The commissioners did not reply to yesterday's email asking if Clallam County is better off than when they took office. Here is today's email to the commissioners and Health Officer Berry:

Dear Commissioners and Dr. Berry,

After reading the article below, I’m left with a straightforward concern: why is Clallam County not consistently enforcing existing laws meant to protect public health and safety?

State law (including RCW 70.05.060) is clear that local health officials are responsible for preventing and abating conditions that are harmful to the public. Yet residents continue to report open drug use, indecent exposure, and unsafe conditions in public spaces—often without meaningful intervention or follow-up.

A few questions:

What specific enforcement actions are being taken to address these ongoing public health and safety violations?

How do you reconcile current conditions with your statutory duty to abate nuisances and protect the public?

At what point does non-enforcement become a failure to uphold state law?

What measurable outcomes should residents expect to see change—and on what timeline?

I would appreciate a clear response, as I intend to share your answers in full.

The big change will only come when the majority of the voters vote in a republican governor that will get rid of all the radical ignorants in charge including NGO'S.Big populous city radical auditors that are controlled need to be exposed for allowing fraudulent envelopes.Wa state maybe the only state that allows envelopes to be counted up until certification of election which just gives cheaters all the necessary time to win every election they want.The mass years of cheating that has been allowed is almost unbelievable.Not a republican governor since 1981 'Spellman'.

UFOCCWD Don’t you think things can be much more effective locally if people focus their energy on fixing local issues instead of at the state level? Residents are able to improve where they live and control their towns instead of waiting for candidates at the state level to get voted in. Act locally. I agree voting in others needs to be done too.

I agree if enough conservatives can win local positions that will not be brainwashed by high end elected can change course.The problem that most of see here is most of these local board members and some others are being controlled by high end state elected through NGO's.Smaller cities do have a better chance and only chance of changing policies by electing better leadership if majority will show up at elections.My point was for earlier post was a statewide problem that we have had for so many years.Another problem counties have is these radicals claiming to be non-partisan when running for elections then once elected turn out to be radical leftist.

Wise heads than mine have expressed that same opinion. I have noticed that a local "grass roots" effort can change not only state but national policy. I believe that when our government representatives ignore our wishes. A referendum process can become an effective device. The "Three Strikes" law in California reduced crime until local judges and prosecutors neutered it. The same phenonium occurred with Prop 13.

I don't like the three levels of government but my strongest contempt is reserved for the judicial branch. We are ruled by biased ideological interpretations of case law in my opinion. That process subverts democracy.

Until the voting laws in this state are fixed, we will never have a Republican Governor: Zero state residency required to vote, no proof of ID or citizenship required, watered down signature checking, mail in ballots, overseas voting (that's not limited to the military), extended voting past election day. That it is so easy to cheat in elections in this state is the point: It is easy to cheat.

Ipso facto am optimistic about our future. The problem of voter cheating can be solved legally and mechanically. Formerly I was under the impression that a significant number of Washington State residents suffered from a severe state of mental illness which caused so many faulty elections.

I agree with you 100%, Gayle! The voting system in this state needs to be overhauled! It's everything you listed here, and more. We can't forget when you go to get a WA St. drivers license, you can get signed up to vote. From the research I have done with regards to voting in WA ST (and other states), the gov does manipulate the votes electronically, as well.

I agree to some degree. The former sheriff who ran for governor the last time was a good candidate though. I think he would have had a chance had sideshow bob not promised that he would not raise taxes. Of course, the sheepole believed him.

The Republican Party might be too divided in ideology. I believe we are watching a split in the party between three groups. The neo-cons want to destroy Iran because of a possible nuclear threat to Europe and the US. The libertarians don't wish military involvement and the business CEOs don't wish to see the Brent Crude at $150 a barrel. The market would plummet followed by recession and nobody wants that outcome. Do they?

I am distressed by the abundance of human feces and colostomy bags also but the state of Washington has not been ruled by a Republican governor for over four decades. I fervently hope the reason is election fraud and not mass hysteria and alien values. I believe that conservative voters are leaving the state. I am happy though to realize that we have voters willing to stay and fight.

How does the right to equal protection under the law fit into this puzzle?

In addition to failure to uphold and enforce local laws, is there a possible federal nexus here?

Are there federal funds being received by Clallam County and the city of Port Angeles that require those entities to be in compliance with public health and safety requirements?

Would taxpayers be liable for damages, harm and legal defense costs arising due to actions of the county and city officials presently refusing to honor their mandated and sworn duties to protect public health and uphold the Constitution of the Federal (and presumably state) Constitution?

Seems that we should be filing complaints.

This one may not be as direct as some would like it to be. I would imagine that for a complaint to have merit and for this date to take action one would need to be able to demonstrate that the public health officer was aware of whatever situation the complaint alleges. As such when someone has first hand knowledge of the need for the board of Health to take action they should directly report the matter to the health department and request updates as to the action the health department will take. It would be at that point that the health department's failure to take action would justify a complaint to the state.

