The July 21 City Council meeting raises a question about how the rules governing public comment are being applied.
The City’s rules indicate that public comment is intended for agenda items. Yet during the first public comment period, a speaker was allowed to use the full three minutes to discuss matters that were not on the agenda, including criticism of Jake Seegers and references to alleged “hate squads.”
Why are non-agenda political matters being permitted during the first public comment period, particularly when they involve campaigning against a candidate?
There is also a broader question about the appropriate role of elected officials. Deputy Mayor Carr is certainly free to support Mike French, but the Council chambers should be a place for local governance, not a platform for promoting one candidate by attacking his opponent.
Perhaps it would be appropriate for the Deputy Mayor to return the focus to city business while serving in her official capacity and leave the county campaign to the candidates and their supporters.
Most importantly, the public deserves to know that the Council’s rules are being applied consistently, regardless of the candidate or political position involved.
For as long as I've served on the Council, the first public comment period has been limited to items on the agenda, and that limitation is normally stated at the beginning of public comment. The July 21 comment went beyond that limitation. It wasn't consistent with the way I've seen the first public comment period handled. I don't think that incident represents a change in that practice.
I could've raised a point of order. I generally don't use points of order to stop or redirect a resident during public comment. I place a high value on public comment. I don't think individual Council Members should routinely use parliamentary procedure to decide from their seats when a resident's comment should be stopped or redirected. I leave those decisions to the presiding officer.
Mayor Dexter was absent that evening. Deputy Mayor Carr was the presiding officer. I don't know why she allowed the comment to continue.

I went back and reviewed the meeting. The first public comment period was announced that evening as being for items on the agenda, and Mr. Redmond's comments ultimately went beyond the scope that had been announced. I did not catch that in the moment or raise a point of order either.
I view that as an inadvertent procedural lapse. I don't have a basis to conclude that it was intentionally handled differently because of the county commissioner race. What is important to me going forward is that our public comment procedures are clear and applied consistently regardless of the speaker or viewpoint.

I see what Carr’s background experience was listed in her first campaign included Arcata CA as her list of jobs. I grew up there and it has become a hell hole for homelessness and drugs. She was part of the housing council in Humboldt. Worse than here 10 times over 10 years ago. I see in her second post of experience that all goes away. No wonder she was part of a failed system. This woman has done nothing that has a positive outcome for CC. BEWARE!

Beware, this was a nonprofit…sound familiar, a NGO. And goes on to say after three years ready to go to another area. Do you think she will change her ways? Nope, and we see more NGO’s, more grant funding, more grant positions. These positions do not help the local economy.
I had friends in that area of Northern CA and over the years saw the decline. So, after her three years, and the decline she left….she moves here. How long will she be here till she moves on again? I saw this first hand as I had property that I inherited there. The homeless is rampant and I never will go back. I sold all the land and waterworks in a town called Myers’s Flat CA. My great grandparents pioneered this town in the 1800s.Today it is not the same with the pot business being a 3 month job and 9 months of no work. She left the Arcata city in a mess. I would say that in all cases the tenant pays, maybe not as a separate line item but the cost is passed through. If the local government raises the rent, the landlord will increase the rent to match as soon as a tenant's current lease expires. That is why it is better to buy than to rent. When renting you are always paying someone else's mortgage, taxes, etc., and never build equity.
The pass through of costs is something advocates of rent control do not understand. Freeze rents for the next 10-20 years, fine. But when property taxes, labor and other costs go up the landlord cuts back on his expenses somewhere, usually maintenance. Next thing the renter is living in a slum.
As is the case in NYC where they have controls on rent. Still I don’t see where Carr is bragging about renting as an asset. She will abandon our CC after she wears out here welcome and take her wares someplace that she can smoke and mirrors here agenda.

DEI hiring, check the boxes. Merit based?

