I got one of the form letter emails from Ozias, which states, in part, "Now, due to the significant budget constraints we and all counties are experiencing, we are no longer in the position of being able to allocate funds to support the Conservation District." This is a major point. CCD is not a "must have", it's a "we wish we could have" non-essential organization that siphons off scarce budget dollars that could be spent on "must haves", like basic infrastructure or public safety. So instead of working within a budget that many believe already funds a bloated government, the commissioners instead choose to expand government any way they can. Welcome to the world of blue state progressivism ....

At $10,000 a year the homeless don't need pizza parties, they have more than enough access to food...food banks and Snap (food benefits on a card to swipe at almost anywhere), it's been cut back to $300 a month per single person, but use to be significantly more)

Why in God's name "Free Pizza Handouts"? Pizza isn't even a healthy food choice.

You think us private land owners don’t take care of the air or water. I have taken many steps to do this exact thing spending 10,000 of dollars ensuring my trees and water. I see a neighboring property having horse manure piled up close to a major creek and neighbors reporting the issue no one has taken care of this.

I don’t need the help of CCD, I feel it’s another money grab, employees make more than the average worker, another useless NGO etc.

Our state has many government departments that take care of our trees and water.

As far as farmers which I’m a homesteader, many think this group is an over reach and I agree.

Ozias is setting himself up for a continued job in case he loses an election, time for new blood as we say

I’m circulating the petition around in my neighborhood and glad to do it.

Did the Indians really take care of the land, or did they just use up the resources in an area and move on to another area? When they had done the same there, perhaps they could move back if the first area had restored itself. That not “stewardship.”

I don’t believe animal husbandry or agriculture was widespread, and it’s why they could be unfriendly to other tribes and settlers when population pressure impinged on their way of life.

Were they concerned about making the pie bigger for everyone or just dividing the pie? What they seem to be doing now is the latter. Look at “water adjudication” and the items Jeff has disclosed. It’s about special interests and beggaring your neighbors. There’s a large dose of racism. Inbreeding at its finest.

America is about making the pie bigger for all, just the opposite of what we are getting in Clallam County. (Can you discern why abortion and depopulation is so important for some?).

I’d like to see the Indians still on reservations do better, but not behave like JKT. I believe most Indians have assimilated well. Wish we heard more about them. I always thought that one of my aunts was one. I’ve began to question that recently and there’s no one left to ask. She was a great lady.

I went to Junior High and High School with a few Indian kids. One became a Facebook friend some years back. We were not close in school. My last recollection of him is freshman gym class. We were on the same side in dodgeball.

He became a Marine, served in Vietnam with the 311th Aviation Bn in Chu Lai, if I recall correctly. He enjoyed attending the 311’s reunions. He was an iron worker and a movie actor. Member of Screen Actors and was in two? movies. He was a family man, member of two tribes, and a storyteller.

Many Indians have contributed wonderfully to America, and the CC Clowns of whatever race can’t diminish that.

I to have many friends that are Indians, even dated a few in my early years. I still keep in touch with many. I worked for 6 different tribes at the same time and dealt with many of the issues. Many of the elders say that the government made this generation to lazy, they rely on their stipend and won’t get a job but many of my Indian friends have become successful without the help of their tribes, most tribes are to broke to really help the young ones succeed. I can’t help remember drug testing a young 14 yr old for a summer job, she had already given birth to 3 kids she had no youth

Robert, did you know that the CDC recommends 40 shots to our children by the age of 18 (does not include boosters)?

I know when I was working, at birth we gave 3 shots to a newborns in their tender little thighs, plus jabbed their heels to get blood for genetic test. They since stopped the 3 shots to one shot at birth because the mother's immunity was sufficient.

I personally prefer Kennedy's recommendations and support his research of autism and what is causing such a huge increase. I'M NOT TRYING TO CONVINCE ANYONE, WE ALL CAN DO OUR OWN RESEARCH AND DECISIONS AND I RESPECT THAT.

In prior years this would all be lumped together and given the proper term of "conflict of interest". In a state that spends an inordinate amount of time talking about how there should be 'no kings' you have abdicated all of your fiscal responsibility to Ozias and his cronies to do as they please, all in the name of 'helping' you while helping themselves to your money. Clallam County has been granted, funded, taxed, and charitable gifted to the verge of bankruptcy. You ever hear that old phrase "throwing good money after bad"? This is the living example of that. You need to turn off that faucet until you figure out why there are so many leaks. Maybe an audit needs to be done on all those involved.

We are (Clallam County as well as the state of Washington) are going down the road similarly to the city of Bell, California -runaway spending, while the citizenry is either asleep at the wheel (ignorantly complacent that our elected officials are being good stewards),or enthusiastic to have our nanny stat, that they feel is funded by the ‘rich’ while their own pockets are picked by the state and local government.

