My view is that politics involves power. The power is derived from formal education. Formal education has been contaminated with political ideology for sixty years. I am having a hard time buying this parking lot money. Why should there be salaries for this project. The churches and I attend have volunteers for many projects that are blessed by the congregation. Where did the amount of compensation come from? I believe that Stoffer or Ozias is a member there. This is another example of follow the money political corruption.
The money came from document fees for every real estate transaction in this state. Look at the document and about $118 dollars or so for recording the transaction. The county receives the funds and it is specified by the state how it is to be used. The county released a RFP and the church applied. "safe parking" is one use of the monies. About 65-70% of the the grant goes for salaries to OLYCAP. At one of the commissioners meetings earlies this year, Viola Ware of OLYCAP stated she did not know where the funds go as it is not a grant with them. She is correct, the contract is signed with the church and the county with OLYCAP for lack of a better term is a subreceipient of the money. But her employees receive pay from the grant and she signed off on the time sheets. So IMHO she lied to the public about not knowing where the funds go, unless someone is fraudulently using her name to sign off on the time sheets. The church has 20-40 volunteers which assist, but OLYCAP is needed, they say in reading the application and grant award. They have a parking manager and a night shift and a day shift person to oversee the operations. The church has security and basic necessities, water, gas cards. The guidelines to use the program, was the person had to have car insurance which precluded many from being able to park there amongt other requirements. The program has been going for one year, with a year to go. I do not understand the need for more money for this program. Many inquiries have been sent as a PRR with some questions answered and some ignored. Time for French to answer these questions at a commissioners meeting.
Is this another Bait and Switch? "Safe Parking?" Many of the people in need do not qualify. The oversight folks, however, are collecting their pay. Maybe we should retitle the grant to benefit a "Sub-recipient". Identity unknown. There seems to be a lot of this going around.

I'm sure that it was, but it begs the question: Shouldn't some of the funds for this program offset that cost to these people in NEED? It just appears to be a scam. Liability insurance is from $125 to $600 per year. Surely they could help with THAT if they can shell out gas money and other things. Absorb the cost to help get these people back on their feet! Some of these people are just families in distress because of the economy or underemployment (or unemployment). It's a program for a temporary fix.

I drive by UMC nearly everyday and I have yet to observe a single camper, trailer or motorhome in there parking lot. Sani-can, yes A. They are parking in a garage out back, B. It’s a speedy process to get the folks checked in and off the property, C. Staff and salary has eating up all their funding based on them turning away potential “parkers”, or D. The “parkers” showed up while I was on vacation for 5 weeks. The only dilapidated camper I’ve seen near there is the one from 3 weeks ago who was chased off by SPD. That camper never seemed to make it inside the perimeter of UMC. It now resides in the QFC parking lot, “broke down”.

In the Spring of 2025 French indicated that OLYCAP was receiving less funding than anticipated and then bam....all of of sudden we see the parking program where the majority of the funding goes towards OLYCAP salaries as they stated a grant a manager is needed, a parking person morning and night to "greet" the clients. Yet the church states they have 20-40 volunteers for the program.

We have greeters at our congregation's facility when we have an event that may create additional need for parking attendants, when there may be more people than usual for a special talk, for instance. We ALWAYS have greeters. All volunteer. The speakers: volunteer. No one get's paid for the services. The gladly do it because they have stepped up to do these things in behalf of the congregation, including visitors, who are all welcome.

