The commissioners did not respond to an email calling for a serious conversation about OlyCAP's Safe Parking Program, the expenditures in question, and the fleeting transparency. Here is today's email sent to the two county commissioners who also serve on the Shore Pool Board:

Dear Commissioners French and Johnson,

This week, a widely shared social media post alleged that a man was injecting drugs outside the Shore Aquatic Center while families were using the facility.

Given that both of you voted to continue providing free shower vouchers through the Harm Reduction Health Center:

Why have you chosen to continue distributing shower vouchers through a facility that primarily serves transient individuals struggling with addiction and substance abuse?

Can you assure the community that pool staff are properly trained and prepared to handle situations involving drug users utilizing a facility that was originally designed for families, children, and recreational use?

What specific safeguards are in place to ensure that parents, children, and pool employees are not placed in situations they are neither trained nor equipped to manage?

Residents continue raising concerns about safety and the changing role of community facilities. A response would be appreciated.

Good letter, as always, Jeff. I wrote the French and Johnson last week about the pools shower voucher program. No reply. But it won't stop me from writing more letters and speaking up at meetings. We, as a community, will just keep piling up the evidence.

Commissioner French isn't just ignoring a community member when he fails to respond to Denise Lapio. He's also ignoring a member of Clallam County's Developmental Disabilities Advisory Committee—a volunteer who serves the public and is raising legitimate questions on behalf of residents.

That makes it fair to ask what happened to the "listen" part of Commissioner French's campaign slogan:

"I show up. I listen. I deliver."

Showing up is easy. Listening is harder. Responding to constituents when the questions are uncomfortable is where the public finds out whether elected officials truly mean what they say.

After 2 weeks, French doesn’t have any report to give?

He sits on 23 boards and committees…

yet NOTHING to report to the people?

These reports are empty fluffs of BS!

We have been getting to the Commissioner meeting early.

We stand outside and hand out Meeting Agenda’s, inviting people to come to the meeting at 10:00.

Some take the information, some have conversations..

Another article (FACTS) on the fight against these local demons.

If the Commissioners had balls.. they would take our community and make it wholesome, again.

Regarding allowing homeless to stay at 55 plus park; Compassion without situational awareness can unintentionally create risk — not only for the individuals offering help, but for every neighbor around them. Our county is not the same place it was decades ago as we know. Crime patterns have shifted, drug activity has increased, and opportunistic offenses now occur in areas that were once considered safe.

Many of our older residents simply do not see this change. They are not on social media, they do not receive real time crime updates, and they rely on personal history — “nothing has ever happened to me” — as their safety plan. That mindset leaves them vulnerable. I have friends in their seventies and eighties who still shop alone late at night because they genuinely believe the world operates the way it did when they were younger. They are not being reckless; they are being uninformed.

When individuals with untreated addiction or criminal histories — and many of these individuals are currently homeless — are invited into a residential park, the entire community inherits the risk. It only takes one incident: a theft, an assault, a fire. Comments such as “don’t you appreciate a compassionate neighbor?” or “if there’s no harm, what’s the issue?” overlook a critical question: how do they know there is no harm? Elderly residents are among the most vulnerable targets in any community, physically, financially, and situationally.

We should not wait for a tragedy before acknowledging that well intended decisions can have unintended consequences.

Our elderly neighbors deserve accurate information about how this area has changed. They deserve to understand the risks so they can make informed choices. And our residential parks deserve clear policies that balance compassion with responsibility and safety for all.

We cannot afford to ignore the vulnerabilities of those who are least aware of the dangers around them. Awareness is not fear — it is prevention.

Fear isn’t real. Danger is….. since the installation and mongering of terms used to unsettle citizens, the disenfranchising of the elderly is what many think is normal aging for them.

Far from the truth. Truth is the fragility against a stronger individual.

Teach what danger is and do they have the strength of mind and or body to deal with it before they open themselves to it. The greatest of intentions go south.

Give them a sensible path to take… options to take.

My son said that all of these "compassionate" people who promote the drug community should sponsor a homeless person. One each. It would get these people off of the streets and these "compassionate" people can see, with a "luck-of-the-draw" placement system, how great their compassion is!

Jeff, if you didn't report on these scary scenes around us, how many of us would know the real condition of CC. And residents are sharing posts of real time crime that would never make it in the local news. Thank you, everyone! Comm. Ozias regularly tells us that wildfires are a serious threat to our community. I indeed agree. But local arsonists are not? POP is concerned about fireworks setting off fires, but no mention of arsonists. The January 2025 Palisades fire was caused by arson. It's time we took this seriously and not allow drug addicts and the homeless to play with matches.

