But don't stop there. To turn your public words into administrative action, file a formal complaint through the County's official portal:

The string is what anchors that attention to the ground, forcing the County Administrator, department heads, and HR directors to act on day-to-day administrative policies.
If you make a public comment but fail to file a formal complaint, you are letting go of the kite's string. The moment will pass, the attention will drift away, and there will be no administrative paper trail to force real follow-up. Let's fly the kite and hold onto the string!
1. I am still submitting official complaints as BOH meetings adjourn and the transcripts come in. I am getting timely replies through the HR complaint process, but no formal findings yet, since it's an ongoing investigation while these patterns of behavior and policy violations are being documented.
2. Todd hasn't given me an acknowledgment himself, but the HR director, Bonnie, has. I find that sufficient, as we know Todd is very busy with all the things and stuff his J.O.B. requires!
3. I didn't notice the video being cut off. When I watch the replays, the recording usually stops right after they officially adjourn. But, if you're talking about commissioners continuing to talk to each other after adjournment, before the recording is turned off—yes, that could potentially be an OPMA violation. Someone would need to pinpoint the specific meetings and file a complaint so the administration can review it and do some governance education to correct the behavior. Otherwise, they're at risk of OPMA violation fines.
4. I didn't notice today's work session time out, but I did walk away several times while the Zoom was going. I watched the recording afterward to catch up on what I missed, and it all seemed to be there.

General Fund Staffing: Budgets for 330.92 FTEs, while the broader, all-funds county budget stands at $144.89 Million with 439.57 FTEs total.
The Vacancy Loophole: The county continues to budget for 100% capacity on paper, even though its own state audits show it chronically fails to spend 7% to 9% ($2.3M to $3.5M) of its payroll budget due to hiring backlogs.
Stalled Local Projects: The broader county capital budget is set at $38.18 Million, but as we’ve seen in District III, key local capital funds (such as the Roads Fund and the Dungeness Reservoir) routinely carry millions in unspent, stalled-project variances.
The only thing that anyone has to understand regarding Clallam County's (and particularly Port Angeles') homeless drug problem is that the funding does not support the street victims. It supports those who are paid to cater to them -- professionals at PBH, the county's Harm Reduction Center and NGOs like TAFY and ReDiscovery. I don't imagine that any of those people are Jake Seegers supporters. They're more likely big donors to Ozias, French, the Clallam Dems, LWV and Indivisible.
In Port Angeles, we keep messaging and talking to PAPD about a house in our neighborhood where there are constant drug sales. Customers coming and going at all hours, delivery teens with ski masks on fat-tired e-bikes and cars parking on a side street while junkies go get their stuff. In reply, police ask us to call them to that house at every opportunity (noise disturbances, etc) so that we can do their jobs for them. How about they do their jobs instead of being junkie concierges downtown?
