- As we fight crime, Race to save our children, Push for Accountability from local Government and hold their feet to the fire.. why does the needle not budge?? (As Todd would suggest the Commissioners act as “Smaller branches of GOVERNMENT)

How do they get away with it…?

NO Kings, Brian, is a political 'selection'...a 'party' animal...he has to go along with his handlers to stay in power...partisan law enforcement...the Sheriff's Office is supposed to be the only office capable of standing between US and tyranny, yet we see a sheriff who, apparently isn't willing to openly stand and speak for the Constitutions of the state and nation! Go along to get along Brian King...it's time to stand up for truth, justice, liberty, accountability and tough love...or stand-down and let a strong, common sense, constitutional Sheriff represent us. Fair and impartial doesn't mean letting everything go to💩. To be fair, Brian is limited by a compromised judiciary and prosecutorial system, consisting of apparently leftist Democrats who are helping to destroy our county and state and nation.

Many of these agents are Soros funded selections, whether they even know it themselves or not...they are obviously not constitutionally oriented agents!

Time for change is an understatement! The miscreants running this county should be run out of town, and REAL leadership elected to replace them. These assholes are in it for themselves only, the populace be damned.

And, has anyone else noticed that the root cause to MOST of our societal problems are rogue activist judges and inept, lax judges. Trump is blocked with every breath he takes, with fabricated reasons, despite our Constitution and SCOTUS rulings. Locally, lax judges let hard criminals out on self-recognition, with little or no bail, only to have them commit crimes over and over and over and over again! We need judges to uphold the law, without partiality, without political bias. I would vote for a law to unseat any judge who is overruled by higher courts more than 3 times!

What a difficult article to read today. Jeff, thank you for caring enough to write it. It's ugly and upsetting. Those who read and listen to CCWD are probably as angry as I am about all the horrible hard crime we have here in CC with no accountability and concern coming from our elected leaders. I am praying for all the victims and their deserved justice, especially for the children who did nothing to deserve this violence against them. Our leaders have brought shame to our community. They have no honor. Thank you again, Jeff. You are our soldier who fights for the truly vulnerable people in our community.

This isn’t the first time the commissioners have threatened cuts to essential services as a ploy to scare residents into voting yes on a tax hike. When are people going to wake up & see the manipulation & abuse?! Even if I didn’t subscribe to this Substack, I could see this plain as day. How ignorant does a person have to be to NOT see this? Especially when it’s the same tactic EVERY SINGLE TIME?! Ugh! It’s so annoying, I just can’t w/ these commissioners anymore

Fear is a potent weapon used by our commissioners to influence our thinking. Fear affects chemical balances in the brain that alter our reasoning. Fight or flight response is one way our brains react to fear. Stay alert to the signs you witness from these commissioners and others, like Department of Health, Berry. Is the sky really falling?

We'll see when the next federal payroll is supposed to happen, if the nation collapses due to government shutdown.

So far, everything is working ok with no Federal government 'running' things...essential services are obviously still in place for now.

Lest we forget...the D party is doing this because they want massive unaccountable funding for illegal migrants health care, among other things like DEI, unaccountable grants...etc.

The Republicans, many of whom are also corrupt, don't have the voting power to override the D's shutdown and the D's have openly acknowledged that the shutdown is hurting people but their 'IDEOLOGIES' are more important than public welfare!

Regarding the car jacking and stabbing of a Good Samaritan. 7 children were traumatized. Were they trafficked children? Who did they belong to? These children are our next generation. Do we CARE about them? Obviously, not the court system, as they let them out from doing donuts probably without a car. That's why they were looking for a steal. How about 12 years old girls coming into the hospital "pregnant". What is she going to experience or has experienced. Do we CARE. This is our next generation.

I worked for 40 years as a nurse, in the ER, and as a case manager. NEVER did I come across a stabbing, or shooting. Chainsaw cuts, drownings yes. What direction are we taking? How do we help the next generation? Or are we just continue to take advantage of them?

