From stolen campaign signs to overdose politics and rising public safety fears, residents are asking whether leadership is solving problems—or spinning them
The commissioners did not answer any questions related to the vandalism that has occurred in downtown Port Angeles. Nor has Viola Ware of OlyCAP answered questions posed four days ago about the $118,000 Safe Parking Program. Here is today's email to the commissioners:
Dear Commissioners,
How do the commissioners reconcile the promising outcomes reported by Operation Shielding Hope — a program focused on intervention, recovery, accountability, and protecting vulnerable individuals — with the continued funding and expansion of the Harm Reduction Health Center, which many residents believe contributes to ongoing drug use, repeat criminal behavior, encampments, and worsening public disorder?
To many in the community, these approaches appear fundamentally at odds with one another. One prioritizes recovery, stability, and public safety, while the other has become increasingly associated in the public mind with open drug use, repeat emergency responses, criminal activity, and deteriorating conditions in public spaces.
What measurable outcomes are the commissioners using to evaluate whether the Harm Reduction Health Center is genuinely improving conditions in Clallam County versus perpetuating the cycle of addiction, incarceration, and emergency intervention?
Additionally, has the county conducted any comparative analysis between individuals successfully connected to treatment or recovery through Operation Shielding Hope and those who continue cycling through harm reduction services, EMS responses, law enforcement contacts, emergency rooms, and the jail system?
Residents are increasingly asking whether county policy is truly focused on helping people achieve recovery — or simply managing addiction indefinitely while taxpayers absorb the growing financial, environmental, and public safety costs.
Answering your question about a local comparative analysis between Operation Shielding Hope and harm reduction services would require considerable county resources and tracking data that doesn't currently exist locally. If you genuinely want to understand the systemic data behind this, it would be highly beneficial to do your own research using Google search terms like "Post-Overdose Response Team effectiveness evaluation" or "co-responder model EMS and jail diversion studies." Nationwide research on these exact models—such as the RIMO pilot study or evaluations by the National Association of Counties (NACo)—consistently proves that proactive co-responder teams drastically reduce repeat 911 calls, arrests, and emergency room cycling compared to passive care alone, because they provide an immediate offramp to treatment during a crisis. Approaching this with a focus on proven, evidence-based data, rather than framing public health as a political battleground, reminds us that the individuals cycling through these systems are our neighbors and human beings who benefit most when we prioritize solutions over division.
Why is there no tracking data available locally? Because it costs the county money? Considerable amount of resources? Resources need used appropriately. Aren’t these people worth it?! It might not be data put on tech but there’s definitely a large amount to be collected by sight if you look around. Harm reduction is not working.
Cindy, the big question is, who or what entity is tracking data? Data is only as good as its source, but I absolutely agree with you, Harm Reduction is not working by looking around. It has become a menace to society.
Dont feel too bad. You can hand some folks a stack of peer‑reviewed studies thick enough to stun a bear, and they’ll still squint at you over their coffee and say, “Well, I just believe in common sense.” It’s a remarkable strain of common sense that works by ignoring every piece of evidence and announcing, “My gut feelings have eminent domain over reality.”
Monkey It sounds like a bunch of your normal jibberish again. A solution you lack just more criticism of the good people at CCWD. I hope you put up a Jake sign. People can not read French!
My regret is that I didn't video tape the man destroying the sign and tell him to calm down, that its just a sign. However, there were 3 of us who watched this man in complete disbelief. The look on his face when he pulled the sign showed so much aggravation especially when trying to remove the metal stakes. He tossed those aside and began rolling it up. Threw it in the back seat of his car while a woman in the front seat of the car was also watching. The sign was on public property. The soccer fields in Agnew. I just cant imagine a "sign" making me that upset. Get a grip! Lets just hope he never counts ballots!
TDS is a real mental affliction, a cancer eating away at some people's ability to see reality; only the propaganda they are fed by the cult vortex which is sucking the life out of them, and anyone they come in contact with.
RCW 29A.84.040 specifies that removing or defacing lawfully placed political advertising without permission is a misdemeanor, punishable under the same provisions as RCW 9A.20.021, which allows for fines and/or up to 90 days in jail
2
Separate Violations: The law clarifies that the defacement or removal of each separate political sign constitutes a separate violation. This means that each individual sign affected is treated as its own offense, but an act against a single sign (removing and then destroying it) is generally considered one violation for that sign
3
Additional Charges: Violators may also face Criminal Trespass if they enter private property without permission and Malicious Mischief if they intentionally damage property. These are also misdemeanors and are considered separate from the removal or defacement charge itself

Practical Implication
If a person removes and destroys one campaign sign, state law considers it one act of unlawfully removing/defacing political advertising. However, if multiple signs are removed or defaced, then each sign represents a separate violation. Any act of trespass or property damage could lead to additional misdemeanor charges beyond the single violation for the sign itself.
