When public trust is taxed, resource allocation must be governed by transparent priorities, clarifying who benefits and why, or public scrutiny will assume institutional self-interest.
First question; Whose money? As I read the chosen projects for the Jamestown Tribe I ask about the resources needed to complete them.
1. Truck stop. Where does the tribe buy their fuel? We non-tribal citizens are aware of the tax advantages, but the basic transport and cost are from non-tribal sources. Someone makes the equipment. Someone owns the fuel trucks. Are these sources off the peninsula? Fuel distillation is not a tribal business, but fuel purchases are not taxed at the same rates.
2. Solar installations. Who benefits? Electricity is needed to charge solar batteries. Solar panels and batteries are expensive and not made here. Time factors are always downplayed when discussing the dependence on charging stations. Who pays for wages and lost productivity while one charges the batteries? Few people discuss the cost of the replacements due to obsolescence and degraded efficiency.
There is also the matter of electricity. The Federal Government supports our dams and the feed infrastructure that brings electricity to our area. Does the tribe contribute to the taxes that pay for this infrastructure?
3. Hired labor. How many tribal citizens are hired for these projects? Who pays the wages for both tribal and non-tribal workers? We taxpayers are a source, but what percentage? Do tribal members have priority in contracting and employment?
The Tribe’s published materials focus on sovereignty, treaty protections, cultural preservation, and a long tradition of self-reliance. They recount the 1874 land purchase, emphasize stewardship of the Dungeness River, and define “S’Klallam” as “The Strong People.” That history is real and meaningful. Is the tribe the sole support for these projects? I had believed we non-tribal folks had a cooperative relationship with the tribe. New projects, however, seem stilted toward one beneficiary, The Tribe.
Commerce also awarded $895,935 in Climate Resilience funding for housing upgrades through the Tribe’s Healthy Homes Program. The work includes added insulation, heat pumps, improved ventilation, and longer-lasting roofing — all upgrades that make homes more efficient and more comfortable. Who raised the money for these awards? If non-tribal citizens desire these improvements we have to not only pay out-of-pocket, but pay taxes to fund the Climate Resilience awards. This is just a fraction.
The Jamestown Corporation generates more than $100 million annually, serving roughly 500 tribal members, with only about 200 living locally. Those numbers matter in the broader context. This seems a nice return on investment.
Maybe our mutual agreements are too generous. We taxpayers have to pay for our government costs through sales, business, and home taxes. If the Tribe gets a free ride this doesn’t seem fair. Maybe our elected representatives are overlooking their constituency.
Sheldon, this might help a little. It does not cover the revenue collected through many other resources, but it will give you an idea of the vast amounts of money that is flowing through their reservation.

yes the elected are overlooking their constituency, and the tribe over-donates to the local elections, and doesn't pay sales taxes, nor do they make concessions like OTHER tribes (in other states) that often give 25% gross to the county and state, to make up for the loss in tax revenue for the county and state. They do not pay gas tax (but charge YOU at their gas station, unlike most of the tribes, who offer a substantial discount on gas). They do not pay lodging tax. The elected keep allowing the tribe to convert land to tribal -- even if not adjacent to their reservations, which causes a checkerboard problem -- lots that do not have to observe local zoning, and, that don't pay property taxes -- meaning, that the burden falls on the rest of us.
Once again, viewpoint is important. Who should our elected officials favor in their decisions to spend taxpayer monies? If we consider our county has approximately 200 Tribal members living here, and the remainder (near 11,000 residents) present we should give our residents preference. (Don't talk about reparations, that's history.) All of us should pay and all of us should benefit. The important part is who gets what share.

If you look at the report on the state's website you will find that anyone who asks for CCA money gets a taste. Yes the tribe benefits but so do hundreds of others and it has nothing to do with climate. It's a money laundering scheme targeting the public. High fuel price equates to higher prices on everything. Who raised the money for these awards? If non-tribal citizens desire these improvements we have to not only pay out-of-pocket, but pay taxes to fund the Climate Resilience awards. This is just a fraction.
The Jamestown Corporation generates more than $100 million annually, serving roughly 500 tribal members, with only about 200 living locally. Those numbers matter in the broader context. This seems a nice return on investment.
Maybe our mutual agreements are too generous. We taxpayers have to pay for our government costs through sales, business, and home taxes. If the Tribe gets a free ride this doesn’t seem fair. Maybe our elected representatives are overlooking their constituency.

yes the elected are overlooking their constituency, and the tribe over-donates to the local elections, and doesn't pay sales taxes, nor do they make concessions like OTHER tribes (in other states) that often give 25% gross to the county and state, to make up for the loss in tax revenue for the county and state. They do not pay gas tax (but charge YOU at their gas station, unlike most of the tribes, who offer a substantial discount on gas). They do not pay lodging tax. The elected keep allowing the tribe to convert land to tribal -- even if not adjacent to their reservations, which causes a checkerboard problem -- lots that do not have to observe local zoning, and, that don't pay property taxes -- meaning, that the burden falls on the rest of us.

Who doesn’t love our library.? There are one of the county entities does a great service with the money they get. But no. Not so easy Ms Librarian and Clallam County budgeteer. Look at the current drain(s) on county funds first. Who has their hand out? Look to more grants. Look to the local tribes you serve. You get your $7M plus. You are to be commended on your service to the communities. What is needed is a working group of stakeholders of the County Libraries and find ways to tap into the Climate Commitment Act funds.

If you look at the report on the state's website you will find that anyone who asks for CCA money gets a taste. Yes the tribe benefits but so do hundreds of others and it has nothing to do with climate. It's a money laundering scheme targeting the public. High fuel price equates to higher prices on everything.