Andrea, I hadn't thought of that. Some Walmarts allow overnight parking, I know we have used them when traveling in our RV and nobody ever asked questions or bothered us about anything. Some things just makes one tilt their head.
Yes, it's been that way for YEARS! No one in the store ever asked about whether people had car insurance. If you have a public parking area, you don't ask your patrons about whether they have car insurance. Do they ask their parissioners, the church? I was never asked at mine. We just go park there and enjoy our meetings. Without staff for security or maintenance. Those are done by volunteers within the congregation.
While vehicles do break down, what I have observed in PA is the hood up often indicates "open for business" with hand transactions conducted under the hood. Same with "waiting on a buddy to bring gas." One regular RV that shows up in all the dope spots with high foot traffic parked near my work, had customers flowing in. Claimed they were out of gas waiting for gas delivery. Officer came by to let them know they were parked in a bad spot for traffic flow. Miraculously had gas to drive off when officer left.
Some things to be aware of: the crime map is filled by dispatch logs not police reports, one incident may generate multiple calls/reports, and sometimes mental health calls are a patient reporting what they believe happened that may not be real but will show up on the map because it's in dispatch log. It's still a useful tool and we definitely need more transparency like this, especially since there is no police blotters type sharing of crime reports anymore. I did speak with PAPD and was given impression there is no current "stranger" SA suspect on the loose or immediate danger to the public. I believe some writers have made PRR and look forward to reporting on all those SA on the map. PAPD is pretty good about responding to general public safety questions. I may not always like or agree with their answers but at least they respond.

If TUMC wants to sponsor a "Safe Parking Program," then the church needs to pay the expenses associated with it. If the parishioners support it, let them reach into their pockets, not the CC taxpayer's. Most churches have volunteers that do various jobs. A similiar story to Sarah's during the public comment yesterday. Some months back a neighbor of mine contacted me and asked me to meet him outside. He was holding a small plastic baggie with a white powdery substance inside. He asked me what I thought it might be. I said it could be either meth or fentanyl, but to put on gloves just in case. He said he found it in front of his driveway where his kids play. (note: there are a couple of drug houses on this road). I told him to contact the Sheriff's department so they could pick it up and dispose of it. properly. Shortly thereafter he told me he called, and was told to dispose of it himself. I was stunned. He said he's lost all faith in local law enforcement. He duct tapped it all up and threw it in the trashcan. I actually have no words.....
CAS, that’s shocking, so I looked up what Clallam County wants you to do with medications/drugs when no longer needed (or found). I wouldn’t have know about this, it is not advertised in Harm Reduction (that I know of, but it should be).
Good question. I was stunned. The county I worked for in another state, LE would have gone to pick it up and then dispose. Not leave it up to the citizen to try and dispose of it. I'm still shaking my head over the response.
A few years ago I kept finding needles on Laurel near Safeway so I would take them to the fire dept on 5th. The 3rd time I showed up with one they gave me a sharps container, like I want to store that garbage in my home.
A discussion a few days ago was relative to how little education our children are receiving on topics such as personal finance, budgeting, credit, and debt. In America today, we hear about the poor academic performance in many of our nation’s public schools and lowered standards in our universities. Test scores in reading and mathematics are declining, with critics calling for a variety of reforms. Our country is now carrying over $39 Trillion in debt. We also have a large percentage of our population burdened by personal debt. This is not a good place to be.
Another subject we don’t hear a word about is the teaching of virtue, at least not in government schools. With the exception of private academies and homeschoolers, an education in character development, which was so important to the sons and daughters of the American Revolution, vanished decades ago, which may explain many of our nation’s current problems.
Perhaps this indifference is a blessing in disguise, as it leaves parents rather than the state in command of their children’s ethics and morals. And here’s more good news: There’s a library of books and resources about virtues that are available to parents and teachers. Search online for “teaching virtue to children resources,” and find collections such as Bennett’s “The Book of Virtues,” all sorts of guides on character building at home and in the classroom, and dozens of websites offering practical direction along with suggested readings and activities. Parents and grandparents, mentors, and teachers will discover an army of reinforcements waiting to help them inspire moral excellence in their children. I think the moral excellence includes responsibility for paying off your debts.

We see the results of our education system on a daily basis. Our children, native and non-native, are failing to learn the lessons of our ancestors. Just interview our children about advanced topics and expose the lack of knowledge regarding plain scholarship. Is this the skill we are providing to our future work force?
I would like to see promotion of more independent learning and allowing those better students to learn new, advanced skills. Include personal finance and virtue as requirements for good citizenship. No wonder so many parents are Home Schooling their children.
Absolutely correct. We have allowed ourselves to be fooled into believing our leaders in government were acting in the country's best interest and legislate rules that would ensure continued freedom and pursuit of happiness. I will say the biggest thing I have learned from folks sharing their stories (which have all been powerful) is that there is no one size fits all as berry seems to think. A sandwich, bottle water and place to live will not even come close to solving it. Only real treatment with counseling will help. Everyone's path is totally different from each other.

