Today's question to the commissioners:

Dear Commissioners,

Do you believe that only 1 in 5 homeless people has a substance abuse disorder? Or that homeless youth turn to meth to stay warm and keep them awake? Or that drug use is the result of being homeless, and not the cause?

All three commissioners can be reached by emailing the Clerk of the Board at loni.gores@clallamcountywa.gov

What we are doing for the drug addicted people living on the streets is actually cruel. We give them supplies to go live on the streets! In the valleys along the creeks and all we are doing is enabling this drug addicted lifestyle. We need to stop. We do not have a homeless problem but rather a drug and mental illness problem. It actually pretty easy to see. We need to either take take them in for help (rehab or metal hospital) or they have to jail if they for trespassing and littering.

Keep giving them supplies to live this way is horrible. Not to mention the environment destruction they are causing to our community.

Time to face the facts…

Great updates, Jeff. I admire Stacey for her courageous stance on ND. I hope to meet her at the last CRC meeting on Dec. 22. Jeff, you also took a courageous stance last night and fought for the well-deserved, long overdue apology owed to you and others. You made several attempts to get it on the agenda, only to be struck down at each attempt. You couldn't even get an explanation as why your item was unsupported and blocked. Comms. Pickett, Stoffer, and Sawmiento have repeatedly during public meetings so as to be on record called anyone who disagreed with them "racists." Picketts has called you and by extension your readers/listeners "a**h***s" twice. And why the rest of the Commission voted not have these Commissioners apologize to everyone shows how much they agree with the name callers. They are on record, too.

It was enraging to listen to the meeting last night wrt the non-answer gas-lighting outright lying to Jeff why his agenda items aren't included. Chairperson Fisch could do well to explain how it is that Jeff's items don't make it onto the agenda. Worse yet is just about no one demands that she responds to his questions. It's a mistake.

How many meetings have you attended, or listened to including a recorded session?

Have you ever taken time out of your day to make a comment at a meeting (in-person or virtuallly?), or written in to let elected officials know your thoughts?

Have you engaged neighbors or friends about what's going on?

Have you, or will you volunteer your time or money for a cause to bring balance back to Clallam County?

So I actually spent a lot of my weekend listening to CRC meetings while I cleaned out my attic. Just plugged in through ear buds and listened.

Afterwards I wrote my letter to the board and sent it in.

I tried to listen to it from a viewpoint of everyone. Not taking a side, just neutral listening.

My letter called for the chair to step down. She did not handle the situation well- given her past experience as a judge. She was comparable to a high school popular girl with a group of friends that outed commissioners Tozzer and Richard's outrageously.

I stated that they wasted time and tax payer resources and did not possess trust in the community.

I stated that the only way to re-enact trust would be for the Chair as well as any others who have not followed the rules to step down from their position.

My letter was respectful and proper.

The only commissioner to reply to me was commissioner Tozzer who thanked me for submitting a letter.

I will be interested to find time later today to listen to the meeting from last night

'The Cabal' has complete control of our governance right now and only a radical shift could change it. Gradual 'election/selection' is WAY TOO SLOW to turn this ship-of-state in a better direction...we need to put up a 'REEF' and crash it to stop it.

Withhholding property taxes in enough numbers to create a revolt would get some attention. I'm not talking about never paying taxes but a strategic withholding to stop the machine in its tracks and negotiate a new deal.

I tend to read, listen and absorb rather than make comments. I usually have a robust debate later IRL with other CCWD readers/listeners almost daily, it is good to do so face to face. And just for the record and to avoid any name calling coming my way, I am a registered independent.