We are living in a time when we ALL need to be belt tightening. It’s no time for additional taxes or ‘fees’.

Conflict of interest was number 2 or 3 concern of Clallam County residents surveyed and the team of liberals on the County Charter Review ignored their ability to do something about “conflict of interests”. Jeff, this may be your most important article since Towne Road. Thank you for outlining how our Comprehensive Plan, Shoreline Master Program and the Growth Management Act are being shaped without our input.

CCW demonstrated that Clallam Conservation District plays critical role in this process that undermines our interests and our will...and the Commissioners want to force us to fund them with a fee that will place a lien on our homes if refuse.

It is time for us to unite in one thundering voice...let's keep the petition signatures rolling! Add a "0" to the original goal: let's get 990!

The "No Kings" protests are blatantly identifying the Left's current position - the Progressive Left wants to rule the peasants of the County as a monarchy. No laws apply to them, circumvent all rules and regulations, tax them beyond their means, pay off attorneys and judges, isolate them from the real world through censorship (and with some people use guilt), and above all call them names to demoralize their spirit. Everyone in CC is too smart to not notice this. The problem is these people maybe friends, family, or coworkers. Stay strong CC, and stand up for yourself, your freedom, and your spirit. Return the Trojan Horse to "Sender" and refuse any store credit. Sign the petition!

Donation money that guarantees their next election ..While that 5 fee is taken out of the " natural economy " which is people buying goods and services which supports small business which generates taxes to fund government necessary services like law enforcement ,fire " good hospitals ," gives people jobs so they don't go on welfare which turns to drug ,alcohol addiction which turns to petty crime to pay for drugs which creates a downward spiral ruins lives not only them ,but their children so they get on drugs because of abuse in the home and creates another generation society has to take care of makes no economic sense ? Which explains a why Port Angeles is a ghost town of small business why restaurant parking lots are empty noon time .no body can afford it .

I too received the Ozias form letter. Gosh I'm honor for such a personal response. ".....we are no longer in the position of being able to allocate funds to support... Then don't fund it. Walk away from the cash machine, out of order, "no mas".

I consider myself a charitable person and if I don't have the means to make a donation, I don't. Simply, "Don't". I don't ask a friend to chip in my portion or sit on the corner and beg. Stop this taxation by fees. Sign the petition that is being circulated.

Here is my response to Commissioner Ozias’s email: Clerk Gores, please file this as late correspondence for the Sept. 2, 2025, public hearing on the CCD rates & charges agenda item, and forward it to all Commissioners; if the cutoff has passed, please note it in the hearing record and provide it to the Board before deliberation.

Commissioner Ozias,

Thank you for the thoughtful note. I can accept the 10-year term you and the Board prefer if the resolution includes a simple, lawful Nonbenefited Lands = $0 classification under RCW 89.08.405. That keeps the fee performance-based: parcels pay when CCD services/benefits are actually furnished or practically available during the term—not “just in case.”

For me personally, that means my residential parcels should be in Nonbenefited Lands ($0) until I elect to use CCD services (at which point the charge can apply prospectively).

The Nonbenefited → Benefited concept by using the classification discretion in RCW 89.08.405, which expressly allows rates to reflect services furnished or available, benefits received or available, land use/character, and other reasonable distinctions, and by borrowing the ‘benefit principle’ from RCW 89.08.400(3) (where non-benefited lands aren’t charged). In practice, parcels start in a Nonbenefited Lands ($0) class when no CCD service or practical program access is furnished or reasonably available during the term. When a parcel actually receives a service or enters a CCD program (e.g., a funded project, cost-share award, or formal enrollment), it converts prospectively to a benefited class and the charge applies beginning with the next tax year. This keeps the fee performance-based owners pay when there’s real service/benefit while incentivizing CCD outreach and delivery. A simple one-page claim and plain-language appeal standard make the process workable for residents and staff.

Below is paste-ready text you could amend in the resolution without changing your other guardrails.

Minimal insertion #1 — Finding (authority)

WHEREAS, RCW 89.08.405(2)(a)–(c) and (f) authorize the Board to set classes and rates

considering services furnished or available, benefits received or available, the character

and use of the land, and other reasonable distinctions; and

Minimal insertion #2 — Add a class to the rate table

7 – Nonbenefited Lands $0.00 per parcel / year

Minimal insertion #3 — Definition + simple process

Nonbenefited Lands — Definition & Process.

(1) Definition. “Nonbenefited Lands” are parcels that do not receive, and are not reasonably

expected to receive during the term of this system, services or benefits from District

programs, considering services furnished or available, benefits received or available,

the character and use of the land, and other reasonable distinctions.