Several churches are scattered throughout the lower Cherry Hill neighborhood, the closest to downtown PA. I see them having all ages work parties to get major maintenance and grounds keeping done, hosting weekly free community meals, sending a free food truck out several days a week, hosting daycares and summer camps, and placing a quiet little tiny home. They mostly have relatively small groups of attendees and older buildings, yet seem to have huge capacity to support the community.
I was brought up in the United Methodist Church but I soured on religion completely by the time I was 18. The modern rainbow flag UMC that I see disgusts me. They just can't keep politics out of the church.

Try this alternate scenario. Run for government office. Make up a good story with some truth in it. There doesn’t seem to be any job descriptions that require special skills. If it looks good, fabricate a few items and add to the story. If Somalia, or other money locations, starts to become exposed, move the end location. When running for office make sure you emphasize all the free goodies. Of course these are paid by the “taxpayer”. (For most of you the taxpayer is YOU.) How else can a politician become a millionaire nearly overnight. Where does all the campaign money go? Then, once in office you have a lifetime benefit. You can vote to raise your own pay, add more benefits for self and family, and have a good chance of a generous retirement. (I favor term limits.)
Moving on. We read, repeatedly, about illegal activities being uncovered, but the story seems to disappear shortly afterward. The list is long. (Insider trading, illegal immigration, special deals with Ukraine, money for Somalia and other locations). I left off the entire industry of producing and distributing illegal drugs. We have to make crime punishable. The cheaters are becoming wealthy, avoiding punishments, and improving their skills. When do we see a demand for personal responsibility and accountability? How many politicians ever end up in jail?
I am concerned. I have desirable goals. Let us have some new goals that offer benefits to all our citizens. We can change our education goals. Eliminate political indoctrination and return to teaching our children to read and write. Make the goal of education providing contributors, workers, investors, instead of encouraging an influx of more needy citizens. How about Enforce the Law?
We adults, responsible adults, can say NO! No to lawlessness. No to drugs. No to enabling addictive “substances”. Advertise those arrested and convicted of crimes. Publicize the names of convicted criminals. Make it difficult to survive as a criminal. What happened to the F.B.I.s Most Wanted? Post photos and begin looking for criminals.

Statistics show millions of our citizens cannot read. Students are unable to pass college entrance exams and therefore the colleges no longer make the exams mandatory. What has happened to meritocracy? I believe this leads to massive misinformation being spread about to achieve political goals.
Meanwhile we have a less educated population, vulnerable to the falsehoods being supplied by our media. Who do you believe? Why do so few people vote? Has our population lost trust in our political manipulations? Still, voting is our only choice.

With all these challenges requiring knowledge and skill you can’t get there from here with current policies. We need changes. Education is the cure for ignorance, but there is no cure for stupid.
Mexico is the conduit for drugs. We can’t stop it unless we stop the use of drugs. CC does nothing to the users but condone it. Until we start locking these people up our local leaders will continue the path of destruction.
The laws need to be changed in this state regarding drugs. It started down a path with the Blake vs Washington. These laws reduced the ability for law enforcement to arrest as they had in the past. The drugs which flow into this country and state will never stop as the appetite is far too great in this country. The cartels are imbedded in every state in this country and as brutal as they are, are keen business people and have scouts all over to observe and see weaker areas to enter. The I5 corridor up and down the west coast is a pipeline. This county lost some funding which specifically was used for OPNET. We are not a large enough county to have a HIDTA grant, {high intensity drug trafficking area} grant to receive those funds, but I would hope we are working with Kitsap county which does have that funding as well as other LE agencies. Proactivity is one of the keys in combating drugs, not just reactive. Harm reduction was created decades ago, and has morphed into an enabler. Other areas of the country are realizing harm reduction does not work and is pulling back on it. Will this county? Not with the current "leadership". Change at that level is desperately needed as we are circling the drain.