Dr. Sara my thoughts on your comment that I recently shared with another friend regarding this meeting: 1- she claims it isn't fair to ask for more specific, recent Clallam data because you wouldn't ask for Clallam specific data on best practices for a cancer treatment ( or something to that effect, in the discussion with the board). But a cancer treatment would be a measurable specific pharmaceutical or technology in a controlled study. Harm reduction methods in practice vary wildly and are more akin to social science where you don't really have a controlled variable. It's a false argument to deflect. They (HR practices)weren't studied until after they were implemented and seem to be studied only by those with favorable bias in small surveys. All the major west coast cities are now questioning these practices.

2- she tries virtue shaming by saying "we should care about our community members and want to help them" which blanketly assumes anyone who questions the methods doesn't care about other humans. Yet I believe most of us who question her/harm reduction want our fellow humans to develop a life worth living and we have a moral obligation to expect more for and from them. I have a real problem in telling people the best we can hope for them is to be addicted to a slightly less lethal drug (MAT)

3- all the studies she references when I inquired in past are mostly pre- fentanyl and small anecdotal type. They tell stories rather than gather data. .When I told the health board years ago fentanyl and Xylazine("tranq") were in the area I got eyerolls but now they pass out test strips for it. The street drugs have changed rapidly and dramatically in 5 years. And her data/opinions completely neglect the harm and trauma to community members from these behaviors. Personally, I can tell you it is traumatizing to walk the streets of my PA neighborhood and see the destruction and despair. Where is the harm reduction for the community?

Bingo. Each "administrator" in the string collects a handsome salary. Of the money collected for the Haiti relief fund, only 9% went for the relief-- the rest was filtered off for salaries, favors, kickbacks, .... We would be naive to think it works any differently for "Homeless relief".

The most concerning thing about this meeting is that the commissioners have not wavered from their commitment of $25,000 in funding for HHS to gather data to promote harm reduction. We already know how this “data” will be packaged and promoted. Everyone in that room are strong advocates of harm reduction. The county is essentially paying HHS $25,000 to promote its own biased views on harm reduction in order to give the commissioners a justification for committing more funding to it.

I am still processing some of what Dr. Berry has said about harm reduction statistic. So far it seems she is blaming HIPPA laws for lack of statistical reporting on referral success. seems like most accurate statistics are for overdose deaths. Outreach to the west end of county have resulted in increased numbers of paraphernalia distribution and contact numbers. Actual numbers for treatment referrals and success do not look very promising. 23 in treatment so far this year. Also noted that not enough treatment always available when needed. That is my take so far.

For anyone interested, the conversation starts at about 1:09 and goes on for the next 20+ minutes.

It's an interesting conversation to listen to. I heard all the Commissioners asking questions that seem to mirror the statements are concerns we tend to hear people make on this site. That's good. What was missing though was specific questions or suggestions answer the concerns. Some thoughts I had

Where are these people coming from? Well this group focused on the opioid problem the question I have is this a bigger picture of the attraction of people who are addicted and homeless to our counties that might be helpful metric to understand cross concerns.

A question I have. It seems that harm reductions are focused on death now. I would be interested in knowing if there's long term tracking as in are we just delaying the inevitable?

Dr. Berry said that we study the interventions. I'd like to know what those sources are.

Dr. Berry brings the offensive statement, "It's not a genuine request," to Commissioner Johnson's question regarding the people who question the policy.

Berry said, "We know the interventions work." Under what parameters and measure is my question.

Dr. Berry asked, "Are there other things that you want to track?" Unfortunately our BOCCC said no, but I believe that's because they haven't asked for input on what additional questions there might be.

1:28:56 JST statement - "The data is clear." What data?

Dr. Berry - "Harm reduction is a key component to getting better." Where's the discussion on the other components such as arrest and incarceration if treatment isn't pursued?

The other claim that Dr. Berry made that the commissioners did not challenge was that, although HRHC visits have doubled since last year, drug users are not increasing.

400-500 more interactions annually and they are all of the same established users? I would like to see the evidence behind that claim.

I'd be interested in metrics collection. I can imagine that someone will cite privacy, or other conserns such as impeding treatment, but there are ways to overcome that.

How long have these people been seeking harm reduction offerings?

What's keeping you from going into treatment?

How long have you lived in the area? Where did you live before? What drew you to the area?

Where did you hear about CC harm reduction offerings?

Are you aware of all treatment options?

What would it take for you to accept treatment?

