I can tell you from personal experience that stopping high level and street level dealers that are compounding the problem of addiction is not a priority in Clallam County. A year and a half ago, while waiting in my car for my son in the Sequim Safeway parking lot, I witnessed people driving up and walking up to a man openly dealing drugs. What followed was the man going back to his truck, getting a backpack out, openly displaying cash, and then getting in a brand new truck with out of state plates, while the driver and the man sat in the parking lot. I forwarded what I observed, including license plates and descriptions of people involved to the Sequim police; however, no one ever contacted me. While I agree that addiction is an individual choice for which individuals should be accountable, as a parent I feel there are young people who are vulnerable and our priority should be getting these dealers and their drugs off of our streets. Give them real jail time that reflects the number of lives they’ve adversely impacted and stop accepting their drug money for bail and adding it to the county’s coffers. Human trafficking, sexual assault, violence, and theft stemming from drugs is destroying our community.

drugs after the police confiscate his inventory. Who is financing this operation? It

One would think after the second time a court order could and should be obtained from a judge to track this person’s vehicle. With the millions spent on drug enforcement procedures to hand it off across state lines should or could be in place. The illegal amounts of money and intimidation will close the eyes for most. Court orders can be obtained but probably difficult but possible.
When we moved here, we heard that there was actual, crips/bloods style gang activity in Forks. I was skeptical, but now I’m 100% positive that at least one cartel considers CC amongst their best clients. The evidence is clear. Our location, and easy access to Canada is not the only appeal. CC will not only allow open drug use, they’ll give you every tool you could possibly want to ensure you successfully get high with zero consequences, and narcan you if you OD so you can do it again.

Just visit the down town Safeway in Port Angeles, they don’t hide, drug use in plain sight .We have become too soft and we need to change our policies on how we deal with this big problem. Commissioner Ozias is the ring leader, French is learning the ropes, and Johnson is just trying to get along. Ozias' new position as President of WSAC is designed to infect the rest of the state with the strategies he's had success implementing locally. Clallam County won't change their models because of the money that NGO'S, and the MAT clinic receive. They're all "for-profit" IMO.
I wonder if they are getting kickbacks to look the other way.... If not, they are scoring big with laundered money from the NGOs that deal with the "homeless problem". Why else would they so blatantly turn against the constituency?

I feel sorry for the management and employees of the Safeway on Lincoln and 3rd, and not just because of the most recent video linked here. About two years ago I had finished picking up some groceries and was headed in my car towards one of the exits onto 3rd. On the north side of the parking lot there were 4 youngish men sitting on the curb. This was in the summer and they each had at least one sleeve rolled up. As I drove passed I could clearly see that one of them had a tourniquet on his left arm above the elbow, while his right hand held a syringe and needle that was inserted in a vein. The others were waiting their turn. One could see the Courthouse from there. They didn't even try to hide behind a bush or vehicle. Ironically (or perhaps not) right across 3rd Street is the office of Clallam County Health and Human Services.
We don't buy a lot of hard liquor but about 6 months ago I decided to get some while in that Safeway. I discovered that all the hard stuff was now locked behind plexiglass, a sight well known to residents of Seattle but new to me. I had to ring a buzzer to summon an employee to open the locked door and get out the bottle I wanted. I asked the employee if the change was a result of shop lifting and she confirmed that it was. She did not let me put it in my cart to take to checkout. She took it to a separate area. When I checked out I was to tell the checker what I had selected, the checker retrieved it and rang it up with my other purchases.
There is usually one or more disheveled persons at the 3rd Street exits begging for money. What do they spend it on? In the video linked there is a blue car parked in the far northeast corner of the Safeway lot behind the gas station with several people standing around. Last Wednesday, 1/31, I saw a different car parked there, windows down and several people milling around outside. I saw that the occupants of the car and those standing next to it were handing something back and forth. This being the morning of New Year's Eve I am sure they were just exchanging last minute stock tips. No, seriously, I believe this is a known location for drug dealing. If you give money to the beggars as you exit the parking lot they will head over to get their fix once they have collected enough. All within 100 yards of the County Courthouse.