Council Members,
As you prepare to select the next Mayor and Deputy Mayor, I hope you will choose leaders who consistently demonstrate professionalism, transparency, and respect for process. While I do not agree with every vote cast by any member of this body, I deeply value those who approach their work with thoughtfulness, integrity, and adherence to established guidelines. That consistency builds public trust.
For these reasons, I strongly encourage you to select Kate Dexter as Mayor, and either Amy Miller or Drew Schwab as Deputy Mayor. Each has shown a steady, grounded approach to governance that I believe would serve the council and the community well.
My perspective is shaped by several patterns I’ve observed over the past year:
Summary of Concerns specifically as they relate to the proposal of Navarra Carr for Mayor:
Process integrity issues, including last‑minute Comprehensive Plan amendments that limited public review and appeared inconsistent with state public‑participation requirements.
Challenges with temperament and meeting management, such as moments of lost composure during the short‑term rental process.
Governance and oversight problems within LTAC and the William Shore Pool District, where meeting dysfunction and insufficient oversight contributed to public frustration and, in the case of the pool, serious fiscal issues.
Together, these concerns point to the need for mayoral leadership grounded in transparency, professionalism, and respect for process.
My concerns about Councilmember Carr’s suitability for the mayoral role are based on observable conduct, not personal disagreement. The Mayor must be someone who:
Respects process and public participation
Demonstrates composure and professionalism
Leads meetings effectively and efficiently
Upholds fiduciary responsibilities
Builds—not erodes—public trust
At a time when the council is often divided and the community is watching closely, these qualities are essential.
For all these reasons, I urge you to select a Mayor and Deputy Mayor who prioritize transparency, integrity, and respect for process. Mayor Dexter, and Council Members Miller, and Schwab have consistently demonstrated these qualities, even when debates are difficult or votes are contentious.
The community is asking for leadership that steadies the ship, rebuilds trust, and ensures that decisions are made openly, thoughtfully, and in accordance with the law.

Slightly off topic, but related to the kind of biased coverage we get from the local paper. There was the letter to the editor the same day of the front page hit piece on Seegers. The author denied a previous writer’s characterization of the DSA positions.

I guess he didn’t hear the interview with the DSA co-chair when she was asked if the DSA supported abolishing the Senate (answer: Yes), replace the Presidency and Supreme Court as we now know them (answer: Yes), abolish ICE (answer: Absolutely), abolish borders and give amnesty to anyone in the country illegally (answer: As a long term plan, yes), abolish the Pentagon (answer: Absolutely), abolish prisons in large part (answer: As part of of a long term plan, yes), government ownership of most large corporations (answer: Yeah, absolutely).
That’s the tell. When Jon Redmond used the entire public comment period at the July 21 Port Angeles City Council meeting to warn about “hate squads” that supposedly report to Jake Seegers and are “very, very ready to take your jobs based on the optics,” no one stopped him. Not Deputy Mayor Navarra Carr, who was running the meeting. Not Mark Hodgson, who usually enforces the rules with a point of order. Homelessness, unsanctioned camping, and Jake Seegers were not on the agenda. Under the rules that apply to everyone else, Redmond should have been cut off and told to wait for the final comment period. He wasn’t. Because the target was Seegers, and Carr is Mike French’s campaign manager.
This is the pattern. They have created the mess—years of progressive activism on homelessness task forces, harm-reduction experiments that put active drug users in the same showers as families at the Shore Pool, land-use language that tries to import United Nations FPIC veto power into a municipal comprehensive plan, and a track record of treating ordinary development as something that needs tribal consent rather than local process. The county pushes people into the city, the city absorbs the impact, and the people who spent years shaping the policies that produced the current “optics” suddenly have nothing to offer except personal attacks on the guy who points it out.
And the residency smear is pure projection. They go after Seegers for not being “from around here.” Navarra Carr moved to the Olympic Peninsula from California. She is the transplant. She is the one whose professional background is NGO land trusts, Habitat for Humanity, AmeriCorps, and progressive political branding that leans hard on identity and land acknowledgments that tell property owners they are guests on “appropriated” land. She is the one who sat on the Shore Pool board while basic controls failed and public money was misused. She is the one who took a $1,000 contribution from Commissioner French and then ran his campaign while chairing meetings that let his supporters unload on his opponent.
When your record is thin on results and thick on process that makes ordinary problems harder to solve, the only remaining move is to change the subject to the messenger. Call him an outsider. Invent “hate squads.” Pretend the real issue is the person documenting the failure instead of the failure itself.
That is not governance. It is damage control. The problems on the street did not appear because Jake Seegers started talking about them. They appeared under the people now most eager to silence the talk.
All part of the same interlocking system -- the Dems, the county commissioners, PA City Council, the NODC, SERN, MRC, Indivisible, the homeless groups (TAFY, etc) and the tribes. The commissioners and the council members are just the public-facing parts of the system. NODC, SERN and MRC are where they have all their dirty discussions and payouts. The tribes finance the system and get their own pieces of the pie. Indivisible members and the Homeless Industrial Complex are the enforcers -- dirty deeds done dirty cheap.