Thank you all for hearing my concerns! It seems like behavioral science is absent from Clallam county behavioral health. Knowing what we know now the following questions arise: 1. What are the specific HR models/frameworks being used and what are the specific peer reviewed articles validating them? 2. What are the metrics used in these articles validating the model/framework? 3. Applied Behavioral theory’s foundation is predicting and controlling behavior (creepy I know but hear me out) by controlling the environment through positive or negative reinforcement. Think Pavlov’s dog (rings bell gets treat), this seems to prove Dr. Berry’s point that HR is working, right? More people are coming for their treat when the HR bell rings. Not to ring my own bell, haha but I wrote my MBA THESIS on “Impacting Patient Outcomes with Applied Behavior Analysis”

Dr Berry leads with her emotions at times, and anytime anyone does I question their sanity. A good quality in the right moments, just not in science. Emotions have no intelligence.

This board is made up of representatives from various tribes. I've got no issue with that other than JST because they have a conflict of interest given they operate for profit business on the backs of the people who need help. The statements out of the representative's mouth were dismissive and likely guided by minimizing impacts to their financials.

Yeah, a nautical mile (or per-ton equivalent) tax on shipping could absolutely be a "Make America Great Again" move—slapping a fee on every mile those behemoth container ships chug across the Pacific would jack up the cost of offshoring to cheap-labor havens like China or Vietnam, making it cheaper to build and buy domestic. No more automatic profit from $2/hour wages abroad; reshoring factories would level the playing field, pumping jobs back into Rust Belt towns and cutting the emissions we "import" via Walmart shelves. It's polluter-pays economics 101, potentially raking in $20-50B/year for US ports, green tech, and worker training—without the racial equity spin that bugs you. But "how come" it's not happening? It's a toxic brew of politics, lobbying cash, and short-term pain aversion. As of October 24, 2025, the US just torpedoed the closest thing to it globally, and domestic momentum's stalled.

To impose a fee on international maritime shipping based on nautical miles traveled and emissions intensity, with revenues dedicated to domestic manufacturing incentives and workforce development, and for other purposes.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE; TABLE OF CONTENTS.

(a) Short Title.—This Act may be cited as the “American Maritime Fairness and Reshoring Act of 2025”.

(b) Table of Contents.—The table of contents for this Act is as follows:

Sec. 1. Short title; table of contents.

Sec. 2. Imposition of nautical mile emissions fee on international shipping.

Sec. 3. Calculation and payment of fee.

Sec. 4. Use of revenues.

Sec. 5. Enforcement and penalties.

Sec. 6. Definitions.

Sec. 7. Effective date.

SECTION 2. IMPOSITION OF NAUTICAL MILE EMISSIONS FEE ON INTERNATIONAL SHIPPING.

(a) In General.—Chapter 36 of the Internal Revenue Code of 1986 is amended by inserting after section 4473 the following new section:

“SEC. 4473A. NAUTICAL MILE EMISSIONS FEE ON INTERNATIONAL SHIPPING.

(a) Imposition of Fee.—There is hereby imposed a fee on the owner or operator of any covered vessel arriving at a port of the United States from a foreign port, equal to the product of—

(1) the total nautical miles traveled by the vessel on the covered voyage, multiplied by

(2) the emissions intensity rate for the fuel used by the vessel during such voyage.

(b) Covered Voyage.—For purposes of this section, the term ‘covered voyage’ means any voyage of a covered vessel—

(1) originating from a foreign port and terminating at a port of the United States, or

(2) between two foreign ports if the vessel calls at a United States port during or immediately following the voyage.

(c) Exemptions.—This section shall not apply to—

(1) vessels engaged solely in domestic trade between United States ports,

(2) military or government vessels,

(3) vessels carrying emergency humanitarian aid, or

(4) voyages of 500 nautical miles or less.”**

(b) Clerical Amendment.—The table of sections for chapter 36 of such Code is amended by inserting after the item relating to section 4473 the following new item:

“Sec. 4473A. Nautical mile emissions fee on international shipping.”.

SECTION 3. CALCULATION AND PAYMENT OF FEE.

