WHAT IS THE DIFFERENCE?

Harm reduction attempts to reduce the adverse consequences of drug use among persons who continue to use drugs.

Safeguarding is defined as taking all reasonable means to prevent harm from occurring; to protect people, especially vulnerable adults and children, from that harm; and to respond appropriately when harm does occur. 

AN OUNCE OF PREVENTION IS WORTH A POUND OF CURE

It is better and easier to stop a problem, illness, etc., from happening than to stop or correct it after it has progressed.