Yesterday, during the standoff in Port Angeles, a commenter said something that captured what many of us have been feeling for a long time: “This is not the sign of a healthy community.” That observation was not dramatic. It was accurate.

I would like to hear from the Commissioners, do they believe this is a healthy community? Because from where many of us stand, the answer is obvious. Residents see the decline every day. Visitors see it immediately. Yet week after week, they listen to public comments and respond as though we are not seeing what we see. As though raising concerns about public safety, downtown conditions, or accountability means we lack compassion. That is not leadership. That is dismissal.

Some months ago, a friend of mine visited, as she does every year. She wanted to walk downtown Port Angeles and along the waterfront. I told her I no longer go there. When I drove her through, her first words were, “What happened?” She chose not to get out of the car. That is the reality. And it is a reality that harms businesses, tourism, and the reputation of this county.

Commissioner Johnson recently commented on the lack of Canadian visitors for Ride the Hurricane, but dismissed the possibility that the condition of downtown Port Angeles might be a factor. That kind of reflexive denial is exactly the problem. Nothing improves when leadership refuses to acknowledge what is plainly visible.

Another concern is the deep alignment between this Board and the network of NGOs operating in the county. Many of these organizations rely on grant streams that reward the continuation—not the resolution—of the very problems residents are begging to address. When commissioners sit on boards or maintain close relationships with these groups, it raises legitimate questions about conflicts of interest and whether the public’s concerns are being sidelined in favor of organizational agendas.

This community is not beyond repair. But nothing will change until leadership is willing to step back, reassess, and confront the consequences of the policies and partnerships that have brought us here. Residents deserve a county government that sees what we see, hears what we say, and responds with accountability rather than defensiveness.

We need change. And the public will have the opportunity to make those decisions. I urge everyone to look around, pay attention, and vote wisely.

Grant streams should be audited yearly, no audit, no money . This may not be possible depending on source of the funds. If the work load for auditing requires additional help hire someone, I am more than sure they would pay for themselves .

Absolutely agree, grants differ. The ones here issued by the county, well I've written those off, we will never have any transparency. Fed grants are required to have an "audit", but just an audit that adheres to GAAP, general accepted accounting principles. This is not a forensic audit which would find any issues, waste, fraud etc. It is made complex, and made that way for a reason......if you read between the lines...

Two things I remember from auditing class 1963, if the figures are ever a few cents off, check it, pull on the thread. Second look hard at the bookkeeper, accountant, who has been there a long time. Various reasons pop up for embezzlement.

Agreed, wish that was still the case. Remember the case a decade or so again in the county where the woman who embezzled, what was it 500-600k from the county? Was there restitution back to the county for that?

Looks like jail time but I can't find anything about restitution. Catherine A. Betts appealed the sentence because she claimed to have beast cancer and diabetes. Can't find what the final ruling was on appeal.

"PORT ANGELES, Wash. (AP) — A former cashier in the Clallam County treasurer’s office has been sentenced to 12 years in prison for embezzling as much as $794,000 from tax proceeds."

First.... that wasn't the ONLY embezzlement of a local government agency during that time. There was a rash of them. And, next, I don't think she was the ONLY, only the one handed up as "an offering". She ended up "very sick with cancer" so had some get-outa-jail-free deal for compassion (yada yada) -- and immediately disappeared from sight. I have no idea if she is still living or not.

It was AMAZING how quickly the wagons were circled when the State Auditor found evidence of embezzlement....

I can only find that as of about 2011 she had paid back just over 1k, of over the 600k. And the investigation by the AG could not find where the money she embezzled went.

See “Support For Local Family Facing Crisis” in the search of GoFund’s site. God help us! More than $25K collected with one familiar lefty’s name noted. Sheeple. Brain dead zombies. Donate to something that’s rewarding, true, self satisfying, or animal welfare. But to “drink the kool aid” of an unknown family supposedly “detained by ICE”, I hope these donors get burned. My iPhone has gotten crocodile tears 😭

Back in the day, unhoused people were called hobos. They quietly rolled through town in empty boxcars, some did have temporary camps set up at Hollywood Beach, but were generally gone at daybreak. I saw them while delivering the Daily Fish Wrap at dark thirty. The people littering our private and public properties are not hobos, or homeless, they are junkies, literally "zombies" who are enabled by people who have invented jobs for themselves, financed and approved by local government officials, requiring the earned money and assets of value producers who receive nothing of value in return. Who approves non-profits and NGOs? That is where we "tear up the tracks"; go to the source. Stop calling these drug addicts "homeless", they aren't even alive; most will never get treatment, or have interest in bettering themselves, much less care. Living human biological organisms do not exist that way; the difference between the homeless and junkies is self respect, junkies lost that long ago, sealing their fate as altruistic dependents.