In summary, removing and destroying the same campaign sign is counted as a single violation, but removal or destruction of multiple signs, or combining acts with trespass or malicious mischief, could result in multiple charges. Always ensure compliance with property rights and election laws to avoid misdemeanor offenses in Washington.
Funny, in the eyes of the PDC which is working with the campaign to avoid a $30,000 fine, that is two signs because it has a front and a back. We would be fined twice if it were not in compliance. Will this person be fined twice for stealing two signs?
Maybe French will enforce the RCW... We need TWO new commissioners. The Frenchies are getting scared. Suing over font size, pulling down signs, there is fear in their TDS hearts.
Yes, exactly John. On camera a person CLEARLY with a crumpled up political sign in possession, witnessed by several, filed report, license number of the vehicle used in the act can be run by law enforcement. What more is needed AND a report has been filed. Law enforcement notoriously say can’t take action against anyone unless the act has happened or is in progress, okay now what? Can a citizen arrest be made?
You think you are so cool, so in tune with the 60s and 70s vibe.
In the words of John Lennon:
If you want money for people with minds that hate
All I can tell is, brother, you have to wait
If you go carrying pictures of chairman Mao (in other words your stupid stupid socialist BS ain't gonna make it man)
You ain't gonna make it with anyone anyhow
Yeah Vietnam was a horrible war that got 50,000 Americans killed.
But fools, an atomic explosion in Seattle by the Ayatollah, well that's a million dead. But no worries eh? Then you just blame Trump for NOT doing anything. Stupid stupid people...
It doesn’t surprise me that the tribe backed Jim Stoffer but I tell you one thing if it was his grandchild or child, he would sing another tune!
Back in 1982 when my son was a toddler, I was ridiculed by a couple in the mall for putting my son on a leash. Oh, so you have a puppy dog now they said. I said no I’m keeping him safe. There have been a lot of child snatching lately and I wanna keep my son safe and also he’s very quick and trusts everybody so I asked them., Wouldn’t you do the same to keep your child safe? They didn’t have a response as a matter of fact, they ended up agreeing with me at the end of our conversation. This was in California at the Cerritos Mall. It also doesn’t surprise me that they’re not giving credit to the fire department and paramedics and people who are getting folks turned around from drug use and abuse and actually helping them instead of enabling them. Jake Seegers for the win!
Blessings to all for a wonderful and safe weekend!
I remember my brother having a wrist leash back in the 80's as well. We lived in Lynnwood at the time & it was smart. When I had my own son in 2012, I got him a monkey backpack where I held onto the tail. He loved it & even though he was good about holding my hand (most of the time), it was just a tool for added precaution that I felt justified as a parent to use for the safety of my own child. I got a lot of snears at the time but I also got a lot of congratulations for finding such an innovative way of keeping my son close to me.
About that stolen sign ... has the information and pics posted on CCWD been forwarded to the local police for action? Be fun to watch that process as it plays out ... And, of course, I'm waiting with bated breath for the French campaign to publicly scorn and disavow such actions ...
Cool! Be fun to follow the saga as it unfolds. Can't let the local gendarmes use the old, "We are so overworked and understaffed that we can't follow up on such a petty infraction" excuse. This kind of stuff is bedrock for election interference, which of course the current county execs promise will never happen here.
Sounds like a repeat of the Madeo (sp?) guy who was killed in Sequim Safeway parking lot, except worse crime. Silence, do nothing, story gets out to public, whamo , police arrest suspect, goes to trial, gets convicted. Justice is served.
Good catch, Lori! And thank you for getting out there for us. Stealing signs needs to have more consequences. It's not a game, it's not funny, and it interferes with safety and voter oppression/suppression. But we won't see a change until it happens to Mike French's campaign.
These are scary times in CC, especially for children. Child sex offenders are allowed and encouraged by our political and legal system to repeatedly reoffend. Where are the red dress cos players protesting this egregious issue? Thank you, Jeff for another great week of reporting. JAKE SEEGERS 2026!!
How about that full-page ad in the weekend PDN on page A12 by the JKT telling everyone why they should be given the Dungeness and Protection National Wildlife Refuges? They're such fabulous stewards of the land, doncha know. Holy Macaroni ....
The funniest part about Stoffer is he lurks around pages on FB that are supportive of CCWD. When someone makes a negative comment Stoffer is right there clicking like on the comment. He is such a tool!
