No. In this case the Charter Review has not been following OPMA, and doesn't even seem to understand it. They take actions with backroom meetings, and they have had committees make decisions without involving the whole board. There are clearly 'serial meetings" and "chain meetings" and telephone-telegraph -- hub-and-spoke meetings. Some of the commissioners seem to push some things, which the others are unaware of. There are "personalities". I've had the chair glare at me, and cut me off, and at one point actually wanted to limit public comment (in violation of several Supreme Court rulings). There were clearly secret meetings and caucuses -- because multiple people do NOT parrot the same phrases. There was no transparency. It was hinky as hell.
It wasn't until someone annoyed them by asking that minutes be posted of all meetings -- that they even began keeping any real minutes of the committees. Lots of catch-up and grousing about THAT.
It was the worst case of civics no-no's I've ever witnessed in my lifetime. I know a few of the Charter Review old-timers have been cringing.
I think you would need to understand OPMA -- to fully understand the drama that exists with that elected body. And, the egos and characters involved. It may be one of the more dysfunctional charter reviews I've watched.
You have to have a good grasp of how the system is supposed to work with the Open Public Meetings Act (which is based on the Ralph M. Brown Act from California... passed in 1953). Mr Brown was reacting to a 10-part series published in the San Francisco Chronicle called "your secret government" highlighting the incredible bullshit that was taking place. Really an interesting read. Other chapters were added in the late 1960s -- which included the Public Records Act, as well as other tweaks. Washington Law (enacted in the 1970s) attempts to approximate the Brown Act.

It was my understanding from reading reports from a CRC member, that they broke into smaller groups to maximize the number of issues that could be resolved. I don’t think the intent was
to hide activity from the public. You however, seem very negative and when I read things you have said I question your motives and integrity for the office you are pursuing. Admittedly, change needs to come to Port Angeles, but for the right reasons and instituted by the appropriate candidate.

The only threat I pose is that of exposing their hypocrisy. Todd Mielke is perhaps the most two faced of the bunch, calling for ‘rules’ to be established to stifle public comment, while claiming to promote dialog at commission meetings. What words will be restricted, what will be the acceptable decibel level of a speakers’ voice, and what gestures will be allowed. We will need a Gallagher to help us decipher. Moral double standards: He exposed inconsistencies in societal values and behaviors, highlighting the gap between what people preached and what they actually practiced. This often involved pointing out the hypocrisy of institutions like government and religion. I also remember , with a smile, him repeating the banned words of the FCC. I guess my words are unacceptable or even threatening and aggressive, if they disagree with the ideology of our county 'leaders', or if spoken above the acceptable decibel level. I hope this awakens readers to the attempt to regulate free speech in opposition to any official. They have no respect for opposition, no matter how factual the argument.

Last week’s Commissioners’ Forum was CUT SHORT, in part, to allow time for a proclamation recognizing National Diaper Need Awareness Week. The commissioners noted the high cost of diapers and the struggles of local families—but never mentioned why families are struggling.
I just want to point out that one of the most used phrases by Mr. Stoffer on online forums is "everyone deserves due process"

The only threat I pose is that of exposing their hypocrisy. Todd Mielke is perhaps the most two faced of the bunch, calling for ‘rules’ to be established to stifle public comment, while claiming to promote dialog at commission meetings. What words will be restricted, what will be the acceptable decibel level of a speakers’ voice, and what gestures will be allowed. We will need a Gallagher to help us decipher. Moral double standards: He exposed inconsistencies in societal values and behaviors, highlighting the gap between what people preached and what they actually practiced. This often involved pointing out the hypocrisy of institutions like government and religion. I also remember , with a smile, him repeating the banned words of the FCC. I guess my words are unacceptable or even threatening and aggressive, if they disagree with the ideology of our county 'leaders', or if spoken above the acceptable decibel level. I hope this awakens readers to the attempt to regulate free speech in opposition to any official. They have no respect for opposition, no matter how factual the argument.
Outsiders will always do the bidding of their masters in 'high' places...these agents work for the deep state from the U.N. on down, many of them aren't even conscious of it...they think they are doing a good job and maybe even think they are doing what is right...but they are communist/socialist/power seekers who love the control they have usurped from the people...many are sociopaths. What's RIGHT is anything that does no harm...and we the people ARE being harmed, by taxation without representation, by them stifling dissent and making false claims of threat against the people, by political maneuvering to make and enforce policies without due public process...we are on the razors edge of socialist tyranny TODAY in Clallam County.

HIs comment is more of a threat than the comments by Fehrmann. Fehrmann simply stated, if one can understand grammar [:)] that he is not going to back off. You run for elected office. Even if voted in with a 70% majority only about 70% of eligible voters have participated. That means there is a lot of folks that haven't supported you and you need to represent those people as well. When you don't align with their positions and the position you embrace is going to cost them MONEY you are going to have to take some heat. Not expecting opposition and passionate pushback is unrealistic especially when funding something that serves a "special interest" and gives money to a select few.

Last week’s Commissioners’ Forum was CUT SHORT, in part, to allow time for a proclamation recognizing National Diaper Need Awareness Week. The commissioners noted the high cost of diapers and the struggles of local families—but never mentioned why families are struggling.
I just want to point out that one of the most used phrases by Mr. Stoffer on online forums is "everyone deserves due process"

I think security at Town Hall meetings is a prudent measure. People's pocket books and life styles can be at stake and emotions can rise to irrational action. I endorse security for all the attendees, not just the politicians.
