Chris, I hope Trump's FY26 budget proposals pass. It streamlines many programs that allowed duplicating access to various grants (double dipping) in different departments. Many of the grants are given as cash to do with the money as they want under "self governance" which is not overseen by the Federal government to apply to the original "intended use".
There are tribal only grants and programs for low income housing, repairs, help with utilities etc. Can those getting tribal benefits turn around and apply for the same benefits that are offered to everyone else and get those too? Are they able to double dip in that way, does anyone keep track of who's collecting what and from which program?
The double dip or the grabbing from our share outside the BIA, is for the "bad relationship" and is the "compensation mechanism" for "reparations for colonization.

It's my understanding that the BIA is essentially self-governed by tribal members. If the treaties the tribes have with the US Government are under the jurisdiction of the BIA, because it's a Federal matter, then I don't understand why States, Counties, Cities, and NGO'S have their noses in the middle of something that is already being addressed.

Erosion happens on any coast line. Just depends what kind of soil or rock its made of for how long it takes. On one hand, anyone that owns property on a coast for the view is pretty much at Gods/natures mercy. And shouldnt expect others to bail them out. Most of the area I hike around has a mixture of sand and sandstone. Very loose gravels, pebble size. Even the large conglomerate boulder size chunks that fall to the beach are easily crumbled . There isn’t even mud stone, no signs of basalt boulders . The erosion occurs when rain filters through and weight removes a section. Although by DP there is sloughing erosion where full size trees and land around root slowly move to meet the sea. Trees remain upright.
These are young deposits, no fossils are found. Mitigation by drain pipes that exit bluff face are a psuedosolutions. Erosion or Tsunami.
If the county labeled the property as a High Threat, the next step would be to get the property assessed at a lower value, thus lowering taxes. It can't be both ways, as it would be desirable for higher taxes and declared a threat. As we know, assessment has nothing to do with the real value, since we only know that figure when we sell the property. WE NEED A CALIFORNIA PROP 13 to stop this runaway inflation of taxes.
Our state has it written in to law that property taxes are based on the “Actual” retail market value of a home or parcel of land. That is very clear. Yes having values high to collect monies but extremely low if some entity wants a cheap buy-in, is having it both ways.

Thank you Susan, I worked for the Indian Health Services for over 20 years. Loved working with them, but hated the smell of waste and abuse that kept growing each year. Equipment never maintained, if it broke, oh well just get a new one and increase the budget. It is an insane waste of money and graft and I'm glad it's coming to public attention.

Chris, I hope Trump's FY26 budget proposals pass. It streamlines many programs that allowed duplicating access to various grants (double dipping) in different departments. Many of the grants are given as cash to do with the money as they want under "self governance" which is not overseen by the Federal government to apply to the original "intended use".
There are tribal only grants and programs for low income housing, repairs, help with utilities etc. Can those getting tribal benefits turn around and apply for the same benefits that are offered to everyone else and get those too? Are they able to double dip in that way, does anyone keep track of who's collecting what and from which program?
The double dip or the grabbing from our share outside the BIA, is for the "bad relationship" and is the "compensation mechanism" for "reparations for colonization.

It's my understanding that the BIA is essentially self-governed by tribal members. If the treaties the tribes have with the US Government are under the jurisdiction of the BIA, because it's a Federal matter, then I don't understand why States, Counties, Cities, and NGO'S have their noses in the middle of something that is already being addressed.

The White House released President Trump’s fiscal year 2026 discretionary budget request earlier today, proposing significant reductions to several programs that serve tribal communities while maintaining or increasing funding for select programs.
(1) State, Local, Tribal, and NGO Conservation Programs: The President’s proposed FY 2026 would save $303 million by reducing grant programs that subsidize management of state and privately-owned forests. We will have to see if the State Fire Assistance and Volunteer Fire Assistance programs are affected by these cuts.
(2) Substance Abuse and Mental Health Services Administration (SAMHSA): The President’s proposed FY 2026 budget would cut SAMSHA by $1.065 billion, including elimination of the funding for the Mental Health Programs of Regional and National Significance, Substance Use Prevention Programs of Regional and National Significance, and the Substance Use Treatment Programs of Regional and National Significance. We will have to see if the SIREN grants are affected, when the more detailed budget proposal is released
(3) Centers for Medicare and Medicaid Services (CMS) Program Management: President Trump’s budget proposes a $674 million cut to non-statutory and support programs at CMS.

That said, I hope that the Indian tribes that are in need still get help, however the local JKT obviously does not need any government funds because of their vast wealth and "special deals" that they already abuse beyond any remote reason~! I have confidence that the folks in the current federal government will do a decent job of helping Indian tribes that really need it, and with any decent luck we here will soon (?) be in a better position to help Indian tribes that are in need. To us it is much like the terrible way that the federal government has always treated the military veterans, the duty then falls to "we the people" to make sure that those who have served are treated better... Erosion happens on any coast line. Just depends what kind of soil or rock its made of for how long it takes. On one hand, anyone that owns property on a coast for the view is pretty much at Gods/natures mercy. And shouldnt expect others to bail them out. Most of the area I hike around has a mixture of sand and sandstone. Very loose gravels, pebble size. Even the large conglomerate boulder size chunks that fall to the beach are easily crumbled . There isn’t even mud stone, no signs of basalt boulders . The erosion occurs when rain filters through and weight removes a section. Although by DP there is sloughing erosion where full size trees and land around root slowly move to meet the sea. Trees remain upright.
These are young deposits, no fossils are found. Mitigation by drain pipes that exit bluff face are a psuedosolutions. Erosion or Tsunami.

Our state has it written in to law that property taxes are based on the “Actual” retail market value of a home or parcel of land. That is very clear. Yes having values high to collect monies but extremely low if some entity wants a cheap buy-in, is having it both ways.
Looking at the chart, the point of no return on bluff properties is at low number 157 years from 2012 and high 550+ years.
Erosion mitigation is possible, but every property would need bulkhead or it will speed up process to neighbor property on either side. The language used to grade the “FEAR” of owners infuriates me.

They changed their focus from the old Dales Rolph's to the waterfront land FEMA says will be under water. Why build in town when you can get right on the water. I have 20 contradicting policies in this region.

What does this program do?

Thank you Susan, I worked for the Indian Health Services for over 20 years. Loved working with them, but hated the smell of waste and abuse that kept growing each year. Equipment never maintained, if it broke, oh well just get a new one and increase the budget. It is an insane waste of money and graft and I'm glad it's coming to public attention.

Was it just last week the mention of a water steward came up? I believe a requirement of environmental health degree with a 150k per year compensation . Now it’s a “committee “! The subtle language change won’t go unnoticed when the budget changes. I think the entire idea of taking well water and forcing owners into a costly system is wrong. NWNatural Gas owns the water rights at Diamond Point. You really have to dig to find financial motivation(always leads back to a big corp) bc no other motivation exists.