(a) Emissions Intensity Rate.—For purposes of section 4473A of the Internal Revenue Code of 1986, the emissions intensity rate for fuel used by a covered vessel shall be determined by the Administrator of the Environmental Protection Agency (in this Act referred to as the “Administrator”), based on lifecycle greenhouse gas emissions per megajoule of fuel energy, expressed in grams of carbon dioxide-equivalent per nautical mile. The Administrator shall promulgate regulations establishing—

(1) an initial rate of $0.10 per nautical mile for low-emission fuels (carbon intensity below 50 gCO2e/MJ), escalating to $0.50 per nautical mile for high-emission fuels (above 90 gCO2e/MJ);

(2) annual adjustments increasing the rate by 5% to account for inflation and technological feasibility; and

(3) a methodology for averaging rates across vessels under common ownership.

(b) Reporting and Verification.—The owner or operator of a covered vessel shall report to the Administrator, prior to arrival at a United States port—

(1) the total nautical miles traveled on the covered voyage, verified by Automatic Identification System (AIS) data;

(2) fuel type and consumption, including carbon intensity certification; and

(3) total estimated emissions in carbon dioxide-equivalent.

The Administrator shall integrate this reporting with the International Maritime Organization’s Monitoring, Reporting, and Verification (MRV) framework to minimize duplication.

(c) Payment.—The fee imposed under section 4473A shall be paid to the Secretary of the Treasury by the owner or agent of the vessel not later than 24 hours before commencement of loading or unloading at the United States port. Failure to pay shall result in denial of port entry.

(d) Regulations.—The Administrator, in consultation with the Secretary of Transportation and the Commandant of the Coast Guard, shall issue final regulations under this section not later than 180 days after the date of enactment of this Act.

SECTION 4. USE OF REVENUES.

(a) Maritime Fairness and Reshoring Fund.—There is established in the Treasury of the United States a fund to be known as the “Maritime Fairness and Reshoring Fund” (in this section referred to as the “Fund”). All fees collected under section 4473A of the Internal Revenue Code of 1986 shall be deposited into the Fund.

(b) Authorized Uses.—Amounts in the Fund shall be available, without further appropriation, to the Secretary of Commerce for—

(1) grants to domestic manufacturers for reshoring production facilities, prioritizing sectors impacted by offshoring (e.g., textiles, electronics, agriculture);

(2) workforce development programs, including apprenticeships and training for U.S. workers in green manufacturing and logistics;

(3) investments in zero-emission port infrastructure and supply chain resilience; and

(4) research on emissions tracking technologies, including satellite-based plume attribution.

(c) Allocation.—Not less than 40% of Fund revenues shall be allocated to reshoring grants, 30% to workforce programs, 20% to port infrastructure, and 10% to research.

SECTION 5. ENFORCEMENT AND PENALTIES.

(a) Enforcement Authority.—The Secretary of Homeland Security, acting through the Commandant of the Coast Guard, shall enforce this Act, including denial of port entry for non-compliant vessels.

(b) Penalties.—Any person who knowingly violates this Act or the regulations promulgated thereunder shall be liable for a civil penalty of not more than $50,000 per violation, plus twice the amount of the unpaid fee. Criminal penalties for fraud shall include fines up to $250,000 and imprisonment for up to 5 years.

(c) Judicial Review.—Compliance with standards under this Act shall be subject to review under section 304 of the Clean Air Act (42 U.S.C. 7604).

SECTION 6. DEFINITIONS.

In this Act:

(1) Covered Vessel.—The term “covered vessel” means any self-propelled vessel of 400 gross tons or more engaged in international commerce.

(2) Emissions Intensity.—The term “emissions intensity” means the lifecycle greenhouse gas emissions per unit of fuel energy, expressed in grams of carbon dioxide-equivalent per megajoule, as determined under regulations issued by the Administrator.

(3) Nautical Mile.—The term “nautical mile” means 1 international nautical mile (1,852 meters).

(4) Port of the United States.—The term “port of the United States” has the meaning given such term in section 55102 of title 46, United States Code.

SECTION 7. EFFECTIVE DATE.

This Act shall take effect on the date that is 180 days after the date of enactment.

CHANGE FOR THE BETTER. What’s the worse that could happen? When the current system fails and disappoints all, it’s time to adjust how we are viewing it. Stand higher, look from a different vantage point. Throw out old ideas, and start brainstorm. This county has so many intellectual professionals, why do we think 3 people could possibly be better problem solvers? No offense to the commissioners, but what if we broke down problems and allowed experts to send in solutions, that out maneuvers the clumsy way we currently find, or don’t find, solutions? No one knows everything. But many are so better equipped to problem solve, why overlook true experienced experts?