BTW, John Worthington, I thought of you a lot in this song. You were the father of the whispers long before all this came to light. There isn't enough to pay you back.
We hear ambulance sirens every morning in PA between 7 and 9 a.m. and we know what it is -- somebody's boyfriend or girlfriend or brother or mom is unconscious and can't be wakened. They go off to Serenity House or the apartments on C Street to waken junkies out of their fentanyl sleep. Shielding Hope perpetuates the drug problem and solves nothing.
And who are the partners? Police, fire personnel and the taxpayers of Clallam County/PA. Shielding Hope has done nothing but shield first responder jobs. It pulls police into overdose calls when they should be out patrolling for numskulls who perpetrate crime in PA. How about stopping some of the drug pushers we see on ebikes with backpacks full of goodies? I know they're not going off to Peninsula College or PAHS.
Time to pull the plug on this nonsense. Just hire more police and get the junkies off our streets!
What is it that justifies campaign sign destruction, stickering public property and survey destruction ? Why is anyone threatened by candidacy of a common sense speaking person ? Last question; why is all of this lawlessness and disrespect attributable exclusively to the left leaning ? Indivisible Sequim and the LWV have one strong bond in common; divisiveness. Ironic in Indivisible Sequim being so incredibly divisive. Mike French's validation of property damage is the very permission that campaign sign destroyer was motivated by. In the liberal world, if you don't like the cuisine offered by any given restaurant, by all means burn it down. I am tired of the misguided unthinking believing exclusivity in righteousness. Another irony; the sign that unthinking soul destroyed may represent his salvation.
Wanna get a 90+% reduction in ODs? Lock the addicts up! These drugs are against the law, so there is no excuse not to. If you take away their drugs, or force them to leave Clallam County, you will not have much of a drug problem. Do the Commissioners really need to have this explained to them? It's their red carpet, pizzas, and boofing kits that attract bums and addicts from all corners of the country? How many do you think would come to Clallam County if they were immediately arrested for using illegal drugs, and jailed for a harsh withdrawal period. Frankly, I think most would head south to greener pastures. Problem solved. OH, you don't want to do that? I guess you are making a lot of pocket money by laundering the aid that flows to solve the "homeless problem". Why do we not demand that the laws against illegal drug use and vagrancy and urban camping be enforced? Hello?????
NOI-All we hear is crickets, no answers to questions. Our leaders are passive enablers & pass the buck any chance they get while collecting their $120,000 plus benefits per year per Commissioner! THAT’s “OVER” $10,000 PER MONTH. They are going to take the path of least resistance, smile, tell you what you want to hear, turn around & do the opposite & vote whatever way keeps their paychecks coming. FOR $30,000 A MONTH, we should expect towns with a lot less problems, for $360,000 a year our towns are quickly turning into guettos. Nothing is improving not even taxes! THE ONLY IMPROVEMENT IS THEIR PAYCHECKS…What a CON!
This now officially admitted "old" relationship that Jim Stoffer has had with the notorious Ron Allen, and the Jamestown S'Klallam tribal government, has now been legally established and confessed to, which I find most interesting and highly useful to have as evidence of the dubious and very likely criminal "back door operations" that many good folks have long suspected~! Oh NO! Randy Johnson was lying to me when he recently claimed that "The only closed-door meetings that the Clallam County commissioners ever had were related to ongoing lawsuits"~! I am shocked that a politician would lie~!!! Ya, right!!! Thank you Ron Allen, because your grotesque out-of-control self-serving ego is only eclipsed by your incredible lack of Intelligence and honorable professional business acumen! Of course, Ron Allen has not confessed to any specific racketeering crimes, however, he has generously admitted to a highly questionable collusion between the Jamestown tribal government and Individual/s who are supposed to be strictly acting on behalf of the public will of Clallam County residents and taxpayers. If nothing else, this all confirms that the criminals in our Clallam County governmental system are in fact holding "closed door meetings" that they definitely do not want the residents of Clallam County to ever know about. That my friends is THE tip of the iceberg problem and we have every right to be deeply concerned about it~! Obviously, this all sheds a light on exactly why "we" are being ignored when our valid concerns are being made about the transient drug problem, the so-called "harm reduction" catastrophe, the continuing expanding crime wave, the fast-increasing taxes and "fees", the unlawful surrender of OUR public properties and lands, the clearly growing governmental power grab at the direct expense of our freedom and rights, and the constant bullying and racial attacks from the Jamestown tribe and the "usual suspects" in our own government servants who are supposed to be doing what we want! I have to remind folks that the very recent connection of large-scale drug dealers who were arrested at the Jamestown S'Klallam casino hotel, was quickly