housing vs ‘Treehousing’
Permanent housing takes taxpayers money and creates dependency.
‘Treehousing’ creates jobs, builds homes, is part of the money machine for economic growth, houses people without burdening the taxpayer and is part of becoming independent.
Both provide a service, but one gives to the economy and the other drains from the economy.
EXAMPLE of economic drain:
NORTHVIEW: Permanent Supportive Housing is completely dependent.
EXAMPLE of economic growth:
TREEHOUSE: Completely independent and can generate well over $100,000 gross. They pay about $20,000 in payroll taxes, $37,000 in property taxes, and $77,000 in sales tax. The money stays here.
Not to mention the loss of potential property tax for that premium lot where Northview sits. If those were private units they would pay the property tax on that $350k per unit costs. But since PBH owns them they will pay no property tax while their tenants rent is subsidized by guess who- taxpayers!
Here is what I want to know; how many of us know about Jural assemblies and what has been set up for the return of power to the people? It was all done by our military and like Trump has said,
the only way is through the military but hasn't brought up the open door to override all the cretans, thieves and secret organizations and flush them out! They do not want us to know about it and many are sceptical but still here it is folks. There are people in place right now, knowing their sovereignty and need leaders to step up to the plate with military backing and the time is approaching very fast if we can survive the deep state's stranglehold. a functional balance between the landlord and renter communities with respect to local and state regulatory frameworks.' This proposal
presents actionable state statutory amendments to restore housing availability, protect small property owners, and modernize building
standards.
1. REBALANCING LANDLORD-TENANT RISK (RCW 59.18 & RCW 59.12)
Following the enactment of 2021 HB 1236 (RCW 59.18.650), small 'Mom-and-Pop' property owners were stripped of the ability to issue
20-day no-cause lease terminations, while tenants retained that right. In rural Washington, where an unlawful detainer action can take 6 to 12
months and cost over $10,000, small property owners are increasingly driven to convert long-term rentals into short-term vacation units or
leave housing vacant. To restore market equilibrium, we propose two targeted statutory amendments:
A. Small-Landlord Exemption ('Mom-and-Pop' Carve-Out)
Amend RCW 59.18.650 to reinstate 20-day or 30-day non-renewal rights for small property owners who own four or fewer total residential
units, single Accessory Dwelling Units (ADUs), or owner-occupied residential properties. Restoring flexibility for small owners unlocks vital
housing inventory without impacting large corporate housing developments.
B. Expedited Judicial Proceedings for Non-Payment & Damage
Amend RCW 59.12 (Unlawful Detainer) to mandate priority Superior Court hearing dockets for eviction proceedings involving documented
non-payment of rent exceeding 60 days or active property damage. Establishing a mandatory 30-to-60-day judicial window reduces
catastrophic financial risks for small landlords while upholding due process.
2. MODERNIZING RURAL BUILDING CODES & INFRASTRUCTURE (RCW 19.27 & RCW 36.70A)
A. L&I; Certified Alternative Housing Standardization (RCW 35.21.684 & RCW 36.70A.696)
Amend state housing statutes to explicitly authorize Washington State Department of Labor & Industries (L&I;) certified Tiny Homes on
Wheels (THOWs), park models, and modular builds as permanent or long-term accessory housing in both urban and rural residential zones.
Standardizing factory-built inspections prevents local jurisdictions from imposing arbitrary structure bans.
B. Potable Water Adequacy & Rainwater Harvesting Clarification (RCW 19.27.097)
Pass statutory clarification affirming that engineered residential rainwater harvesting and cistern systems satisfy building permit 'potable
water adequacy' requirements statewide under RCW 19.27.097. Grounded in the Dept. of Ecology's 2009 Interpretive Policy, this protects
rural homeowners in areas with difficult groundwater geology without requiring costly well drilling.
3. PROPOSED BOARD OF COUNTY COMMISSIONERS RESOLUTION
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Clallam County, Washington, hereby petitions the
Senator and Representatives of the 24th Legislative District to sponsor companion bills during the 2027 Legislative Session to enact the
small-landlord risk protections under RCW 59.18.650 and building code modernizations under RCW 19.27 outlined herein, fulfilling the
county's official mandate under Comprehensive Plan Policy 31.02.285(3)(k).

WHEREAS, Title 41 CCC (Health) and Title 27 CCC (Environment) equip the County with existing police powers to regulate waste, sanitation, and
environmental hazards based on objective performance standards rather than prescriptive structure bans;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF CLALLAM COUNTY,
WASHINGTON, AS FOLLOWS:

adequacy, in alignment with Climate Element Goal 12.4 and Dept. of Ecology policy.
Section 4. Coordinated Public Health & Environmental Code Enforcement. Environmental Health and the Sheriff's Office are directed to
coordinate enforcement of CCC Chapter 41.11 (potentially dangerous litter/needles) and CCC Chapter 27.14 (illicit discharges) to protect public
health and critical watercourses.