(2) Simple claim. Within 30 days, the District will post a one-page claim form (online/email/

mail/in-person). Approved parcels are classified at $0 for the remainder of the term,

unless converted under subsection (3).

(3) Conversion rule. When a parcel receives a District service or a written program enrollment/

award for that parcel, the classification changes prospectively beginning with the next

tax year; the District shall notify the owner of the change.

(4) Coordination. Approved classifications shall be transmitted to the Assessor/Treasurer for

roll updates and adjustments/refunds as applicable.

Minimal insertion #4 — One sentence to appeal (end of existing paragraph)

For Nonbenefited Lands claims, appeals may be filed online/email/mail/in-person without

prepayment; when the owner provides credible documentation, the District bears the burden

to establish the correct classification by a preponderance of the evidence.

This approach does not undermine CCD’s mission; it rewards outreach and delivery. If CCD reaches a parcel class with real, practical offerings this term, they can charge it; if not, owners aren’t billed. It’s a fair middle ground that should help with public trust and compliance.

Dr Sarah, quite the time, thought through wording and effort in the letter and thank you so much, but as of today and their interactions, I truly feel what Ozias read (if he even read it) was "Commissioner Ozias, here is my response (blinders on) blah blah and blah. A shame we all put so much effort into a mind that won't budge unless he's backed into a corner and that's what we are all doing with our letters and petitions. I pity the Commissioners if they don't back down on the $5 issue.

jeff, I would still like to know who funded the clean up of gas spill by a tribal gas truck. If you take out a guard rail and can be identified, you pay for it. We know who caused the gas spill.

I am sure the tribal fuel truck insurance co will be held liable.But getting back to lagoon flood nobody has been held liable which would most likely take court action.JKT will not take responsibility on their own.

any other nontribal gas truck, it would have been played to the hilt.

😎Totem poles tie back to the Chinese, so our 'regional' natives are Chinese DNA...all the way to Tierra del Fuego. Lots of other mix-ins of course but the Chinese history is strong.

It may sound red necked, stubborn and unconsidered, but no new taxes is based in very reliable logic. Governance is a self sustaining and self promoting insatiable beast. Regardless of the best of intentions, once a tax teat is latched onto it changes the Government versus private ratio permanently. It takes us one more step closer to Communism. History proves private enterprise is far more efficient at most anything than Government. Look at all the space travel investments we have made in NASA and like institutions. Space X, a private company, is not only rescuing our astronauts that Government cannot, but bringing horribly expensive rocket launch modules that Government disposes after each use back to rest at their launch pad. The disparity in efficiency is not simply obvious; it is an embarrassment. It is proof positive that Government is the most inefficient of all options at unessential services. I'm not seeing our Clallam County water resources in jeopardy from either availability or pollution. Both of those possibilities will become glaringly self evident. We already have in place Government to manage our water resources. If water quality needs more investment, reallocate existing taxation. Are arts, culture, celebrations, drug treatment and various minority-ism projects essential services ? If not, reallocate that money.

We are not 'stepping' towards communism...we have communists at the helm right now...controlled by capitalists...as usual!

Capitalism...our sacred cow of finance, industry and wealth...(while unrestrained by morals and ethics), uses communism, fascism, anarchy and any other tool to profit and gain.

This is a Psychological/Spiritual problem facing humanity since our 'created' beginnings.

You don't have to be religious to read the Bible-OT and take it literally...as a highly redacted historical document...we came into being at the whim of some 'god-like' beings who decided how long we would live and how intelligent we would be...a calculated decision, for a calculated purpose...to serve and work for them.

Monkey see monkey do...re: all the genetic abominations being experi(mentally) carried out around the world...the number of bio-weapons labs is staggering...are a carry over or carry-on of our initial 'creation' story and the 'fallen ones' who brought our body-forms into being. 'They are not God but 'gods'...intelligent, self-serving entities with the same good and evil in them, canted heavily towards evil as borne out by the global human condition.

Then read all the horrors induced by 'god(s)'...war, genocide, sacrifices, idol worship, environmental devastation and brutal domination...these things were not just allegories and metaphors...they happened...it's history...our progenitors MADE us in THEIR image and likeness...not a flattering scenario.

We have goodness in us as well, but as the old quote says...'The line between good and evil runs right through the middle of every human heart.' A. Solzhenitsyn

This we are witnessing every day. The line can and does shift depending on circumstances and individuals, it's all in flux and we are all capable of anything.

I think it comes down to choices, repentance (within yourself) when in error, and new choices, over and over again...Strange world! Stranger by the day!😎
