The Olympic Community of Health (OCH) is a regional nonprofit (501(c)(3)) serving Clallam, Jefferson, and Kitsap counties, created under Washington State’s Medicaid Transformation / Accountable Community of Health (ACH) model. OCH is not an elected body; it functions as a coordinating and funding hub for health- and social-service initiatives across the region, supported largely by state and federal Medicaid-related funding, grants, and service contracts.

On January 26, OCH hosted or sponsored “The Power of HOPE” at Peninsula College, featuring Chan Hellman, a researcher known for developing the Science of Hope framework. Who or how are these salary increases determined? If people stayed on the job, rather then attending these meetings to network in order to find a new position the taxpayers would be so much better off. Started during COVID should end now.

I would have loved to had "Hope Navigators" with me last night as I drove by Safeway on the way home form my second job at 9:30 last night and observed the store surrounded on all 4 sides by active drug use and dealing with clumps of individuals standing in fold, piles of "belongings" everywhere and a group openly huddled in the parking lot using a torch lighter with foil.

no, it was dark, I was in my car alone and did not want it to be spotted, and there were so many of them. A whole group was in the NE corner behind gas station with torch lighter, a cluster with bikes on east side of store, folks with tarps over their heads but legs out on the Laurel st side, a cluster standing not really upright in the alley looked the highest. The health dept parking lot on 3rd also had at least 6 "campers" all sort of swaying about. It was the largest number of folks I have seen in that area apparently absorbed in certain activities at once, it was shocking and I am used to seeing these activities in the area. I was tired but went home and stayed up late pondering the state of the city. edit to add, Tues and Fri are distribution days so Fri nights are like this too.

Land Acknowledgement Warning: it’s at the top of Olympic Community of Health website: https://www.olympicch.org/ In case anyone didn’t know about the land we’ve been allowed to live on by the graciousness of the tribes, and pay taxes for the land that tribes don’t pay. LOL.

The glorification of our native American peoples leaves out the warring, enslavement, and expansion of the larger tribes at the expense of their neighbors. In later years we had the invasion of the different European and Asian peoples who used force, and monetary influence, to obtain possession of most of North America. (Florida. Louisiana, Gadsen Purchase, Alaska, and much of the western part of the later United States.) Now we read about efforts to return to an earlier geographic apportionment. Do we really believe any redistribution would be peaceful? Instead, we have attempts to legislate a redistribution of wealth. Who do you think would profit from this confrontation? If we as a society cannot coexist we will destroy our entire society. Be careful what you wish for.

For the record: land acknowledgements are not required to receive state or federal funding. They’re voluntary statements, not a legal or grant condition — and they don’t substitute for real consultation or statutory duties.

@Jennifer, I appreciate you reading the source and naming that reaction. I agree that your discomfort is valid. That piece from the Native Governance Center isn’t a governance framework—it’s Indigenous-led guidance for cultural or political expression, not for government-to-government practice. I cited it to show there is no single formula for land acknowledgments and why symbolic language can’t substitute for real relationships. When symbolism is treated as governance, it can harden positions rather than build trust. Meaningful government-to-government relationships are built through clear jurisdiction, mutual accountability, and enforceable agreements—not prescribed rhetoric.

Dr Sarah, I agree, it's not a governance framework, but the political expression itself conveys tones of hostility and accusations. Yes, the symbolism is hardening positions, not just in Clallam County but many counties where accountabilities of the Tribes are unattainable because of their sovereign status. It is difficult, but I try, to remove emotions, but words such as genocide, ethnic cleansing, stolen land, and forced removal are in themselves emotionally reactive. There are many "Land Acknowledgments", not just for tribes but for NGO's, Universities, Restaurants etc. They all basically say the same. There is a site to download with a format on Land Acknowledgments.

Can you clarify the criteria you use to determine residency for advisory board positions, and explain how those criteria were applied to the new appointee to the Heritage Advisory Board?

Below is a good-governance individual commissioner response clarifying advisory board residency standards and identifying needed follow-up to enhance transparency and accountability.

Dear Constituent,

Thank you for the question. The concerns raised in recent public commentary—including the article you reference—highlight a legitimate governance issue: how residency criteria for advisory board appointments are defined, applied, and explained to the public.

At the county level, advisory board appointments are made under the authority of the Board of County Commissioners and guided by the County’s Boards, Committees, and Commissions policy, along with the enabling documents for each board (Clallam County, n.d.-a; Clallam County, n.d.-b). Those documents establish process and purpose, but, specifically for the Heritage Advisory Board (HAB), the County’s publicly posted materials do not clearly define a residency standard—such as whether residency means primary domicile in Clallam County, district-based residence, or another criterion (Clallam County, n.d.-c).

Washington case law is clear that when residency is used as a qualification for public roles, it is generally understood as domicile, requiring both physical presence and intent to remain, and that eligibility criteria must be established in advance and applied uniformly, not informally or retroactively (MRSC, 2024; State ex rel. O’Connell v. Dubuque, 1966). While advisory boards differ from elected office, these principles still matter for public trust and procedural fairness.

From an accountability perspective, the appropriate governance response is not to dismiss public concern, but to clarify the process and correct any ambiguity. As an individual commissioner, I believe follow-up should include:

1. Public clarification of what residency standard, if any, is being used for HAB appointments and where that standard is defined.

2. Documentation in the public record explaining how that standard was applied in the recent appointment.

3. Review and, if necessary, amendment of the HAB’s governing language or appointment guidance so residency criteria are explicit, consistent, and transparent going forward.

Advisory boards are meant to reflect community trust and expertise. That trust is strengthened when the rules are clear, consistently applied, and explained openly—especially when questions arise. Accountability in governance is not about avoiding criticism; it is about responding to it with clarity, correction, and follow-through.

Just read your latest blog “Ousted by Ozias.” I tried to post a comment, but, being a technophobe, was unable to finish it.

Here is my comment. Feel free to post it or not.

After reading, “Ousted by Ozias,” my reaction was sadness.

1 – Kudos to one of your watchdoggers, Denise Lupio, for ferreting out what the commissioners wanted hidden.

2 – Derrick Eberle, who describes himself as a “farmer, designer of public space,” probably sought this position for resume enhancement. Given his background, why not seek one on a board dealing with land use?

3 – Apparently heritage advisory board members Mike Doherty, Paula Hunt and Bryon Monohon either continue to serve or extended their terms. They have and will take their role seriously.

4 – To make room for Ebererle, the commissioners needed to get rid of someone representing Eberle’s area. Judith Stipe, who, with her husband, has been quietly maintaining Sequim Museum & Arts, became that person. She (like Jeff Tozzer) represents a local pioneer family and helps preserve Sequim-Dungeness heritage.

5 – As a sop to Stipe, the commissioners shamelessly issued a proclamation in her honor. She deserves better – like being reappointed to the board in place of Eberle.

6 – What else could Lupio find hidden in those records?

Another epic incident where the County Commissioners do not listen to citizens. Ozias needs to go. He’s making his own rules as he goes along. Next people living in Tacoma will be able to run for office because they maintain a farm in Dungeness. This is wrong and more wrong to have black listed Judith Stipe who by all standards is far more qualified than Eberle. How much time does he have to serve citizens of this county when he lives in another county. It’s wrong ethically and morally. Ozias seems to be a one man commission lately.

Hello Beaver. Great to hear that you are still involved with our local activities. I agree with you. Now, we have to reverse the decision regarding Judith Stipe. For the last couple of years I have been preaching about meritocracy, especially in our schools. I have also been preaching about governance. An item apparently overlooked within our elected officials. By making noise we may be able to improve some of our omissions by our elected officials. Clallam County Watchdog attracts controversy, but it also informs people about ongoing problems. Thanks.

I was at the meeting yesterday and I sat next to a new attendee, when Mark Ozias would start his talk on anything the man next to me was saying "WTH in the world is he talking on and on about"

I told him I come prepare with a bottle of dressing for a "Mark" diatribe. So many wirds a so little to say with substance. I just wish we could his amount of words with real integrity. But I still wish they would end harm reduction in the way they blindly fund it while not looking at the wide swath of damage in it's wake. What he did to Judith is just all the Mark Ozias has to offer us damage and droning on...shameful.

Thought Vista print would be good, but not. Be sure you get a size that fits in to standard envelopes.

On U-Line they have a huge variety but not the size I needed. But the best prices for a retail purchase. A lesson for others.

Vista Print was a good vendor a few years ago, not anymore. The prices are crazy.

A quick search on the WA Secretary of State website (for mailing and business addresses) and Pierce County Assessor (confirming his residence and mailing address) website clearly show Eberle maintains a home with mail delivered to his residence in Tacoma on Steele Street. Voter registration and drivers license anyone?

