Jake and Teresa are heroes for enduring a very lengthy, drawn out, self-indulgent board meeting. Both gave thoughtful public comment and brought data, statistics, and could cite their sources. No Berry supporting commenter brought any evidence. The presentation for the annual review only displayed a one-sided favorability to keep spending on the harm reduction grift. Sad.

I have two thoughts. James Q. Wilson developed the "Broken Windows" theory which neighborhood safety. If a broken window is not replaced or graffiti is not removed criminals perceive a neighborhood that indulges crime and the criminal activity increases. Eventually all the windows are broken.
Wilson believed that a small number of humans were committing the preponderance of crime and if that group is sitting in county jail or prison they are not committing crimes against society. If an addict is sitting in jail he/she may still use dope but he is not harming civilization with his bad habit.
Jennifer, I agree with the analysis. I think that if the delay between the undesirable behavior and negative reinforcement is shortened the learning is strengthened and the behavior is more likely to stop. A more severe punishment applied at a later time period is less effective.

I think that the ideologues operating NGO's and government offices have goals that are different from than the rest of us. They want to get elected and stay in office. I have an excuse for SOME of the addicted: They started off with an injury that got them addicted to prescription drugs and that graduated to the present circumstances.

It will be a follow-up to Tuesday’s article about the French-Fried Policy and Mr. French’s issue paper on homelessness. I’m diving into the document recording fees, Mr. French’s stated plan to use the fees to continue funding homelessness ‘solutions’, and the philosophy of redistributing wealth via fees.
My comments today, not about today’s blog, sorry, are focused on the county’s harm reduction program and the public health board’s handling of yesterday’s meeting. I want to express my concern about the lack of measurable outcomes, the absence of data driven evaluation, and the continued expansion of a program that has not demonstrated effectiveness for individuals struggling with addiction.
I am focusing on solely those addicted and the common refrain from Berry and others about the stigma attached to the addicted. I honestly don’t know what they are referring to. Years ago, I worked with drug addicted in the streets, I didn’t attach a stigma, I tried to assist getting them into recovery, not providing more supplies to them. I believe most of us would like to see them not suffering in the streets and into recovery.
First, the meeting itself was deeply troubling. A coordinated group of supporters immediately stepped to the microphone to praise the program and Dr Berry. Their comments were emotional, but they did not include metrics, statistics, or any acknowledgment of the national trend: counties and cities across the country are reassessing or scaling back harm reduction strategies because they are not producing the promised results for addicted individuals. None of that context was addressed.
I watch these meetings monthly and since this meeting had an agenda item that was about harm reduction, the followers of Dr Berry were there, it is not the norm. Are they there for every meeting? The speakers who gave the looks of the few in the gallery that challenged them, shameful, really?
The county’s decision to allocate $100,000 in local funds after federal funding ended for the drug supplies should have triggered a full review of outcomes. Instead, the program continues without presenting basic accountability measures. We see discarded needles, even boxes of unused supplies, throughout the community. This is treated as acceptable collateral rather than a sign of program failure.
During the meeting, a board member — I believe a physician — asked a direct and important question: how are addicted individuals referred to rehabilitation? The response was vague, filled with hesitation, and ultimately drifted away without providing a clear answer. If a harm reduction program cannot articulate its referral pipeline, its follow through, or its success rate, then the public cannot evaluate whether it is helping people move toward recovery. There was so much discussion yesterday, watch the video if they make it available.
I also want to note what was not discussed. There was no mention of the nationwide fentanyl prevention initiatives currently underway. No acknowledgment of the Unity of Effort event or the DEA representative from Seattle who provided information and resources. No indication that public health is coordinating with schools to ensure students receive fentanyl awareness education. These omissions matter. Public health should be leading on prevention, not avoiding it. There was no mention that I heard of recognizing August 21 as National Fentanyl Awareness Day. Why?
Finally, the livestream shut down during the last public comment period, one minute into the first speaker Jake as he was giving more metrics. Anyone watching remotely lost access. My screen displayed a message that the stream had stopped. This raises serious questions about transparency and public access. I hope the county will explain what happened and ensure it does not occur again.
In closing, the meeting reinforced a concerning pattern: when residents raise data based concerns, the response is defensiveness, not dialogue. The more the public asks for accountability, the harder the program’s supporters seem to push back. We need measurable outcomes, honest evaluation, and a willingness to adjust strategies when they are not working. Our community deserves nothing less. I will say again, we will continue down this path, and see no improvement in our county unless we vote in new leadership starting with a Jake vote in November.

During the Covid 19 crisis everyone on Nextdoor screamed "Trust the science" but without a double blind study there is no science only one sided speculation. In order to prove any hypothesis it must be subject to refutation otherwise it is opinion. Also a study should be replicated because I don't trust scientists who work for a government agency. The testing should be contracted to an independent agency IMO.
NO one from the government EVER showed us 'The Science'. Scientific information came from the private sector and outliers in the medical community who put their careers and perhaps their lives on the line to tell us the SCIENCE!

There were also some real and accurate comments from those questioning current HRHC practices. IMO the BOH fails to see any nuance in opinions on HR. Most of those questioning it aren't asking for a complete stop, just reasonable guardrails like many west coast cities are now implementing as they step back from the free for all of the past few years.

In closing, the meeting reinforced a concerning pattern: when residents raise data based concerns, the response is defensiveness, not dialogue. The more the public asks for accountability, the harder the program’s supporters seem to push back. We need measurable outcomes, honest evaluation, and a willingness to adjust strategies when they are not working. Our community deserves nothing less. I will say again, we will continue down this path, and see no improvement in our county unless we vote in new leadership starting with a Jake vote in November.

During the Covid 19 crisis everyone on Nextdoor screamed "Trust the science" but without a double blind study there is no science only one sided speculation. In order to prove any hypothesis it must be subject to refutation otherwise it is opinion. Also a study should be replicated because I don't trust scientists who work for a government agency. The testing should be contracted to an independent agency IMO.
NO one from the government EVER showed us 'The Science'. Scientific information came from the private sector and outliers in the medical community who put their careers and perhaps their lives on the line to tell us the SCIENCE!

The socialists and the people who come in to PA from Sequim and Carlsborg to pass out needles and boofing kits in our parks were there with prepared script comments singing praises of Berry and the HRHC. There were also some real and accurate comments from those questioning current HRHC practices. IMO the BOH fails to see any nuance in opinions on HR. Most of those questioning it aren't asking for a complete stop, just reasonable guardrails like many west coast cities are now implementing as they step back from the free for all of the past few years.
The video for BOH tends to show up a few days later. Not sure why they delay it so I will keep my speculation to myself. I appreciated Jake bringing data.
The pro Berry people were directing their comments to Jake, as they looked at him while speaking. The Board Chair usually redirects people to speak to the Board or Committee members. French allowed the verbal assault on Jake to persist. Shame on him.