In Washington State, the primary remedy for a local health officer’s failure to enforce RCW 70.05.060 (which outlines the powers and duties of local boards of health) is found in RCW 70.05.120.

If an officer refuses or neglects to obey or enforce the law, the system provides both administrative and disciplinary pathways.

1. Administrative Complaint & Removal

Under RCW 70.05.120(1), any person may file a complaint with the State Board of Health regarding a local health officer's failure to carry out the laws or regulations. The process generally follows these steps:

Jake, I smelled it and I wasn't there. It is the smell of wasted lives. Sink or swim, that is reality. The one line in Saving Private Ryan really affected me. “Earn this.”

A reminder to live with intention, honor your time, and choose purpose over distraction. Life isn’t about titles or milestones… it’s about how you use the days you’re given.

Dennis, I like "Dr. Berry has to go!" with a picture of a colostomy bag. HTG, I use to have to teach and train patients on colostomy care. It is the only time I ever gagged in front of patients and felt horrible whenever I did. 'That Smell' is a perfect backround against Harm Reduction homelessness.

My thoughts are that exact locations, dates, times, and first-hand knowledge with photos delivered to the BOH initiates the "notice" to act. From there their actions dictate when a formal complaint would be received and acted on.

Some research might also be in order via public records requests of the state and county BOH to look at complaints in general and similar complaints and outcomes to understand how they operate.

Don't overlook the shop owners' doorways, public parks, and sidewalks. How do we extend this accountability to other non-performing entities, including prosecutors, city police, the sheriff, and the three commissioners? Could citizens initiate a class-action lawsuit? It seems we have accumulated a substantial amount of verifiable evidence over the years.

It's all in the proving, but the health dept should be required to find the proof BEFORE anyone gets a disease. ESPECIALLY if reported. Health Departments are based on PREVENTION. Poop alone has bacteria enough for a health department activation investigation ESPECIALLY around water and water sources.

I am as well, but I think that reality would show that while the progressives show up and get involved those who don't see it the same way fail to act and as a result knowingly have handed over control.

Opposition, imo, does a terrible job at aggregating force and fails to focus on what moves the needle.

I have finished my letter to the head of the state Public Health dept. I included pictures Jake/4PA had in the article. My husband said they were horrible but not more disturbing than many around the country. Isn’t that a sad state of affairs? Trust me when I tell you, sending the written word with photos gets so much more attention than emails. I almost always get a response, even if it isn’t the one I’m looking for.

I did note that our three commissioners are the ones that should help with citizens problems. However, hard to do when the commissioners are the problem. What a system!

Yes, I stayed up in the wee hours of the night to write a public health summary to Mr

Worsham. I included pictures provided in the article as well as a disappointing list of failures in public health by Dr Berry and her 3 colleagues that seem to know nothing. I urge anyone that is sick of Clallam County being changed in the worst way, to please let the head of public health know. Reporting it to those in charge, should be our county commissioners. How extremely sad that they are the culpable ones.

Great article Jake and Jeff. It hurts my heart to hear of the exposure your boy witnessed. It's amazing how local government wants to tax us and forget their lawful duties.

Government must do better. Harm Reduction cause based , responsibility drops on Dr. Allison Berry. Do better with our dollars!

I think all the citizens deserve better than continuing finger pointing away from the task at hand. There should never be this level of trade-off from a corrupted program.

The responsibility of the maintenance of the county rests squarely on the head of our public health officer. Dr. Allison Berry is not expected to clean up the discarded “harm reduction” kits, she is expected to oversee that such work is done. Taking advantage of hard working volunteers, is a cheap political move that when it works much praise is tossed around. What about the constant recleaning? Does Ms Berry consider her obligation is being addressed? She clearly does not understand “Public Health”! I hope my report to the head of Public Health for the state will shed light on her poor qualifications for such a job. Dr. Berry, the Covid crisis has passed, now pay attention to current issues. How can you look at Jake’s 4-PA pictures and not realize where public health energy should be allocated?

RESIGNATION OR REVITALIZATION?

Thank you Jake for pointing us towards ways to end the big pink elephant sitting on the court house lawn. Your solutions don’t throw it back on the citizens to solve through vigilantism but rather a collaboration of the citizens and the local government to come together and use the resources that ARE LEGAL AND AVAILABLE.

By definition, CC is in the middle of Street Anarchy. We cannot begin to revitalize the county without solving a basic need for safety and security.

We were brainwashed that Harm Reduction was the answer to overdoses all the while ignoring the key element to reducing overdosing is cessation of addiction. There are things worse than death, it’s called slow painful death….that, to me, is the definition of Harm Reduction.

