The commissioners and Dr. Berry did not answer yesterday's questions posed regarding the interview with Stacey Richards. Here is today's email:

Dear Commissioners,

Many residents are wondering why the county is moving ahead with discussions about renaming the Clallam County Courthouse or the courthouse complex for Justice Susan Owens when a memorial is already being planned in Forks, where she actually served. People who knew her have said she likely would not have wanted the courthouse renamed in her honor. At the same time, public records show supporters asking the county for copies of emails or letters from people pushing back on the renaming, which raises a fair question about why advocates would want the names or correspondence of those expressing opposition. With a memorial already underway in Forks, why is the county pursuing a courthouse renaming in Port Angeles, and why are proponents seeking information about residents who have voiced concerns?

The move from the Washington Women Lawyers wanting a simple bench/plaque to renaming the main court house in PA to honor Justice Owens is deeply concerning. Along with their adamant insistence and dismissiveness of the public, I once again question what is the end game and why the rush. (It's not because of the one year anniversary of her death.)

Dear Constituent,

Thank you for raising these concerns. They are fair questions, and residents deserve a clear answer.

The first issue is why this idea is being considered at all. Based on the public reporting so far, renaming the courthouse does not appear to be a required county action or a routine practice. It appears to have grown out of an outside request to honor Justice Susan Owens, first through a monument proposal and later through discussion of naming a courtroom, the courthouse, or the courthouse complex (Hanson, 2026a, 2026b). That matters because an advocacy request is not the same as an established county policy.

More broadly, naming public facilities after individuals is not mandatory and is not automatically standard practice for counties. It is a discretionary commemorative choice. MRSC notes that governments often adopt formal naming policies precisely because these decisions can become controversial and should be guided by clear criteria and a transparent process (Municipal Research and Services Center [MRSC], 2025). Likewise, state law governing Capitol Campus buildings shows that when naming matters, governments often use structured rules rather than ad hoc preference (RCW 43.34.090, n.d.).

At this point, I have not seen a clearly published Clallam County policy explaining why renaming a historic county building would be the expected option. If such a policy exists, the Board should identify it publicly. If it does not, the Board should explain why it is considering this step without first adopting objective criteria that would apply equally in future cases (Clallam County Code, n.d.).

That is why many residents are asking not only whether Justice Owens should be honored, but why this particular form of honor is being pursued, especially when a memorial is already being planned in Forks, where she served (Hanson, 2026a, 2026b). The public deserves a clear explanation of why a Forks memorial is not sufficient, what costs are associated with renaming, and what standard will govern future requests.

The concern about proponents seeking opposition correspondence also deserves a direct answer. Washington’s Public Records Act broadly favors disclosure, but legal disclosability is not the same as good governance (MRSC, 2024). If records from opponents have been requested or shared, the county should explain that openly so residents do not feel chilled from participating in public debate.

As an individual commissioner, I would not support renaming the courthouse or courthouse complex unless the county first answers several threshold questions in public: What policy governs commemorative naming? Why is renaming being considered instead of a plaque, courtroom dedication, or Forks-based memorial? What public purpose does renaming serve? What will it cost? And what rule will apply the next time someone asks to rename a county building?

That is the real governance issue. The public should not be asked only whether a person is worthy of honor. The public should also be told why this mechanism is being used and whether the process is policy-based, transparent, and fair.

$50,000 to rename a courthouse, in anyone's name, is ridiculous, especially in times of tight budgets and county employees losing their jobs. This is not fiscal responsibility.

How our Commissioners can even wave a hand in favor of this clearly shows that they don't have the fundamental skills to be in charge, or be trusted with taxpayer dollars. This isn't a one-off, it's a continual pattern going back to the levee project when Jeff started writing his articles rightfully incensed at these actions.

Pattern recognition tells me all that I need to know about these abuses, and anyone with two eyeballs or having just fallen off a turnip truck can see it too. It's another reason, amongst others, that I'm voting for Jake Seegers.

Karen and I just returned from Peoria area and I couldn't believe the difference. No graffiti to be seen and no encampments. They give them 3 options move away, get treatment, or go to jail. There is no garbage in the roadside!

The courthouse should remain and I agree with Eric on a local artisan hired for honoring her deeds . Spend the money way more wisely and in a manner that won't have to change all existing paperwork to be adjusted to a newly named courthouse.

Seems strange the commissioners can't understand fiscal responsibility!

I urge Clallam County Board of Commissioners (CCBoC) to vote against renaming Clallam County Courthouse. You are the Clallam County Board of Commissioners, not the Susan Owens Board of Commissioners. Nor is it credible to pick one name to represent the Clallam County Hall of Justice.

Spending $50,000 on a plaque, when there s even one “unhoused” resident in the county, or one pothole on a county road, is reckless and unconscionable. Sending money, we don’t have to Silverdale for a plaque, when we have plenty of artisans right here in Clallam County that could fashion a memorial piece, is even more incredulous.

Thank you for mentioning the Planning Departments email distribution failure!!!

One correction, I didn't hear about the closing of the deadline through a facebook post--the Planning Division doesn't use any social media. Instead, I found about the looming deadline because of my involvement in opposing the proposed Luminary Resorts on the Sol Duc. When I realized that the county recommended approving the outrageous development because it complied with our Comprehensive Plan, that's when I recalled the meeting with Emery months earlier in which he discussed the plan being updated. So I emailed him, asking about where we were in the process, and he told me that they have been working on it for months and I only had one week remaining.

