Comm. Pickett's sudden pivot last night to change the water steward resolution from a ballot of the people to a direct CRC referral to the BOCCC spoke volumes when you consider what's happening now.

Some CRC members last night who are in support of the resolution were quick to not just point out that the survey was just a tool (an undefined tool at that), but that it could not be trusted for a variety of reasons that went unquestioned when Comm. Morris made certain claims about it prior to the survey being distributed. A "circling if the wagons" if you will to dismiss a strong indication of the will of the people.

The results of the survey were "released" yesterday just before the meeting. Out of nowhere Pickett was fully prepared to suddenly pivot from a ballot? Given the survey had been closed for more than just the few hours when it was released are we to believe that none of the findings, or results along the way, were being shared to shape strategy? The coincidences are too many to dismiss as being nothing more than just that.

If the survey was so flawed, not statistically significant, then why change course?

My observation as well. I was also quite bothered by the comment made by Commissioner Patti Morris saying something like she received the 1400 emails from the survey to her "...Verizon inbox...". Why was a personal email used? How many were rejected due to a flood on those email servers?

You can put in a public information request -- and she would be required to disclose all emails from that email account. It's why any public official (elected or not) are cautioned to NOT leave themselves open for that kind of Public Information Request.

Emails used for public business by an elected official, even if sent from a private email account, are considered public records under Washington's Public Records Act (PRA) and are subject to disclosure. This includes emails sent or received on a personal email account if they relate to the official's duties or responsibilities.

If you're curious about this --- put in a public disclosure request....with the county.

And the fines for withholding public document range ~$100+ page times days not released. I know an attorney who solely does PRR lawsuits and files them outside the county of origin (allowed). Suit payouts have been hefty especially for small, self insured counties. One suit the attorney found a county official remarked date/time stamps that did not coincide with "metadata" ... they even deposed the official. The official stated she lost her work cell phone the day before her deposition and did not recall her work cell number. The county paid out big time.

Nicely summarized, MK. People had better awaken from slumber and realize that the agendas being carried out have been in the works, quietly advancing all along. Complacency has caught up to American Citizens who believed it could never happen in our once-strong Republic that has come to the aid of the world, when our allies couldn't adequately defend themselves. Such a position has been rued by our adversaries, who are gleefully wringing their hands, with their successes of infiltrating our education, finance and economy, and individual religious beliefs, as our Republic falters. We have accommodated our own demise quite well to this point; I do not have any knee-jerk answers to our myriad challanges of recovering our sovereignty, and value producing self-esteem. Our state and local governments are going through the motions of feigning moral benevolence as they feast on earned values of those who placed them in a position of authority. Vigilance is not a one-time responsibility, it is an ongoing component of liberty and justice for all.

Watch how these clowns completely ignore the votes of the questionnaire. They are now bringing in the heavyweights. While they may acknowledge that the numbers regarding the Water Steward position were decisively negative they will dismiss the results as being heavily partisan originated via CCWD or some other lame excuse. Or in their arrogance just dismiss the results as opinions of people that are not knowledgeable enough to know what is best for themselves. My belief is the questionnaire merely tells them how much heat they'll have to fade and what process they'll have to invent to create this position. I hope I'm wrong but my belief is this questionnaire was only a tool and was round 1 to see how they are going to win this contest.

Jeez Lloyd... I hope we are wrong. But I fear that you are right. 5th amendment be damned. Eminent domain is twisted to whatever is needed for powers in charge to be absolute. Sound Transit comes to mind as an example and has been able to condemn property, spend with no accountability, tax with impunity and prevail through all challenges with a Washington Supreme Court that rubber stamps what ever is needed. In the Sound Transit regional footprint hidden taxes are everywhere to fund the project. They are billions over estimates and is decades behind schedule.

When the will of the people is not supportive to the political agenda of those in power, those in power will use the Courts to subvert the peoples will. Clallam County voters need to draw the line with this Water Steward position. If this position comes into reality despite the opposition expressed in the survey this county has a huge problem.

I'm not sure if the subversion of the peoples will would qualify to mount a recall campaign but it should certainly be explored.

I understand that the usual bough off fake "scientists" and phony "professionals" who have been pushing the lies about water scarcity started early this year with their clearly corrupt water monitoring scam, big surprise, but here we are already into the Summer, and the beautiful snowcapped mountains still look great, the streams and rivers are flowing as well as they always have, and our community is enjoying the water that it always has since many decades before any so-called "official records" have been kept. It is quite interesting & revealing how soon after the government, or the entities that the government supports with our tax dollars, starts keeping "records" on anything they attack whatever they have been keeping their highly questionable records on~! That sure is a clue~!!! The thieving criminally corrupt "fear mongers" have been playing their dirty underhanded games of deceptions and lies to forward their evil agendas using our God given natural water resource, but our water is unimpressed by the insanity of these criminals from within our community and beyond~! Only the worst kind of satanic monster would use scare tactics to do such harm to folks by tricking them into believing that they have any authority to control our natural water. Anyone who has been brainwashed into believing these criminals of humanity and their lies needs to immediately improve their educational understanding of REAL science and the long well-established history of governmental abuses for many hundreds of years that will reveal the truth about a great many things that everyone needs to know now~! Simply put, our society has allowed these evil disgusting "fear porn pirates" to terrorize the weakest in our community, country, and in fact world, so the only solution is to make an example of these corrupt people by removing them from any position of power that they have and keep them well away from decent society forever because they can never be trusted to play any positive roles going forward~! By not taking action to purge these evil monsters, we are allowing them to continue to terrorize our children and otherwise decent folks who scare easily and have little to no personal judgement skills. This is the equivalent of us doing nothing, while evil monsters are very intentionally bullying and terrorizing our weakest and least capable of defending themselves~! A sidebar to the issue of water rights and control ... Why, in this era of consequential government budget shortfalls, would you want to create a new full-time position that will cost you a significant salary, plus health insurance benefits, and retirement benefits, plus the added cost of support staff, that will go on ad infinitum and add to that budget deficit? History shows us that once a new government program has begun, stopping it downstream is virtually impossible. Should we not be looking for ways to reduce government size and programs rather than increasing them?