I am having a hard time buying this parking lot money. Why should there be salaries for this project. The churches and I attend have volunteers for many projects that are blessed by the congregation. Where did the amount of compensation come from? I believe that Stoffer or Ozias is a member there. This is another example of follow the money political corruption.
The money came from document fees for every real estate transaction in this state. Look at the document and about $118 dollars or so for recording the transaction. The county receives the funds and it is specified by the state how it is to be used. The county released a RFP and the church applied. "safe parking" is one use of the monies. About 65-70% of the the grant goes for salaries to OLYCAP. At one of the commissioners meetings earlies this year, Viola Ware of OLYCAP stated she did not know where the funds go as it is not a grant with them. She is correct, the contract is signed with the church and the county with OLYCAP for lack of a better term is a subreceipient of the money. But her employees receive pay from the grant and she signed off on the time sheets. So IMHO she lied to the public about not knowing where the funds go, unless someone is fraudulently using her name to sign off on the time sheets. The church has 20-40 volunteers which assist, but OLYCAP is needed, they say in reading the application and grant award. They have a parking manager and a night shift and a day shift person to oversee the operations. The church has security and basic necessities, water, gas cards. The guidelines to use the program, was the person had to have car insurance which precluded many from being able to park there amongt other requirements. The program has been going for one year, with a year to go. I do not understand the need for more money for this program. Many inquiries have been sent as a PRR with some questions answered and some ignored. Time for French to answer these questions at a commissioners meeting.

Liability insurance is from $125 to $600 per year. Surely they could help with THAT if they can shell out gas money and other things. Absorb the cost to help get these people back on their feet! Some of these people are just families in distress because of the economy or underemployment (or unemployment). It's a program for a temporary fix.

I drive by UMC nearly everyday and I have yet to observe a single camper, trailer or motorhome in there parking lot. Sani-can, yes A. They are parking in a garage out back, B. It’s a speedy process to get the folks checked in and off the property, C. Staff and salary has eating up all their funding based on them turning away potential “parkers”, or D. The “parkers” showed up while I was on vacation for 5 weeks. The only dilapidated camper I’ve seen near there is the one from 3 weeks ago who was chased off by SPD. That camper never seemed to make it inside the perimeter of UMC. It now resides in the QFC parking lot, “broke down”.

In the Spring of 2025 French indicated that OLYCAP was receiving less funding than anticipated and then bam....all of of sudden we see the parking program where the majority of the funding goes towards OLYCAP salaries as they stated a grant a manager is needed, a parking person morning and night to "greet" the clients. Yet the church states they have 20-40 volunteers for the program.

We have greeters at our congregation's facility when we have an event that may create additional need for parking attendants, when there may be more people than usual for a special talk, for instance. We ALWAYS have greeters. All volunteer. The speakers: volunteer. No one get's paid for the services. The gladly do it because they have stepped up to do these things in behalf of the congregation, including visitors, who are all welcome.

Yes, it's been that way for YEARS! No one in the store ever asked about whether people had car insurance. If you have a public parking area, you don't ask your patrons about whether they have car insurance. Do they ask their parissioners, the church? I was never asked at mine. We just go park there and enjoy our meetings. Without staff for security or maintenance. Those are done by volunteers within the congregation.

While vehicles do break down, what I have observed in PA is the hood up often indicates "open for business" with hand transactions conducted under the hood. Same with "waiting on a buddy to bring gas." One regular RV that shows up in all the dope spots with high foot traffic parked near my work, had customers flowing in. Claimed they were out of gas waiting for gas delivery. Officer came by to let them know they were parked in a bad spot for traffic flow. Miraculously had gas to drive off when officer left.

Some things to be aware of: the crime map is filled by dispatch logs not police reports, one incident may generate multiple calls/reports, and sometimes mental health calls are a patient reporting what they believe happened that may not be real but will show up on the map because it's in dispatch log. It's still a useful tool and we definitely need more transparency like this, especially since there is no police blotters type sharing of crime reports anymore. I did speak with PAPD and was given impression there is no current "stranger" SA suspect on the loose or immediate danger to the public. I believe some writers have made PRR and look forward to reporting on all those SA on the map. PAPD is pretty good about responding to general public safety questions. I may not always like or agree with their answers but at least they respond.

