The county commissioners did not answer yesterday's email. Here is today's question:
Dear Commissioners,
What specific threats justified bringing in private security for Charter Review Commission meetings, and why hasn’t that information been shared publicly?
All three county commissioners (and the entire Charter Review Commission) can be reached by emailing the Clerk of the Board at loni.gores@clallamcountywa.gov.
Because these questions have gone unanswered, I’m sharing a model response that shows how elected officials could respond consistent with Washington State good-governance best practices and MRSC guidance.
This isn’t about assigning motives or debating whether security was “allowed.” It’s about acknowledging how the decision appeared to the public, recognizing the inconsistency that people observed, and explaining what will change so similar situations are handled fairly and transparently in the future.
Good governance doesn’t avoid hard questions — it answers them clearly, owns process gaps, and puts policies in place so trust can be rebuilt.
EXAMPLE BOC RESPONSE
Dear [Name],
Thank you for your email and for raising questions about the use of private security at recent Charter Review Commission meetings. We appreciate public engagement and recognize the importance of responding transparently to concerns about how county meetings are conducted.
We want to begin by acknowledging how this situation appeared from the public’s perspective. When actions are taken that affect public participation—particularly when those actions are not clearly explained—it can reasonably raise concerns about fairness, consistency, and transparency. Those concerns are valid, and it is the Board’s responsibility to address them.
We also recognize that members of the public observed that **other county-related meetings held outside normal business hours did not have private security present**. The difference in how meetings were treated, without a clearly documented or publicly explained rationale, understandably raised questions about whether certain meetings or participants were being singled out. That perception should have been addressed directly at the time.
**Response to your question:**
The decision to engage private security was not based on a single documented or specific criminal threat. Rather, it was made as a precautionary measure following internal concerns about meeting dynamics and available staffing to ensure meetings could proceed in an orderly manner. However, the distinction between precautionary measures and documented threats was not clearly communicated, nor was the rationale reflected adequately in the public record.
**Where the process fell short:**
The Board acknowledges that the lack of advance explanation, inconsistent application across meetings, and insufficient documentation contributed to confusion and eroded public trust. Regardless of intent, this represents a governance shortcoming.
**Board responsibility:**
While operational decisions may involve staff or recommendations from other offices, accountability for transparency, consistency, and public confidence rests with the Board of County Commissioners. We accept responsibility for ensuring those standards are met.
**What will change going forward:**
To improve transparency and equity, the Board is committed to the following actions:
* Establishing clear, written criteria for when security or other controls are used at public meetings, including the distinction between documented threats and precautionary or staffing-related decisions;
* Ensuring advance public notice and agenda-level documentation when such measures are planned, including general justification and cost information;
* Applying standards consistently across comparable meetings to avoid selective or uneven treatment;
* Adopting or updating formal policies to guide staff and elected officials, consistent with MRSC guidance and Open Public Meetings Act best practices.
Public meetings must remain accessible, welcoming, and fair spaces for civic participation. Our goal is to ensure that future decisions support those principles and are accompanied by clear explanation and documentation.
We appreciate your engagement and the opportunity to improve our processes. Ongoing public questions and scrutiny are an important part of accountable local government.
That is a wonderful letter that you wrote, Dr. Sarah, and it would probably go a long way in establishing public trust again except for one thing, they don't care if you know that they aren't being truthful, transparent, trustworthy, or open to meaningful conversations. When it automatically leads to vitriol and that old, trite, racist white supremacist tripe that means, clearly, nothing at all, then the discussion has ended before it began.
Here's the abbreviated version of what you are witnessing: They don't care that you know because they believe themselves to be above speculation and suspicion and far superior to their constituents.
Mr. Tozzer, Dr. Sarah, and anyone else concerned with the obfuscation of truth...keep pushing. You've obviously struck a nerve.
Thank you for your dedicated service on our Clallam County Charter Review Commission (CCCRC). Only one commissioner has attended, in person, ALL 24 regular meetings + ALL Town Hall meetings + ALL appointed committee meetings = 100%. 100% equals the amount of dedication given to transparency and call for performance in the public’s interest. All this while facing prejudice from members of the commission who have ignored and ridiculed input and suggestions and requests from efforts and ideas. Those members of the CCCRC that have openly dismissed ideas brought forth, because of their bias, have diminished themselves and the institution they swore to support. Having personally witnessed all but one regular meeting, I can attest to the prejudicial treatment and the negative effect on the ability of this commission to fulfill its responsibilities.
Eric, I hope you get to attend the impromptu awards ceremony at Bella Rosa Coffee House. Corner of 4th & Lincoln tonight at 4:45pm, I will be presenting a certificate for charter commissioners who have 100% in-person attendance.
Shhhhh, this is a surprise with homemade non-vegan but vegetarian chocolate chip cookies and my two literal cents (reminder 2 cents are now worth 7 cents, because they aren’t making them anymore) to bring a memorable moment for us all to heal from this tragic year.
Don’t get me wrong, some of the CRC participants have been great with their engagement and preparedness and attendance does count. But the public may feel too much back patting and very few items/problems taken to fruition. And what honor is awarded to the person(s) that caused the most conflict and prevention of areas of importance?
Hard to believe this behavior. If I hadn’t read about this, I’d never think in 2025 all that prejudice would occur. Bet that wouldn’t fly in a bigger city! Shouldn’t happen here.
It's abundantly clear, if you're addressing Commissioners Stoffer, Fisch, et al, Ozias, French, you're attacking a national machine.
Critical board positions are selectively constructed to further the agenda of this machine. NGO's have sprung up to support this machine and while doing the business of the people are hidden from public scrutiny. Practically every local elected position is occupied by those working for the machine.
My energy, other than voting, will go towards supporting Jake in a material way, as well as look for other opportunities to influence policy so that every citizen of Clallam County is equally represented.
If you care enough to read the CCWD, comment here or elsewhere on social media, then you likely have an ability to redirect your energies in a similar way. To rely on just Jeff or Jake to make a change is precarious. Best luck to everyone who will decide to be involved.
How does one respond to the manipulations summed up by MK?
“CRITICAL BOARD POSITION ARE SELECTIVELY CONSTRUCTED TO FURTHER THE AGENDA OF THIS MACHINE. NGO’S HAVE SPRUNG UP TO SUPPORT THIS MACHINE...
Obviously many of the battles fought from the outside have repeatedly been outmaneuvered by those that dominate from within. Time to change the things we can change in the upcoming 2026 elections. I have full confidence Jake Seegers will be elected by our efforts (Thank you MK) by whatever or however each one can contribute.
Actually, there is a big uptick in responses and verbal battles on Next Door that are “for” and “against” CCWD. The fact that it’s being fought there too, is a positive sign of recognition and taken seriously. I can’t wait to read the responses once the campaign goes into full gear : )
You are batting a 1,000 Jeff! Your attention to the CRC's biases leave no room for doubt. As we in the gallery have seen the requests for clarification, transparency, fairness, and consistency in procedure always voted down or ignored by most CRC Commissioners, we salute you, Comm. Tozzer, for your steadfast commitment to your oath. Without you and a couple of other wise Commissioners, this elected body would have fast-tracked amendments that the majority of citizens did not want. We would have been taxed more and burdened with more taxpayer funded bureaucracies. Jeff, you saved democracy! Bless you for standing strong (sometimes alone) against a wave of malicious attacks. You are a real role model. Our community now has real hope because you have shown us how to stand up for ourselves and to never surrender to those who want to forcefully take what we have. We owe you hot cocoa. See you tonight.
Denise, I find myself so centered on Jeff's daily articles, I forget what he HAS DONE. Thank you for reminding us.
I tried to look up his first article which I believe was Aug 23, 2023. (correct me if I'm wrong) His first and only comment was from - 4 reasonable development (you've been with Jeff from the beginning!) That was the start of winning Towne Road. A lot has taken place in a short amount of time!
So, there should be a 3 year birthday celebration in Aug 2026!
Lisa, Stoffer has pulled out everything but the kitchen sink of excuses. I'm surprise he hasn't pleaded the "self incrimination" clause of the 5th Amendment.
Jim Stoffer NEEDS to feel important. He tried pretending to be scared of another whistleblower a few years back and even tried to have he and his wife fired. It’s his playbook when he is being called out. It’s a pattern now. It’s a textbook distraction to distract from his bad behavior. It’s TEXTBOOK narcissism.

