I recently read Virginia Shogren's article examining the administration of the 2026 Clallam Conservation District election and the questions it raises about changes to the voter rolls after the published ballot request deadline. Because the League of Women Voters participated in overseeing that election, I wanted to ask whether your organization has a position on the issues raised.
Specifically:
Do you believe the 2026 Conservation District election was conducted fairly and in accordance with the adopted election procedures?
What is the League's position on the reported merging or expansion of voter rolls after the ballot request deadline?
Do you believe those actions were consistent with the principles of transparency and election integrity that the League promotes?
Has the League reviewed the concerns raised publicly since the election, and if so, what conclusions has it reached?
The League has long encouraged civic engagement and public confidence in elections. This appears to be an opportunity to address questions about a local election that your organization helped oversee. Yet I have not seen a public statement from the League addressing these concerns.
Is the League waiting for additional information, or has it chosen not to take a position? If so, what factors led to that decision?
Many voters look to the League as a nonpartisan voice on election administration. Whether one agrees or disagrees with Ms. Shogren's conclusions, it seems this would be an appropriate opportunity for the League to explain its perspective and help build public confidence in the process.

I find it very ironic that the people in charge rush to police election signs and threaten fines in a rapid time frame and then ignore the election irregularities that they condone. The good old boy system has been exposed here and is very troubling. Great article Jeff and now we know how the election was stolen. The corruption in this case is blatant and demands accountability. It seems clear that the group of 6 involved in the DNR capper is likely involved in these underhanded dealings as well. Why are our tax dollars not being used to protect Clallam County taxpayers instead of shielding those responsible for these significant administrative crimes? These are not petty infractions, and the public deserves a full investigation into how this process was manipulated.

Actually, to be running for office, the candidates are “outsiders” from my point of view. Hardly here long enough to have historical references as to how we somehow got to this sort of disunity and cronyism and election irregularities. The CCD is operating like it was two decades ago. No one cared then and rules hardly counted.
Not mentioned in this article is the following statement in an email from Wendy Rae Johnson to me: "We want every person who voted in the past and anyone on our mailing list to have the opportunity to vote." How sweet this is! Of course an incumbent would want those who voted in a prior election in which she was elected to also vote when she was up for reelection. Based on this statement from Wendy Rae which shows the motivation behind the CCD changing the rules in the middle of the election process, and other irregularities, I encouraged the CCD to scrap this election process prior to the voting occurring and to start over without the waste in time and money that continuing a flawed election process would entail. This they declined to do. So it is now commendable that Virginia Shogren is pursuing a challenge to this election (which by the way some prominent members of Indivisible Sequim also believe was deeply flawed).
The local district didn't ignore Ron Richards out of a desire to protect voters. They ignored him because acknowledging a corrupted process would mean surrendering power.

3. Protecting the Funding Apparatus
With the newly instituted parcel fee guaranteeing thousands in localized public tax revenue, conservation districts are no longer low-stakes volunteer boards. Agreeing with Richards and abandoning the election would mean admitting that an agency collecting mandatory property-owner fees is incapable of running a lawful, transparent vote. To protect the legitimacy of the tax mechanism, the state chose to protect the process at all costs—even if it meant tolerating a compromised pool of 317 unauthorized ballots.
I am beyond disgusted and angry. Am I surprised? Not at all. If this election was rigged, how many others have been? We are coming up on another election. We need to demand transparency and proper voting and tallying of those votes by an independent outside source instead of the ones who’ve been doing it. The groups that are responsible for this must be prosecuted to the fullest extent of the law!

I was so angry after reading this- I just sent the commissioners via Loni Gores the following email…
Commissioners-
I had to request a ballot for the mail in vote for the 2026 District Election. I thought this was odd that I would have to “request” a ballot, only mail in ballots accepted and that there was a deadline. And then, one week prior to voting the rules changed to allow a small group of people who did NOT request a ballot are then allowed to vote… I was actually sent 2 ballots to my address for this election. I was going to put it on FB to reveal what had happened but chose not to due to so much controversy and division in our county. So I voted one of the ballots and threw the other away. I am curious how many others received two ballots, but chose to submit both to increase their chances for their desired candidate…
Then I read that the candidate had a voice in changing the rules about sending out ballots to people who had NOT requested ballots , AND this occurred one week prior to the voting deadline!?This is absurd! No wonder people don’t trust our local politicians and government. Additionally, when this election occurred, most everyone I spoke to had no idea that you had to “request “ a ballot, some discussions were how corruption could definitely occur, and how manipulation could take place. I was convinced and promoted the Importance that every vote can make a difference, urging people to vote. Most of them said they were not going to vote because it was already determined - I had disagreed at the time. Now I am disappointed, frustrated and disgusted with how this was handled.
The manipulation of having voters allowed to vote ONLY if they requested a ballot, only be accepted by mail and then change their minds and sent out ballots that weren’t requested and the candidate who wins by 37 votes- squeezes to victory???

As I posted in another comment here, according to Ian Hillway, County Elections Manager, the Conservation District is by state law allowed to run its own elections and set its own rules. That way they can develop a carefully curated voter list of only the "right people" to vote for them. /s
The previous election prior to this one, was held using tall plastic kitchen garbage cans...which would fill up and then be removed..for..another tall kitchen garbage can...
The CCD now is funded with taxpayer money thru a property tax mandate. The CCD is now accountable to us. Every property owner should have been mailed a ballot.

Actually, to be running for office, the candidates are “outsiders” from my point of view. Hardly here long enough to have historical references as to how we somehow got to this sort of disunity and cronyism and election irregularities. The CCD is operating like it was two decades ago. No one cared then and rules hardly counted.

Not mentioned in this article is the following statement in an email from Wendy Rae Johnson to me: "We want every person who voted in the past and anyone on our mailing list to have the opportunity to vote." How sweet this is! Of course an incumbent would want those who voted in a prior election in which she was elected to also vote when she was up for reelection. Based on this statement from Wendy Rae which shows the motivation behind the CCD changing the rules in the middle of the election process, and other irregularities, I encouraged the CCD to scrap this election process prior to the voting occurring and to start over without the waste in time and money that continuing a flawed election process would entail. This they declined to do. So it is now commendable that Virginia Shogren is pursuing a challenge to this election (which by the way some prominent members of Indivisible Sequim also believe was deeply flawed).
Appreciate you stepping up to clarify that Wendy clearly had at a minimum one credible warning not to proceed.

I am beyond disgusted and angry. Am I surprised? Not at all. If this election was rigged, how many others have been? We are coming up on another election. We need to demand transparency and proper voting and tallying of those votes by an independent outside source instead of the ones who’ve been doing it. The groups that are responsible for this must be prosecuted to the fullest extent of the law!

All participants sadly do not know why they are there. They seem to believe their problem is with our law enforcement when, ( speculating here ), it is our immigration laws they want changed. There is a very fundamental reality with illegal immigrants that is overlooked by the demonstrators; that being the word illegal. We have laws or we do not. I wonder if Wendy Rae Johnson would consider it assault when our Sheriff pursues a child rapist. The demonstrators should be demonstrating at the offices of our two fossil Senators.
Sadly, Garry, these ICE protesters and Free Palestine supporters do know. ICE is deporting illegal aliens who have committed atrocious crimes upon American citizens, and yet they still fervently and unapologetically fight for the criminal. I'm with you. When these protesters come out on Fridays and Saturdays, I look to see who favors the criminal over the law abiding American citizen.
Border patrol recently arrested a repeat deportee and accused child rapist from Clallam after the court (Basden, shocker) recently released him. This after years of his frivilous lawsuit against the corrections system and appeals funded by our broke county. So glad we never have to fund his defense again.

I was so angry after reading this- I just sent the commissioners via Loni Gores the following email…
Commissioners-
I had to request a ballot for the mail in vote for the 2026 District Election. I thought this was odd that I would have to “request” a ballot, only mail in ballots accepted and that there was a deadline. And then, one week prior to voting the rules changed to allow a small group of people who did NOT request a ballot are then allowed to vote… I was actually sent 2 ballots to my address for this election. I was going to put it on FB to reveal what had happened but chose not to due to so much controversy and division in our county. So I voted one of the ballots and threw the other away. I am curious how many others received two ballots, but chose to submit both to increase their chances for their desired candidate…
Then I read that the candidate had a voice in changing the rules about sending out ballots to people who had NOT requested ballots , AND this occurred one week prior to the voting deadline!?This is absurd! No wonder people don’t trust our local politicians and government. Additionally, when this election occurred, most everyone I spoke to had no idea that you had to “request “ a ballot, some discussions were how corruption could definitely occur, and how manipulation could take place. I was convinced and promoted the Importance that every vote can make a difference, urging people to vote. Most of them said they were not going to vote because it was already determined - I had disagreed at the time. Now I am disappointed, frustrated and disgusted with how this was handled.
The manipulation of having voters allowed to vote ONLY if they requested a ballot, only be accepted by mail and then change their minds and sent out ballots that weren’t requested and the candidate who wins by 37 votes- squeezes to victory???
I want an investigation and someone to take responsibility and be accountable for how this election was managed. Hopefully, there is outrage from the public and transparency will reveal those responsible for this debacle.

As I posted in another comment here, according to Ian Hillway, County Elections Manager, the Conservation District is by state law allowed to run its own elections and set its own rules. That way they can develop a carefully curated voter list of only the "right people" to vote for them. /s

The CCD now is funded with taxpayer money thru a property tax mandate. The CCD is now accountable to us. Every property owner should have been mailed a ballot.
I registered months in advance of the election and they never sent me a ballot. The whole thing stinks.

I realize that the extremely dubious characters who shove the so-called "Clallam Conservation District" down our throats, use good sounding words to describe the supposed mission of their highly questionable activities, however they have very obviously abused their role beyond repair now. Once again, we are seeing the corporate governmental system taking actions that they can NOT lawfully directly take, based upon outside "organizations" that they play a direct role in founding and manipulating to their agenda~! It should be very clear by now, that the corporate governmental system throughout the US has absolutely no intention of allowing "We the People" our right to vote, as many of us has seen in our local, state, and many federal elections for MANY decades now. This little game of filing complaints has had VERY limited success, just for show, as the government is slick enough to throw us a bone every now and then to support the illusion of legitimate voting, however the fix has been in for many decades, which has negated our votes and our absolute right to self-determination. While there is always a small number of the amoral "lunatic fringe" who greedily believe that they are getting what they want in these corrupted elections, the vast majority of voters have been constantly & consistently screwed to the point where most do not even recognize the community, state, or country any longer~! Those of us who can see this evil corruption live in a nightmare that is unimaginable to the pathetic sleeping sheep who either can't or won't do their duty as Americans by standing up against these absolutely horrific violations of government~!