A similiar story to Sarah's during the public comment yesterday. Some months back a neighbor of mine contacted me and asked me to meet him outside. He was holding a small plastic baggie with a white powdery substance inside. He asked me what I thought it might be. I said it could be either meth or fentanyl, but to put on gloves just in case. He said he found it in front of his driveway where his kids play. (note: there are a couple of drug houses on this road). I told him to contact the Sheriff's department so they could pick it up and dispose of it. properly. Shortly thereafter he told me he called, and was told to dispose of it himself. I was stunned. He said he's lost all faith in local law enforcement. He duct tapped it all up and threw it in the trashcan. I actually have no words.....

Good question. I was stunned. The county I worked for in another state, LE would have gone to pick it up and then dispose. Not leave it up to the citizen to try and dispose of it. I'm still shaking my head over the response.
A few years ago I kept finding needles on Laurel near Safeway so I would take them to the fire dept on 5th. The 3rd time I showed up with one they gave me a sharps container, like I want to store that garbage in my home.
A discussion a few days ago was relative to how little education our children are receiving on topics such as personal finance, budgeting, credit, and debt. In America today, we hear about the poor academic performance in many of our nation’s public schools and lowered standards in our universities. Test scores in reading and mathematics are declining, with critics calling for a variety of reforms. Our country is now carrying over $39 Trillion in debt. We also have a large percentage of our population burdened by personal debt. This is not a good place to be.
Another subject we don’t hear a word about is the teaching of virtue, at least not in government schools. With the exception of private academies and homeschoolers, an education in character development, which was so important to the sons and daughters of the American Revolution, vanished decades ago, which may explain many of our nation’s current problems.
Perhaps this indifference is a blessing in disguise, as it leaves parents rather than the state in command of their children’s ethics and morals. And here’s more good news: There’s a library of books and resources about virtues that are available to parents and teachers. Search online for “teaching virtue to children resources,” and find collections such as Bennett’s “The Book of Virtues,” all sorts of guides on character building at home and in the classroom, and dozens of websites offering practical direction along with suggested readings and activities. Parents and grandparents, mentors, and teachers will discover an army of reinforcements waiting to help them inspire moral excellence in their children. I think the moral excellence includes responsibility for paying off your debts.

We see the results of our education system on a daily basis. Our children, native and non-native, are failing to learn the lessons of our ancestors. Where are the classes that include world history, American History, Advanced English, foreign languages, advanced mathematics, and provide college preparatory courses? Just interview our children about advanced topics and expose the lack of knowledge regarding plain scholarship. Is this the skill we are providing to our future work force?
I would like to see promotion of more independent learning and allowing those better students to learn new, advanced skills. Include personal finance and virtue as requirements for good citizenship. No wonder so many parents are Home Schooling their children.
Absolutely correct. We have allowed ourselves to be fooled into believing our leaders in government were acting in the country's best interest and legislate rules that would ensure continued freedom and pursuit of happiness. Teaching the three R's and and how to think and reason and solve problems, rather than what to think. Why did the 'system' promote college for everyone? I will say the biggest thing I have learned from folks sharing their stories (which have all been powerful) is that there is no one size fits all as berry seems to think. A sandwich, bottle water and place to live will not even come close to solving it. Only real treatment with counseling will help. Everyone's path is totally different from each other.

Several churches are scattered throughout the lower Cherry Hill neighborhood, the closest to downtown PA. I see them having all ages work parties to get major maintenance and grounds keeping done, hosting weekly free community meals, sending a free food truck out several days a week, hosting daycares and summer camps, and placing a quiet little tiny home. They mostly have relatively small groups of attendees and older buildings, yet seem to have huge capacity to support the community.
I was brought up in the United Methodist Church but I soured on religion completely by the time I was 18. The modern rainbow flag UMC that I see disgusts me. They just can't keep politics out of the church.