These people should not get together as a group. Look at CCR and 15 adults that can’t get through petty difference to accomplish tasks. The larger the group the worse the outcome. It’s proven over and over from board meetings to government entities. It fails to represent the people and becomes a childish ego exercise. Most fail from day one because they don’t acknowledge and prioritize an actual achievable goal.Divide, acknowledge task, come up with solutions, reconvene. Too many cooks in the kitchen. Repeating the same behavior and hoping your fairy God Mother will fix it, I can state 100 percent, that won’t happen. CCC thinking they are endearing themselves to their constituents, I can state 100 percent, that is not happening. They ran for office, did they think work would not be involved? Did they know the distain and resentment their arrogance causes voters to feel? Well, welcome to politics and frigging GROW-UP gentlemen.

I had a possible insight about the kommissars...NOzias and French-fry are obviously socialist trained activists but they may not know that running our government through NGO/NPO and other 'outside' agencies, U.N. Agenda 21+++, W.E.F., ICLEI, etc. they ARE NWO puppets...maybe they think they are just going with the best ideas available, ideas and ideologies spoon-fed to them without their understanding what they are actually a part of!

Globalist puppets they ARE, but whether they are fully conscious of it or not is a question that needs to be answered, because they are either intentionally complicit in the destruction of our society, our local, state and federal systems, or they are ignorant...either way...they need to be held accountable!😎

Thank you Jeff Tozzer for the clarity about that terrible crime spree (allegedly) engaged in by Nicholas Well & Roserio Lopes-Castro~! As usual the initial reports were miserably poor and indeed misleading, so we do appreciate your FAR better reporting~! Our prayers go out to Melvin Swagerty~! We do wonder exactly where Well & Castro came from, because the failed governmental system in our community has gone out of its way to attract criminals and/or homeless/transients to our community from other areas all over the country. On that note, obviously, the Port Angeles City Councilman Lindsey Schromen-Wawrin has been most accommodating to have publicly revealed that he supports not only the terrorist organization "Black Lives Matter" but he also fully supports the outrageous community destruction of "homeless encampments" as well~! As the good folks of Port Angeles continue to suffer their own terrible "self-inflicted" transient/homeless encampment issues I do hope that they remember "Warwin's" completely dangerous and insane beliefs and behavior. Obviously, Warwin is one of the criminals in Port Angeles who is likely responsible for the tragedies involving the criminal element there. I also hope that the good folks of Sequim are paying attention, because that (alleged) recent crime spree of Well & Castro CLEARLY spilled over from Port Angeles and into our community here, which nearly got one of our own people killed~! We do not live in a bubble, so "everything matters"~!