Other states have changed their laws to allow the standard for removal of squatters to be far less onerous than a typical eviction process.

Well I'm going on recollection but I thought building permits are good for 2 years. Your example would cause additional fees to be paid.
MK, my question is, if a building permit is good for two years, and the time to pass inspections is backed up due to overloaded county inspectors, why would a house that should be predicted to be built in one year, then take 3 years? I can't know about the 2 year thing. Maybe they give an extension? Anyways, have you ever heard of a building completed on time?

One could look at this and recognize that Clallam County is at a crossroads with NGOs vs organic business/tax base as an economic engine.
The current mindset of elected officials, like Mike French or Mark Ozias, is how to get more of our money for their pet NGO projects, which requires us to involuntarily pay more taxes. This requirement yields no direct benefit to the citizens who pay the taxes.
Organic business growth provides the tax base that supports the essential services society needs.
Why do we not see people like French or Ozias more involved in this aspect?

At the Sequim Farmers Market, yesterday, while chatting with a hardworking couple at their booth, I spotted Jim Stoffer nearby and pointed him out as someone who thought it was necessary to equate Jake Seegers, CCWatchdog, and The Callico Cat Club, with the KKK.
The business owner knew enough to see through that false accusation, and Jim, seeing me: knew that I knew, that he knew, that I knew, that he knew what was covered in both CCWatchdog and Clallamity Jen's podcasts that morning.
Later, while chatting with another vendor who likely agreed with Jim, politically, he walked by me close enough that I thought to ask just how he formed his equation, but then decided to continued instead with my pleasant conversation, rather than pressing him for an answer that he could not justify to anyone who knows history.

This is a prime example of a vindictive, inflexible, mean-spirited, and hostile government who use their power to oppress the citizens they are supposed to support. I think government positions attract bullies who hide behind their official shields and sadistically enjoy hurting people. Vote them out! Fire them! Government should be compassionate and helpful.

I have always thought carbon credits was B.S. If something is harmful one should find a way to stop doing it or reduce the harm. Financial scheme. The pressure is on the Department of Natural Resources now and will be increasingly pushed going forward. Same with Federal forests. Some private sales if not already will be pursued for carbon credits. All of this cost appears in the products you purchase, the costs are passed on to consumers.

So this biosphere be the cause of why our cancer rate is top 3 of Washington State Counties? ( believe the actual number is not actually let known) And if it is a biosphere for emissions when are EMF emissions going to be checked? Not one but two cell towers in Shane Park…sure would like to know where all the water comes from as well since we are in such a drought. Or on Hill St. Go to Port Angeles Visitors Center downtown and you can pick up a pamphlet letting visitors know how the city and county is preparing for the rise of cancer. Sure the towers that always flash red lights night and day have nothing to do with the cancer rate. Officials should explain to the public why Franklin Elementary has a higher EMF reading than the power station parking lot 1/2 mile away. Then explain what all these grounding stations built in the last few years are doing…cause whenever you dig a hole down a few feet any wood pieces are easily spotted as they are now charcoal. Can watch slugs and bugs at certain times get onto anything that is not natural soil or organically connected to the Earth. It’s all Smoke n Mirrors here. Who decided to hand over Peabody Reservoir to Department of Ecology? Who paid for the CalClean Company who specializes in cleaning of petroleum sites to run hoses down under 8th n Lincoln for 2 months straight? Just happens to be over 35 monitoring well holes in that area. Others throughout town as well. Yet when looking up about natural gas when it was allowed here before the explosion in the early 70’s, that the natural gas was brought in from elsewhere. None of these will be looked into because that would take away from the real problem here…those home less people and how dangerous they are to the community…they cause more deaths then cancer in Clallam County? Is the garbage in camps causing more pollution and harming the wildlife an our children then EMF? One more question that won’t be answered…Why would the Department of Ecology have to shut down city hall and the street last summer for a week?

There is a discernment quality that I believe all "inspectors" should have and actually be included in their training. The letter of the law can be different from the intent. Good intentions do not always result in good results. A primary reason private enterprise is always more efficient that Government is Government must strictly comply with all codes and standards, regardless of circumstances. In the case of that cool treehouse a simple owner signed liability waiver absolving Governance of any liability for allowing the structure to remain would git-r-done. There also should be an appeal process available where circumstances and practicality can be considered. Sanitation and population density are different matters from structural integrity that likely could not and should not be waived.

Housing is important, but what is the best path? Permanent Housing vs ‘Treehousing’
Permanent housing takes taxpayers money and creates dependency.
‘Treehousing’ creates jobs, builds homes, is part of the money machine for economic growth, houses people without burdening the taxpayer and is part of becoming independent.
Both provide a service, but one gives to the economy and the other drains from the economy.

TREEHOUSE: Completely independent and can generate well over $100,000 gross. They pay about $20,000 in payroll taxes, $37,000 in property taxes, and $77,000 in sales tax. The money stays here.
This well known prayer is applicable and should be memorized by our Clallam County Board of Commissioners before making decisions:
