The commissioners and Health Officer Berry did not respond to yesterday's email asking about the connection between drug use and increased crime. Here is today's email sent to all three county commissioners:
Dear Commissioners,
The County continues investing in the Housing First model.
At what point will you conclude that the current Housing First strategy isn't working? Specifically, what measurable benchmarks—such as reductions in homelessness, addiction, repeat criminal offenses, emergency medical calls, or public spending—would cause you to reconsider or change course if those outcomes are not achieved?
Second, what would you say to a working family in Clallam County that struggles to pay its bills and doesn't have amenities such as air conditioning, a dog-washing station, or rooftop terraces? How do you explain to them why these features are appropriate and necessary in taxpayer-funded housing for individuals with histories of homelessness and addiction, while many working families cannot afford similar amenities despite working hard for what they have?
I would appreciate your response to both questions.

All I can think of is being 19 years old and sharing a large house with 5 guys. We were all friends. None of us were addicts. We did drink beer. A lot of it. Smoked some seedy weed if available. I moved out after 1 week. Constant noise, people I did not know and anything of value had to be kept in the trunk of my car. Look what happened at the last attempt. In not very much time the complex was all but destroyed. (The facility by Swains) I could support a facility run as a Zero Tolerance like the Salvation Army model. Dormitory style. But this is just another grift on taxpayers.
Mike French can play piano at North View, maybe on the roof top terrace, for all the tenants. He will need a new gig next year. May even be looking for permanent housing.

If I had $12.75 million and was told to spend it on housing would I find a way to turn the paltry 36 units into something that actually supports more people at say 125 units of modest living quarters that costs around $100,000 per unit, or would I piss it away and serve fewer people?

Eric you are there every meeting paying attention- when Viola Ware talks about how far clients have to commute to get their needs met and that they are doing a study on it, keep in mind PBH gets funding and will dedicate a "caseworker" for an entire day to drive a client to the city for medical appointment for "gender surgery" while seniors and truly disabled deal with long, expensive commutes to get medical care on a regular basis. It will be PBH or other agency execs using the EV station. "clients" won't need to drive because taxpayers will continue funding caseworkers(paid friends) to cart clients around, then all those agency billed miles of client support will be used to justify Ware's goal of a new long term care medical facilty for chronically homeless in PA which will further crash our strained medical services.
Long term care medical facilities for mentally and physically ill are not, in my opinion, apartments. Chronically homeless who are capable of productive work need to do just that. Temporary housing is one part of the solution, but permanent housing has not been shown, historically, to mitigate the homeless problem. Just my opinion, base on my limited history.

Unfortunately Washington State mandates that newly constructed multifamily housing include specific electric vehicle (EV) charging infrastructure, with requirements that vary by building size and property type. We've got to rid ourselves of our state Democrat legislators.

I think you have to be recently released from prison, using drugs does not prevent you from getting a unit. You aren’t required to be in any treatment program because that would be hurtful to drug addicts. They have feelings, they are just trying to get over them. I had a duplex and did a good job screening and still things went to hell. Who is in charge of this little tax theft ? I just want their pic on my phone so I can demonize them regularly.

I have long rejected ANY housing built for anyone by government of any form or subsidized by government of any form unless it's for military or remote government workers themselves. It is one of the LEAST efficient use of taxpayers' money which most of these funds are. Grants are taxpayer money, waiving of fees are taxpayers' money as are levees and new purpose-built taxes. In this case, the CITY of PA alone is coughing up $940,000 of taxpayers' money including the waiving of $100 K of permit fees while the average home builder has to still pay through the nose or is dissuaded from building due to the fees.
Use of taxpayer's money to support housing for all is certainly NOT housing first. NO "Housing First" model around the world, including the oft referenced Utah model, show any measurable improvement in addiction or reduction in addiction and the behaviors around which result in the depletion of the physical condition of the residences (direct 1st hand experience here) far more quickly than average and incur significantly MORE expense in its maintenance and repair as it is all government contract. Some conditions that will result will require all residents to vacate while repairs occur which will be another cost borne by the taxpayer.
The BETTER and more ethical and far more effective way to use that $12,750,000:
ANNUITIZE IT - Committed to helping 36 people/units???
.... At current Period Certain for 25-years. Payout ratios/rates are roughly 4 to 6%. This amount of money would payout, over 25 years, just over $21million at $2000.00 per month x 36 people, every month, for 12 months, for 25 years!! Guaranteed. (numbers are rough estimates)
THAT HELPS PEOPLE. That is fiscally responsible use of the taxpayer's money. Use the taxpayer's money for a hand UP. Even write occupancy conditions where the amount per month adjusts down as income increases and a greater proportion can be carried by the occupant. Make that a condition of a tenancy agreement. If they are going to make it low barrier, at least make it high expectation....
That yields the taxpayer a gain on their money in excess of the average inflation rate. That creates a rental subsidy fund. That sets in motion a level of control over WHAT exactly the funds are used for. THE ROOF OVER YOUR HEAD.... and leaves ALL other operations, development and building to those who do it all the time.
The government is in the unique position that they can make law. Which means they can set the terms of occupancy of new developments. They can issue permits conditional on a certain percentage of units having to be accessible to qualifying individuals. They can contribute to the improvement of people's lives, WITH OUR MONEY and wise practice. This is not that. This is "keep doing what you are doing. Here is a nice place to keep doing it in"
Stop building "the projects" and start recognizing and fostering community. Sticking "Them" into different corners of our communities, reinforces isolation (which equals more depression, more addiction, more social degradation, etc.) and effectively, a caste system that the Government seems focused on doubling down on. This is the "The Soft Bigotry of Low Expectations" being sought, demonstrated AND PRAISED by "advocates" and Local Elected. Very Sad to see in 2026
Lift barriers to building. NOT to occupying, EXCEPT for the subsidizing of monthly housing expense.
If the government is going to take my hard-earned money and yours, at least we should demand they make it grow rather than shrink, only to need more and more and more to keep cleaning up the mess. I am certain there are insurance, maintenance and operating costs associated with this particular building which have yet to be enumerated for public consumption.
I truly see the addicted and unhoused as needy. I do not see them as more deserving than others. Need does not equal deservedness. When someday folks recognize that we can shelter, while demanding clean and sober, we can then step into recovery and do all that is humanly possible to stay there and help "them" grow into the potential they might have always dreamed about for themselves. This won't do that for 36 individuals if they are not expected to be clean and sober or not expected to move on to bigger and better at some anticipated point in time.
Erin, copper will be the resident's first target for income. 'Subletting' will be another. Free 'dog wash' will be another. Sell the fixtures and those fantastic dishwashers. There's all kinds of ways to trash a building and profit from it. If illegal drug use is allowed why not stealing? It's the Taj Mahal for people who aren't required to work or held to any accountability.
Clients will pay a percentage of their "income" to PBH as rent, so outside of if they have a disabled veteran or two who earned military disabilty, clients draw SSI (taxpayer $) and PBH gets a cut of that and other subsidies to cover the rest. In their smaller group homes around the neighborhood there are some who are clearly in need of lifelong care to function, and some who have very clearly learned to work the system who can manage to get around all over town to acquire and use drugs but feign disabilty. There's a dude in one right now who literaly got a PBH program certifificate for sobriety while spending all day smoking weed at the estuary daily.
Government-backed disability payments, social security, or public assistance subsidies rather than traditional wage-based employment will be the source of rent payments for these lucky tenants.
Low barrier housing will be a disaster. Costs and amenities are excessive. There is NO accountability, either by the tenants or the administration. There is NO harm reduction. Comparison with many other attempts to provide "low barrier housing" show high costs, lawlessness, and enabling. All I see is an irresponsible spending and a burden on the taxpayer. This is poor representation.
The PBH in PA had to have cost overruns. The plans they bid on were not complete and left an open interpretation of products and finished project. What was the final cost? Does anyone know? Lawerence is right about the length these units will last. Who is going to manage these units? Police will have to have a precinct there at what cost. The CC people who make these decisions have NO financial common sense our CC is already broke. I wonder if they will use local contractors as they used some outside companies in PA.
They just keep saying "it's on budget." But they also say it's "on schedule", even though it's 8 months late. I don't know how to get to the bottom of it.

Public housing should be temporary, a helping hand to those willing and able to lead productive lives and eventually aid others to their pursuit of happiness. As a young child, 4 years old, my father was serving an apprenticeship, we lived in public assisted housing for a few years. When he finished his indenture we moved on. History has shown that people that have no personal investment in something, also do not take pride in it. Citizens that cannot provide for themselves, due to permanent mental or physical conditions, need to be treated and cared for in facilities designed for those purposes. I have long rejected ANY housing built for anyone by government of any form or subsidized by government of any form unless it's for military or remote government workers themselves. It is one of the LEAST efficient use of taxpayers' money which most of these funds are. Grants are taxpayer money, waiving of fees are taxpayers' money as are levees and new purpose-built taxes. In this case, the CITY of PA alone is coughing up $940,000 of taxpayers' money including the waiving of $100 K of permit fees while the average home builder has to still pay through the nose or is dissuaded from building due to the fees.
Use of taxpayer's money to support housing for all is certainly NOT housing first. NO "Housing First" model around the world, including the oft referenced Utah model, show any measurable improvement in addiction or reduction in addiction and the behaviors around which result in the depletion of the physical condition of the residences (direct 1st hand experience here) far more quickly than average and incur significantly MORE expense in its maintenance and repair as it is all government contract. Some conditions that will result will require all residents to vacate while repairs occur which will be another cost borne by the taxpayer.
The BETTER and more ethical and far more effective way to use that $12,750,000:
ANNUITIZE IT - Committed to helping 36 people/units???
.... At current Period Certain for 25-years. Payout ratios/rates are roughly 4 to 6%. This amount of money would payout, over 25 years, just over $21million at $2000.00 per month x 36 people, every month, for 12 months, for 25 years!! Guaranteed. (numbers are rough estimates)
THAT HELPS PEOPLE. That is fiscally responsible use of the taxpayer's money. Use the taxpayer's money for a hand UP. Even write occupancy conditions where the amount per month adjusts down as income increases and a greater proportion can be carried by the occupant. Make that a condition of a tenancy agreement. If they are going to make it low barrier, at least make it high expectation....
That yields the taxpayer a gain on their money in excess of the average inflation rate. That creates a rental subsidy fund. That sets in motion a level of control over WHAT exactly the funds are used for. THE ROOF OVER YOUR HEAD.... and leaves ALL other operations, development and building to those who do it all the time.
The government is in the unique position that they can make law. Which means they can set the terms of occupancy of new developments. They can issue permits conditional on a certain percentage of units having to be accessible to qualifying individuals. They can contribute to the improvement of people's lives, WITH OUR MONEY and wise practice. This is not that. This is "keep doing what you are doing. Here is a nice place to keep doing it in"
Stop building "the projects" and start recognizing and fostering community. Sticking "Them" into different corners of our communities, reinforces isolation (which equals more depression, more addiction, more social degradation, etc.) and effectively, a caste system that the Government seems focused on doubling down on. This is the "The Soft Bigotry of Low Expectations" being sought, demonstrated AND PRAISED by "advocates" and Local Elected. Very Sad to see in 2026

If the government is going to take my hard-earned money and yours, at least we should demand they make it grow rather than shrink, only to need more and more and more to keep cleaning up the mess. I am certain there are insurance, maintenance and operating costs associated with this particular building which have yet to be enumerated for public consumption.
I truly see the addicted and unhoused as needy. I do not see them as more deserving than others. Need does not equal deservedness. When someday folks recognize that we can shelter, while demanding clean and sober, we can then step into recovery and do all that is humanly possible to stay there and help "them" grow into the potential they might have always dreamed about for themselves. This won't do that for 36 individuals if they are not expected to be clean and sober or not expected to move on to bigger and better at some anticipated point in time.

Erin, copper will be the resident's first target for income. 'Subletting' will be another. Free 'dog wash' will be another. Sell the fixtures and those fantastic dishwashers. There's all kinds of ways to trash a building and profit from it. If illegal drug use is allowed why not stealing? It's the Taj Mahal for people who aren't required to work or held to any accountability.

Clients will pay a percentage of their "income" to PBH as rent, so outside of if they have a disabled veteran or two who earned military disabilty, clients draw SSI (taxpayer $) and PBH gets a cut of that and other subsidies to cover the rest. In their smaller group homes around the neighborhood there are some who are clearly in need of lifelong care to function, and some who have very clearly learned to work the system who can manage to get around all over town to acquire and use drugs but feign disabilty. There's a dude in one right now who literaly got a PBH program certifificate for sobriety while spending all day smoking weed at the estuary daily.

Low barrier housing will be a disaster. Costs and amenities are excessive. There is NO accountability, either by the tenants or the administration. There is NO harm reduction. Comparison with many other attempts to provide "low barrier housing" show high costs, lawlessness, and enabling. All I see is an irresponsible spending and a burden on the taxpayer. This is poor representation.
The PBH in PA had to have cost overruns. The plans they bid on were not complete and left an open interpretation of products and finished project. What was the final cost? Does anyone know? Lawerence is right about the length these units will last. Who is going to manage these units? Police will have to have a precinct there at what cost. The CC people who make these decisions have NO financial common sense our CC is already broke. I wonder if they will use local contractors as they used some outside companies in PA.

Cabrini Greens, Chicago, Ill. although this was an example of ghettoization, it was also touted as being an ideal in public housing. Why do we insist on repeating the mistakes of the past? Why do we keep putting lipstick on a pig? Public housing should be temporary, a helping hand to those willing and able to lead productive lives and eventually aid others to their pursuit of happiness. As a young child, 4 years old, my father was serving an apprenticeship, we lived in public assisted housing for a few years. When he finished his indenture we moved on. History has shown that people that have no personal investment in something, also do not take pride in it. Citizens that cannot provide for themselves, due to permanent mental or physical conditions, need to be treated and cared for in facilities designed for those purposes. North View Apartments have not been marketed as fulfilling any of the above. History ignored = history repeated. Just a thought. See you at the ribbon cutting.

County officials are clearly trying to GROW the homeless problem so that $Billions start rolling in to "solve the homeless problem". It's easy to launder a few percent as accounting noise, and a few percent of even ONE $Billion is 10's of $MIllions that can easily flow into the offshore bank accounts of the politicians. After all, this is a perk for them to justify the grief they get for being in the public spotlight. Why else?
