Good morning CCWD!

Thanks for the recap Jeff.

Yep-

He “dogged” you real good yesterday.

I watched him “eye slap” you a few times.

But when French said “this isn’t my issue, sounds like its your issue”…..

I was like “oh snap, no he didn’t”.

But yes he did!

I have a feeling you will be receiving a public apology.

As little as this might be to some… I believe French just added a “nail to his own coffin” as the saying goes.

I wonder- are we bringing heat??

I do believe we are sir, Jeff.

Yesterday I really struggled. First, I was eye-slapped by an elected official. Then, I had to go home, where I don't even have a rooftop terrace. I had to bathe my emu with an old-fashioned garden hose because no one has ever bought me an emu-washing station. The afternoon sun came out, but without air conditioning, I just had to sit in my house with the windows open. And then, and I'm sorry if I become emotional writing this, I had to hand-wash a baking pan that wouldn't fit in the dishwasher.

The struggle is real.

Just reread Wendy Sisk - let's add in an introduction, It's the responsibility of all hard working wage earners of Clallam County to "make it as easy as possible for people to be successful." Probably the alternative was for a CCC to say "Okay no dishwashers, but you rabble rousing taxpayers will report to these apartments to wash and dry dishes, do the occupants laundry, clean the place weekly and so on ad nauseum." The CCC, SCC, and OMC boards have many traits in common. Go figure.

It's a process. The most important step is to contact an organization such as the Clallam County GOP. You don't have to tithe to them to take advantage of the materials they have. They have some learning/educational information to help you try to figure that out, and that needs to be done sooner than later because this is a process vs trying to figure it out in the 11th hour. I think that energy is key, and you seem to have that.

On a personal level. Our county benefits when there's competition of ideas. I don't know you but I can say that based on your involvement and interest you should check it out sooner than later.

The dishwashers should not be the issue being debated. The issue should be, why are we spending a crap ton of $$ for new housing for a handful of drug addicts in the first place? With no accountability for sobriety?? When is the last time the government offered me, or any other hard-working taxpayer, a housing subsidy? Talk about an insult ...

Expand full comment
Mimi Smith-Dvorak's avatar

absolutely that is the issue.

This low bar to housing should have rules. Is this going to be run through a Section 8 program? (Or are we re-inventing the wheel?) Are tenants going to earn between 30% to 50% of AMI? Will there be rent caps (say 30% of monthly income)? Will there be any demographic criteria? Will there be any references required to assure good tenants? Can bad tenants be denied/evicted if their behavior will impact (negatively) other tenants? How will this project be managed? On-site manager? Remote manager? Who determines eligibility for occupation?

Is the renting agency going to follow RCW 59.18.550 Drug and Alcohol free housing? https://app.leg.wa.gov/rcw/default.aspx?cite=59.18.550 IF not, why not?

No one has ever answered the question: is this a 40-year project, or a 25-year project, or less? (Where did the money come from? State? Federal? Private capital for tax sheltering?)

Expand full comment
Berta's avatar

I hope it’s not Sec 8 because as a permanently disabled person in Clallam County you can’t even get on the wait-list for Sec 8 (it’s closed) and I was told the wait for an apartment via the Clallam Public Housing department will be 2 to 3 years (they charge you 30% of your income for rent & utilities). Are drug addicts getting access to housing quicker than that?

Expand full comment
Mimi Smith-Dvorak's avatar

well, Section 8 has a waiting list.... and people should be able to move off that list and into housing. For people who aren't on ANY list to get housing is unfair. I'd just like to know the criteria for placing people... at least Section 8 has a framework.

You owe Jeff Tozzer and the rest of the citizens of Clallam County a public apology for your comments made Tuesday, September 9, 2025 indicating your disinterest in issues that are different than yours. You were hired (elected) to represent all citizens of Clallam County. You took an oath to translate the desires of our residents into action through effective communication and provide comprehensive and exemplary service levels in a prompt and responsive manner. How do you justify your response as being other than arrogant and dismissive of Clallam County residents’ desires. This is a repeated pattern of yours and indicates a bias toward special interests, to which you may be beholding, and in opposition to those who may have different opinions. A suggestion to being asked tough questions. If you don't know the answer, never guess, it'll put you in a bind at some point because citizens expect honesty. If you don't know the answer to something just say so and learn to be comfortable with that response. You might be internalizing the need to not look uninformed because of your position but trading that for honesty is a losing proposition. Our little airbnb, which goes for $250 a night in the summer, has a very nice waste basket beside the toilet. However, even our travelers flush female hygiene products and those "flushable" wipes that everyone with a septic system knows aren't really flushable. We have to get that pumped at a great expense way more than our house, because we know how to respect a septic system in the house.