Time to repost my email to the city council at the beginning of this year (January 7th, 2026). It still holds true today.
Council Members,
As you prepare to select the next Mayor and Deputy Mayor, I hope you will choose leaders who consistently demonstrate professionalism, transparency, and respect for process. While I do not agree with every vote cast by any member of this body, I deeply value those who approach their work with thoughtfulness, integrity, and adherence to established guidelines. That consistency builds public trust.
For these reasons, I strongly encourage you to select Kate Dexter as Mayor, and either Amy Miller or Drew Schwab as Deputy Mayor. Each has shown a steady, grounded approach to governance that I believe would serve the council and the community well.
My perspective is shaped by several patterns I’ve observed over the past year:
Summary of Concerns specifically as they relate to the proposal of Navarra Carr for Mayor:
Process integrity issues, including last‑minute Comprehensive Plan amendments that limited public review and appeared inconsistent with state public‑participation requirements.
Challenges with temperament and meeting management, such as moments of lost composure during the short‑term rental process.
Governance and oversight problems within LTAC and the William Shore Pool District, where meeting dysfunction and insufficient oversight contributed to public frustration and, in the case of the pool, serious fiscal issues.
Together, these concerns point to the need for mayoral leadership grounded in transparency, professionalism, and respect for process.
My concerns about Councilmember Carr’s suitability for the mayoral role are based on observable conduct, not personal disagreement. The Mayor must be someone who:
Respects process and public participation
Demonstrates composure and professionalism
Leads meetings effectively and efficiently
Upholds fiduciary responsibilities
Builds—not erodes—public trust
At a time when the council is often divided and the community is watching closely, these qualities are essential.
For all these reasons, I urge you to select a Mayor and Deputy Mayor who prioritize transparency, integrity, and respect for process. Mayor Dexter, and Council Members Miller, and Schwab have consistently demonstrated these qualities, even when debates are difficult or votes are contentious.
The community is asking for leadership that steadies the ship, rebuilds trust, and ensures that decisions are made openly, thoughtfully, and in accordance with the law.

Slightly off topic, but related to the kind of biased coverage we get from the local paper. There was the letter to the editor the same day of the front page hit piece on Seegers. The author denied a previous writer’s characterization of the DSA positions.

I guess he didn’t hear the interview with the DSA co-chair when she was asked if the DSA supported abolishing the Senate (answer: Yes), replace the Presidency and Supreme Court as we now know them (answer: Yes), abolish ICE (answer: Absolutely), abolish borders and give amnesty to anyone in the country illegally (answer: As a long term plan, yes), abolish the Pentagon (answer: Absolutely), abolish prisons in large part (answer: As part of of a long term plan, yes), government ownership of most large corporations (answer: Yeah, absolutely).

That’s the tell. When Jon Redmond used the entire public comment period at the July 21 Port Angeles City Council meeting to warn about “hate squads” that supposedly report to Jake Seegers and are “very, very ready to take your jobs based on the optics,” no one stopped him. Not Deputy Mayor Navarra Carr, who was running the meeting. Not Mark Hodgson, who usually enforces the rules with a point of order. Homelessness, unsanctioned camping, and Jake Seegers were not on the agenda. Under the rules that apply to everyone else, Redmond should have been cut off and told to wait for the final comment period. He wasn’t. Because the target was Seegers, and Carr is Mike French’s campaign manager.
This is the pattern. They have created the mess—years of progressive activism on homelessness task forces, harm-reduction experiments that put active drug users in the same showers as families at the Shore Pool, land-use language that tries to import United Nations FPIC veto power into a municipal comprehensive plan, and a track record of treating ordinary development as something that needs tribal consent rather than local process. The county pushes people into the city, the city absorbs the impact, and the people who spent years shaping the policies that produced the current “optics” suddenly have nothing to offer except personal attacks on the guy who points it out.
And the residency smear is pure projection. They go after Seegers for not being “from around here.” Navarra Carr moved to the Olympic Peninsula from California. She is the transplant. She is the one whose professional background is NGO land trusts, Habitat for Humanity, AmeriCorps, and progressive political branding that leans hard on identity and land acknowledgments that tell property owners they are guests on “appropriated” land. She is the one who sat on the Shore Pool board while basic controls failed and public money was misused. She is the one who took a $1,000 contribution from Commissioner French and then ran his campaign while chairing meetings that let his supporters unload on his opponent.
When your record is thin on results and thick on process that makes ordinary problems harder to solve, the only remaining move is to change the subject to the messenger. Call him an outsider. Invent “hate squads.” Pretend the real issue is the person documenting the failure instead of the failure itself.
That is not governance. It is damage control. The problems on the street did not appear because Jake Seegers started talking about them. They appeared under the people now most eager to silence the talk.
All part of the same interlocking system -- the Dems, the county commissioners, PA City Council, the NODC, SERN, MRC, Indivisible, the homeless groups (TAFY, etc) and the tribes. The commissioners and the council members are just the public-facing parts of the system. NODC, SERN and MRC are where they have all their dirty discussions and payouts. The tribes finance the system and get their own pieces of the pie. Indivisible members and the Homeless Industrial Complex are the enforcers -- dirty deeds done dirty cheap.