Apparently, right here at the Sequim high school there was some sort of incident earlier this year supposedly involving a large number of graduating Sequim high school students, who "reportedly" gained access to one of the buildings on campus where they (allegedly) threw eggs and caused a relatively harmless disturbance from what we understand by the limited and clearly one sided reports that we have seen. I always take the side of our younger generations because they have been treated SO poorly & cruelly by the government and society in general, but understanding that these young folks today have in fact endured the most atrocious treatment and "terror" in US history, specifically involving the governments insane COVID and deadly "vaccine" crimes against humanity (crime spree) for YEARS as these young folks attempted to get through the already dramatically failed school system, I can't blame them for needing to vent their frustration~!!! For many decades more than most have lived today, schools have regularly cleaned up the toilet paper and eggs that have found their way onto school properties all over the country and very rarely have I ever heard of any students being harassed and criminally prosecuted by the schools and police~! Given the COMPLETELY ruthless attacks that these schools, the government, our society, and in many cases, these students own parents have waged upon these young folks over the STILL ongoing COVID crime spree, I think that "we" (Americans) should be most grateful that our young folks are basically good folks are not throwing rocks and burning school buildings down after what they have endured~! How DARE the fools running the Sequim high school and the local police even "think" of harassing and criminally prosecuting these students who had every right and duty as Americans to vent their anger and disgust~! Yes, maybe these students should have printed signs and stood in front of the school administration in protest without throwing eggs, but what kind of idiots do "we" have in our community who are SO drunken power mad and grotesquely incompetent that THEY don't understand that it was THEIR atrocious and in fact criminal mishandling of the COVID & vaccine BS that just added to the stresses, tensions and terrorism that these students were so ruthlessly subjected to in the first place~! Instead of punishing these students, the entire school administration and teaching staff, as well as the local police themselves, should be apologizing to ALL of the students who THEY harmed~! It is an outrage that the two parents, Well & Castro, who "allegedly" engaged in a deadly criminal crime spree throughout our community for hours, directly endangering their own children, and they are quickly released to continue their rampage, but the morons who manage Sequim high school and the local police DARE to overreact like a bunch of power mad NAZI oppressors against our children who just threw eggs and made their protest in a basically harmless way~!!! Right there, is a close look at the root of our REAL problems in our and many other communities all over the country right now! Failed rotten government management on a now critical level~! Some people have chosen to serve the devil willingly (knowingly) and some have defaulted to serving the devil without really understanding exactly who they serve. Some people know that they serve The Lord and they make great efforts to do so. I know some who "think" that they are able to stay neutral and they don't need to do anything, but I doubt that will work out well for them. I believe that everyone needs to choose between Goodness or evil right now at this time in history... Standing up for what is right is SO important right now~! I am glad that it is not my "pay grade" to judge what is right or wrong for others to do, because everyone is playing a role, good, bad, or indifferent~! I know that I am a flawed Humanlike creature, but I also know that I am not here to serve evil. I am "hard wired" NOT to sit around riding an armchair ducking my responsibilities as an American. So, there is really only one course of action for me to follow... Thankfully, a lot of good Americans are now standing up against the BS machine and as you know some of us have been waiting for this time in history for a very long time. Ha~! I have literally been "on duty" now for more than 15 years without a single real vacation, so it would be nice to take my long-suffering wife for a few days of fishing or something fun again someday... A really difficult subject to be sure. Punishment, rehabilitation, perhaps both ? It is clear that pendulum has swung too far on the side of leniency. The harsh reality is habitual repeat felons are a societal drain in multiple ways. The victims of their crimes, the justice system involvement, rehabilitation facilities and staff and society's loss of a productive member are all aggregate costs of the habitual criminals. Compassion and rehabilitation have now long been implemented to no benefit I can see. Our societal compassion is misguided. Without consequences our penal system has no deterrents. I believe in mandatory incarceration for repeat criminal bookings in addition to mandatory labor. If we must pay to house these felons, they can pay us back in the form of litter control, sanitation, park maintenance and/or improvement, etc.. You can call this road gangs or public service. The semantics do not matter. The alternative is capital punishment. Once you kill a killer they cannot kill again. Forced labor or death, but rehabilitation ain't workin.

The short answer: We are too poor to have them.

The long answer: Our county had to give money back to the Dept of Ecology to fund our "chain gangs" that would be picking up trash alonside the roads, and cleaning up encampments and illegal dumping sites BUT since we don't have enough CCSO deputies to oversee the crews, we had to say "thanks, but no thanks" and give "free money" back to the state.

We can't afford the one paid county employee to oversee non-paid workers picking up garbage that will be hauled away for free.

I have been wondering: What is the total value of this land that is in trust and how much is the county losing? This has never been answered, but I suppose someone could look up all of the land in trust on the Clallam Co. Assessor site and do a little calculation. It does show the appraised value of the properties. Now, don't look at me, I'm not volunteering. However, the taxpayers should get some dialog from the county.

At some point, this should run out. The blood quantum for national recognition as a tribe is running out (1/8). If there are not legitimate members of the tribe that qualify under the blood quantum, would the tribe dissolve? Would it still exist, but lose it's tax exemption status and other benefits? Would it lose it's national recognition? This was the intent of the blood quantum, that it would eventually have to assimilate into the rest of the population. Herritage asside. If they keep "moving the goal line", this puts MANY citizens in line for membership, including me. I would GLADLY get membership and take the benefits! But, how would this work out for our government? It was meant to run out.

Maybe the tribes are just "taking it for all it can" until that time comes when the gravy train runs out.