NOI, I really don't see the difference in low-barrier (no-barrier) housing and the old opium dens of SF Chinatown. Opium dens stocked the drug and tools to use it, like pipes, blankets, pillows etc.
Chinatown itself was hardly ever visited by police, and the opium dens were almost completely ignored. So, the apartments will actually be meth den crash pads. How many addicts can you fit in an apartment? We'll see.

Thank you for reporting on this problem. Most of us in Clallam County know we have a drug problem and not a homeless problem. Just visit the down town Safeway in Port Angeles, they don’t hide, drug use in plain sight .We have become too soft and we need to change our policies on how we deal with this big problem. It’s actually cruel what our county/city are doing , we are enabling this drug induced lifestyle,and creating zombies that roam the streets.
Why is the term "The New Norm" always forced upon the good folks of society, as if there are no other possible options~? What kind of deranged evil criminal monsters would "declare" that Americans, who are THE absolute owners of this land, must now accept this HIGHLY questionable "New Norm" garbage, without question, as if some all-knowing egomaniac peckerheads have already made the most critical and important decisions without ever bothering to open the subjects up for a healthy public debate or God forbid an actual legitimate vote~? The flip side of that is that it is also my duty to do my best to see that Americans know of REAL threats that exist, the most serious of which are always intentionally hidden from "us" by the very criminals who definitely don't want their evil plans to be known by their intended victims... Americans just need to know the truth about government and the REAL potential threats, and then they can calmly make better decisions... Yes, we now all need to get "worked up in a positive way" so that we become motivated to take the right steps now. A relatively small effort today, can very easily avert the need of having to spend FAR more time and money to address an even bigger problem in the future~!

Commissioner Ozias is the ring leader, French is learning the ropes, and Johnson is just trying to get along. Ozias' new position as President of WSAC is designed to infect the rest of the state with the strategies he's had success implementing locally. Clallam County won't change their models because of the money that NGO'S, and the MAT clinic receive. They're all "for-profit" IMO.

NOI, I believe the kickbacks, at least obviously for Ozias, is extremely politically motivated. He's heading out of town to bigger and better hunting grounds, so I don't think he cares as he will not be running again in Clallam County, thus the blatant disregard for the citizens. He is carrying the torch to Olympia by paving his way on the yellow brick road.

I feel sorry for the management and employees of the Safeway on Lincoln and 3rd, and not just because of the most recent video linked here. About two years ago I had finished picking up some groceries and was headed in my car towards one of the exits onto 3rd. On the north side of the parking lot there were 4 youngish men sitting on the curb. This was in the summer and they each had at least one sleeve rolled up. As I drove passed I could clearly see that one of them had a tourniquet on his left arm above the elbow, while his right hand held a syringe and needle that was inserted in a vein. The others were waiting their turn. One could see the Courthouse from there. They didn't even try to hide behind a bush or vehicle. Ironically (or perhaps not) right across 3rd Street is the office of Clallam County Health and Human Services.
We don't buy a lot of hard liquor but about 6 months ago I decided to get some while in that Safeway. I discovered that all the hard stuff was now locked behind plexiglass, a sight well known to residents of Seattle but new to me. I had to ring a buzzer to summon an employee to open the locked door and get out the bottle I wanted. I asked the employee if the change was a result of shop lifting and she confirmed that it was. She did not let me put it in my cart to take to checkout. She took it to a separate area. When I checked out I was to tell the checker what I had selected, the checker retrieved it and rang it up with my other purchases.
There is usually one or more disheveled persons at the 3rd Street exits begging for money. What do they spend it on? In the video linked there is a blue car parked in the far northeast corner of the Safeway lot behind the gas station with several people standing around. Last Wednesday, 1/31, I saw a different car parked there, windows down and several people milling around outside. I saw that the occupants of the car and those standing next to it were handing something back and forth. This being the morning of New Year's Eve I am sure they were just exchanging last minute stock tips. No, seriously, I believe this is a known location for drug dealing. If you give money to the beggars as you exit the parking lot they will head over to get their fix once they have collected enough. All within 100 yards of the County Courthouse.