However....this one article today just lit me up a bit. Dr Berry and her comments seem seriously out of touch with reality to me. And honestly, for $171k of OUR money, I would hope for a closer relationship to the truth of addiction for homeless teens! She said, "homeless youth frequently turn to meth because it keeps them warm and awake..." Um, wait...WHAT?! Seriously? Millions of OUR dollars are being spent on administrating this "harm Reduction", lining the pockets of so many and it just is not making any difference to the actual homeless or drug addicted nor to the taxpayers who are footing the bill. All of these committees, organizations and their PAID staff ( who are ) - yet there doesn't seem to be less of an issue, does there? Property theft and damages are up, assaults are escalating, the ecological disasters of the camps, the increase in tax dollars being allocated, and yet still...no improvement. STOP beating a dead horse, if it is not working, STOP! The building of financial burden of the taxpaying members of the community is insane, before our elders and hard working homeowners become homeless too, please stop this insanity. The plan is NOT working, it is not even recognizing or addressing the root problem and this entire community is pretty frustrated with the constant taking of more and more from our own threadbare and almost empty purse for more useless and ineffective programs. While she (Berry) enjoys her $171,000 salary, the working class members of our community are struggling to put food on their table, working 2 or 3 jobs, not getting medical care due to expense, struggling to find affordable housing or trying desperately to pay their ever increasing property taxes so they do not lose what they have worked and sacrificed decades for and the homeless population continues to grow and cause more destruction. I for one love Clallam County, I live here, but as I near retirement age I must contemplate if I will be able to sustain my housing and my safety as I age...will I have to move away? I sure hope not, but many I know are looking at that option as the only one left to them by our county officials who seem to think we are a "magically never empty" cash machine willing to be used and abused right to our graves.

Great work Jeff Tozzer~!

To learn that the current Public Health Officer, Allison Berry, who somehow oddly directs Clallam & Jefferson County governments health programs, actually had the edacity to claim that only 1 in 5 Homeless folks have "a substance abuse disorder" is alarming at best and probably explains why these idiots in government are supported in their own dramatically flawed and clearly failed approach to the homeless & drug abuse problems here at worst~! This Allison Berry character is either completely ignorant and incompetent beyond belief, or she is very intentionally working to destroy both Clallam & Jefferson County~! If "we" are to honestly define "a substance abuse disorder" to include ALL "substances" as it infers, including alcohol, illicit and pharmaceutical drugs, then that would mean that more that 1 out of 5 people in the entire State of Washington have substance abuse disorders~! Does anyone believe the complete nonsense that Allison Berry claims only 1 in 5 homeless have substance abuse problems~? I think not~! When I infiltrated the "welfare class" that were able to work but preferred to steal from the government & taxpayers for a living, literally ALL of them had serious substance abuse issues of some or multiple kinds~! Of course, I am NOT referring to the relatively few good folks who really need government/welfare assistance to survive... Let's quit being intentionally "hosed" by these criminals in government who obviously know nothing of science, human nature, or reality, because obviously all they care about it what's in it for them personally~! It is not even a "chicken VS the egg" debate! The fact is that MOST homeless folks, welfare cheats, and in many parts of the country where there are a high number of folks who have substance abuse issues, this insane intentionally planned "war on drugs" has always been a war against Americans to enslave "us" even further. I am not encouraging using the government to attack folks who have substance abuse issues because that only makes the problem FAR worse, but if we are to tolerate the government getting into these related issues, we need to make sure that it is not abusing the limited authority that we allow them. There are more than enough laws to address folks who cause harm even if they have substance abuse issues or not, so what we need in a serious correction in our court system where the good police know that they will be supported and protected for doing a reasonable and compassionate job~! Amy government that facilitates, fosters, and tolerates these problems can be reasonably assumed to want more of them, as any parent of a spoiled brat should know. "Tolerance" does NOT mean that Individuals can do whatever they please, so if anyone does another harm they must be held accountable in civil and/or the criminal court system. These homeless folks would surprise most people because like the welfare thieves they are VERY organized and they do have their own "underground system" of information and to some degree support~! I also wanted to compliment and thank Stacey G. for her personal strength to dare to ask important questions and to make her belief's known as is her right~! Keep up the good work~!

Sincerely, Mike

Then, the information on "Frazzle drip" came out via military style signaling and WOW~! Pointy hats and brooms~! I had not heard about "scary-Barry", but you would NOT get any doubts from me~! In fact, via simple deductive reasoning, given just the facts that are publicly available, my guess would be that there are (were?) MANY worshippers of Satan in congress, government everywhere in the US, big business, the military, Hollywood, the entertainment industry, and of course even in the general public~! It is a BIG club, and "we" are not in it~! HA~! Thank God ;-) Of course, I am very sure that quite a few have been "collected" and are in a deep hole somewhere for life, some have been executed, and the word is that many thousands are currently locked up & awaiting their turn in a Military Tribunal... The rest will be hunted down and eliminated from the "game" in due time OR they will be "evaporated" by the general public on sight when the truth is learned about these devil worshipping scumbags and how naughty they have been~! I track the US Federal governments "sealed indictment" numbers on a regular basis as part of my research, and the numbers are stunning to say the least~! MANY thousands more Federal sealed indictments that EVER existed before in US history~! Folks who don't believe that anything is really happening, just don't know where to look~! ;-) The best analysts just know where to look, while the vast majority simply change the channels on the TV~! Hey Jeff,

You really missed the mark on funding for wooden boat building. 1st there are lots of wooden boats and people that love them pay dearly to keep them pristine. The skills learned are valuable carpentry

and wood handling, tool usage on and on. Skills so needed in the house building business.