I don't know whether he's registered to vote in Clallam or Pierce County, but if that's confirmable it would be another piece of the residency puzzle.

He is registered to vote in this county and receives his property tax bill for the barn property he inherited in 2013 at the barn address. Other websites indicate his mailing address to his Pierce county home. Ozias explained there are no residency requirements for advisory board positions.

I had to ask myself why would Eberle want to be on the HERITAGE ADVISORY Board? What could be there, as unqualified as he was, that he even cared. As usual, follow the money….all the way to his property and his barn who is placed in the register of historic barns.

For the FY 2025-2027 Biennium, $900,000 in matching grants are available with individual awards of up to $75,000.  The grants are provided as part of the state’s Heritage Barn Preservation Initiative established in 2007, and the grant program assists with rehabilitation projects to stabilize and preserve designated Heritage Barns across the state.

FAQ: I applied previously and received a grant. Can/should I apply again?

Yes! Generally it is the policy of the Heritage Barn Advisory Committee to avoid awarding grant funds to the same building in two consecutive grant rounds, but you may apply for more funding after waiting at least one cycle.

Rehabilitation grants are awarded through a competitive application process: in six funding rounds, the Barn Advisory Committee has reviewed over four hundred grant applications. Criteria for funding include, but are not limited to, the historical significance of the barn, urgency of needed repairs, and provision for long-term preservation. Priority is given to barns that remain in agricultural use. 

Only historic agricultural structures listed in the Heritage Barn Register, the Washington Heritage Register, or the National Register of Historic Places, are eligible to receive grant funds when they are available.

Actually, I have been wanting to go there and order off the "menu" on a Tuesday(Fridays my lunch break is shorter) as taxpayer research but wishing I had someone else to go with. If anyone else is interested let me know. I haven't been inside since the old location before expanded services. I am curious if they are letting on site use slip by and to see the expanded offerings.

JJW he would be in a position for the flow of 2 kinds of funding. One would be from HERITAGE ADVISORY BOARD of Clallam County and in turn use the position to influence The Washington State Department of Archaeology & Historic Preservation funding for his Barn. He gets a twofer.

After seeing Judith accept the proclamation with aplomb, everyone in that crowded room knew that she still belongs on the Heritage Advisory Board. What a disgraceful exhibit of betrayal by the three Commissioners. As Jeff aptly stated in his public comment, this just wasn't Ozias' doing, French and Johnson voted to replace Judith Stipe with Derrick Eberle. Very shameful as Judith is still capable of doing her job. Our eyes are on the HAB now that we know what is really going on.

This is the chummy problem with 3 commissioners, IMO. Neither of those two can recognize when Ozias is playing them.

Easier to GO ALONG to GET ALONG. Johnson & French are weak kneed, always have been for as long as I’ve attended BOCC meetings. Nothing new. Can’t recall a time there has been push back or dissension with these clowns. When the public vocally, in writing, present petitions have valid concerns against county levy’s, taxes, appointments, expenditures, appointments, roads and you name it they have been ignored & dismissed, even called names and attacked in hallways. Commissioners cavalier comments or stating I’ve already decided the night before a meeting without hearing public comments is WEAK! Commissioners comments: we hear what you’re saying, we acknowledge your concerns, we read all your letters, we appreciate your speaking up…….BUT

just doesn’t cut it!

I agree. However, better for who? Certainly not the majority of county citizens. The other two commissioners need to grow a pair, which will not happen. Randy Johnson has been such a disappointment to me. I can not understand why he goes along.

1n 2020 , I applied for a bunch of Boards and Commissions. Randy Johnson called me and applied the obvious filter. I never heard a word back. At least this time I got a zoom interview.

Eberle to the masses.

Sometimes I feel Ozias is on the spectrum. He can’t seem to read the room much less the emails. There is something going on that doesn’t make sense. Why encourage folks to dislike you, Ozias? We are capable of doing that by following your accomplishments while in office.

(Someone help me out, I do not know of positive accomplishments)

Force someone qualified and good at her job out. Make it difficult or impossible for those who risk their own resources and use their own abilities to provide housing in Clallam County for others. Complain about housing affordability, etc.. Tax residents out of their proprieties for NGO non-accountable funded housing to compete and replace private individuals who are no burden to taxpayers.

Pattern here? John Worthington provided all we need to know yesterday - “NODC , SERN and Puget Sound Partnerships Reps. Heidi Eisenhower Angela Gore and Josh Chapman.” The death cults and cultists.