They could adopt or I should say re-adopt the Jimmycomelatelly project science and save water immediately by eliminating river re-channeling. That project chose to eliminate river rechanneling in favor of slow moving water in a fixed meandering coil. Their Jimmycomelately fixed coil should have been a statewide policy.

However, they want re-channeling to be the tool that acquires property because that darned river could go anywhere and you shoulda known that when you moved in there. Who do you think you are moving into the Dungeness Crabs area anyway..The Jamestown Tribe with a casino in Blyn. Only Jamestown can eliminate re-channeling. When they wanted to eliminate river re-channeling everybody went along. Even the DRMT people. Even Water Conservation district. Army Corps of Engineers, WDFW, USFWS, Everybody that is here now was there then.

Why are we even talking about it after the Jimmycomelately project. It should be over. Every river should have eliminated re-channeling.

They want to ratchet up a social agenda that is centered on controlling the water and the property around it.

They are liars and they are evil.

I believe “they” think we are uninformed and don’t know & see that they are trying to steal our water like they tried to steal our road. Yes all the same people were involved and waged war to steal Towne Road. Another layer of thieves trying to disregard the public voices and take a “no” or a “nay” & change it to a “yes”. The tax payer public has spoken not the Commissioners, not the NGO’s, not the City Council, not the so called experts who say they know best. If we are going to have a CRC that ignores the will of the people then we don’t need a CRC.

I'm confused on this water rights issue given the changes to my private water system. I thought the State of Washington owned our water. Companies like Cascadia LLC and public municipalities deliver one's drinking water. Other players include the Department of Health Drinking Water has water plans on file. The Utilities and Transportation Commission/UTC set rates based on water companies rate filings. Representative Steve Tharinger wrote and sponsored HB 1906 with the support of Representative Adam Bernbaum that changes outdated UTC water rates incresases and policies. It did not pass this last legislative session. Commissioner Ozias is aware of this and the 4-year legal battle the Water Consumer Advocates of Washingtion have endured dealing with rate shock and the UTC's economy of scale business model. I don't see why a water steward is needed. Water issues and systems are extremely complicated and require litigation and legislation, not a salaried water steward.

If a water sewardship position is enacted by one person you can bet that person will be targeted 24/7.Another bad idea for tax payers because this position will lead to more positions on the payroll.Whoever is attempting to initiate this water position is probably trying to lever a position for authority-influence.We already have public works positions-water district positions so it appears this is an outsider attempt to get control by a certain group and probably a local one that people are familiar with that has govt backing.

I am re-posting this from a May CCW post:

Thirteen of fifteen Charter Review Commission (CRC) members were endorsed by the Democratic Party of Clallam County. The CRC is supposed to be non-partisan. Take time to watch the recorded sessions, of which there have been eight so far, and ask yourself if this is what you voted for. Having attended each session, I can attest that this is anything but non-partizan. From the first meeting it was obvious that there was a predetermined agenda by many of the commissioners to ignore public comment and any input from fellow commissioners that did not agree with or even question them. Chairman Fisch does not appear to be able to control the meetings and does not seem to have a working knowledge of Roberts Rules of Order. Watch the recordings and decide for yourselves. Watch as they ignore public comment and attempt to intimidate commissioners with whom they disagree. One commissioner has resorted to name-calling, like TOZZER PEOPLE, in what may be construed as an attempt to discredit public comment. One commissioner has resorted to attempting to use his position to influence action against a public speaker. The survey itself is a testament to the total disregard for public input. It appears to be a preview of what will be the best way to present this on the ballot to ensure the passage of many on this commission’s prejudicial desires.

If you’re taking the time to comment on this platform, please take the time to comment to the CRC. I hope you will watch and decide for yourselves.

The CRC meeting last night seems to indicate that this survey 'TOOL' is only to be ACKNOWLEDGED if the RESULTS FAVOR the predetermined AGENDA of the survey committee.

Once again, Jeff, for the newsletter you put out. Thanks to members for some good comments on the water steward proposal.... I'd like to know how much water does Jamestown's golf course 7 Cedars use annually? And what % does that represent of all that's used ? I've lived other places where Native tribes with large enrollments were present within the county. Not one was as intertwined in local politics as Jamestown is. If a local business tried to be as involved with county politics by being partnered in all county projects it would surely not be allowed as Jamestown has been. Pretty easy to conclude that the the mess here has more to do with gaming the NGO & Grant systems than much else. There's no need for a water steward position for any of the reasons the county has pushed, except to give them another arm to regulate residential water use, add more meters etc etc.

I wish I could answer you, but the tribe doesn't really communicate with me. And they don't have to. It's like asking Argentina to tell you their water usage, they are a sovereign Nation under no obligation to share that information. Similarly, how would you feel if Argentina put a meter on your well or taught you a class on how to conserve water here but not in their country? Oh, I could go on. You've got me started Sue!