Emery stated he was "horrified" when he learned of the mistake. And I think everyone should be. The entire county's comprehensive plan has been going through the process of being updated once in a decade, and no residents received any notice.

The next Planning Commissioners meeting is Wednesday March 18, 6 pm. If you care about the development in our county for the next ten years, please show up.

I signed up for the County’s updates some time ago, so I was genuinely shocked to hear the notification system was not working. The only reason I had any awareness of what was happening is that I have been repeatedly going back to the website myself, trying to sort through the inconsistencies between county ordinances, the Comprehensive Plan, Growth Management Act requirements, and the continued struggle to clearly define something as basic as “dwelling” for purposes of density and development.

That is exactly the problem. Residents should not have to piece together fragmented information on their own in order to participate in a once-in-a-decade planning process. We actually have more say at the local level than is being presented to us, and that begins with the ordinances we as a county have created, the budget priorities we choose, and the internal policies that are supposed to make the public process work. When those mechanisms fail, accountability fails with them—for government decision-makers and for property owners alike.

Thank you, Heather, for the work you are doing. I have been submitting my comments and concerns to the planning commission throughout the process since I was made aware of it in May 2025. The words that need to be considered when adding, adjusting, or removing from the comp plan are "concurance" and "capacity." Then the county ordinances need to be amended to align with the comp plan, not the other way around, which is how it is being presented by Bruce from my perspective. -Less is more-

I just saw that the Forks comprehensive plan meeting is scheduled for the same day as the County Planning Commissioners, next week on Wednesday. Same thing happened last month. If I lived in Forks, I would think that’s a huge conflict, since then you can’t go to both. Do you feel that hinders your ability to provide comment at both levels?

Agree completely. His response was to recommend the commissioners extend the public hearing for two weeks, until March 18, which the Planning Commissioners approved.

This feels like a bandaid on a life threatening injury.

If you can’t make it the meeting, please still submit comments about lack of process on public input.

There is LITTLE to no warning or Town Hall meeting(s) regarding changes to our own community.

The commissioners are busy hobb-knobbing with the lobbyists who keep our attention elsewhere.

Plaster notices in grocery stores, libraries and senior centers, high schools ect…

A local Sequim Church offers a safe and free parking SPOT, as long as you provide a valid drvers lisence, current tabs and registration paid up to date, and...CAR INSURANCE, yes, yes folks ... That is correct... Current car insurance policy on said vehicle to be parked in a spot over night, or day time too? Hmm, maybe that allows for 24 hour parking on said spot? Is there a time limit you can stay? I'd there a contract said unhoused, carLivin person must sign? Are there other Terms & Conditions to said SPOT? If I get out of my car for fresh air , stretch me legs. Head towards the church doors to use their facilities... oh wait.. is the church providing facilities, ie; SPOT renter has access to 24hr running water, toilets or porta poties, hand washing area or at least big jugs of hand sanitizer??? Back to stretchinge legs and using the church Loo,, I trip and whack me head on the ground,?, is that covereby church insurance or the REQUIRED liability only car insurance me has to have on said Car in said SPOT?? What happens if me car breaks down in SPOT and can't start, how long will it be ok to just stay if you can't get the cer fixed ? Or will the church have car towed, who pays for that and where does it clarify these little peskey fkn annoying questions? Just curious? None of my business... I'll just be completely honest and transparent here ... I wanna fkn know, most won't even ask? And that has been me for awhile too, not any fkn more!! WtAF is going on here in Clallam County ?? I've been addicted and recovered 3 times in 30 years, what I see now... Total fkn whack as*BACKWARDS living... It's freaking me the fk out!! I was arrested in 2005 while living on 7th and I.. first time I'd ever gotten in real trouble, big trouble!! Drugs, drugs and more drugs and money.. and yuk yuk time!! Long story .. I was facing 48 felony charges .. too long a story for here... We dragged it out 2 years of continuances ... 2007 I entered 90 day intensive inpatient treatment.... But those 2 years between 2005 and 2007 while pleadng me case out.... I could not accidentally drop an apple core on the ground .... I got arrested 4 times in those 2 years for not following orders correctly .... This place... Port Angeles... Clallam County... I fell in love the first time I came in, only 1 way in as soon as I hit Peabody Street... Looked to my right, and my jaw dropped and I felt a sense of euphoria and awe... I knew I was never leaving.... I do not recognize this place, it is very maddening ... Officially we are all mad here now ...✌️✌️ ... Just saying..

Just curious will there be a security guard for at least night time? That could possibly be another job they may hire for in the future. I know people felt more safe at those meetings for charter review when they asked for a sheriff to be present. Or maybe I don't know? Does anybody know who felt safer? Or more intimidated by local arms reach!! Yuk 🤮🤢… nothing more liberating than realizing I got bigger balls then some men on this county.. sorry NOT fkn sorry, that's truth from my mouth, and do I got a mouth, and a way with raw truth, oh and I got that authenticity thing through my soul … I am usually more in the room than everyone combined… bet that 💯. ..✌️✌️✌️✌️

In all honesty, we did not pay for the sticker (after chatting with the owner, he gave us a tour of the facility & printed it off for us). BUT I will use his services in the future for any printing services we need! I especially like the idea of printing umbrellas with a company logo, which Don said he could do there. Nice guy, happy employees, awesome printing skills & equipment.

So true. I actually laughed when I thought about the name change in light of the unprofessional and legal chaos surrounding the court house. I even doubt she would be ok with the current BoCC Comms in a building with her name on it.
