The Ethics and Conflict of Interest proposals were absolutely a check and balance. I still get sick thinking about the failure of the CRC. I honestly had high hopes.
I do think Antonio Price really is non partisan. His stance on government over-reach is pretty clear. He is a young farmer in the "eastside" and hates the invasive drone use for assessing private property. Among other things. He is running for County Assessor, his very first attempt at running for government office. Self funded and therefore no yard signs etc. A very uphill climb for a young, first timer.
Look into this guy and you'll find an honest, hard working family man trying to change the tide of government to be back-into-the-best-intrest of the people!

District-only voting was championed by West End and other rural area residents who have felt disenfranchised by larger voter numbers in the county’s urban areas, particularly Port Angeles.
Norma Turner is directly responsible for stopping well paying jobs and industry in Clallam County for years. She needs to back tfoff. The old white woman is responsible for lots of poverty in Clallam County. Don't let her bullshit and bully tactics work
As a District 3 voter whose serious concerns are routinely ignored or brushed off by "my" current county commissioner, I'd love it if my neighbors in the wealthier part of the county would please refrain from disenfranchising me.
We need to get back to districts voting for their own races.

I am questioning the word SHOULD. Should would indicate that something is expected or correct it does not mean have to. It is not a requirement as I understand it.
Section 4.0: Composition. I found the answer. The policy of requirement to be listed as non-partisan is in the Charter. It was amended from 2003 to 2020 to include the Prosecuting Attorney and reads as follows “All elected officials shall be non-partisan, except for the Commissioners and Prosecuting Attorney.” Mystery solved. The West end chose two candidates from the West end. The West end will have one of its candidates elected as a county commissioner - just like almost all the counties in Washington State including all the small rural counties. Each county commissioner has as much say in how a district is funded or what happens in that district as the other two county commissioners. It's more than fair for each district to vote for all the commissioners.