Find a lawyer to arrange for light sentences or no bail. We voters elected these Attorneys General. Send money to Somalia. The key to making illegal money is to keep shifting it around and make it nearly invisible. These thieves are expert. Can you imagine the games to play with electronic money. Is this a desirable goal? We can’t get there from here.
Try this alternate scenario. Run for government office. Make up a good story with some truth in it. There doesn’t seem to be any job descriptions that require special skills. If it looks good, fabricate a few items and add to the story. If Somalia, or other money locations, starts to become exposed, move the end location. When running for office make sure you emphasize all the free goodies. Of course these are paid by the “taxpayer”. (For most of you the taxpayer is YOU.) How else can a politician become a millionaire nearly overnight. Where does all the campaign money go? Then, once in office you have a lifetime benefit. You can vote to raise your own pay, add more benefits for self and family, and have a good chance of a generous retirement. (I favor term limits.)
Moving on. We read, repeatedly, about illegal activities being uncovered, but the story seems to disappear shortly afterward. The list is long. (Insider trading, illegal immigration, special deals with Ukraine, money for Somalia and other locations). I left off the entire industry of producing and distributing illegal drugs. We have to make crime punishable. The cheaters are becoming wealthy, avoiding punishments, and improving their skills. When do we see a demand for personal responsibility and accountability? How many politicians ever end up in jail?
I am concerned. I have desirable goals. Let us have some new goals that offer benefits to all our citizens. We can change our education goals. Eliminate political indoctrination and return to teaching our children to read and write. Make the goal of education providing contributors, workers, investors, instead of encouraging an influx of more needy citizens. How about Enforce the Law?
We adults, responsible adults, can say NO! No to lawlessness. No to drugs. No to enabling addictive “substances”. Advertise those arrested and convicted of crimes. Publicize the names of convicted criminals. Make it difficult to survive as a criminal. What happened to the F.B.I.s Most Wanted? Post photos and begin looking for criminals.
We seem to be building a socialist (welfare) society. (Democratic Socialist party?) How can we justify encouraging children to make dramatic physical changes to their bodies, without involving the parents? Let us all focus on involving parents into their children’s lives. This is called parenting.
Why did D.E.I. become so popular within our businesses and schools? Didn’t our Supreme Court declare D.E.I. discriminatory? Let us refocus on what benefits the majority and complies with our Constitution.
How could a school system offer a graduation certificate without any test results? What would these people contribute to our society? Performance should be mandated.
Statistics show millions of our citizens cannot read. Students are unable to pass college entrance exams and therefore the colleges no longer make the exams mandatory. What has happened to meritocracy? I believe this leads to massive misinformation being spread about to achieve political goals.
Meanwhile we have a less educated population, vulnerable to the falsehoods being supplied by our media. Who do you believe? Why do so few people vote? Has our population lost trust in our political manipulations? Still, voting is our only choice.

Mexico is the conduit for drugs. We can’t stop it unless we stop the use of drugs. CC does nothing to the users but condone it. Until we start locking these people up our local leaders will continue the path of destruction.
The laws need to be changed in this state regarding drugs. It started down a path with the Blake vs Washington. These laws reduced the ability for law enforcement to arrest as they had in the past. The drugs which flow into this country and state will never stop as the appetite is far too great in this country. The cartels are imbedded in every state in this country and as brutal as they are, are keen business people and have scouts all over to observe and see weaker areas to enter. The I5 corridor up and down the west coast is a pipeline. This county lost some funding which specifically was used for OPNET. We are not a large enough county to have a HIDTA grant, {high intensity drug trafficking area} grant to receive those funds, but I would hope we are working with Kitsap county which does have that funding as well as other LE agencies. Proactivity is one of the keys in combating drugs, not just reactive. Harm reduction was created decades ago, and has morphed into an enabler. Other areas of the country are realizing harm reduction does not work and is pulling back on it. Will this county? Not with the current "leadership". Change at that level is desperately needed as we are circling the drain.

This documentary is about 5 years old and shows even lower level dealers had access to precursor chemicals and ability to manufacture fentanyl in BC back then. Any town or surrounding city that has a port, will always have a larger number of trafficked in illegal drugs. Ask any old school dealer all the way up to any new dealer and the system will remain similar. Ports= Production
Any large body of water makes traffickingeasier. Back in the early 80s I knew people in Texas who would pick up one thing down by the Rio Grande, haul it up to Michigan somewhere near the great lakes, and come back with drugs from Canada. The river and the lakes made it easier. They traveled with fishing gear to look more legitimate