Plus math and measuring. All that easily flow into other work. No I don’t want a wooden boat, but we had to replace the wood frame and structure on our fiberglass boat this spring at 30k. PT wooden boat school has a national reputation for fine craftsmanship. Many will go on to be independent workers or join the coop as specialist.

Thank you for shedding light on this. Although my family is relatively new here, it does feel like it has become more unsafe in the last 3ish years that we have lived here. I thought I was just becoming more aware of the homelessness and drugs problem in Clallam as we got to know the area more, but feel validated reading this article, although I would prefer to feel like the lawmakers here actually listened to their constituents. We are from out of state and were appalled to learn that the squatters outside the denture place in Sequim couldn’t be ousted because technically they were on private property, not the sidewalk, and only the owners of the denture clinic could get them removed! What a weird law. It doesn’t make me feel safe to walk around downtown Sequim with my young kids, and even going to Carrie Blake can sometimes be hairy if there is an aggressive homeless person there (we had a run-in with one once).

We moved here from an urban area and even though there were more homeless people where we used to live, something about the laxness of standards here feels worse.

The commies showed up last night at the CCCR meeting. Two first timers have police histories of violence & it started to come out last night from the pulpit in predicted accusations, finger pointing and ignorance of knowledge from not being in attendance at prior meetings or watching archived meetings. Their main goal is always to disrupt, to divide, to continue protesting the unknown. Jeff is on the target and the Commies have to do anything they can in desperation to shut the conversation down, hide truth, and limit knowledge. Exposing truth must stop must be diminished and must be put back in the box with the top taped shut tightly.. The exact same thing happened when the majority of the board voted not to discuss the short comings & internal issues that are serious problems and needed to be discussed and dealt with.

It is my understanding from last nights meeting it is okay for commissioners to share confidential attorney client information with anyone they choose until rules/policy/bylaws are drafted and voted upon? Of course allowing Stoffer off the hook. A speaker spoke about how Stoffer is such an admired citizen in the community because of his background, employment, civic duties and board positions. Stoffer is not a first timer, his experience should hold him to a higher standard of knowledge to know what he did by sharing confidential information was a serious violation. To easily allow Stoffer’s violation sets a precedent for any future violations. Stoffer was in this same exact position while serving on the School Board & the School Board took action. The CCCR should be abolished and I hold everyone on the CCCR accountable.

FYI

Direct Answer: No — one commissioner alone cannot waive attorney-client privilege for the entire commission. Privilege belongs to the client as a whole (in this case, the commission or governing body), and waiver generally requires authorization from the full body or its designated representatives, not an individual acting independently.

🔑 Key Points on Attorney-Client Privilege in Government/Commission Contexts

Privilege belongs to the client, not the attorney. In a public body, the “client” is the commission or governing entity as a whole, not any single member.

Waiver authority is collective. Only those authorized to bind the organization (e.g., the board, commission, or its chair acting under explicit authority) can waive privilege. An individual commissioner does not have unilateral authority.

Unauthorized disclosure = breach. If one commissioner forwards privileged material without approval, it is considered an unauthorized disclosure. Even if the body later votes to release the document, that does not retroactively erase the breach.

Federal Rule of Evidence 502. Waiver must be intentional and by the holder of the privilege. Inadvertent or unauthorized disclosures do not automatically waive privilege for the entire body, but they can create serious risks.

⚖️ Why This Matters for Your Commission

Integrity of process: If privileged communications can be unilaterally disclosed, it undermines trust in the commission’s ability to safeguard sensitive legal advice.

Legal risk: Unauthorized waiver could expose the commission to litigation or weaken its position in disputes.

Public confidence: Citizens expect commissioners to respect confidentiality rules. Mishandling privileged material erodes faith in governance.

📌 Practical Takeaway

Only the commission as a whole (or its authorized representative) can waive attorney-client privilege.

One commissioner forwarding privileged material is a breach, not a valid waiver.

Voting after the fact to release the document does not negate the initial breach.

Can the majority of the Charter Review Commission be that stupid?