Thank you Jeff. I believe we all need a reminder of previous situations. I am quite sure the opposition any similar situation is ignoring and it will go away.

Have you really worked to answer the requested changes to the charter, requests made through the survey? Or, have you been more concentrated on petty personal agendas, like name calling, ie:***hole, boy and his blog, Tozzer people, dog whistle racists, and a dedicated security guard. Can you really proclaim success in accomplishing next to nothing in the 12 months you have had? Let’s count success.

This appears to be the sum total of all the “HARD WORK”. I am anxious to watch you pat yourselves on your back tonight.
The CRC has become a forum outside the county commission where the Far Left pursues a secondary agenda. Instead of discussing any reasonable measures, the CRC gets mired in ridiculousness like the county water steward. Lots of counties across the US do just fine without the CRC process and I’d suggest we do the same.
Mr Stoffer utilized the old misdirect trick. Seems his plan was
to get everyone concerned or at least wanting answers to his claims for personal security.
You can’t cry for help due to vague information and think that the public and CRC and County Commissioners will forget your egregious behavior in the blatant mishandling of documents. No that will not work at all. Because you are now seen as a whiny fake, and possibly a criminal with the manipulation of getting restricted info downloaded to a private device. And to think Santa is coming and you never gave a moments thought to being “NAUGHTY”.
Mr Stoffer is starting to have a list of breaches with few that will help cover his
rear end. He will, moving forward, be scrutinized to help and back. Just quit Mr Stoffer, your time has expired right along with our patience.
Stoffers request for security was just a way for him to hopefully intimidate people from asking him any negative questions.Stoffer just another spineless hypocrite that does not want be held accountable for his improper actions.