revealed to be directly linked to a known local drug dealer and a specific local judge who is at this moment being investigated for numerous suspected wrongdoings~! How do large scale drug dealers find their way into the cozy high-end luxury accommodations of the Jamestown casino hotel? How many times have they previously stayed there operating their volume drug sales business? Exactly WHO in our community was facilitating and profiting from this organized large scale drug operation? Where are the police and local court system on their investigation of these serious questions? Is this "harm reduction" operation being forced on us and actually run directly or indirectly by the same criminals who are also involved in bringing these same drugs into our community? Keep in mind that these large-scale drug dealers were definitely NOT supplying the small-time drug sellers and the homeless of our community, they were selling drugs to the local dealers who were supplying the small-time drug sellers and the homeless (and our children)~! How did these out-of-town large scale drug dealers even learn who to sell all of these drugs to??? Craigslist ads? Billboards? The Chamber of Commerce? HA! That may sound far-fetched to some, but that exact same kind of criminal conspiracy is revealed in many other locations, involving every crime for profit on the books, every single year in the US, because it is EXACTLY what organized crime does! It "organizes" crimes and criminals for profit~! These criminals have no rules and laws are merely minor speed bumps to be ignored... Make a small problem FAR worse or create a problem that never existed, force the community to fund solutions that are intended to fail but sound good to the sheep, profit by fueling the problem, and claim that the intentionally failed solutions are working while denying they are failing - at all costs because the profits are TOO great to give up! All while the local community is forced to pay for its own decline in taxes, financial disasters, and blood, left wondering how their community was so quickly destroyed~! And the criminals in government "pull the rip cord on their Golden parachute" and "retired" leaving the community in ruins and facing all of the bond debts and other financial obligations that they never realized were eventually going to blow up in their faces to bankrupt them~! Oh, Golly Geee, where have "we" seen this before~? We had better get our act together, because these criminal psychopaths in government management are going to keep destroying our beautiful community here if they are not removed and replaced with honorable folks ASAP~!
Those stickers showing up all over the town. It seems that in the eyes of Washington's campaign finance laws, Mr. French can be considered responsible for them. Either he had knowledge beforehand (in-kind contribution) or he did not (independent expenditure). In either case, they comprise "electioneering communications" and should be so tagged. One of the main goals of Washington's Public Disclosure Laws is to prevent this kind of "anonymous" mischief. I believe it would be worth an inquiry.
I have never read a more ridiculous statement attacking Jeff Tozzer than this one on NextDoor, have you?

I notice that the CC Watchdog is frothing over campaign sign theft, and putting stickers on Mr Seegers campaign signs. Where, I ask, was Mr. Tozzer when I posted in 2024 that my campaign signs in my own yard, were being stolen, and that my cars had been egged and keyed? Where was the uproar when the back window of my Porsche Boxster was kicked in? And just this week, one of my yard lights was kicked over. But Mr. Tozzer seems to be much more exercised by damage to his candidate's signs than political violence in general. I find that very interesting, don't you?
This guy really has it out for Jeff. He has 2 separate accounts on nextdoor, and posts some kind of jab at him or Jake back and fourth between his 2 accounts every few days. I always envision the people who support Walt like clapping seals lol

Two signs is two signs. If the owner owned the easement, that's two signs, trespass and malicious mischief. 4 misdemeanors.
What matters here:
Total dollar value of damage or loss for the two signs.
Whether signs were removed/stolen (theft) vs. damaged.
Any prior convictions, especially for similar offenses.
Whether prosecutor charges multiple acts in a single count or aggregates value.
Maybe French will enforce the RCW... We need TWO new commissioners. The Frenchies are getting scared. Suing over font size, pulling down signs, there is fear in their TDS hearts.

PS, John, you are the best!

That breaks my heart! Useless parasites are what they are.
Sincerely, Mike
Those stickers showing up all over the town. It seems that in the eyes of Washington's campaign finance laws, Mr. French can be considered responsible for them. Either he had knowledge beforehand (in-kind contribution) or he did not (independent expenditure). In either case, they comprise "electioneering communications" and should be so tagged. One of the main goals of Washington's Public Disclosure Laws is to prevent this kind of "anonymous" mischief. I believe it would be worth an inquiry.
Donnie please feel free to inquire, inquiring minds would like to know……
I have never read a more ridiculous statement attacking Jeff Tozzer than this one on NextDoor, have you?

What signs did he have on his yard, in his car, and on his shirt? Pretty extreme and not one phone call to authorities?