Your son's exposure to indecency, you getting exposed to infectious diseases thru human waste and discarded drug paraphernalia, and your friend getting dirty from some else's filth. Not mention what you saw at each site that I'm sure you'd rather not share and just forget. Evil people seek to take what is innocent and good and spoil it for their own Godless ways. Clallam County has become a playground for drug trafficking and human trafficking. Our leaders really do not care. They want a gov't public relations officer to help justify their corruption to the public instead of revising their ideological policies to better the entire community. Jeff and I were reflecting this week about what happens when our community demands change.

This week was a win for Clallam citizens and a loss for leaders clinging to failed policies. As Scott said, our current situation is the result of their choices; our future will be the result of ours. Leaders must pivot or be voted out. Change is coming.

My regret, ( remorse ? ), for what Jake Seegers son experienced. Now living the life of a Senior I see naivety in all things sexually related as a treasured asset. There truly is no benefit to accumulating as much sexuality knowledge as possible, as soon as possible. Some sexuality schooling on the part of adults is important to help our youth avoid undesirable situations, but again there's no hurry. I'm frustrated by the safety responsibility chain you reveal. I find our local BOH leader both educationally brainwashed and driven by naive misdirected compassion that ignores reality. Unfortunately Allison Berry can only be removed for incompetence by our State Board of Health which also mandated the injection of unsafe and ineffective experimental toxins. The State BOH is equally brainwashed by the pharma controlled medical training institutions. Aside from the need for new leadership on our BOH, the laws that allowed them to mandate the injection of experimental toxins must be changed. Let the BOH take their case to our Sheriff who knows law enforcement and the Sheriff can then decide on enforcement. I would hope our Sheriff would allow anyone smart enough to not inject experimental toxins to dine at a restaurant. Regarding the revolving drug / homelessness issue, the only solution I see is to make all illegal drug distribution complicity lethal. The recent lethal destruction of drug trafficking boats is an example. Providing drug dealers a roof and meals for life is an insufficient deterrent. Addicts cannot become addicted, if the drugs are not attainable.

Jeff I agree, best article yet by Jake! Most drug & alcohol leaders have had past histories themselves. Sometimes they grew up with addiction or were addicted themselves but nevertheless they have life experience which qualifies them to treat & manage the sickness. Some treatment facilities require the addiction life experience to get jobs in the field to treat others for addiction because there is a lot of issues around addiction that others haven’t experienced, ie., trust & betrayal issues, control issues, etc., etc. I wonder what PERSONAL experience our County Commissioners, Ozias, French & Johnson have in their resume that qualifies them? What about the personal experiences Wendy Sisk & Allison Berry, MD have? It is always about what you don’t see……nothing is wrong with being transparent until you aren’t. However it’s important to note & my point is the struggle is real. When you are an enabler, codependent, addict or whatever it is a lifetime struggle & never ever stops or goes away. Consequently enablers & codependents can relapse & may be equally in need of help to live clean & effective lives.

There seem to be two trains of thought when they you're close to someone addicted. Anyone human would be hurt by losing someone as French has, but his reaction is foreign to me and others who understand that life is unfortunately this way. You can't bring someone back by your actions.

Lets all ask, ask, shame and demand that all of our "representatives" volunteer with 4PA regularly (weekly/monthly). I think the more these elected, and government employees can remove themselves and pretend what they are doing is just fine -- they won't be accountable.

I'm drafting an email to the commissioners, suggesting bringing in Dr. Berry for a commissioner Q&A session.

A few weeks back we had DCD director Emery for that session to discuss the RV ordinance, and while I wish I had gotten on the ball to notify the public sooner, I think it was still productive and beneficial to have that public interface. He issued a personal apology for inflammatory comments made, answered questions, and I think it did a lot to take the temperature down.

Its past time for the issue of "harm reduction" to be vented in the same manner.

This is obviously the governments mess~!!!

Just West of Sequim and off of the 101 Highway we have been monitoring a ravine that is being used as a dump by criminals who have no common sense, care for our environment, or soul~! Not many travelling South along the Sherburne Road exit off of the 101 Highway would notice that the ravine immediately to the Right (West) was filling up with a HUGE amount of garbage, but we noticed it and it is absolutely appalling~! Just ten years ago this was a reasonably clean community and now seeing garbage is a regular occurrence. I am sorry for the "garbage" that your son had to witness, and we blame the government and police for very intentionally failing to do their only jobs and duty. Why is the community still paying for these criminals in government, because they should be criminally prosecuted~? This is all of course planned and orchestrated to intentionally do harm to our community and those who live and travel here. These are the very same monsters who conducted the mass murder COVID democide, that too many STILL fail to understand or admit to, so everyone in the community should get ready for many more crimes against them. When SO many in the government attempt to murder innocent folks, there is very clearly nothing that they won't do~!

These "leaders" feel they need to provide services with no strings attached to be ""compassionate"" to addicts.

The believe that accountability is cruelty.

They lack honest governance as most are elite in where they live and how much they earn.....as they are not directly affected by these policies.

They are ideologically entrenched in their beliefs.

If this was caused by us conservatives (but we wouldn't let this get out of hand like it is), there would be angry protests and street marches!
