Health Officer Dr. Allison Berry recently made comments stating that harm reduction strategies are not associated with increased crime and that studies support that conclusion.
At the same time, both Port Angeles Police Chief Brian Smith and Clallam County Sheriff Brian King have stated that a significant portion of the crime they respond to is directly related to drug addiction and substance use.
These two positions seem difficult to reconcile.
If drug addiction is driving a substantial share of local crime, and our county is distributing free needles, pipes, foil, and other drug-use supplies, how should the public understand the relationship? Specifically, how are individuals sustaining the drug habits that require these supplies? Are they largely self-supporting, or is the funding coming, at least in part, from property crime, theft, fraud, or other criminal activity?
Could you please explain how the County reconciles these seemingly conflicting messages? If Dr. Berry believes the research demonstrates that harm reduction is unrelated to crime, how does that align with law enforcement's repeated statements that drug addiction is a major driver of criminal activity in our community?
I was shocked when I witnessed some students at a major University blatantly cheat on a professor's exam one day! Years later, one of my cousins admitted to me that he never took ANY law school exams and he didn't take the California State BAR exam, but he paid professional test takers to take and pass all of his exams for him~! My cousin admitted that to me while I was sitting in HIS law office and he may still be an illegitimate attorney to this very day~! That was about 40 years ago. A phony lawyer can make a LOT of money, but a phony "doctor" can easily become very wealthy, especially when he/she is willing to do ANYTHING for money, no matter who it hurts~! I have always wondered just how many so-called "professionals" just bought their way into our society and play roles in destroying America~?

This report, Jeff, is one of the prime causes of driving one out of the Olympic Peninsula, if not out of Washington entirely. If I were a pedestrian in P.A. for the past decade, odds are that I would have been killed or would have killed someone who assaulted me. And in case of the latter, I honestly fear that *I* would be the one arrested, and not let go the next afternoon. It seems that the lackadaisical law enforcement there is just as likely to charge the victim as the criminal, and the corrupt court system just releases the criminals hours later. Is this because of Dr. Dingleberry's brilliance of some obscure "study" from Bhutan that says incarcerating criminals is mean?
The idea of going to jail or prison is a deterrent to most of us, but not to real criminals.... in Clallam County. They know they will be released in a few hours, maybe with a door prize of a pizza or boofing kit. If I were running the show, they would be terrified of prison as the rest of us are, and if/when released, would GTFO of town and not return. You are not wrong. Both active protective orders I currently have resulted from events that happened when I was being a pedestrian in my own neighborhood, walking to work and medical appointments. One involves a transient addict/dealer with burglary history, the other a housed mentally ill person who has many arrests for violent acts but always gets off via our questionable mental health court process.

We are fighting a deep culture war where “they” want us to normalize unacceptable social behaviors and different sets of values. The zombie voters are not going to vote for change because they are morally righteous-they feel sorry for the repeat offenders who mock the system. We just have to keep reminding each other that this is not acceptable in a society. Treating repeat offenses as minor issues leads to repeated harm for innocent people.

Camping on public property in Port Angeles is a criminal misdemeanor, punishable by 30 days in jail and a $500 fine. Has anyone served 30 days in jail for that crime in the past 12 months? if not, why not?
I'm certainly not sure but I thought there was some relationship in a newly passed a law that requires cities to have alternative housing available to people who camp in public otherwise you cannot charge them with the crime if you don't offer those alternatives.

Would just like to point out that Auburn Wash has had enough. Crime is dropping. Their police force is fully staffed. They are rolling up on every VAGRANT with ID checks. Any drugs or drug paraphernalia and its strait to SCORE jail. The Merchants have had enough. They have a Strong Mayor system. Mayor Nancy Carr has taken the position to arrest them. Every time. The courts will do what the courts will do. But the police force will take you to jail. Every time. Police morale is high. You walk into Fred Meyer there is a uniform officer parked conspicuously.
Mayor Carr has drawn a line. No more. Zero tolerance. I played golf down there a few days ago. Where a year ago the Green River Road was lined with a hundreds or more cars are RV's. Now there are only a few abandoned RV's that have been marked to tow.

Addiction is a chronic, relapsing brain disease. It affects the prefrontal cortex, which governs judgment, decision making, and impulse control. When these functions are impaired, individuals may take risks they would never consider under normal circumstances. This includes driving under the influence, committing theft to obtain money for drugs, property crimes, violence and or becoming involved in the drug trade itself.
Crimes linked to addiction generally fall into three categories:
Use related crimes occur when someone commits an offense while under the influence of drugs or alcohol. Intoxication can lead to impaired judgment, aggression, and dangerous behavior, including DUI, assault, and reckless actions that threaten public safety.
Economic related crimes arise when individuals commit offenses to obtain money or resources to support their addiction. These crimes—such as shoplifting, burglary, fraud, or forgery—directly affect local businesses, families, and community trust.
System related crimes involve participation in the drug distribution system, including possession with intent to distribute, trafficking, and manufacturing illegal substances. These activities contribute to broader community harm, including violence, exploitation, and neighborhood destabilization.
Communities deserve accountability, measurable outcomes, and systems that actually reduce harm. Addressing addiction as a public health issue—supported by evidence based treatment, strong oversight, and meaningful evaluation—is essential to improving public safety and breaking the cycle of crime linked to substance use.

All of this always leaves out the glaring transient sex/violent offender problem. Funded sheltering options can rightfully ban them, but taxpayers are expected to tolerate them camping on our sidewalks. Addiction is a chronic, relapsing brain disease. It affects the prefrontal cortex, which governs judgment, decision making, and impulse control. When these functions are impaired, individuals may take risks they would never consider under normal circumstances. This includes driving under the influence, committing theft to obtain money for drugs, property crimes, violence and or becoming involved in the drug trade itself.
Crimes linked to addiction generally fall into three categories:
Use related crimes occur when someone commits an offense while under the influence of drugs or alcohol. Intoxication can lead to impaired judgment, aggression, and dangerous behavior, including DUI, assault, and reckless actions that threaten public safety.
Economic related crimes arise when individuals commit offenses to obtain money or resources to support their addiction. These crimes—such as shoplifting, burglary, fraud, or forgery—directly affect local businesses, families, and community trust.
System related crimes involve participation in the drug distribution system, including possession with intent to distribute, trafficking, and manufacturing illegal substances. These activities contribute to broader community harm, including violence, exploitation, and neighborhood destabilization.
Communities deserve accountability, measurable outcomes, and systems that actually reduce harm. Addressing addiction as a public health issue—supported by evidence based treatment, strong oversight, and meaningful evaluation—is essential to improving public safety and breaking the cycle of crime linked to substance use.
Without public safety we do not have a community.
I disagree with Dr. Berry being a doctor too. Oh. I missed the dot.
I decided today I will just start referring to her as Allison. She is not my provider nor my professor and I am under no legal obligation to address her as doctor. respect is a two way avenue and she has disrespected taxpayers and businesses for far too long. She is also appointed not elected and has been given way too much power from the BOCC.

We have NO obligation to use terms that glorify or placate criminals who are only fraudulently posing as respectable people~! I believe that it was actually in the late 70's that the SCOTUS decided that ALL medical professionals who used the term "Doctor" were being fraudulent, unless they had actually written a "Doctorate Theses" and become a PhD~! Unless I have fully respected a medical professional, which has been exceedingly rare, I always call them "doc"! As in; "What's up doc" looney tunes~! After the COVID mass murder democide, I respect damn few of these murderous frauds~! Where were all of the so-called "doctors" when we needed them to stand up for us the most???
