URGENT: Public Hearing on Parcel Fee – TODAY

Tuesday, September 2, 2025 – 10:30 a.m.

The Board of Clallam County Commissioners will hold a hearing today that could lock taxpayers into a parcel fee that generates $200,000 for the Clallam Conservation District.

IMO today’s meeting will be a defining point of whether the County Commissioners are willing to work with the citizens. If not, I’m convinced that the Commissioners are hell bent on Clallam County’s going bankrupt and causing the same for its taxpaying citizens under personal gains of some kind.

I never have been a conspiracy theorist, but it very hard to not turn in that direction.

No conspiracy just look around there are no high paying jobs here except working for government .Commissioners get more people on gov payroll.means a guaranteed vote for them come election time.Of course eventually the system if not already collapses under its own weight .

It's clear that some of the Commissioners are just simply doing empire building and grabbing power & influence. They absolutely do not apply common sense to small county government and management! They try to apply big/liberal wasteful government principles and practices. In my opinion, Ozias, French and Johnson are unethical and out for nothing but personal gain!

Well, Jennifer, it was a very frustrating and a very encouraging hearing. The three commissioners are determined to "save" the CCD. But the issue was not about its dissolution, it's about the fee proposal to be added to our property taxes. So the 3 hamsters (always on that hamster wheel of begging for more taxes) have decided to add/clarify/revise language in the resolution to review and vote on at another meeting. The meeting was long due to a 30 minute presentation by CCD employees and many public commenters, which the huge majority were against the resolution. We have to stay vigilant and persistent. Keep up your comments and sharing your information because it is very helpful, as a few commenters used your cited info from CCWD. Thank you for all of your help and spunk!

Jennifer here is my today perspective…I would watch the video first of all. Out of 20 speakers 2 spoke for “YES” need $5 increase to support water quality, etc. There are like 36+ thousand property owners which will bring in approximately $195K each every year for 10 years. The CCD is in the red now as you will see if you watch the video. They are not managing what they receive now. They can’t even budget what they get now and want more money to piss away on water quality, pasture help, soil testing, etc. Most of the Clallam County taxpayers do not benefit from all the things they said they do and came up with at today’s meeting. Why should all of us pay for a few who need or want soil testing, garden help and pasture advice? They should pay as they go if they want these services like the rest of us have to do. Instead Randy Johnson believes it is so beneficial, Mark Ozias quotes from the County Vision and Mission Statement cherry picking what best describes his agenda to pass this $5 tax. French says he’s owned a business and the objective was to run in the green and not the red but oh well, really no clear explanation as to why they are underwater. Even with the $5 tax the CCD will still be in the red according to the facts presented by the CCD today?????? basically Randy Johnson is not spending his money he’s spending our money. Speakers proposed how to cut costs within the CCD but the 3 amigos didn’t care, didn’t insist the CCD justify why they can’t budget on yearly grant money and yearly County money to stay afloat! It was sickening. Instead the BOCC were only concerned the amendment/proposal state a time frame of less than 10 years possibly, a sunset clause and some other stupid notion to justify they even cared at all what the public wants or cares about!

It should be a requirement that elected officials must not be affiliated with any outside NGO or other non-profit organization in any way, shape or form. If they have had past official affiliations, they should ALWAYS recuse themselves from decisions in which these organizations are involved or impacted. This is only way to avoid any appearance of conflict of interest and restore the public's confidence in an impartial governing body that has the best interests of the citizenry at heart. Why is this even a matter for discussion???

Not only did the Commissioners care less how these government organizations are operating because the facts today by the CCD were so clear. The facts supported the incompetency of the CCD and these incompetent Commissioners ignored the fact that the CCD is not managing their finances because they don’t have to really, it’s free money, as quoted by their President. Free to them it’s not free to the tax payer!