I put them in the same category as most of the BIG BLUE Cities that are run by Socialists or Communists and continually lie or mainly ignore their TAXPAYERS. They all need to be voted out and VOTE individuals in that have common sense and will actually do something to make CLALLAM COUNTY liveable again and get rid of the waste. Why did the people managing the Port Angeles City government "suddenly" out-of-the-blue order the HUGE costly clean-up operation of the Downtown Veteran's Memorial site right before Memorial Day, if what they are constantly telling us about everything being "wonderful" is actually true~? Yes, typically, it is normal procedure for governments to do routine clean ups just prior to any time when "official" pictures will be taken of any public event. We call that the "photo op" image preparation, HOWEVER, anyone who knows that the Veteran's Memorial next to the courthouse has been a homeless drug infested toxic waste dump site for years now, would have to fully understand that this extensive and VERY expensive city ordered clean up right before Memorial Day was a very clear "admission" that same site is a terrible disgrace of the city the remaining 364 days every year! Would it not have been better, honest, and FAR more accurate to have had the Memorial Day event WITH the homeless drug users present and their garbage strewn all over the place to convey the true and accurate conditions that we all actually live with all year long~? The corrupt management of Port Angeles is very clearly telling the good folks of our community that they don't give a damn what we think, or what we have to live with, because all they care about is stealing "our" money, wantonly & willfully destroying our community, and making the least effort possible~! The Port Angeles government managers only serve themselves by orchestrating their momentary fake and fraudulent image that they desire for completely misleading strategic photo opportunities~! They don't even care what the visitors to our area see and experience, just the lipstick that they slap on THEIR "pig", so they have "pretty pictures" that don't even come close to representing the real conditions that we live with 99.99% of the time~! We are literally being told that we don't matter, what we want means nothing, and that these criminals in government have no intention of EVER honestly doing their jobs or their sworn duty~! That my friends is prima facia evidence of Treason and absolute proof of a catastrophic governmental failure~! I REALLY have to wonder what these local criminals in our governmental systems here are REALLY doing that we don't currently know? What are they plotting to do? In my 60 years of reading case law, that is official history of previous legal cases, I have NEVER even once read of a case where ALL of the facts were known when the specific case was first initiated. In every single case that I ever studied, new and previously undisclosed facts came tumbling out during the discovery and trial phases that were even more disturbing to the court~! It is NOT "paranoia" to know that these criminals always work to hide what they are really guilty of doing and had planned~!!! It is bad enough to know what these local criminals are doing today, and we really don't need more proof of their willful failures to do their jobs, but what else are they conspiring to do that we do not yet know??? That is the most disturbing part of tolerating known criminals within our local governmental systems~!

Living in central PA for a few years the pattern of special day photo op clean up becomes glaringly obvious. The drugs, death and destruction don't go away it's just shuffled off to a different spot for a few days. The 7 yr old video from the bell is just one example. The homeless industrial complex needs the status quo to justify their existance.

Bless you for living in the "war zone" of Port Angeles! Although we here live as far from any city environment that we can get, we know exactly what is going on because it is our duty to know as American Constitutionalists. We have a small "funny farm" here that keeps us balanced. More or less ;-) HA~! Yes, is it not interesting that when the governments want to clean up their intentionally created filthy messes, "POOF" they "magically" disappear instantly? How about that? Then, as soon as they snap a few "rigged" pictures for their phony archives and to deceive the local "useful idiots" that keep ignorantly supporting them, the social disaster quickly rolls back in like a high tide of destruction... All as the local terrorists in government keep saying that they can't or won't do anything about THEIR intentionally created disasters. Far from humorous, real good men, women, and children get hurt and killed in these disasters every year, as well as the struggling homeless that these government liars intentionally harm... The fake "compassionate" liars in government who always blame everyone who sees what they are REALLY doing as "lacking compassion" that these liars in government obviously do not have themselves~! The useful idiots only see what they are told to see because they are Brainwashed, and the rest of us get nothing but abuse, insults, and higher tax extortion rates from these evil criminals in government... I have met Jeff Tozzer, Jake Seegers, and a number of other great folks in our community who are working for positive changes and NONE of us wants or enjoys being put into the position of criticizing those in government management, but it is our duty to reveal what these criminals are doing and discuss the crimes that these current criminals in government are engaged in! Economically improving life here, making it safer for folks to be here, and for us to have control of OUR community is all we ask, so very clearly those who are fighting us only want to Intentionally harm everyone. There really is no other possible explanation and simple "politics" or differences of opinions could NEVER excuse what is happening... So, we can no longer allow this BS to continue and most have had enough of the corruption!