Whether metaphorical or literal it is criminal how the veil of charity, equality and environmentalism is used to accomplish nefarious goals. On the Federal level USAID, OMWBE, BLM, DEI, PBS/VOA and others are examples. NGO's have not only perfected how to manipulate our elected representatives, but they succeed in obtaining taxpayer dollars without taxpayer votes. Taxation without representation ? In most instances the money comes from preying upon the naivety of the well intended. In some instances it is those behind the nefarious goals that are major donors. The way to prevent this is personal vetting of the organizations one donates too and most importantly vetting the individual you vote for is not for sale.

I’ve listened the last two years along with others & it’s a tough pill to swallow every week! No improvement either which is unbelievable after all the speakers and letters each week. I guess the BOCC must be getting secret communications encouraging drug use, homelessness, more taxes, increase crime, and constant handouts of our hard earned tax dollars! This is what happens when those elected care only about their money donors and political stature……🤮

They will still vote this in next week.he bright spot is that they will be asking for language that specifies a ten year sunset clause, no increase in the fee amount, and yearly performance matrix. We need to be vigil and insist on real transparency on these yearly reviews. Wish we could have done better.

Commissioners Mark Ozias and Randy Johnson were in attendance at the Clallam Conservation District (CCD) meeting when the question of future rate increases to the $5.00 per parcel fee was raised. The CCD chair stated that the fee could not be raised for ten years. Section (b) of HB 1488 says differently.

(b) Beginning March 1, 2029, and by March 1st every third year thereafter, the department of revenue must adjust the maximum annual per parcel rates based on the consumer price index for all urban consumers, all items, for the Seattle metropolitan area for the prior12-month period as calculated by the United States bureau of labor statistics or its successor agency. The adjusted maximum annual per parcel rates must be rounded to the nearest $1. If the adjustment to the maximum annual per parcel rate is negative, the maximum annual per parcel rate for the prior year continues to apply. The department of revenue must publish the adjusted maximum annual per parcel rates on its public website by March 31st. For purposes of this subsection(3)(b), "Seattle metropolitan area" means the geographic area sample that includes Seattle and surrounding areas.

Lloyd, it confounds me that Washington is upholding itself as a sanctuary state. At what cost? Seattle is rotting from within. Poverty, unemployment and crime abounds. To take on the added burden of housing, feeding, lawyer representation, medical care etc etc for illegal aliens does not compute in the face of paying for the legal citizens who are suffering.

Are we selfish to ask to be #1 on the list to be helped? Do we have to wait to be homeless to deserve help? Will we not get a break from having to pay for people who came to this country illegally. Do we need to stand on freeway exits with cardboard in hand to be heard?

Lloyd, the last mail in ballot, my son (who lives in Sequim) got the Clallam County Official Local VOTERS' PAMPHLET for the August 5, 2025 Primary. That was great, he never got his ballot. Was it stolen from his mailbox? Never mailed but used? It had to have been generated. He was wondering who he voted for.

No, he did not go in to personally vote, I put him in time out to think about it. : )

One big problem with the board commissioners is their affiliation with all the different types of groups,commissions,organizations ect.This appears to be an attempt to get support from the community for their decisions and for re election terms.The problem is they are not obeying their oaths making 'ALL their decision making for the better.They seem to be catering to these private groups & tribes that are probably tied to high end state elected that try and build more support for their radical agendas by initiating as many types of groups as possible.Now try and find some sort of oversight for these groups probably none.Groups probably get on their knees and wait for their next command.Building new housing and housing these drug addicts and derelicts that do not work is a disaster that will lead to high taxes and crime and i think this is in the works which needs to be terminated asap.Look what happened at the old aggies hotel that was supported by this insane idea,drug dealing and all sorts of crime and the building was damaged beyond reasonable repair as of today.But current board commissioners have shown support for new luxury housing apartments costing $ 4 million to start which will increase.Have these dumb jackasses learned nothing from ignorant inslee who put wa state $ 5 billion in the red from supporting illegals & drug addicts and now they want to follow suit like complete ignorant libtards.
